    To ask the Secretary of State for Culture, Media and Sport, what discussions his Department has had with its UN and EU member counterparts on the reform of Standard Industrial Classification codes in order more accurately to measure the growth of the video games industry.

    Opportunity to review how the ONS SIC code system captures the computer games industry only occurs when the UN considers revising the overall SIC system. The UN last considered a revision in 2015, and decided against it.

    DCMS is working with trade bodies across the Creative Industries, in particular with Ukie and Nesta, to build the case for change when the next opportunity to review the SIC codes arises in 2017. DCMS also continues to work with ONS to lobby for these changes.

    To ask Mr Chancellor of the Exchequer, what estimate his Department has made of (a) the current proportion of total UK Air Passenger Duty (APD) revenues raised from Birmingham Airport and (b) what proportion of total UK APD will be generated at Birmingham Airport if Scotland halves its APD rates.

    Air Passenger Duty is payable by airlines and not on a per airport basis. Therefore HMRC does not collect the data to produce a reliable estimate.

    To ask the Secretary of State for Justice, what the average time between (a) offence commission and charge, (b) charge and first court appearance and (c) first court appearance to sentencing or acquittal was for all sexual offences cases completed in Greater Manchester in (i) 2013, (ii) 2014 and (iii) 2015.

    Our courts system is in need of urgent reform, which is why we have committed to building a justice system that is swifter and more certain.

    We are investing £700 million over the next five years to create a more effective service. We will utilise modern technology to meet the needs of everyone who uses our services.

    MOJ do not hold figures on dates of sentencing or acquittals and have instead provided the time from first listing to completion.

    The age of a victim is only known where specified as part of the wording of an offence in statute. Figures for sexual offences cases where the victim was a minor are based on cases where the victim was known to be a minor, and figures where the victim was an adult include cases where the age of the victim was not known.

    Table 1 – the average duration from offence to charge, from charge to first listing, and from first listing to completion for sexual offences cases in Greater Manchester LCJB and in England and Wales, for cases completing in 2013, 2014 and January to September 2015.

    To ask Her Majesty’s Government what new proposals they have for tackling levels of congestion in towns and cities in the light of the reduction in police service numbers available for enforcement.

    I refer the Noble Lord to the answer I provided on 2 December 2015 (HL 3693) which clarified this Government has an ambitious strategy for tackling congestion in our cities and towns and improving performance on our roads.

    Local highway authorities who are responsible for managing the local road network have a statutory duty under the Traffic Management Act to provide better conditions for all road users and to help tackle congestion in towns and cities. The size and make-up of the police workforce is a matter for Chief Constables to determine locally in conjunction with their democratically-elected Police and Crime Commissioners and working with other local stakeholders. It is, therefore, ultimately a decision for the Chief Constable to deploy resources according to the priorities agreed in its policing plan.

    To ask Her Majesty’s Government what is the smallest amount of unpaid tax that has led to a criminal prosecution in the UK in the last 10 years.

    The smallest amount of revenue loss prevented in respect of individuals prosecuted between 2011/12 and 2014/15 is £162. The person prosecuted was a member of aircrew who attempted to bring 600 cigarettes into the UK without declaring them, thus attempting to evade the correct excise duty on them. Aircrew are deemed to hold privileged positions due to their unrestricted airport access and HM Revenue and Customs has a zero tolerance approach to prosecution should they not declare dutiable goods when entering the UK.

    We have repeatedly raised this matter with Iran. Iran does not recognise dual nationality and as such does not grant us consular access in these cases. We have therefore not been given any details about Mrs Zaghari-Ratcliffe’s detention. We understand that she has now been released from solitary confinement. The Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Rochford and Southend East (James Duddridge) raised our concerns this week with the Iranian Chargé d’affaires.

    To ask Her Majesty’s Government what steps they are taking to ensure the safety of users of the M4 motorway following the removal of the hard shoulders, and what arrangements will be made for the emergency services to have urgent and easy access to the motorway in the event of accidents and other incidents.

    The M4 Junctions 3 to 12 smart motorway scheme incorporates the following features to ensure safety is maintained:

    • 100% CCTV coverage to monitor traffic conditions including during incidents
    • Enforcement cameras to improve speed limit compliance which contributes to reducing the risk and severity of incidents
    • Emergency Refuge Areas at an average spacing of 1¼ miles as it is likely that the majority of all breakdowns will be able to reach one
    • Overhead variable message signs for instructions and information to drivers

    This allows Highways England to create an emergency lane or lanes on any lane on the motorway, with signs and signals to provide access for the emergency services or traffic officers.
