To ask the Secretary of State for Culture, Media and Sport, what steps he is taking to encourage more online platforms to carry prominent age ratings and content advice for music videos classified by the British Board of Film Classification; and what steps he is taking to link such age ratings to parental control.

Government is committed to working with music labels and platforms towards seeing age ratings on all online music videos. Under the industry’s voluntary ratings scheme for online music videos,which is an initiative that I started,more than 150 music videos have been age rated by the BBFC to date and the ratings appear alongside them on YouTube and Vevo.
Work is continuing with industry to encourage them to further develop the online ratings scheme, including making the ratings more visible on online platforms and ensuring the ratings work as effectively as possible with parental controls.

To ask Her Majesty’s Government whether they will publish data showing the number of entries on the electoral register as at 1 December 2015; and if so, whether they will break down that information by (1) country, (2) constituency and (3) local authority.

On 24th February the Office for National Statistics will publish total register entries at a local authority level for local government registers and at a constituency level for parliamentary registers. The Electoral Commission is planning to publish a report in late February/early March on the state of the December 2015 registers.

To ask the Secretary of State for Business, Innovation and Skills, whether his Department has regulations in place to limit top-sliced management fees for European Social Fund funding by lead contractors to sub-contractors.

Management fees are a matter between lead contractors and sub-contractors. For European Social Fund (ESF) contracts procured by the Skills Funding Agency, the ESF and 2015/2016 match funding rules state that “You must publish your supply-chain fees and charges policy on your website before entering into any subcontracting agreements for the 2015 to 2016 funding year.” This must include the typical percentage range of fees a contractor retains to manage subcontractors, and how this range is calculated.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what investigatory methods his Department uses for reports of potential breaches of international humanitarian law by UK allies in Yemen.

The Ministry of Defence monitors incidents of alleged International Humanitarian Law (IHL) violations using all available information which in turn informs our overall assessment of IHL compliance in Yemen. We consider a range of information from government sources, foreign governments, the media and international non-governmental organisations regarding reports of potential breaches of IHL.
We regularly raise the importance of compliance with IHL with the Saudi Arabian Government and other members of the military Coalition. The UK is not a member of the Saudi-led Coalition. British personnel are not involved in carrying out strikes, directing or conducting operations in Yemen or selecting targets and are not involved in the Saudi targeting decision-making process. However we have provided training and advice to Saudi Arabia to ensure continued compliance with IHL and minimise civilian casualties.

Border Force fully accepted the recommendations of the Independent Chief Inspector of Borders and Immigration regarding General Aviation and General Maritime and is implementing changes as quickly as practicable. Border Force is working with other government departments and partners to deliver improvement during 2016-2017 and is closely monitoring progress.

The UK has consistently called upon all parties to refrain from using violence, intimidation and confrontational action. The UK will continue to engage constructively with all political parties in Bangladesh and with international partners, to strengthen democratic accountability and build the willingness and capacity to hold future participatory elections. We are under no obligation to consider asylum claims lodged outside UK territory and it is not appropriate to do so. Those who need international protection should claim asylum in the first safe country they reach; that is the fastest route to safety.

To ask the Secretary of State for Work and Pensions, what steps he is taking to ensure that arrears-only Child Support Agency cases outside the current pro-active case-closure programme will be subject to the arrears cleansing process before being transferred to the Child Maintenance Service for collection.

The arrears cleansing process is a feature of the case closure programme, and cases selected for closure will be subject to arrears cleanse before the debt is moved to the Child Maintenance Service system. Cases are not subject to the arrears cleanse process unless they are selected for closure.
