To ask the Secretary of State for Work and Pensions, what assessment he has made of the impact of protocols on touching disability benefit assessment centre attendees on the accessibility of these sites to those who struggle to stand unaided.

If a physical assessment of the musculoskeletal system is required, it is largely non-touch and based on observing ‘active movements’ – i.e. movements carried out under the direction of, but without the physical intervention of, the Healthcare Professional.
The impact on a claimant undergoing this type of assessment should therefore be negligible.

The operational policing of protests and demonstrations, including the use of police powers and search warrants, are principally a matter for Chief Officers of each force in England and Wales. The Metropolitan Police Service informed the Home Office on their operational plans to provide reassurance on the policing and security of the visit. The Metropolitan Police Service also liaised with Chinese counterparts as part of their operational planning.

To ask Her Majesty’s Government why and when the Middlesbrough Borough Council was given access to the Police National Computer; whether it still has such access; and whether they will consider giving such access to other local authorities if requested to do so.

Middlesbrough Borough Council does not have, and never have had, direct access to the Police National Computer. If an application is made by a Local Authority, and ACRO (the NPCC Criminal Records Office) is satisfied that they have a lawful and justifiable reason for needing access to PNC data, ACRO will conduct PNC enquiries on behalf of that authority.

The UK is fully engaged with NATO’s regular reviews of its distribution of troops and materiel to ensure the Alliance is adaptable to the changing security situation. The NATO Kosovo Force (KFOR) – around 4,600 personnel – is reviewed regularly, with SHAPE currently reporting a positive security and political situation. NATO Allies regularly train in the Western Balkans region, and in 2016 the UK will contribute troops to: Exercise CARPATHIAN EXPRESS and Exercise STEADFAST COBALT in Romania; Exercise STEADFAST LEV in Bulgaria; Exercise IMMEDIATE RESPONSE in Slovenia; and Exercise JOINT EFFORT in Albania.

To ask the Secretary of State for Communities and Local Government, if he will take steps to increase the financial limit for the contribution of tenants to qualifying works as set out in paragraph 6 of the Service Charges (Consultation Requirements) (England) Regulations 2003.

The Government is aware of concerns surrounding the financial threshold above which consultation on service charges must take place under section 20 of the Landlord and Tenant Act 1985 (as amended by the Commonhold and Leasehold Reform Act 2002). This was also referred to as part of the Competition and Markets Authority study into property management services. We have been working with stakeholders in the sector, including the Association of Residential Managing Agents, to consider what can be done to improve how section 20 works, including the financial threshold. The Government is awaiting the final set of recommendations from the Association and will respond to the Competition and Markets Authority study in the Autumn.

To ask the Secretary of State for Transport, what work his Department is carrying out to follow up the International Maritime Organisation summit on shipping emissions in April 2016; and whether the UK will play an active role in the working group established at that summit.

The Department and the Maritime and Coastguard Agency are working closely with other Government departments, as well as the European Commission and European Union and IMO Member States, to reach an agreement on the development of a work plan and timetable to define shipping’s fair share of global efforts to reduce greenhouse gas emissions.
The UK is committed to ensuring that the international maritime sector plays its part in achieving a global solution to limit average temperature increases as set out in the Paris Agreement, reached at the 2015 United Nations Climate Change Conference, and will play an active role in the working group on this issue as set up at the 69th session of the International Maritime Organization’s Marine Environment Protection Committee in April 2016.
