    Nigel Adams – 2020 Statement on Hong Kong

    The statement made by Nigel Adams, the Minister for Asia, on 12 November 2020.

    Yesterday was another sad day for the people of Hong Kong. China’s National People’s Congress Standing Committee imposed new restrictions that mean that any Hong Kong legislator who is deemed to support independence, refuse to recognise China’s sovereignty, seek foreign forces’ interference or endanger national security should be disqualified from membership of Hong Kong’s Legislative Council. This decision led to the immediate removal of four elected Members of the Legislative Council, who were, at that moment, sitting in the Chamber.

    It is my unfortunate duty to report to the House our judgment that that decision breaches the legally binding Sino-British joint declaration. It breaches both China’s commitment that Hong Kong will enjoy a high degree of autonomy and the right to freedom of speech, guaranteed under paragraph 3 of the declaration. This is the third time that the Government have called a breach of the joint declaration since 1997, but the second time that we have been forced to do so in the last six months.

    This decision is part of a pattern designed to harass and stifle all voices critical of China’s policies. The new rules for disqualification provide a further tool in that campaign, with vague criteria open to wide-ranging interpretation. Hong Kong’s people are left now with a neutered legislature, and 15 pan-democratic legislators have already resigned en masse in protest.

    China has yet again broken its promise to the people of Hong Kong. Its actions tarnish China’s international reputation and undermine Hong Kong’s long-term stability. The UK has already offered a new immigration path for British nationals overseas, suspended our extradition treaty with Hong Kong and extended our arms embargo on mainland China to Hong Kong. The permanent under-secretary at the Foreign, Commonwealth and Development Office has today summoned the Chinese ambassador to register our deep concern at this latest action by his Government.

    Hong Kong’s prosperity and way of life rely on respect for fundamental freedoms, an independent judiciary and the rule of law. China’s actions are putting at risk Hong Kong’s success. The UK will stand up for our values. We will stand up for the people of Hong Kong. We will call out violations of their rights and freedoms. With our international partners, we will continue to hold China to its international obligations.

    The 2020 elections are a significant milestone on Myanmar’s path from military dictatorship to democracy. We are pleased that many people in Myanmar were able to exercise their hard won right to vote this weekend and remain committed to supporting their aspirations for peace and full democracy. We will work with the new government and civil society to this end.

    However, we were disappointed to see the Rohingya and other minorities were once again disenfranchised. Elections were cancelled in areas of conflict without a clear rationale or transparency. It is now vital to amend the citizenship laws to ensure that everyone can participate fully in Myanmar’s political process. We urge the authorities in Myanmar to ensure free and fair elections are held at the earliest opportunity in those areas where they were cancelled. We also condemn the kidnapping of Parliamentary candidates by the Arakan Army and call for their immediate release.

    Through the conversations I have had today, it is clear that out of difficult times come opportunities, and that the UK-Vietnam relationship is set to go from strength to strength.

    Whether that’s in health cooperation with our scientists collaborating to help in the global fight against the disease, work on global issues like climate change, or business links with our bilateral trade tripling from less than £2bn to nearly £6bn in the last 10 years, it is clear that our partnership is growing.

    In the post-COVID-19 new normal, we have an opportunity to recover together and better. While I cannot be in Vietnam this week, I am looking forward to fostering the growing relations between our two countries and the wider region as a whole, as part of our renewed focus on partners in South East Asia.

    Below is the text of the statement made by Nigel Adams, the Minister for Asia, in the House of Commons on 29 April 2020.

    With permission, I would like to make a statement on the Foreign and Commonwealth Office’s response to the covid-19 pandemic. Our team of experienced diplomats here at home and in our embassies and consulates around the world continue to work around the clock, using our unparalleled international connections to help overcome this unprecedented challenge.

    Since the outbreak in Wuhan, our overriding priority has been to help British travellers get home safely to their loved ones. We estimate that more than 1.3 million people have returned to the UK via commercial routes since the outbreak began, from countries across the globe. We have seen 200,000 British nationals from Spain and 50,000 from Australia return in the past month alone.

