We are advised that NHS Improvement (NHSI) is working with NHS England to bring together colleagues from across the local health and social care system to support North Middlesex University Hospital NHS Trust (NMUH) to work to deliver improvements to patients.
We are informed by NHSI that to address the poor performance in NMUH’s accident and emergency, it has devised a plan titled Safer, Faster, Better. This is a whole system programme with the primary objective of improving performance, patient experience and outcomes for patients. This will build on the recent Salford Royal NHS Foundation Trust analysis of the trust’s emergency care pathway, and complement previous reviews identifying root causes of the problem.

Underperformance at any school is unacceptable. The Regional Schools Commissioner, Vicky Beer, has requested an action plan from the trust and will be working with them to identify appropriate and sustained improvements.
If the trust’s plans fail to convince the department that they are able to make the necessary improvements, we will not hesitate to consider more formal intervention.

To ask the Secretary of State for International Development, whether her Department is developing programmes to tackle the (a) interconnectivity of domestic abuse and disability and (b) interconnections between other vulnerable groups.

My Department recognises that those with disabilities may be more at risk of experiencing violence, and our work to prevent Violence Against Women and Girls (VAWG) takes into account issues of violence, including domestic abuse, against those with disabilities. We recognise the importance of considering disability in our programming, through for example the UN Trust Fund to End Violence Against Women (to which we contributed £2 million in 2015, a £6 million investment over 3 years), which has this year made a grant to a project focused specifically on access to justice of girls and women with disabilities who have experienced VAWG in Zimbabwe.
DFID supports a comprehensive social inclusion approach to leaving no one behind and to understanding the interconnections between other vulnerable groups including people with disabilities, older people, youth, children, marginalised girls and women, Lesbian, Gay, Bisexual and Transgender (LGBT) communities, indigenous people, different faith groups, refugees and internally displaced persons and migrants. Many face multiple forms of discrimination and disadvantage with women and girls with disabilities particularly at risk as they live with double discrimination. DFID’s programming investments are based on an extensive poverty analysis at the country level which includes an assessment of the level of access, opportunity and influence of different geographic and social groups. DFID is currently engaging in a Bilateral and Multilateral Aid Review where country offices and partners are being asked to increase their work on ensuring we reach the most disadvantaged groups such as those experiencing multiple discrimination.

To ask Her Majesty’s Government whether the Department for International Development will value mental health equally with physical health in its funding decisions.

The UK has lobbied hard to make sure the Global Goals cover the areas not covered by the Millennium Development Goals, to make sure nobody is left behind, including in health, which is a significant step forward. DFID’s principal approach to supporting the Global Goal for health is to strengthen health services, improving coverage, access and quality so that services better address all major causes of ill health including mental health. The UK has played a key role in creating a set of goals that are universal and inclusive and focused on ending chronic poverty forever, for everyone, everywhere. The UK has been a strong and consistent supporter of the need to achieve Universal Health Coverage.
We also support research, together with specific work on mental health. For example, in Ghana, addressing mental health is a specific focus within DFID’s health sector support programme as well as under the Health Partnership Scheme, DFID is helping to establish a community-based programme of mental health care in Malawi to improve care of people with common and severe mental health illnesses. DFID is also providing support for mental health services for Syrian refugees, including those traumatised by the conflict.

To ask the Secretary of State for Transport, if he will publish the proposed new flightpaths before a decision is taken on a third runway at Heathrow Airport.

On 14 December 2015, the Government formally announced that it accepted the Airports Commission’s case for new runway capacity in the South East, as well as the Commission’s three shortlisted schemes. We continue to consider all three schemes, including a third runway at Heathrow.
The Government continues to consider the large amount of very detailed analysis contained in the Airports Commission’s final report, including on flight paths, before taking any decisions on next steps. Ultimately, any proposals to alter the airport’s flightpaths would be subject to the Civil Aviation Authority’s Airspace Change Process.
