    To ask the Secretary of State for Transport, pursuant to the Answer of 31 May 2016 to Question 37855, on the London to Brighton railway line, if he will commit in principle to upgrade the Brighton main line, prior to the High Level Operating Statement in 2017.

    Network Rail is currently developing proposals for the upgrade of the Brighton Main Line, following the conclusions of the Sussex Route Study. Government intends to articulate its emerging priorities for improvements to the national network (including possible upgrades to the Brighton Main Line) during 2017.

    We are currently working with Network Rail to ensure that the majority of Access for All stations will have at least a design completed in this rail Control Period. This will ensure that stations that have construction deferred will be ready to start on site as early as possible once funding is available again in 2019/20. We expect to announce which stations will be affected shortly.

    To ask Her Majesty’s Government what plans they have to prevent food waste.

    Through the Waste and Resources Action Programme (WRAP), the Government is working with food manufacturers and retailers to meet targets to reduce food waste from households and the grocery supply chain under the Courtauld Commitment. There has been a 15% (1.3 million tonnes) reduction in household food waste since 2007 and signatories reported a reduction of 7.4% in food supply chain waste between 2009-2012, with interim results for Courtauld 3 showing further 3.2% reduction by 2014.

    The Love Food Hate Waste programme helps UK households to reduce food waste and save money through awareness raising and consumer advice. There is also an agreement with the hospitality sector with targets to prevent and manage food waste in restaurants, pubs and canteens.

    WRAP is currently brokering a new agreement, Courtauld 2025, which is expected to start next year and will build on this progress.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to safeguard water supplies in the event of a terrorist attack.

    In accordance with the Security and Emergency Measures (Water and Sewerage Undertakers) Direction 1998, issued under the provisions of section 208 of the Water Industry Act 1991, water companies are required to produce plans to deal with all types of emergency situations. This includes ensuring appropriate preventative measures are in place to secure the water supply from deliberate harm, as well as plans to deal with a situation if it were to arise. These plans are regularly tested and updated where necessary and are subject to an independent check every year.

    Providing expert security advice is integral to the function of protecting national security against threats. Defra and the water industry work closely with the Centre for the Protection for National Infrastructure on the protection of water supply and on the reduction of its vulnerability to terrorism and other threats.

    As I am sure you will understand, details of the specific arrangements or any procedures related to national security are highly sensitive and cannot be disclosed.

    To ask the Secretary of State for the Home Department, if she will make an assessment of the effect of the Tier 2 visa scheme’s minimum salary threshold on the ability of curry restaurants to recruit chefs from abroad.

    Acquiring this information on visa applications from chefs would involve examining each individual case record held by UK Visas & Immigration for the Tier 2 category. To do so would incur a disproportionate cost.

    The Home Office regularly receives representations to lower the criteria (including the salary requirement) for sponsoring chefs under Tier 2, the skilled worker route. Tier 2 is, however, reserved for graduate level occupations. We continue to welcome the very top chefs who promote innovative and authentic cuisine here in the UK — and these types of skilled chefs are on the shortage occupation list. The salary threshold applied to chefs was based on expert advice from the independent Migration Advisory Committee.

    We have been clear, however, that the restaurant industry needs to move away from an unsustainable reliance on migrant workers. We want to nurture more home-grown talent and encourage young people in this country who want to pursue a skilled career. This means the restaurant sector offering training to attract and recruit resident workers to meet their staffing needs.

    The industry is starting to make progress in this area, recruiting and training more chefs in the UK, and this needs to continue.

    The current regulation states that an application for an EU Solidarity Fund grant must come from an EU member state government.

    The Treasury leads on negotiations relating to the EU’s seven-year budget, or ‘Multiannual Financial Framework’ (MFF). We can expect the rules governing the implementation of the Fund, including the application process, to be reviewed in the context of negotiations relating to the next MFF, which will take effect from 2021.

    The Devolved Administrations will be consulted in preparation for those negotiations.
