    To ask the Secretary of State for Health, how many NHS maternity units are under consideration by his Department for (a) downgrading and (b) closure.

    The Government is clear that the redesign of front-line health services, including maternity services, is a matter for the local National Health Service, where clinicians are best-placed to make the decisions in the best interests of their patients.

    All such decisions are locally led and any proposed changes to services are subject to meeting the four tests for service change: they must have support from general practitioner commissioners, be based on clinical evidence, demonstrate public and patient engagement, and consider patient choice.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Gardiner of Kimble on 4 April (HL7211), what progress they have made on the National Litter Strategy for England; and when they expect it to be completed.

    We have made good progress on the Litter Strategy for England. We are working with the Department for Communities and Local Government and industry to develop an ambitious Strategy. Our goal is to deliver a substantial reduction in litter and littering in England, ensuring that all our communities, natural landscape, roads and highways are free of litter. The Litter Strategy will focus on three key themes: education and awareness; improving enforcement; and better cleansing and litter infrastructure. These will be backed up by specific actions under each objective.

    To help us shape the Strategy, we have established a Litter Advisory Group, which includes representatives from local government, campaign groups and independent experts, as well as representatives from the packaging and fast-food industries. The Strategy will be published shortly, after the publication of Defra’s 25 year Environment Plan framework.

    To ask the Secretary of State for Defence, with reference to the announcement by BAE Systems on jobs, related to production of the Eurofighter Typhoon on 12 November 2015, what estimate he has made of the number of jobs that will be lost which are related to the production of that aircraft.

    BAE Systems issued a statement on 12 November 2015 confirming that the company was taking action to reduce the Eurofighter Typhoon production rate; it also confirmed its intention to reduce the workforce within its Military Air and Information business by up to 371 roles. The majority of the affected posts are based at the company’s Samlesbury site, with the remainder at its Warton facility.

    Decisions on the capacity and capability of any company, including the division of work between sites, primarily rests with the company concerned.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the benefits that the Growth Accelerator Programme has had for small and medium-sized enterprises since the launch of that programme.

    The Growth Accelerator was launched as our economy was still recovering from the worst recession this country had faced in 100 years, presided over by the hon Member’s party. An interim evaluation of the Growth Accelerator programme was published in November 2014.

    Thanks to the difficult decisions made by this government and the last, we now have the fastest growing economy in the developed world and a record number of businesses and as part of our continued commitment to live within our means and pay down our debts, we took the decision to discontinue the Business Growth Service in the Spending Review.

    To ask the Secretary of State for International Development, what steps the Government is taking to encourage the Lebanese government to resume the registration of Syrian refugees.

    The UK recognises the refugee presence in Lebanon is placing great strain on the country. It is important however that those who seek refuge from the conflict in Syria are able to do so, and after fleeing are able to register as refugees in order to gain access to essential basic services. UNHCR, as the mandated UN agency to advocate for the protection and promotion of the rights of refugees, plays a crucial role in registering refugees. That is why to date, the UK has allocated £46 million to UNHCR’s operations in Lebanon, of which a proportion will go to funding registration.

    Alongside its support to UNHCR, DFID is also providing over £8 million to the Norwegian Refugee Council, a proportion of which will go to funding information, counselling and legal assistance to refugees in Lebanon to ensure they are aware of their rights and are able to access all relevant services available to them. The UK also continues to work with Government of Lebanon and UNHCR to ensure that all refugees and persons of concern are registered and receiving the help they need.

    To ask Her Majesty’s Government what response they have made to the plans announced by the government of Israel in January to appropriate further tracts of agricultural land in the West Bank for illegal settlement building.

    While we have not raised this specific issue with the Israeli authorities, the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), issued a press statement on 22 January to express concern at the Government of Israel’s decision to declare 385 acres of land in the West Bank ‘as state land’.

    The UK’s position on settlements is clear. They are illegal under international law, present an obstacle to peace and take us further away from a two-state solution. We will continue to raise our objections to settlements with the Israeli government. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Bournemouth East (Mr Ellwood), expressed concern in public comments and in the House of Commons at the Government of Israel’s decision of 6 January to approve the extension of the Gush Etzion settlement.

    To ask Her Majesty’s Government what steps they have taken to consult family members and children in the London Borough of Lambeth about their experience of children’s services in the Borough.

    As part of Ofsted’s inspection of children’s social care services in Lambeth (reported on 12 May 2015), Ofsted met with children, young people, parents, carers, care leavers and Lambeth’s Children in Care Council, who provided direct evidence about their experiences of Lambeth’s children’s services.

    Ofsted inspectors also talk to young people as part of bi-annual visits to children’s homes; and take children’s and parents’ views as part of an annual survey of all children’s homes and fostering agencies. These surveys inform Ofsted’s lines of enquiry for subsequent inspections and decisions about the timing of inspections.

    The independent Inquiry into Child Sexual Abuse, led by the Hon. Dame Lowell Goddard DNZM, is taking evidence from those affected by child sexual abuse in Lambeth.

    To ask the Secretary of State for Transport, what discussions (a) he and (b) officials of his Department have had with Transport for London on the (i) timetable and (ii) provisions of legislation on pedicabs in London to ensure that they are able to regulate swiftly once primary legislation is in place.

    The need for urgent action on pedicabs was discussed at the Secretary of State’s meeting with the Mayor on 13 June, and at Lord Ahmad’s meeting with the Deputy Mayor for Transport on 16 June. Officials from the Department for Transport have had regular meetings with their opposite numbers in Transport for London to ensure that TfL are ready to respond as soon as the necessary primary legislation is enacted.
