    Nadhim Zahawi – 2021 Statement on the Vaccine Rollout

    Earlier this week, we saw one of the greatest milestones in our fightback against this virus, as the number of people who received their first dose ticked over 10 million, and has now surpassed 12 million.

    We’re now vaccinating at an incredible pace, and during one hour on Saturday we delivered nearly 1,000 jabs a minute across the United Kingdom.

    The vaccine is our way out of this pandemic, and it is thanks to the hard work of everyone involved that we have vaccinated over 90% of over 75s and visited every eligible care home possible with older residents in England.

    From the moment COVID-19 was identified over a year ago, the global community of researchers, scientists and manufacturers have concentrated all their expertise and their efforts into vaccines and treatments so we can beat this virus.

    The emergence of other variants is yet another challenge they are rising to meet.

    Our world-leading genomics capacity has allowed us to identify these different strains when they have appeared in the UK. Where we have seen evidence of the South African variant or other worrying mutations, we have moved to deploy surge testing to try and stop it spreading any further.

    It is a timely reminder that currently, even with the vaccine rollout going well, we all need to live by the national restrictions and act as if we might have the virus to stop us spreading it.

    We have also taken stringent measures to stop new variant cases coming into the country, with travel bans for over 30 countries identified as having the highest risk of importing these variants. This is in addition to the negative test you need to arrive in the country, and the 10-day quarantine you must undertake once you are here.

    I know the government is working at speed to introduce a further measure of enforced hotel quarantine for arrivals from high-risk countries to introduce yet another barrier against these variants coming into the UK.

    Our brilliant scientists and medical advisers are now working on the potential for new versions of existing vaccines to offer further protections against COVID variants. Last week we announced an agreement with the manufacture CureVac to allow new varieties of vaccines based on messenger RNA technology to be developed quickly and to procure 50 million doses of a new version of a vaccine, if it is required.

    But we should bear in mind that recent studies show the vaccines being deployed right now across the UK appear to work well against the COVID-19 variants currently dominant in the UK. In terms of other variants, not in the UK, we need to be aware that even where a vaccine has reduced efficacy in preventing infection there may still be good efficacy against severe disease, hospitalisation, and death. This is vitally important for protecting the healthcare system.

    While it is right and necessary to prepare for the deployment of an updated vaccine, we can take confidence from the current roll out and the protection it will provide all of us against this terrible disease.

    We are ready to protect our most vulnerable and stay a step ahead of the virus, whatever it throws at us.

    Thanks to the work you’re doing, we’re getting safer every day. But even though this programme is accelerating rapidly, this is still a lethal virus that is capable of causing devastation and disruption.

    So while the vaccinators do their work, we must all keep following the steps that we know make a big difference: hands, face, space, and if you have symptoms get a test.

    With permission, I would like to make a statement on coronavirus, but before I do that I wish my shadow opposite number, the hon. Member for Nottingham North (Alex Norris), a happy birthday.

    Our nation is getting safer every day as more and more people get protected by the biggest immunisation programme in the history of our health service. More than 10 million people have now received their first dose of one of our coronavirus vaccines. That is almost one in five adults in the United Kingdom. We are vaccinating at scale, while at the same time retaining a close focus on the most vulnerable in our society to make sure those at greater need are at the front of the queue.

    I am pleased to inform the House that in the UK we have now vaccinated almost nine in 10 over-80s, almost nine in 10 over-75s and more than half of people in their 70s. We have also visited every eligible care home possible with older residents in England and offered vaccinations to all their residents and staff. That means we are currently on track to meet our target of offering a vaccine to the four most vulnerable groups by mid-February.

    That is an incredible effort that has drawn on the hard work of so many, and I want to just take a moment to thank every single person who has made this happen: the hundreds of thousands of volunteers up and down the country, the scientists, our colleagues in the NHS—the GPs, the doctors, the nurses and the vaccinators—those in social care, the manufacturers, the local authorities, the armed forces, the civil servants who work night and day to make this deployment possible, and anyone else who has played a part in this hugely logistical endeavour. It really is a combination of the best of the United Kingdom. At our time of national need, you have given us a big boost in our fight against this deadly virus, which remains a big threat to us all.

