    Local authorities, Non-Governmental Organisations and the statutory agencies all make a vital contribution to the fight against modern slavery. Various events will mark Anti-Slavery Day and I will announce my own plans in due course.

    The Government is considering carefully all the potential implications arising from the UK’s exit from the EU, including the implications of preserving the mutual recognition of disabled persons’ Blue Badges throughout the UK and EU. Until we leave, EU law still applies, so EU rules in this area will continue to apply in the UK, alongside national rules.

    To ask Her Majesty’s Government how they plan to spend the £1 billion pledged for post-war reconstruction in Syria.

    The UK has been at the forefront of the international response to the humanitarian crisis in Syria. We have committed over £1.1 billion to date, making us the second largest bilateral donor to the international response.

    We have planned for the endgame since the beginning of the conflict and during the Geneva process. We are now updating our planning to reflect the timeline envisaged in the Vienna process and are asking others to do the same. The initial priorities for Syria post-conflict will be protection, security, stabilisation and confidence building measures, including meeting basic needs and helping displaced people to return. Over time the focus will shift to longer-term re-building of Syria’s shattered infrastructure, harnessing the expertise of the UN, International Financial Institutions and the private sector. On 26 November, the Prime Minister announced at least £1 billion for Syria’s reconstruction. We anticipate that we would allocate reconstruction funds against a plan agreed between a new, inclusive Syrian government and the international community, once the conflict has ended.

    To ask the Secretary of State for Health, what assessment he has made of the potential effect on (a) overall levels of available compensation and (b) confidence in the NHS of fixed recoverable costs in clinical negligence cases for patients who are (i) over the age of 60 and (ii) female.

    The Department has established a working group to look at the impact of the proposal on equalities, health inequalities and families. The consultation stage assessment for the introduction of fixed recoverable costs for clinical negligence is work in progress and we will seek views on the impact of the policy on equalities, health inequalities and families within the consultation. We can confirm that age and gender, along with the other protected characteristics named within the Equality Act 2010, will be considered. The policy is not seeking to reduce the amount of damages but to reduce the levels of recoverable legal costs and to make claimant legal costs more proportionate to damages and defence costs.

    The information held by the Department on season tickets sales is derived from the rail industry’s central revenue and ticketing database. The Department is given access to this database for internal use only under licence by the Association of Train Operators (ATOC) who manage the database on behalf of the operators. This licence is subject to a number of conditions which restrict the Department from releasing information that has been derived from the revenue and ticketing data.     It is difficult to determine the number of new private rented homes needed to meet demand as this is affected by a variety of outside impacts, including the affordability of home ownership, household formation rates and prospective sharing arrangements. The Government is committed to delivering 1 million new homes by the end of this parliament.

    To ask the Secretary of State for Health, what steps he is taking to ensure that general practitioners are taught objective methods of assessing serious illness in babies.

    The training curriculum for general practitioners (GPs) is written by the Royal College of General Practitioners (RCGP), and has to meet the standards set by the General Medical Council. Whilst the RCGP curriculum does not highlight specific conditions for GPs to be aware of, it instead emphasises the skills and approaches that a GP must develop in order to ensure accurate and timely diagnoses and treatment plans for their patients.

    GPs have responsibility for maintaining their continuing professional development, ensuring that they can provide high quality care to all patients. Health Education England, through its local offices, has a role in ensuring employers remain committed to continuing professional development and in developing the overall strategy for workforce skills and development in their areas.

    To ask the Secretary of State for Communities and Local Government, how many applications were made by developers for housebuilding on green belt land in each of the last five years.

    The Department for Communities and Local Government does not hold information on the numbers of planning applications made in the Green Belt.

    The department’s Land Use Change Statistics estimate that 3% of new residential addresses created in 2014-15 were in the Green Belt; unchanged from 2013-14. This equates to an estimated 3,900 homes – 2.9998% of the total homes built in the Green Belt in 2013-14, and 4,600 homes – 2.9997% of the total homes built in 2014-15.

    The figures in the 13/14 publication are the first in the new series and so are not directly comparable to the previous Land Use Change Statistics which last published data covering the year 2011. Figures for 2011 and prior are available from the department’s website.