    Keeping commercial options running has required an enormous international effort. We have worked alongside airlines and foreign Governments to keep vital routes open and to ensure that domestic restrictions do not create a barrier to getting people home. As the House will appreciate, as countries have increased travel restrictions, often without notice, commercial routes have ceased to be an option for some travellers. Thanks to a £75 million partnership between this Government and airlines, we have now brought back more than 19,000 people on 93 charter flights organised by the Foreign Office from 20 different countries and territories. In some instances, that means bringing home a few hundred passengers from small countries such as the Gambia, and from remote locations such as the outer islands of the Philippines. In other cases, it has meant returning thousands of British travellers, such as the 10,000 people returned home from India and the 2,000 thus far from Pakistan. In the next week alone, we will bring back thousands more travellers on further charter flights, including from Bangladesh, Nigeria and New Zealand.

    I would also like to touch on cruise ship travel. More than 19,000 British passengers were aboard 60 cruise ships when the FCO changed its travel advice on 17 March. Working with the local authorities, Governments and cruise operators, the FCO has helped to ensure that those passengers were able to return home. We have provided consular assistance to many of them, and in some cases we have organised direct or supported charter flights for more than 1,500 people.

    For those people who have chosen to remain in place or are still trying to get home, our consular teams are providing support 24 hours a day. To ensure timely responses, we have tripled the capacity in our consular contact centres. Our broader consular effort has been centred around supporting British travellers right across the piece. We have worked with foreign Governments to ensure that British travellers can continue to meet visa, immigration or documentation requirements while they are abroad, and we are offering financial protection, including through the same measures available to British workers and residents here at home, such as the coronavirus job retention scheme and access to mortgage holidays.

    We are ensuring that British travellers have access to essential care, including food, accommodation and medical care. That includes psychosocial support, and we have ​been working with third sector and external partners to deliver that. Most UK insurers will now extend their travel insurance cover, so British travellers actively trying to get home will be covered for emergency medical treatment if they are still stuck abroad for at least 60 days. Our efforts and our aims show that we are committed to helping every British traveller, no matter where they are in the world.

    Turning to the FCO’s role in procurement, specifically of personal protective equipment, with so many other countries in similar circumstances, we are grappling with a global shortage in PPE. Yet, thanks to the efforts of our domestic manufacturers and our work with international partners around the world, we have procured and distributed more than a billion items to those on the frontline. Lord Deighton, who helped to organise the London Olympics, has been brought in to oversee efforts to boost our domestic supply even further. In the Foreign Office, we are working tirelessly through our overseas posts to get medical supplies into the UK. More than 350 million items of PPE have been procured through our China network alone, and we are working flat out to get orders delivered from, for example, Turkey and Egypt.

    We have also distributed more than 1,500 ventilators, with thousands more ordered and on the way. In the past week, we have received shipments of more than 4 million type IIR masks and 1 million other masks. By the end of today, flights will have touched down with more than half a million masks, more than 350,000 gowns, and more than three quarters of a million face shields. Meanwhile, the Foreign Secretary and my fellow Ministers at the FCO are on calls with counterparts around the world every day, working to secure new deliveries from abroad, with the support of our excellent and tireless diplomatic service.

    From the start of this crisis, the UK has played a leading role in tackling the spread of disease and the world’s response to it. We are uniquely placed to do so, as a member of the G7, the G20, NATO, the Commonwealth and the United Nations, and as a major donor to the global health system. As the Foreign Secretary laid out in his previous statement, our international strategy is focused on four key areas: securing a strong and co-ordinated global health response, particularly for the most vulnerable countries; accelerating the search for a vaccine, more effective treatments and testing; supporting the global economy, keeping trade open and securing critical supply chains; and keeping transit hubs and transport routes open to support the flow of freight and medical supplies and, crucially, to bring our people home.

    I have outlined our support for bringing British nationals home, and wish to touch on our good progress in other areas. We are helping vulnerable countries with their response to coronavirus by announcing up to £744 million in aid, including for research and development, and support for the World Health Organisation, UN agencies, non-governmental organisations and the Red Cross. Today, my right hon. Friend the International Development Secretary announced a funding pledge equivalent to £330 million a year over the next five years to Gavi, the Vaccine Alliance. That will fund the immunisation of 75 million children against other deadly diseases, supporting the world’s poorest countries so that they can cope with rising numbers of coronavirus cases.​

    For a covid-19 vaccine, the Government have already committed £360 million as part of our domestic and international effort. That investment includes a quarter of a billion pounds to the Coalition for Epidemic Preparedness Innovations to support co-ordinated global research. That is the single largest contribution by any country. We are also helping to keep vital trade routes and supply chains open by co-ordinating closely with allies and partners in the commercial sector.

    Finally, the UK has a responsibility to protect the safety and security of the people of the overseas territories, most of whom are British nationals. We have been providing tailored support to our overseas territories, ensuring that the appropriate resources are provided to them during the coronavirus response.