    There are still more than 32,000 covid patients in hospital, and the level of infection is still alarmingly high, so we must all stay vigilant and keep our resolve while we keep expanding our vaccination programme, so that we can get more people protected even more quickly. We have an ambitious plan to do that. We are boosting our supply of vaccines and our portfolio now stands at more than 400 million doses, some of which will be manufactured in the United Kingdom, and we are opening more vaccination sites, too. I am pleased to inform the House that 39 new sites have opened their doors this week, along with 62 more pharmacy-led sites. That includes a church in Worcester, Selhurst Park—the home of Crystal Palace football club—and a fire station in Basingstoke, supported by firefighters and support staff from Hampshire Fire and Rescue Service.

    One of the greatest pleasures for me over the past few months has been seeing the wide range of vaccination sites that have been set up right in the heart of our local communities. Cinemas, mosques, food courts and so many other institutions have now been transformed into life-saving facilities, giving hope to people every day. Thanks to that rapid expansion, we have now established major national infrastructure. There are now 89 large vaccination centres and 194 sites run by high street pharmacies, along with 1,000 GP-led services and more than 250 hospital hubs. Today’s announcement will mean that even more people will live close to a major vaccination site, so we can make vaccinating the most vulnerable even quicker and even simpler.

    We have always believed in the power of science and ingenuity to get us through this crisis, and I was pleased earlier this week to see compelling findings in The Lancet medical journal, reinforcing the effectiveness of our Oxford-AstraZeneca vaccine. It showed that the vaccine provides sustained protection of 76% during the 12-week interval between the first and second dose, and that the vaccine seems likely to reduce transmission to others by two thirds. That is really great news for us all, but we will not rest on our laurels.

    No one is really safe until the whole world is safe. Our scientific pioneers will keep innovating, so that we can help the whole world in our collective fight against this virus. I saw how wonderful and powerful this ingenuity could be when I was one of thousands of volunteers who took part in the Novavax clinical trial, which published very promising results a few days ago. Today, I am pleased to announce another clinical trial—a world-first study that will help to cement the UK’s position as a global hub for vaccination research. This trial will look at whether different vaccines can be safely used for a two-dose regime in the future to support a more flexible programme of immunisation. I want to reinforce that this is a year-long study, and there are no current plans to change our existing vaccination programme, which will continue to use the same doses. But it will perform a vital role, helping the world to understand whether different vaccines can be safely used. Our scientists have played a pivotal part in our response to this deadly virus, and once again they are leading the way, helping us to learn more about this virus and how we should respond.

    It has been heart-warming to see how excited so many people have been to get their vaccine and to see the work taking place in local communities to encourage people to come forward to get their jab. Hon. Members have an important role to play too. I was heartened to see colleagues from both sides of the House coming together to encourage take-up within minority ethnic communities through two joint videos posted on social media last week. As the video rightly says, “MPs don’t agree all the time, but on taking the vaccination, we do.” I could not agree more, and I am grateful to every single Member who has come forward to support this national effort. We want to make it as easy as possible for colleagues to do so. This week, we published a new resource for Members that provides more information on the vaccine roll-out and what colleagues can do to increase the take-up of the vaccine in their constituencies. That is an extremely valuable resource, and I urge all Members to take a look at it and think about what they can do in their constituencies.

    Our vaccination programme is our way out of this pandemic. Even though the programme is accelerating rapidly and, as the chief medical officer said yesterday, we appear to be past the peak, this remains a deadly virus, and it will take time for the impact of vaccinations to be felt. So for now, we must all stand firm and keep following the steps that we know make a big difference until the science can make us safe. I commend this statement to the House.

    This deal provides a further boost to the UK’s already-strong vaccine portfolio, and I am enormously proud of all the work which has gone in to securing a vaccine for the UK as soon as possible.

    If approved, Valneva’s vaccine will not only help tackle Covid-19 here in the UK, but aid our mission to ensure there is a fair supply of vaccines across the globe.

