    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will ensure that any agreement on a central registry of beneficial ownership in the Cayman Islands will include access for the public with legitimate reason.

    I refer the Honourable Gentleman to the answer given by my Rt Hon Friend, the Member for South West Hertfordshire (David Gauke MP), the Financial Secretary to the Treasury, to questions 10437, 10438 and 10448, which sets out the criteria we expect the Overseas Territories to meet in relation to their central register of company beneficial ownership, or similarly effective system.

    We are continuing our dialogue with the Anguilla authorities on this and have offered any technical support that might be required as they develop their proposals.

    To ask the Secretary of State for the Home Department, what progress her Department has made on the emergency services mobile communications programme.

    The purpose of the Emergency Services Mobile Communications Programme (ESMCP) is to deliver a mobile communications network for use principally by the Emergency Services – the Emergency Services Network (ESN). The ESN will deliver integrated critical voice and broadband data services to all three emergency services (3ES) and other users throughout England, Wales and Scotland. The aim is to provide a mobile communications network capable of providing the full coverage, resilience, security and public safety functionality required by the 3ES.

    The procurement of the ESN is divided in 3 main procurement lots supplemented by a number of related projects. The contract for Lot 1 – Delivery Partner was awarded to Kellogg Brown and Root in August 2015 . The Home Office announced it’s intention to award contracts to Motorola – Lot 2 User Services and EE Lot 3 Mobile Services on 13th November 2015. The procurement process was halted following a legal challenge by Airwave Solutions Limited, the incumbent supplier, on 23 November 2015, the last day of the 10 day standstill period. The Home Office submitted an application to lift the automatic suspension of the procurement and had been working with Counsel preparing for a hearing in the High Court on 8th and 9th Dec.

    On Saturday 5th December, the Home Office was informed that ASL would no longer contest the Home Office application to lift the suspension and that subject to the consent order being agreed by the Court today, the Home Office will seek to sign contracts with Motorola and EE on 8th December. This will then start the Mobilisation phase of the programme during which the network will be designed, built and tested over a 21 month period. The 3ES will start to use the network from late 2017 following extensive tests and trials.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if her Department will provide guidance to residents whose homes have been flooded in circumstances where the failure of a local agency, local authority or private company to maintain the water management infrastructure adequately can be demonstrated, on how those residents can seek redress or compensation.

    The Environment Agency and local authorities have permissive powers to maintain flood defences, flood risk assets, culverts or drains. Sewerage companies have a duty under section 94 of the Water Industry Act 1991 to effectually drain their area.

    Lead Local Flood Authorities (LLFAs) are responsible, under the Flood and Water Management Act 2010, for investigating and publish reports on incidents of flooding. These reports may identify the causes of a flooding incident. Those who have been flooded may wish to contact their local LLFA about these reports.

    To ask Her Majesty’s Government what assessment they have made of the capacity of the Accident and Emergency department at Calderdale Royal Hospital to treat additional patients from the Huddersfield Royal Infirmary catchment area in the event that the proposed closure of the Accident and Emergency department at the Royal Infirmary goes ahead.

    The reconfiguration of front line health services is a matter for the local National Health Service. Services should be tailored to meet the needs of the local population, and proposals for substantial service change must meet the four tests of reconfiguration which are: (i) support from GP commissioners; (ii) strengthened public and patient engagement; (iii) clarity on the clinical evidence base; and (iv) support for patient choice.

    All commissioners proposing reconfiguration must include an analysis of travelling times and distances in their Pre-Consultation Business Case.

    All service changes should be based on clear evidence that they will deliver better outcomes for patients. We expect the local NHS to undertake robust analysis of the impact of any proposed significant changes to services as part of the case for change.

    The Treasury has made no formal estimate of the impact on the public finances resulting from the effects of supported housing provision on the life chances of residents. However, analysis of the financial benefits of capital investment in specialist housing has previously been commissioned by the Homes and Communities Agency: Financial benefits of investment in specialist housing for vulnerable and older people (2010). This includes analysis of the impact of capital funding for specialist housing on the usage and associated costs of wider public services, including primary and secondary healthcare, social care, the criminal justice system, and the benefits system.

    The Department for Work and Pensions and Department for Communities and Local Government are currently conducting an evidence review of the supported housing sector, which will report shortly.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the likely rate of tree-planting in England in (a) 2016 and (b) 2017.

    The Forestry Commission has reported, as an Official Statistic, that 522 hectares of woodland, equivalent to 798,000 trees, was planted through Government-funded incentives to the end of June 2016. All agreements for schemes with planting planned for 2017 are currently being processed and have yet to be signed, meaning that no forecast of tree numbers can yet be provided. However, the Forestry Commission estimates that the likely rate of new woodland planting will increase in the remainder of 2016 and 2017.