    The scale and impact of this pandemic has been unimaginable but, working alongside our international partners, the UK has been able to demonstrate the kind of leadership, co-operation and collaboration that will get us through this crisis. I commend this statement to the House.

    Below is the text of the statement made by Nigel Adams, the Minister for Asia, in the House of Commons on 10 March 2020.

    With your permission, Mr Speaker, I will answer the urgent question, because the Minister for the Middle East and North Africa is currently travelling back from the middle east.

    The Government are very concerned by the situation on the Greek-Turkish border, but we should not allow the crisis to detract from the reality that has created it. Continued brutal violence, particularly in Idlib, by the Syrian regime and its Russian supporters, has driven millions of refugees into Turkey and beyond.

    On 3 March, both the Prime Minister and the Foreign Secretary discussed the situation with their Turkish counterparts, and we have also discussed it with the Greek Foreign Minister. Dialogue is key, so we welcomed yesterday’s talks between President Erdoğan and European Council President Michel on the 2016 EU-Turkey migration deal. We will continue to support the implementation of that deal, as it is crucial to the effective management of the migratory flows and to preventing people from risking their lives by attempting to cross the Aegean. At the same time, we recognise Turkey’s generosity, and the burden of supporting millions of refugees who have fled the civil war in Syria.

    Both Greece and Turkey face additional challenges as a result of increased migrant flows, and we are providing support for their response. As well as providing humanitarian assistance in Syria, the UK is providing interpreters in the Greek island hotspots and search and rescue operations in the Aegean, and we are taking part in a range of capacity-building projects with Turkey’s Directorate General of Migration Management. We are also working across government to explore where the UK can provide further support to improve the conditions for migrants, especially the most vulnerable.

    As I have said, the principal cause of the migration situation is the reckless and brutal nature of the Syrian regime and the Russian offensive in Idlib. The Syria conflict has been one of the most destructive in recent human history, and we want the war to end as quickly as possible. We very much welcome the recent ceasefire between Turkey and Russia, but it cannot stop there. We also continue to support efforts to renew political dialogue to bring a lasting end to the Syrian conflict. We support the constitutional committee in Geneva as a first step towards obtaining the peace that the Syrian people so desperately need, and we regret that those talks have broken down. The regime and its backers must now demonstrate commitment to resolving this conflict by engaging in good faith with the constitutional committee and with the UN’s efforts. Preventing a further worsening of the humanitarian crisis is imperative, and the UK will do all we can to support those in need, while pressing for an end to the Syrian conflict that has impacted so many around the world.

    Below is the text of the statement made by Nigel Adams, the Minister for Asia, in the House of Commons on 3 March 2020.

    With your permission, Mr Speaker, I will respond to this urgent question as the Foreign Secretary is in Turkey today.

    The British high commission in New Delhi and our extensive diplomatic network of deputy high commissions across India are monitoring closely the recent violence in India and developments around the Citizenship (Amendment) Act 2019. The events in Delhi last week were very concerning, and the situation is still tense. The death of one protester is one too many. We urge restraint from all parties and trust that the Indian Government will address the concerns of people of all religions in India. We also condemn any incidents of violence, persecution or targeting of people based on religion or belief, wherever it happens in the world.

    India has a proud history of inclusive government and religious tolerance. Its secular constitution, which guarantees equality before the law, has been an exemplar of inclusive democracy. After his re-election, I note that Prime Minister Modi promised to continue this under the guiding principles of

    “together with all, development for all and trust for all”.

    These shared strengths and values are central to the governance of both our countries. It is a central message of our foreign policy that societies are stronger and safer when we embrace our diversity rather than fear it.

    Related to this, many people have made it clear that they have concerns about the Government of India recently signing into law the Citizenship (Amendment) Act, which expedites the path to citizenship for Hindus, Sikhs, Buddhists, Parsis and Christians, but notably not Muslims or minority sects. The UK Government also have concerns about the potential impact of the legislation. It is because of our close relationship with the Government of India that we are able to discuss difficult issues with them and make clear our concerns where we have them, including on the rights of minorities.

    Most recently, my ministerial colleague Lord Ahmad of Wimbledon raised these concerns about the impact of the CAA with a senior member of India’s Ministry of External Affairs on 25 February. Officials from the British high commission in New Delhi also raised our concerns about the potential impact of the CAA and the police response to the protests with the state government of Uttar Pradesh on 7 February. Our former high commissioner in New Delhi, Sir Dominic Asquith, also raised the issue with the Government of India last month, as did Foreign and Commonwealth Office officials with the Indian high commission in London.