    With permission, Madam Deputy Speaker, I would like to make a statement on the covid-19 vaccine delivery plan. The plan, published today, sets out the strategies that underpin the development, manufacture and deployment of our vaccines against covid-19. It represents a staging post in our national mission to vaccinate against the coronavirus, and a culmination of many months of hard work from the NHS, our armed forces, Public Health England, and every level of local government in our Union. There are many miles to go on this journey, but, armed with this plan, our direction of travel is clear.

    We should be buoyed by the progress that we are already making. As of today, in England, 2.33 million vaccinations have been given, with 1.96 million receiving their first dose and 374,613 having already received both doses. We are on track to deliver our commitment of offering a first vaccine to everyone in the most vulnerable groups by the middle of next month. These are groups, it is worth reminding ourselves, that account for more than four out of every five fatalities from the covid virus, or some 88% of deaths. But of course this is a delivery plan for everyone—a plan that will see us vaccinate all adults by the autumn in what is the largest programme of vaccination of its kind in British history.

    The UK vaccines delivery plan sets out how we can achieve that noble, necessary and urgent goal. The plan rests on four key pillars: supply, prioritisation, places and people. On supply, our approach to vaccines has been to move fast and to move early. We had already been heavily investing in the development of new vaccines since 2016, including funding a vaccine against another coronavirus: middle east respiratory syndrome. At the start of this year, this technology was rapidly repurposed to develop a vaccine for covid-19, and in April we provided £20 million of further funding so that the Oxford clinical trials could commence immediately. Today, we are the first country to buy, authorise and use that vaccine.

    Also in April, we established the UK Government’s Vaccine Task Force, or VTF for short, and since then it has worked relentlessly to build a wide portfolio of different types of vaccine, signing early deals with the most promising prospects. It is a strategy that has really paid off. As of today, we have secured access to 367 million doses from seven vaccine developers with four different vaccine types, including the Pfizer-BioNTech vaccine, which we were also the first in the world to buy, authorise and use. The VTF has also worked on our homegrown manufacturing capability, including what is referred to as the “fill and finish” process, in collaboration with Wockhardt in Wrexham. Anticipating a potential global shortage early on, we reserved manufacturing capacity to allow for the supply of multiple vaccines to the United Kingdom. Like many capabilities in this pandemic, it is one that we have never had before, but one that we can draw on today. So much of that critical work undertaken early has placed us in a strong position for the weeks and months ahead.

    The second pillar of our plan is prioritisation. As I set out earlier, essential work to protect those at the greatest clinical risk is already well under way. The basic principle that sits behind all of this is to save as many lives as possible as quickly as possible. In addition, we are working at speed to protect staff in our health and social care system. All four UK chief medical officers agree with the recommendation of the Joint Committee on Vaccination and Immunisation to prioritise the first doses for as many people on the priority list as possible and administer second doses towards the end of the recommended vaccine dosing schedule of 12 weeks. That step will ensure the protection of the greatest number of at-risk people in the shortest possible time.

    The third pillar of our plan is places. As of yesterday, across the United Kingdom, we have more than 2,700 vaccination sites up and running. There are three types of site. First, we have large vaccination centres that use big venues such as football stadiums; we saw many of those launched today. At these, people will be able to get appointments using our national booking service. The second type is our hospital hubs, working with NHS trusts across the country. The third is our local vaccination services, which are made up of sites led by GPs working in partnership with primary care trusts and, importantly, with community pharmacists.

    This mix of different types of site offers the flexibility that we need to reach many different and diverse groups and, importantly, to be able to target as accurately as we can. By the end of January, everyone will be within 10 miles of a vaccination site. In a small number of highly rural areas, the vaccination centre will be a mobile unit. It bears repeating that, when it is their turn, we want as many people as possible to take up the offer of a vaccine against covid-19.

    The fourth and final pillar is, of course, our people. I am grateful to the many thousands who have joined this mission—this national mission. We now have a workforce of some 80,000 people ready to be deployed across the country. This includes staff currently working within the NHS of course, but also volunteers through the NHS Bring Back Staff scheme, such as St John Ambulance personnel, independent nurses and occupational health service providers. There are similar schemes across the devolved Administrations.

