    To ask the Secretary of State for Defence, what assessment his Department has made of the potential merits of building the new general purpose frigate class in parallel with the Type 26 programme.

    The Ministry of Defence has commenced pre-concept work on the new class of light General Purpose Frigate (GPFF) which will help inform the overall approach to the surface maritime programme following Strategic Defence and Security Review 2015.

    As this work is in its very early stages it is not possible to make an assessment of the feasibility of building the GPFF in parallel with the Type 26 Global Combat Ships, or what the potential merits of that approach would be.

    The British Transport Police (BTP) Authority has approved a budget for 2016-17 which includes an amount of £66.933 million in respect of the Transport for London (TFL) Police Service Agreement and overhead charges. The figure excludes any additional policing services which are provided by the BTP at TfL’s request on a commercial basis.

    The Future High Street Forum, a joint partnership between government and the retail, leisure and property industries, includes major high street retailers and Gloucester First – the Retail Local Enterprise Partnership (LEP). The Forum supports town centres, including market towns, in meeting the changing needs of today’s consumer. The Forum leads a range of work, including a local partnerships work stream.

    LEPs define and champion their area’s offer, driving local economic growth through agreed local priorities set out in their Strategic Economic Plan.

    We do not hold information centrally on how many local planning authorities do not have a five-year land supply for housing. A local planning authority’s five-year land supply position changes frequently and is subject to market conditions. The National Planning Policy Framework requires local planning authorities to keep their land supply under regular review.

    To ask the Secretary of State for Health, what assessment his Department has made of the potential merits of introducing a mechanism to ring-fence mental health funding.

    Funding decisions legitimately rest with clinical commissioning groups as the appropriate accountable organisations to their local populations.

    Nevertheless, 2016-17 NHS England planning guidance states that funding allocations may be retracted, if there is evidence that additional mental health allocations are not being used for the purpose for which they were intended.

    The Mandate to NHS England in 2016-17 sets a clear objective that, in order “to close the health gap for people of all ages, we want to see a system-wide transformation in children and young people’s mental health”.

    Clinical commissioning groups are required to increase their spending on mental health each year at least in line with the growth in their overall funding allocations.

    To ask the Secretary of State for Health, how much of the £15 million new funding allocated to perinatal mental health for 2015-16 has been spent to date; and what that funding has been spent on.

    NHS England will spend £1 million on strengthening clinical networks across the country to drive forward change and they have also commissioned the National Collaborating Centre for Mental Health to set up an Expert Reference Group to provide an extensive package of national analytical and expert clinical advice to support the delivery of the perinatal mental health programme at a cost of £300,000.

    Work is underway on how they spend the rest of the money. This work has yet to be completed but decisions will be made by Christmas.

    I assume the hon. Member is referring to the Force Development and Adventurous Training Review. Whilst the provision of adventurous training for the whole force concept was one of the many factors in the Review, we do not hold documents principally about the whole force concept.

    To ask the Secretary of State for Health, how many and what proportion of elective operations were cancelled in (a) England and Wales, (b) London and (c) each health trust in England in each year since 2010.

    Information on cancelled elective operations is published quarterly. The attached table shows how many elective operations were cancelled in England, London and each health trust in England in each quarter since 2010. Information on the number of cancelled elective operations as a percentage of elective admissions is only published for England.

    The number and proportion of cancelled operations remains low in the context of the millions of operations performed in the National Health Service each year. Compared to 2009/10, in 2014/15 there were 1.6 million more operations. The proportion of cancelled elective operations in the first two quarters of 2015/16 was 0.8% which is the same as the first two quarters of 2009/10.

    Health is a devolved matter in Wales.