    More broadly, the UK engages with India at all levels, including union and state governments, and with non-governmental organisations to build capacity and share expertise to promote human rights for all. We will continue to follow events closely and to raise our concerns when we have them.

    Below is the text of the statement made by Nigel Adams, the Minister for Asia, in the House of Commons on 2 March 2020.

    With your permission, Madam Deputy Speaker, I will respond to this urgent question on behalf of the Foreign Secretary, who is travelling in the middle east.

    Protecting British citizens at home and abroad is a top priority for the Government, and amid the outbreak of coronavirus, known as covid-19, the UK is leading the response. First, we are providing support to British citizens abroad, which includes travellers and their families in countries around the world. The Foreign and Commonwealth Office is closely monitoring coronavirus throughout the world, through its diplomatic network. We are providing travel advice to British nationals, so that they can be sure of the facts before deciding whether to travel, and sure about what to do if they are affected by an outbreak of covid-19 while travelling.

    The UK has introduced measures to ensure that travellers returning from abroad do not spread the virus further. We have put in place enhanced monitoring measures at UK airports, and health information is available at all international airports, ports, and train stations. We have established a supported isolation facility at Heathrow to cater for international passengers who are tested, and to maximise infection control and free-up NHS resources.

    For British nationals caught up in the initial outbreaks of the virus, we have co-ordinated repatriation for those impacted in Wuhan, and passengers of the Diamond Princess cruise ship. We are working with the Spanish authorities and tour operators to support the return of British nationals affected by the situation in Tenerife.

    We also continue to assist our British nationals who are detained in countries such as Iran, which has seen reports of a high number of cases of coronavirus. France, Germany and the United Kingdom have expressed their full solidarity with those impacted by covid-19 in Iran. We are offering Iran a comprehensive package of both material and financial support to stem the rapid spread of the disease. Today, a plane departed the UK with vital materials, such as equipment for laboratory tests, as well as other equipment including protective body suits and gloves. The E3, namely the UK, France and Germany, has also committed to providing urgent additional financial support close to €5 million to fight the covid-19 epidemic affecting Iran. This will be through the World Health Organisation or other UN agencies.

    We will continue to support global efforts to combat the outbreak of covid-19. Our support is directed to help the most vulnerable across the globe and to strengthen the global health system to protect our own nationals. We have provided £40 million investment into vaccine and virus research, and £5 million to the World Health Organisation. We will continue to do all we can to help to keep British nationals safe and healthy around the world.

    I have raised the concerns about the health of my constituent Nazanin Zaghari-Ratcliffe several times in the Chamber, but today the situation is potentially fatal. The prison in which Nazanin is being held hostage has reported cases of coronavirus. She is seriously ill and is displaying symptoms associated with the virus. Her family are desperately worried about her and, Madam Deputy Speaker, I do not blame them.

    Coronavirus is spreading through Iran at an alarming rate, as the Minister has just said, and Iran has actually pulled some of its own prisoners out of jails. Britain is pulling its non-essential staff out of the Tehran embassy in Iran. Yet the Iranian authorities are point-blank refusing to test Nazanin for coronavirus or any other British citizens in their jails. The United Nations Human Rights Council has made it clear that, under both Iranian and international law, Iran must provide medical treatment to Nazanin and British citizens like Nazanin.

    What representations has the Minister made to Iran to test Nazanin specifically for coronavirus and to provide the full results? What assurances can he give that any results given by the Iranians will be reliable? The key point is that if we leave British citizens in harm’s way for long enough, they will come to harm. The Government face important choices over Nazanin’s case in the coming months. They must do everything possible to secure her permanent release and bring her back home.

    Bearing that in mind, what instructions has the Prime Minister given to departmental and Government lawyers to resolve the debt that Britain owes to Iran? I read with interest the Iranian ambassador’s comments this afternoon about co-ordinating with British authorities to purchase urgent medical items—the Minister referred to that in his answer. Will he set out what humanitarian supplies the UK is providing to Iran to help it to tackle its growing public health crisis? Was my constituent’s potentially fatal medical condition mentioned in negotiations?

    Nazanin Zaghari-Ratcliffe’s life hangs in the balance. I urge the Government to act and to act now.

