Jim Cunningham – 2015 Parliamentary Question to the Foreign and Commonwealth Office

To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 4 December 2015 to Question 18326, what steps his Department is taking to reduce the territory held by Daesh and affiliated groups across Libya; and if he will make a statement.

We are extremely concerned about the growing threat from extremist groups in Libya, including Daesh and groups affiliated with it. These groups pose a threat to the stability of Libya and the region, and potentially to the UK and our interests and citizens overseas. We are working closely with international partners to deepen our understanding of Daesh’s presence in Libya, including in Sirte, and to develop a comprehensive approach to defeat it. This includes working closely with Libya’s neighbours to enhance their ability to protect themselves from terrorists in Libya. We are supporting UN-led efforts to establish a Government of National Accord (GNA) in Libya, which will be crucial in the long term to tackling the Daesh threat present in that country and across the region.

Alex Cunningham – 2016 Parliamentary Question to the Ministry of Justice

To ask the Secretary of State for Justice, what steps he is taking to ensure that Practice Direction 12J: Child Arrangement and Contact Orders: Domestic Violence and Harm is properly implemented in each case involving domestic abuse seen in the family courts.

The family courts take the issue of domestic violence extremely seriously. The Child Arrangement Programme and Practice Direction 12J set out a strong and clear framework for use where domestic violence is alleged. All judges receive specific training on this framework. The judge, on the basis of the evidence, will determine how the framework will be applied in a particular case and in particular, must be satisfied that any contact ordered with a parent who has perpetrated violence or abuse is safe and in the best interests of the child.

To ask the Secretary of State for Health, what steps he is taking to ensure that mental health trusts pass information on outpatients in their care to local (a) housing trusts and (b) community police officers where appropriate.

It is already standard practice for health professionals to share information, in line with the Data Protection Act 1998, with other agencies to deliver preventative interventions, or where there is concern about the risk of serious harm to either the individual concerned or a third party.

One of the core objectives of the National Informatics Board is to support all National Health Service organisations move away from paper based information to sharing data electronically. NHS England’s work on developing a fully interoperable and paperless NHS includes a key focus on mental health and crisis care.

The Multi Agency Risk Assessment Conference (MARAC) chair or coordinator for each local authority area is responsible for scheduling meetings and notifying partners (including the National Probation Service (NPS)) of cases that are to be discussed. A representative of the NPS attends any meetings where offenders subject to NPS supervision are to be discussed.

To ask the Secretary of State for Defence, how many armed forces personnel handed in a formal notice of resignation in each month since January 2014.

Details of the number of Armed Forces personnel who have handed in a formal notice of resignation since January 2014 are given in the tables below. The information provided is an estimate of the number of applications made by Service personnel to leave before the end of their agreed engagement or commission period. It relates to those who have an application to leave recorded on their personnel record on the Joint Personnel Administration (JPA) system.

Voluntary Outflow (VO) is defined as all exits from trained personnel which are voluntarily generated by the individual before the end of their agreed engagement or commission period.

It should be noted that the figures do not include people who request to leave but have their application refused, or their application is not completed appropriately.

Within HM Revenue and Customs (HMRC) debt management teams in Worthing and Edinburgh are responsible for initiating insolvency actions where other attempts to recover sums due have been unsuccessful. A third team at Newcastle lodges HMRC’s claims in insolvencies. The total number of staff engaged on insolvency work in HMRC’s debt management offices is 258.

Tania Mathias – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, what plans his Department has to maintain a military presence on the site of Kneller Hall in Whitton.

The decision to release Kneller Hall was confirmed as part of the Ministry of Defence’s land release announcement on 18 January 2016. Whilst the site will not be released before 2018, there are no plans to maintain a military presence (people permanently living and working) at the site once it has been released.

I am keen to reinforce the Military relationship with the Kneller hall site, utilising our historic links with Twickenham Borough Council who have signed up to the Armed Forces Covenant, pledging specific support for the Armed Forces Community.

We have also previously committed to continue to hold concerts at Kneller Hall in order to continue the association of the area with the Armed Forces.

Tom Blenkinsop – 2016 Parliamentary Question to the Department for Business, Energy and Industrial Strategy

To ask the Secretary of State for Business, Energy and Industrial Strategy, whether it remains Government policy to (a) offer specific financial support to the UK steel industry and (b) take a 25 per cent equity stake in Tata Steel.

The Government continues to make compensation payments to all Electricity Intensive Industries, including steel, for the policy costs in their electricity bills. To date we have paid the steel sector over £100 million. We continue to make significant progress in addressing the wider challenges faced by the steel sector, and are working through the Steel Council to ensure the efforts of the sector itself, the Trade Unions, and the Government are all targeted in the right areas.

We are also continuing to work with Tata, the Welsh Government and Trade Unions to support commercial discussions on the future of the company’s remaining UK assets.

Norman Lamb – 2015 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, what assessment he has made of the potential effect of changes to public health funding on mental health and wellbeing.

Decisions on local public health spending are a matter for local authorities. The Chancellor of the Exchequer’s autumn statement confirmed that the local authority public health grant will remain in place, and will remain ring-fenced for use exclusively on public health interventions, during the financial years 2016/17 and 2017/18. Public Health England will continue to monitor and publish data on a wide range of indicators of outcomes from public health services, including a number relating to mental health and wellbeing.
