To ask the Secretary of State for Defence, whether he plans to postpone issuing a formal contract notice in the Official Journal of the European Union for the outsourcing of Defence Business Services as a result of the potential implications of the outcome of the EU referendum on the tendering process for that contract.

The Ministry of Defence is currently examining options for the future of Defence Business Services (DBS) as part of the Future DBS Programme (FDBS). No final decisions have been taken on whether any elements of DBS’ current operations will be outsourced. In the event of a decision to outsource, the competition will be advertised in accordance with regulations prevailing at the time.

To ask the Secretary of State for Exiting the European Union, what he expects the total staffing costs of his Department to be in each of the next three years.

Detailed work is underway to establish the staff budget required to fulfil the Department’s responsibilities over the period of the Spending Review. The budget of the Department will be set out to the House of Commons and approved as part of the Supplementary Estimates in the new year, as is standard practice.

It is for local providers and commissioners to develop plans for delivering more seven day services in hospitals, whilst maintaining standards of care on weekdays. The Care Quality Commission will continue to monitor, inspect and regulate hospitals to make sure they meet fundamental standards of quality and safety on all seven days of the week.

The Iraqi Kurdistan Parliament has been in recess since 12 October 2015 following an escalation in tensions between Kurdish parties over the extension of the term of Kurdistan Regional Government President Masoud Barzani. This situation has now de-escalated slightly and negotiations over the extension are ongoing. During my visit to Erbil in December, I made clear to all those I met the importance of the parties working together to resolve this issue peacefully, in the spirit of compromise and respecting democratic principles.

Jamie Reed – 2016 Parliamentary Question to the Department for Transport

To ask the Secretary of State for Transport, how many representations he has received on reopening the A591.

The Government has received a number of representations to help repair the A591 damaged by the recent Storms, including a request for assistance from Cumbria County Council, the local highway authority, who is ultimately responsible for the management and maintenance of the road.

The Secretary of State for Transport announced on 27 December 2015 the Department for Transport would be providing £40 million to help rebuild vital local highway infrastructure in Cumbria and Lancashire damaged by the recent storms, including the damaged section of the A591. This announcement built on the government’s earlier provision of up to £2 million in the initial aftermath of the severe wet weather to enable Cumbria and Lancashire authorities to carry out an initial assessment of what repairs were required to roads and bridges.

A follow up announcement regarding the A591 was made on 14 January 2016 which highlighted that Highways England, along with their contractors, has been brought in to deliver a full and permanent reinstatement of the road as quickly as possible.

To ask the Secretary of State for Work and Pensions, whether transitional protection where entitlement is lower will begin as soon as tax credit recipients start migrating to universal credit.

No-one already on existing benefits or Tax Credits whose circumstances remain the same will lose out in cash terms as a direct result of being moved on to Universal Credit. These claimants will be given transitional protection to avoid cash loss at the point of change.

Nigel Mills – 2016 Parliamentary Question to the Department of Health

To ask the Secretary of State for Health, what assessment his Department has made of potential links between hand hygiene compliance levels across the NHS and rates of MSSA bacteraemia in 2015.

Tackling healthcare associated infections is complex and requires a strong patient safety system that integrates cleanliness, infection prevention and control and antibiotic use. Hand hygiene is an important component and we continuously review and enhance national measures, systems and guidance. For example hand hygiene references in The Health and Social Care Act 2008 Code of Practice for prevention and control of infections and related guidance, were strengthened when it was revised in 2015. It will also form part of forthcoming guidance on reducing Gram negative infections such as E. coli.

Auditing of hand hygiene is a local responsibility and information on hand hygiene compliance is not collected centrally. Therefore, no national assessment has been made of the potential links between hand hygiene compliance levels and the above infections.