    The hon. Lady is right to raise this case. Things may have moved on a little bit today in terms of the testing with Nazanin Zaghari-Ratcliffe. The hon. Lady will appreciate that we are unable to comment on any medical assessments without the permission of Mrs Zaghari-Ratcliffe. We are in touch, and have been in touch today, with her husband. I can assure the hon. Lady that we are in close contact with the Iranian authorities to urge them to secure a temporary release for Nazanin Zaghari-Ratcliffe on medical grounds. We clearly do not think she should be in prison in Iran in the first place.

    The hon. Lady referred to the debt. We do not share the view that the IMS—International Military Services—debt, or any other bilateral issue, is the reason for Mrs Zaghari-Ratcliffe’s detention.

    We expect Iran to live up to its responsibilities under international human rights law and the Vienna convention on consular relations, and to release Mrs Zaghari-Ratcliffe and all other dual nationals that are in Iran.

    Below is the text of the statement made by Nigel Adams, the Minister for Sport, Media and Creative Industries, in the House of Commons on 5 February 2020.

    My right hon. Friend the Secretary of State for Digital, Culture, Media and Sport, Baroness Morgan of Cotes, has made the following statement.

    On 5 February the Government launched a consultation on decriminalising TV licence evasion. The consultation invites views from both members of the public and organisations on whether the Government should proceed with the decriminalisation of TV licence evasion by replacing the criminal sanction with an alternative civil enforcement scheme.

    Decriminalisation of TV licence evasion was previously looked at by David Perry QC, and he concluded that the criminal penalty remained appropriate under the current licence fee model. However, it has now been five years since the Perry review. The broadcasting landscape has changed significantly, not least because five years ago a TV licence was not required to watch or download content on BBC iPlayer. As well as this, the BBC’s decision on the future of the over 75 licence fee concession means those aged over 75 and not in receipt of pension credit may become liable to face TV licensing enforcement procedures.

    Given such changes, the Government believe that it is right to look again at decriminalising TV licence evasion in order to ensure a proportionate and fair approach to licence fee penalties and payments is in place, which protects the most vulnerable in our society.

    Against this background, the consultation will seek responses on whether to decriminalise evasion and give consideration to how this could happen. The determining factors that the Government will consider include:

    Would an alternative, non-criminal enforcement scheme be fairer and more proportionate?

    What the cost is and how difficult it would be to implement any alternative scheme?

    What is the potential impact on licence fee payers, particularly the most vulnerable and those with protected characteristics?

    And what is the overall impact on licence fee collection?

    The consultation will remain open for a period of eight weeks, after which the Government will carefully consider the responses. A consultation response will be expected to be published by summer 2020. Any changes will not enter into effect until April 2022.

    The closing date and time for responses is 5 pm on 1 April 2020. A copy of the consultation will be placed in the Libraries of both Houses.

    Below is the text of the statement made by Nigel Adams, the Minister for Sport, Media and Creative Industries, in the House of Commons on 9 January 2020.

    The Department for Digital, Culture, Media and Sport has today written to Daily Mail and General Trust (DMGT) and JPI Media Publications Limited, the current and former owners of the i newspaper, to inform them that the Secretary of State for DCMS is “minded to” issue an intervention notice. This relates to concerns the Secretary of State has that there may be public interest considerations—as set out in section 58 of Enterprise Act 2002—that are relevant to the recent acquisition of the i newspaper by DMGT and that these concerns warrant further investigation.

    A “minded to” letter has therefore been issued to the parties on one public interest ground specified in section 58 of the Enterprise Act 2002:

    (2B) The need for, to the extent that it is reasonable and practicable, a sufficient plurality of views in newspapers in each market for newspapers in the United Kingdom or a part of the United Kingdom​

    It is important to note that the Secretary of State has not taken a final decision on intervention at this stage. In line with the statutory guidance on media mergers, the “minded to” letter invites further representations in writing from the parties and gives them until 13 January to respond. The Secretary of State plans to make her final decision, which needs to be made on a quasi-judicial basis, on whether to issue an intervention notice no later than week commencing 20 January.

    If the Secretary of State decides to issue an intervention notice, the next stage would be for Ofcom to assess and report to the Secretary of State on the public interest concerns and for the Competition and Markets Authority (CMA) to assess and report to her on whether a relevant merger situation has been created and any impact this may have on competition. Following these reports, the Secretary of State would need to decide whether to refer the matter for a more detailed investigation by the CMA under section 45 of the Enterprise Act 2002.

    DCMS will keep Parliament updated on progress with this media merger case.

