    To ask the Secretary of State for Transport, what recent discussions he has had with the Secretary of State for Energy and Climate Change on the potential effect of airport expansion on the UK’s climate change goals.

    Department for Transport officials are engaging closely with colleagues in the Department for Energy and Climate Change and any decision regarding future airport capacity will take into account the Government’s obligations under the Climate Change Act.

    On 14 December 2015 the Secretary of State for Transport announced that the Government would undertake a package of further work, including on measures to mitigate carbon impacts and address sustainability concerns, particularly during construction. This further work will conclude by the summer.

    Changes to front line health services are a matter for local National Health Service commissioners and providers.

    Any significant service change should take account of guidance published by NHS England on 29 October 2015: Planning, assuring and delivering service change for patients. This reflects the objective in the mandate from the Government to NHS England to ensure that significant changes to services meet four tests: (i) strong public and patient engagement; (ii) consistency with current and prospective need for patient choice; (iii) a clear clinical evidence base; and (iv) support for proposals from clinical commissioners.

    The government has made no assessment of the effect on jobs in Dundee as result of the Spending Review and Autumn Statement 2015. A number of economic policies which affect jobs are devolved to the Scottish Government.

    The government has set out its commitment to have the highest employment rate in the G7 and the Autumn Statement set out further measures to support people into work, including extending Jobcentre Plus support to 1.3 million additional claimants on Universal Credit by 2020, and a real terms increase in funding to support people with disabilities and health conditions find, and remain in, work.

    To ask Her Majesty’s Government why none of the Yazidi women who have escaped following enslavement by ISIS have been given refuge in the UK.

    We recognise the plight faced by vulnerable women and girls in the region, and particularly Yazidi women who have escaped following enslavement by ISIS. That is why we have funded the establishment of three community centres in the Kurdistan Region of Iraq which provide them with psychosocial and legal support, and the provision of two UN technical experts who will continue to improve the coordination of the humanitarian response to gender based violence in Iraq. Through the Iraq Humanitarian Pooled Fund, we are also providing life-saving maternal and child health-care, child protection services, and specialised support for escapees of Daesh terror.

    We plan to continue to resettle Iraqi refugees currently in Syria under the Gateway programme and will consider any Yazidi cases that are referred by the UN High Commissioner for Refugees (UNHCR) as part of that caseload. We are also prioritising the most vulnerable refugees through the Syrian Vulnerable Persons Resettlement, under which UNHCR is mandated to identify and refer cases for potential resettlement using its established vulnerability criteria, which include women and girls at risk.

    The Department published a technical discussion paper on licensing of houses in multiple occupation on 6 November 2015. We received representations from 170 local authorities which we are currently analysing. We plan to publish our response in the coming months.

    To ask the Secretary of State for Culture, Media and Sport, what (a) protection and (b) funding is available for historic battlefields in (i) England and (ii) Northam in Torridge and West Devon constituency.

    Registered battlefields are protected through the planning system under the terms of the National Planning Policy Framework. Historic England maintains the register of historic battlefields on the National Heritage List for England.

    I am pleased to say the Heritage Lottery Fund are able to support projects concerned with protecting and promoting large landscapes such as a battlefield site. Funding may also be available from the relevant local authority.

    When Phase One of HS2 opens in 2026, new HS2 trains will serve Manchester, north west England and Glasgow. When the full Y Network opens in 2033, the new HS2 route will extend to just south of Wigan and York and HS2 trains will then also serve Leeds, York, Newcastle and Edinburgh. The UK and Scottish Governments share an ultimate ambition for 3 hour journeys between London and Scotland’s central belt, but we recognise the further work needed to understand the benefits and business cases of different options.
