    To ask the Secretary of State for Culture, Media and Sport, if he will make it his policy to introduce a scheme to provide financial assistance for the start up of grassroots sports clubs.

    Within England, there are already a number of schemes in place to support the establishment of grassroots sports clubs. Sport England’s Small Grants programme makes awards of between £300 and £10,000 to support sports clubs, local projects, and other not-for-profit organisations who want to get more people playing sport. Sport England will support the establishment of grassroots sports clubs through Small Grants, providing the organisation is a formally constituted, not-for-profit organisation or statutory body in England. Sport England also provides advice and guidance to support the setup of new sports clubs through its funding helpline and its Club Matters resource.

    More information on devolved sport issues can be requested from the Devolved Administrations and their respective sports councils. For grassroots sport the respective sports councils for DAs are Sport Wales, sportscotland and Sport NI.

    To ask Mr Chancellor of the Exchequer, how many applications from public sector organisations his Department has received to (a) increase service charges, (b) charge above cost for public services and (c) charge below cost for public services in each year since 2009-10; and how many such applications have been (i) approved and (ii) rejected.

    The information requested could only be obtained at disproportionate cost. Treasury consent is required for all proposals to extend or vary charging schemes, and Treasury guidance advises that it is good practice to review these routinely at least once a year, and if appropriate revise the charging level. This leads to a large number of requests for consent being received by HM Treasury on a regular basis, not all of which are collated centrally.

    The Secretary of State for Defence will host a UN Peacekeeping Defence Ministerial at Lancaster House in London on 8 September 2016. This is a follow-on event to the Leaders’ Summit on Peacekeeping hosted by President Obama last September. The event will be an opportunity to take stock of progress made on pledges since last year, as well as to focus on how we can improve peacekeeping and on the role and participation of women in peacekeeping.

    In 2014-15, Central Government spent over £12 billion (27.1%) with small and medium sized businesses, which shows a continued year on year increase in SMEs winning public procurements.

    The Government is determined to deliver its new target of one third of spend with SMEs by the end of this Parliament and we have appointed Emma Jones as the new Crown Representative for SMEs to help us achieve that.

    We do not hold information on the number of public sector contracts won by small businesses or on the number of companies bidding.

    HMCTS are considering a range of options about how best to deliver this service. The tender process will allow HMCTS to make informed decisions about what is in the best interests of the service and the taxpayer. No decision on the way forward for the Civilian Enforcement Office role has been made at the current time.

    The process for reporting and assessing deficiencies against the material state of a submarine does not use the definition of a fault. The material state of a submarine is formally assessed at the end of each maintenance period. In the time in between maintenance periods, Ship’s Staff report changes to this assessed material state using the Operational Defect reporting process.

    To ask the Secretary of State for Defence, which individual ships will fulfil the roles currently carried out by HMS Ocean when she is withdrawn from service; and what numbers of (a) amphibious forces and (b) helicopters are carried by (i) HMS Ocean and (ii) the substitute ships.

    As stated in the Strategic Defence and Security Review (Cm9161), we will enhance a Queen Elizabeth Class (QEC) aircraft carrier to support our amphibious capability. Together with existing amphibious ships of the Royal Navy and Royal Fleet Auxiliary, this will provide the capacity and capability to deploy our amphibious forces.

    HMS OCEAN can carry up to 690 Embarked Military Forces (EMF) – Royal Marines and Aviation Group personnel – in addition to her ship’s company. She can deploy a variety of helicopter types in multiple combinations as required by her mission and role.

    The QEC aircraft carriers can embark up to 900 EMF, in addition to their ship’s company, in support of their missions and tasks and a flexible mix of helicopters subject to the operational tasking.

    Current labelling regulations for alcoholic drinks are set at a European level. The United Kingdom did secure a provision for voluntary calorie labelling, which some businesses are already doing. The possibility of mandating calorie labelling on alcohol is under discussion at European Union level.

    Daewoo Shipbuilding and Marine Engineering (DSME) continues to progress the build of all four ships under the Military Afloat Reach and Sustainability Tanker contract. The Ministry of Defence is aware of reports in the specialist press regarding financial losses reported in the shipbuilding industry, including DSME. We continue to closely monitor this situation with DSME, noting that this is primarily a matter for the company.