    Below is the text of the speech made by Nigel Adams, the Minister for Sport, Media and Creative Industries, in the House of Commons on 9 January 2020.

    I will respond on behalf of the Secretary of State to this urgent question.

    Recent reports on the streaming of FA cup matches by online bookmakers have rightly caused concern across the House. They relate to a media rights deal agreed by the FA with IMG in early 2017, within which IMG could sell on live footage or clips of certain FA cup matches to commercial partners. Bet365 and six other betting operators acquired those rights from IMG to use from the start of 2018-19 season.

    It is right that sporting organisations have the freedom to benefit commercially from their products and negotiate their own broadcasting deals, but football authorities also have an important responsibility to ensure that fans are protected from the risks of problem gambling. Since the deal was agreed, the FA has rightly reviewed its position on commercial relationships with gambling firms. It has ended a commercial partnership with Ladbrokes and announced that it will be reviewing its processes for tendering rights from the 2024-25 season onwards, and it is absolutely correct that it does so.

    The Secretary of State and I made our views quite clear yesterday and have done so previously on the wider responsibilities of sport and gambling sectors to their fans, their customers and our wider communities. We therefore welcome the fact that the industry has responded to public concern by introducing a whistle-to-whistle ban on TV advertising during daytime sport, and that the FA introduced a rule last year that prevents players, managers and members of staff in any capacity from deliberately taking part in audio or audio-visual advertising to actively encourage betting.

    While many people enjoy gambling as a leisure pursuit, we cannot forget that it carries a high risk of harm and can have a serious impact individuals, families and communities. All of us—Governments, gambling companies and sporting authorities—need to keep the momentum going so that we can protect vulnerable people from the risk of gambling-related harm.

    Problem gambling in the UK is now so endemic that it should be treated as a public health crisis. It causes untold misery to those affected and their families. Too many times, I have sat with men and women who are cursed with an addiction and who are battling mental health issues. Too many times, I have listened to the heart-wrenching grief of a partner, sibling or parent whose loved one has taken their life because the demon became too big to fight. Again and again, I have stood in this Chamber and vocalised my shock, my anger and my utter disgust at the greed and immoral behaviour of the gambling companies. It saddens me that I am having to do it yet again, yet here we are—the first urgent question of the new year.

    Three years ago, it appeared that the FA had turned a corner when it ended a £4 million-a-year sponsorship deal with Ladbrokes, distancing itself from the gambling industry—or so we assumed. However, what has come to light in recent days paints a very different picture.

    In 2017, the Football Association agreed a streaming deal through sporting rights agency IMG, which will run until 2024. That deal, thought to be worth in the region of £750 million, allows IMG to sell on live footage from cup matches to bookmakers and betting firms around the globe. Gambling companies can then stream matches on their websites and mobile apps, forcing fans to “bet to view” if they want to watch their team.

    We already know of some of the UK-based gambling companies who took part in the deal, but there are likely to be many more, both at home and across the world. I dread to think how many people will take the bait and place their first bet as a result of this deal, and how many could spiral into a dark addiction off the back of it. Just last weekend, Bet365 broadcast 32 FA cup matches online, in comparison with only two on terrestrial free-to-air television. To watch the matches on Bet365’s site, fans had to either place a bet before kick-off or open an account with a £5 deposit. Bet365 heavily promoted the matches on social media beforehand, offering tips to lure potential gamblers. Betting odds then accompanied the live footage, tempting viewers to gamble more.

    Everything about the deal is shameful, everything about it needs to be dealt with and everything about the Gambling Act 2005 needs reform. The Gambling Commission certainly needs reform. I thank the Prime Minister for his comments, but I urge the Government to do more to protect vulnerable people.

    I congratulate the hon. Member, who I know is passionate about this issue and has campaigned very effectively in the House. The Government are also very angry about this arrangement, especially after a weekend when the FA worthily highlighted its Heads Together mental health campaign.

    I have spoken at some length to the FA since this broke. The arrangement has been in place for some time; the 2017 contract was a rollover of a deal. The Government have asked the Football Association to look at all avenues to review this element of its broadcasting agreement. This element of the broadcast arrangement is for matches that are not chosen for the FA cup online broadcast or do not kick off at 3 pm on a Saturday, and it does open up the opportunity for plenty of other games to be watched, but we have asked the FA in no uncertain terms to look at the deal and to see what opportunities there are to rescind this particular element. I will be meeting face to face with the FA next week.
