    The UK respects the sovereign authority and policies of our Allies in the Arctic region, and their consensus is to maintain the Arctic as a largely demilitarised region while recognising the need to ensure security of sovereign territory. This approach is shared by NATO, which does not maintain a presence in the Arctic. Nevertheless, the UK maintains the capability to operate in extreme cold environments, including the Arctic, and together with Allies we continue to monitor military activity in the region.

    To ask the Secretary of State for Culture, Media and Sport, with reference to paragraph 3.2 of his Department’s document, Implementing the replacement for the Horserace Betting Levy, published in March 2016, what progress has been made on the independent report on the value of the common interest between betting and racing; and when he expects to publish the findings of that report.

    The rate payable by gambling operators will be informed by this independent economic analysis of the funding of horseracing and further discussion with the betting and racing industries. We will be consulting on the findings of the report with both industries within the next few weeks and intend to publish the report in due course.

    The Remedial Plan and associated contract variation was agreed on the 12 February. We do not normally notify hon. Members with regard to contract change(s) to Franchise Agreements, as this is considered to be business as usual for the Department.

    To ask the Secretary of State for Health, how his Department uses used wheelchairs, zimmer frames, crutches and other ambulatory equipment.

    The Department has no central role in the provision of used wheelchairs, zimmer frames, crutches and other ambulatory equipment. This is a matter for local determination.

    We want to see hospitals and other settings make the best use of such equipment, providing timely access to disability equipment in order to ensure an individual’s safe discharge. This could be the difference between independence or reliance on carers, services and others. This should include considering the provision of recycled equipment where it is safe and cost-effective.

    To ask the Secretary of State for Health, how much was spent from the public purse on reimbursing each non-European Economic Area country for health care provided to UK nationals for each financial year from 1997-98 to 2014-15.

    Regarding non-European Economic Area (EEA) countries, including those with reciprocal healthcare agreements with the United Kingdom, we can confirm that no reimbursements are made from the public purse in respect of healthcare provided to UK citizens.

    For non-EEA countries without a reciprocal agreement in place with the UK, it would be for the individual to pay for any healthcare needed and for that reason appropriate travel and medical insurance is highly advisable. Similarly, for those non-EEA countries with whom the UK does have a reciprocal healthcare agreement, no money changes hands between the parties to the agreement. The basis of these agreements is reciprocity – that is, necessary healthcare is provided in most cases free of charge to the visitor and the associated costs are absorbed by either side.

    The information requested on the amount received in reimbursement from EEA countries in only available for the country totals of cash payment for 2007-08 to 2014-15. That information is provided in attached table. We do not hold totals for amounts before 2007-08, as the information is hot held centrally.

    The area cost adjustment for the schools block of the dedicated schools grant for 2015-16 is based on a combination of a teacher cost adjustment and a general labour market specific cost adjustment for non-teaching staff pay.

    To ask the Secretary of State for Defence, what assessment he has made of the performance of Capita in the recruitment programme to the Regular and the Reserve Forces; what progress has been made in such recruitment; and if he will make a statement.

    Since March 2013 the Army has been delivering its recruiting operations with Capita through the Recruiting Partnering Project (RPP). Both the Army and Capita are investing to improve recruiting performance, and over 14,000 Regular and Reserve personnel have joined in the last 12 months.
