    To ask the Secretary of State for Defence, whether he plans that the Multi National Headquarters for the command of EU military operations will remain at Northwood.

    The European Union (EU) Staff employed at Northwood within the EU Operational Headquarters (OHQ) and the NATO Maritime Commander (MARCOM)’s Headquarters provide vital support to Operation ATALANTA (a Counter-Piracy mission off the Horn of Africa) and broader NATO Maritime Operations.

    The requirement for the OHQ, its location, and its EU Staff depend on a continuing mandate (expected to be extended until December 2018) and decisions of the EU; and the UK supports continued NATO – EU cooperation including that through MARCOM.

    There are are no current plans to relocate the OHQ or EU staff from Northwood.

    The Government recognises the importance of sustaining a vibrant research community across the UK. A key criterion for allocating the £4.6billion per year of research funding is “maintaining a substantial flow of new researchers and high level skills”. Research Councils support 10,000 researchers many of whom are in early research careers, as well as Doctoral Training Centres. National Academies also support early-career researchers with the potential to become leaders in their chosen fields.

    To ask the Secretary of State for Defence, what assessment his Department has made of the existence of links between the Taliban and Islamic State movements in Afghanistan and the abusive exploitation of extractive resources.

    We assess that the Afghan Taliban leadership opposes Daesh’s presence in Afghanistan, where there has been reported fighting between the two groups. Our judgement is that the Taliban generate funding via illegal exploitation of Afghanistan’s natural resources, for example marble, talcum and lapis lazuli, and through extortion of payments from legal mining operations, but we have seen no evidence to suggest that Daesh is currently engaged in these activities.

    NHS England has advised that it is not changing its commissioning policy in relation to post exposure prophylaxis after sexual exposure to HIV (PEPSE). However, NHS England is aiming to produce guidance to clarify how contractual arrangement for PEPSE can work in sexual health services that are no longer provided by the National Health Service and or have no experience of prescribing of antiretroviral drugs to enable appropriate levels of monitoring for quality and safety. NHS England remains committed to reimbursement for the appropriate use of PEPSE.

    The Child Friendly Church Award, now achieved by well over 100 churches in the Diocese of Blackburn, places children at the centre of the worship & ministry of our parish churches. This ensures that mothers who wish to breastfeed will find a warm welcome and adequate provision in these churches. We are grateful to the honourable member for the interest he continues to take in the detailed domestic affairs of the parishes of the diocese. I would encourage him to take this up with the Bishop in his own diocese with regard to making progress at a local level.
