    To ask Her Majesty’s Government whether they have considered training nurses in England according to the approach used for trainee paramedics who receive a salary for the work they do while studying for their degree, and if not, why not.

    The Department has no plans to move to the system proposed. Under the current system student nurses are supernumerary in the workforce during their clinical placements. This was introduced in the 1990s following criticisms, led by the Royal College of Nursing, that the employment model used student nurses as a major part of the workforce which did not effectively contribute to their learning, education and development to become competent registered nurses.

    To ask the Minister for the Cabinet Office, what assessment his Department has made of the effectiveness of financial controls and reporting systems for charities in response to the liquidation of Kids Company.

    In the light of the events surrounding Kids Company the Cabinet Office has launched a detailed review of how it makes grants under Section 70 of the Charities Act. The review is considering the criteria used to assess risk and is developing a proposal for a new and more rigorous approval process. The review will also take into account recommendations made by the Public Administration and Constitutional Affairs Committee and the Public Accounts Committee.

    The British Government was encouraged by the successful passage of the Safe Abortion Bill through the Sierra Leone Parliament last December. We are disappointed that interventions from stakeholders outside Parliament meant that the Bill was not signed into law and is undergoing further consultation.

    To ask Her Majesty’s Government what assessment they have made of the 0.4 per cent fall in February in the volume of goods sold in UK shops.

    Individual month on month changes can be volatile. Although the latest ONS Retail Sales Index reports a fall of 0.4 per cent in the volume of goods sold on a seasonally adjusted basis in February, it follows on from a strong monthly rise in January (2.3 per cent). It is also a 3.8 per cent increase on February of last year.

    This monthly decline in sales volumes was seen across all the headline categories of retail (with the exception of household goods stores). However, for almost all categories the decline was substantially smaller than the growth seen in the previous month.

    To ask the Secretary of State for Culture, Media and Sport, how the Government plans to implement Lord Leveson’s recommendation that regulatory authorities should be able to impose structural remedies and remedies which will change behaviour which can relate, if appropriate, to editorial independence and journalistic standards.

    In response to Lord Leveson’s recommendations on media plurality we asked Ofcom to consider how we measure media plurality in the UK. Ofcom published a framework for measurement on the 5th November. We will need to consider that framework and how we make a baseline assessment before we consider any further work in this area.
