    To ask the Secretary of State for Health, with reference to the Prime Minister’s announcement of 11 January 2016, whether the £247 million of investment announced for liaison mental health services in emergency departments is in addition to (a) the £1.25 billion investment for perinatal and children and young people’s mental health announced by the then Deputy Prime Minister in March 2015 and (b) the £600 million investment for mental health announced in the Spending Review and Autumn Statement 2015.

    The investment for liaison mental health services and crisis home response teams detailed by the Prime Minister on 11 January 2016 is funded from within the Department’s overall Spending Review settlement.

    To ask Her Majesty’s Government what proportion of EU immigrants were in receipt of benefit payments during the last two years for which figures are available.

    The information on benefit receipt by nationality is not available.

    The Department has published statistics on working age benefit recipients claiming within 6 months of National Insurance Number (NINO) registration. This information is known as “Nationality at point of National Insurance number registration of DWP benefit claimants” and is included in the “Statistical Bulletin on National Insurance Number Allocations to Adult Overseas Nationals”.

    The Government is looking at ways to reform the current administrative system under Universal Credit so that it will systematically record nationality and immigration status of migrants who make a claim.

    The negotiations for the Transatlantic Trade and Investment Partnership (TTIP) are ongoing and the question of investment protection provisions in the agreement is still under consideration. The European Commission has however published its proposal for investment protections in TTIP. This builds on the reforms already introduced in the EU-Canada and EU-Singapore trade and investment agreements, including that arbitral tribunal hearings will typically be open to the public.

    To ask Mr Chancellor of the Exchequer, which women’s organisations in Northern Ireland received funding from the Tampon Tax Fund; what the amount was that each such organisation received; and if he will make a statement.

    The Chancellor announced initial donations from the Tampon Tax Fund at Autumn Statement totalling £5m. Further grants totalling £12 million were announced at Budget to support a range of charities that are making a significant impact in the lives of women and girls. This included an award of £118,000 to Parenting NI.

    £5.2 million of funding was allocated to Comic Relief and Rosa, who will disburse funding to a range of grassroots women’s organisations across the UK, including those in Northern Ireland.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to the oral evidence given to the Committees on Arms Export Controls on 27 April 2016 by the Parliamentary Under-Secretary of State, when he expects the government of Saudi Arabia to publish its inquiry into alleged breaches of international humanitarian law in Yemen.

    Saudi Arabia is conducting a number of investigations into specific allegations of breaches of International Humanitarian Law. On 31 January Saudi Arabia held a press conference where they announced the result of the investigation into the MSF hospital incident on 26 October in Sa’ada. They also announced more detail of how they investigate allegations of IHL breaches and apply lessons learnt from these investigations. It is important that these investigations are thorough and conclusive. We would encourage them to publish their findings where appropriate.

    Academy trusts must spend their funds on their charitable objectives to advance education. Within this limit, trusts are responsible for determining for themselves how to allocate their funds across different activities, including marketing, and for ensuring that their spending decisions achieve regularity, propriety and value for money. Trusts are best placed to make this decision, in light of their individual circumstances.

    Through our regular engagement with the UN, we will ask for an update on progress with the construction of Athony airport to be included in the next Secretary General’s Report on Abyei, which is due by 15 October 2016. The UN have faced considerable disruption to the construction of the airport, and have thus been unable to confirm to us an exact date for completion.

    The Department introduced the Health Service Supplies (Costs) Bill on 15 September. This Bill is intended to enable my Rt. hon. Friend the Secretary of State to make regulations to obtain information from across the supply chain to assure itself that all parts of the supply chain provides value for money to the National Health Service and the taxpayer. We expect everyone in the NHS and the supply chain should play its part in achieving efficiency savings.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many (a) staff of which grades and (b) desk teams were working on Russia in his Department in (i) 2011, (ii) 2012, (iii) 2013, (iv) 2014 and (v) the latest date for which figures are available.

    The FCO’s Eastern Europe and Central Asia Directorate has one team working directly on Russia, and a significant proportion of the work across the Directorate is also focused on Russia. In addition, many teams and staff at all grades across the wider FCO and its overseas network have responsibilities which relate directly or indirectly, to Russia.

    The breakdown of staff numbers for the Eastern Europe and Central Asia Directorate in 2013-15 (overseas and at home) is as follows:

    31 March 2013 – 116

    31 March 2014 – 106

    31 March 2015 – 119

    31 October 2015 – 114

    Figures prior to 2013 are not available broken down by by Department. In 2014, following the crisis in Ukraine, we reinforced the FCO’s Eastern Europe and Central Asia Directorate by increasing the number of senior staff and deputy directors, as well as expanding the Russia and Ukraine Teams. This included an SMS 2 Director, in addition to an SMS 1 Additional Director. In 2011, 2012 and 2013 the Director position was graded at SMS 1. Other Government Departments have also increased resources on Russia.

    The Department does not hold this information in the form requested. Academies are operated by the legal entity of academy trusts, many of which operate multiple academies across multiple local authorities. As such, it is not possible to give local authority figures.
