To ask Her Majesty’s Government what role local authorities will play in the development of Sustainability and Transformation Plans other than through membership of Health and Wellbeing Boards.

The NHS Planning Guidance, published in December 2015, explained that the success of Sustainability and Transformation Plans will depend on having an open, engaging, and iterative process that harnesses the energies of clinicians, patients, carers, citizens, local authorities, health and wellbeing boards, and local community partners. Local authorities should be fully engaged in the development of all Sustainability and Transformation Plans. In some cases, local National Health Service organisations have agreed with local authorities that a senior council leader will lead the Sustainability and Transformation Plan for their area.

Lord Hunt of Kings Heath – 2016 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government what assessment they have made of the performance of Basildon and Brentwood Clinical Commissioning Group in ensuring that mental health services are adequately funded.

No such assessment has been made by this Department. NHS England advises that Basildon and Brentwood Clinical Commissioning Group is focused on achieving the best outcomes for its patients within the available funding. It continues to work towards parity of esteem for mental health, focussing on the implementation of the national strategy, The Five Year Forward View for Mental Health, while endeavouring to ensure that all services it commissions for individuals with mental health needs are based on local intelligence supported by the local Joint Strategic Needs Assessment. Anne-Marie Trevelyan – 2016 Parliamentary Question to the Department for Education

To ask the Secretary of State for Education, what funding her Department contributes annually to the cost of running Wellbeck Defence Sixth form.

Welbeck Defence Sixth Form College is a private independent institution; therefore the Department for Education only contributes funding to directly support students enrolled at the institution.

In the 2015/16 academic year, the Department for Education contributed £21,434 in 16 to 19 discretionary bursary funding. Discretionary bursaries are awards made to students by institutions to help overcome the individual barriers to participation a student faces, such as help with the cost of transport, meals, books and equipment.

The Department for Education has also contributed funding to the Ministry of Defence’s Armed Forces Bereavement Scholarship Scheme for bereaved service children.

DECC receives wholesale prices data from Argus Media on a daily basis. The following table shows the yearly average of day-ahead baseload prices since 2001 when this data is available from. We have converted the daily data into a yearly average, and converted nominal data into real data using HM Treasury’s GDP deflators1.

Kate Osamor – 2015 Parliamentary Question to the Foreign and Commonwealth Office

To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent reports he has received on Turkish military action in Kobane; and if he will make a statement.

We are closely monitoring all of these and related events in Turkey and the region. The Kurdistan Workers’ Party (PKK) continues to kill members of the Turkish police service and security forces. We support Turkey’s right to defend itself against all forms of terrorism. We have been clear that the PKK must cease its violence and the peace process needs to be resumed. The UK stands ready to help in any way it can in this regard. I last raised this with my Turkish counterpart when we met in August.

The Government continues to monitor closely Turkey’s democratic reforms, including as part of the EU accession process, focusing particularly on freedom of expression, respect for the rule of law and minority rights.

We welcome Turkey’s invaluable contribution to the international campaign against Daesh, particularly its agreement for the use of its airspace and airbases, as a member of the Global Coalition committed to defeating it. Turkey has been carrying out military strikes against Daesh since July 2015, and state that they have detained over 2,500 Daesh suspects since 2013, of whom one third are foreigners. Turkey recognises the role that Syrian Kurds have to play in the fight against Daesh, and accepts that Syrian Kurds receive Coalition support.

Royston Smith – 2016 Parliamentary Question to the Cabinet Office

To ask the Minister for the Cabinet Office, what steps the Government plans to take to ensure charities in receipt of public funds do not express a view on the forthcoming European Union Referendum.

The rules on campaigning at the referendum are set out in the European Union Referendum Act 2015 and the Political Parties, Elections and Referendums Act 2000. There is no general restriction on institutions and organisations in receipt of public funds expressing a corporate opinion on the European Union Referendum. However, there are restrictions on organisations whose expenses are met wholly or mainly from public funds publishing certain material relating to the referendum in the final 28 days.

As the independent regulator for charities in England and Wales, the Charity Commission published guidance for charities on 7 March 2016 regarding the forthcoming EU referendum. This clearly sets out the threshold necessary to justify any charitable activity on this specific issue.
