    To ask the Secretary of State for Culture, Media and Sport, what estimate he has made of the amount charged to the deceased by TV Licensing in each of the last three years.

    TV Licensing (TVL) should be notified when a licence fee holder dies. If the person making the notice has previously been covered by the licence, it will be transferred into their name. If an executor or family member notifies TVL that a property is now vacant, the licence is cancelled, and a refund is made to the deceased’s estate.

    In the case of an over-75s licence, TVL is informed by the Department of Work and Pensions of deaths of those aged over 75. In this case, TVL will write to the licensed address to inform anyone living with the deceased that the licence will cover the occupants until the licence term expires.

    The details of these reforms are being worked through, but we will ensure that the longstanding expertise of our partner organisations is not lost. Appropriate transition arrangements will be put in place for those staff transferring and normal legal protections will apply. We will be maintaining open communication with staff and trade unions throughout the process to enable long term planning within the organisations concerned.

    This Government is committed to moving from a high welfare, high tax, low wage economy to a lower welfare, lower tax, higher wage society. As the Chancellor made clear, the Government will set out at Autumn Statement how we plan to achieve the same goal of reforming tax credits, saving the money we need to save to secure our economy, while at the same time helping in the transition.

    As announced at Summer Budget, the Chancellor announced that free entitlement childcare would be doubled from 15 hours to 30 for working parents. This will not be rolled out until September 2017, with early implementation in some areas in September 2016.

    To ask the Secretary of State for Transport, with reference to the briefing by the National Audit Office, entitled Delivering major projects in government, published on 6 January 2016, what steps his Department is taking to (a) correct inconsistent reporting of costs referred to in that briefing and (b) ensure more accurate reporting of costs on major projects.

    The Department has issued clear guidance on how projects should report financial data. This includes whether costs are reported as real or nominal and further information on how costs are calculated. The Department is working with the Infrastructure Project Authority (IPA) to ensure consistent portfolio reporting across Government.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps he is taking to encourage the putting in place of a system of verification for violations during the Cessation of Hostilities in Syria; and when he expects such a system to be in place.

    The Cessation of Hostilities is an important step towards ending the terrible violence in Syria and bringing about a lasting political settlement.

    The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) met with the HNC Representative, Riyad Hijab in Paris on Friday 4th March to assess the current situation. Since the Cessation of Hostilities came into effect, we have seen a significant reduction in violence, which is of course a huge step forwards. But we need to see this sustained, and to see a reduction in the number of reported violations. To this end we are working with the UN and other members of the International Syria Support Group (ISSG), to urgently consolidate a robust verification mechanism to monitor alleged violations of the Cessation of Hostilities. The UK had a number of staff in Geneva last week working on this.

    This mechanism is already starting to work through assessments of violations and we will continue to refine the operation as we continue.

    The United Kingdom’s border controls are among the toughest in the world. Border Force works closely with other law enforcement agencies, including the National Crime Agency and Police, to combat suspected human trafficking and to target and disrupt those who would attempt to smuggle prohibited and restricted goods such as firearms and illegal drugs in to the UK.
