    To ask the Secretary of State for Transport, what plans his Department has for the future role of the merchant navy.

    The Government appreciates the role played by the merchant navy and recognises the need for an adequate supply of UK maritime expertise to meet the nation’s economic and strategic requirements. This includes the demand for experienced seafarers in the shore-based maritime services sector.

    The Department continues to provide support for the training of officers and ratings through the £15m Support for Maritime Training (SMarT) scheme.

    Apprenticeships are at the heart of the Government’s drive to give people of all ages the skills employers need to grow and compete. Maritime is a key part of this with the Maritime Trailblazer which is employer led and has one approved standard for deck ratings and a further three in development for maritime mechanic, maritime caterer and onboard services.

    The Maritime Growth Study, chaired by Lord Mountevans and published on 7 September 2015, recognised the need for more proactive action to replenish and develop the skills needed to maintain the UK position as a world-leading maritime centre. The Government has accepted the recommendations. We have already let a research contract to Oxford Economics to establish the requirement for trained seafarers in the UK. This will assist both government and industry to plan ahead and to make efforts to address priority shortages where gaps are identified. We are also working to address the other skills recommendations including conducting a review of SMarT funding, better links into schools teaching and enlarging the awareness programme to encourage entry into the merchant navy.

    To ask the Secretary of State for Health, what steps his Department is taking to ensure that people diagnosed with dementia have access to appropriate treatment and support.

    Dementia is a key priority for the government.

    That is why in February 2015, the Prime Minister launched his new Challenge on Dementia 2020 to make sure that dementia care, support, awareness and research are transformed by 2020. The Challenge Implementation Plan, published in March 2016, set out the actions partners across health and care will take to ensure commitments in the 2020 Challenge are delivered. These include:

    ― every person diagnosed with dementia having meaningful care following their diagnosis, which supports them and those around them;

    ― information made available locally on post-diagnosis services and how these can be accessed;

    ― access to relevant advice and support to help and advice on what happens after a diagnosis and the support available through the journey; and

    ― carers of people with dementia being made aware of and offered the opportunity for respite, education, training, emotional and psychological support so that they feel able to cope with their caring responsibilities and to have a life alongside caring.

    Alongside the Implementation Plan the Department has published, together with key dementia stakeholders, a “Joint Declaration on Post-Diagnostic Dementia Care and Support”. This sets out the key principles of good quality post-diagnostic care for people with dementia. All partners across the health and social care system are working to deliver services in line with the Joint Declaration and Implementation Plan.

    I have received and responded to two pieces of correspondence from Flybe on this topic. I advised the airline that I do not believe it appropriate to discuss their interest in use of RAF Northolt until after the Government has responded to the Davies Commission on Aviation capacity in the South East and greater clarity has been achieved on the future operating and airspace environment around RAF Northolt.

    There is no requirement for local councils to request such flexibility. However, to ensure that local taxpayers can see and compare the level of funding and support, including facility time, given to unions, the Government now requires councils to annually publish this information on their websites.
