To ask the Secretary of State for Business, Innovation and Skills, how many public consultations the Post Office conducted on proposals to franchise Crown post offices in 2014 and 2015; and how many of those post offices so consulted on proceeded to be franchised.

Post Office Limited runs and manages its Crown post offices. Franchising of these offices is the operational responsibility of the Post Office.

To ask the Secretary of State for Exiting the European Union, what legislation his Department plans to repeal using the Great Repeal Bill; and if he will make a statement.

The Government will bring forward legislation in the next session that, when enacted, will repeal the European Communities Act 1972 on the day we leave the EU. This ‘Great Repeal Bill’ will end the authority of EU law and return power to the UK.
The Bill will transpose current EU law into domestic law, while allowing for amendments to take account of the future negotiated UK-EU relationship. Without pre-judging this future relationship or future decisions Parliament may make, it will give consumers, workers and businesses as much certainty as possible by maintaining law wherever practicable and desirable.
The Government will set out the content of the Bill and its implications in due course.

I have had discussions with Ministers on the Smith Commission Agreement and the Scotland Bill. The Secretary of State for Scotland has spoken to women’s groups in Scotland about devolution of abortion legislation, and Department of Health officials have had informal discussions and communication with the Royal College of Obstetricians and Gynaecologists on this matter.

To ask the Secretary of State for Culture, Media and Sport, what additional funding allocations have been provided to each local authority as a result of declared claw back from BT under the National Broadband Scheme.

Thanks to the way we have constructed the contracts, BT has announced £129 million of clawback funding. This is available to the local authorities to support further broadband deployment without any additional funding being added to it by either the government or by the local authorities.

To ask Her Majesty’s Government what assessment they have made of how the reorganisation of accident and emergency departments in England has affected the time taken for a patient with a serious emergency to be taken from their home to the nearest fully-equipped accident and emergency unit.

NHS England has advised that it does not collect data on the average time taken in England for the ambulance service to take a patient from their home to an accident and emergency department.
The Government is clear the reconfiguration of front line health services is a matter for the local NHS. Services should be tailored to meet the needs of the local population, and proposals for substantial service change must meet the four tests of reconfiguration which are: (i) support from GP commissioners; (ii) strengthened public and patient engagement; (iii) clarity on the clinical evidence base and (iv) support for patient choice.
Locally driven elements of reconfiguration mean delivery will largely be managed by NHS England, who will work closely with commissioners, the Trust Development Authority and Monitor, and only approve the progression of proposals to consultation that have local support. We are aware that NHS England, in their guidance ‘Planning and delivering service changes for patients’, emphasise that NHS service change planners include an analysis of distance and travel times, the impact of these on transport users, as well as the ambulance service.