    Trained vaccinators, non-clinical support staff such as stewards, first aiders, administrators and logistics support will also play their part. We are also drawing on the expertise of our UK armed forces, whose operational techniques—brought to life by Brigadier Phil Prosser at the press conference with the Prime Minister a few days ago—have been tried and tested in some of the toughest conditions imaginable. I am sure the whole House will join me in thanking everyone who has played their part in getting us to this point, and all those who will play an important role in the weeks and months ahead.

    We recognise that transparency about our vaccine plan will be central to maintaining public trust, and we are committed to publishing clear and simple updates. Since 24 December, we have published weekly UK-wide data on the total number of vaccinations and the breakdown of over and under-80s for England. From today, we are publishing daily data for England showing the total number vaccinated to date. The first daily publication was this afternoon. From Thursday, and then weekly, NHS England will publish a more detailed breakdown of vaccinations in England, including by region.

    This continues to be a difficult time for our country, for our NHS and for everyone as we continue to live under tough restrictions, but we have always known that a vaccine would be our best way out of this evil pandemic, and that is the road we are now taking. We are under no illusion as to the scale of the challenge ahead and the distance we still have to travel. In more normal times, the largest vaccination programme in British history would be an epic feat, but against the backdrop of a global pandemic and a new, more transmissible variant, it is a huge challenge. With this House and indeed the whole nation behind this national mission, I have every confidence that it will be a national success. I commend this statement to the House.

    The statement made by Nadhim Zahawi, the Vaccine Deployment Minister, on 10 January 2021.

    Britons will again be cheered by the news that yet another vaccine has been approved for use in the UK.

    Friday’s authorisation of the Moderna vaccine for (coronavirus) COVID-19 means we will, by spring, have 3 safe and effective vaccines to use.

    A vaccine was always going to be our best way out of this pandemic; that’s why so much effort and planning has gone into our vaccination programme.

    Some 1.5 million people have got the jab already and this number is accelerating rapidly.

    Tomorrow we’re launching our full vaccine deployment plan – the culmination of months of preparation and hard work by the NHS, the Armed Forces, and local and regional government at every level.

    The basic principle that sits behind it is to save as many lives as possible, as quickly as possible. It’s also essential we reduce hospitalisations from this disease, so we can reduce the pressure on our NHS.

    To achieve that, we have an ambitious plan to protect our most vulnerable groups first, because they account for more than 4 out of 5 COVID deaths. We want to offer the vaccine to the top 4 most vulnerable groups by the middle of February.

    It’s ambitious, but I’m confident we can do it, not least because we are drawing on the strengths of 2 of this country’s most treasured assets: the NHS and our Armed Forces. We’re in safe hands.

    Working together, day and night, they will ensure our vaccines are going into arms rather than sitting on shelves. UK forces will use techniques borne out of decades of experience of getting things done in some of the toughest conditions imaginable. They’ll bring the bravery and brilliance they shown in places like Iraq and Afghanistan to these shores.

    By the end of this week, we will have over 1,000 GP-led vaccination sites up and running, as well as 223 hospital sites, 7 giant vaccination centres and the first wave of 200 community pharmacies. It means it won’t be too long before we can expand our programme down the priority list and more of us can get the jabs, using our new National Booking service to make appointments.

    It’s an exciting time, but I recognise it’s also a frustrating time because we’re not there yet. We’re still living under some tough restrictions and the disruption that comes with them. But as our heroes set out on this vital national mission, we can all play our part by sticking to the rules and remembering those simple steps: hands, face, space. That way their success will be our success and we can come out of this together.

    Below is the text of the speech made by Nadhim Zahawi, the Parliamentary Under-Secretary of State for Business, Energy and Industrial Strategy, in the House of Commons on 25 June 2020.

    It is customary to congratulate an hon. Member on securing a debate, but I think “congratulate” is the wrong word in this case, so I am going to commend the hon. Member for Blaydon (Liz Twist). It is nothing to congratulate anyone about given the job losses that we are discussing. I know, Madam Deputy Speaker, that you take a special interest in this because of the De La Rue presence in Epping Forest, and I am grateful to the right hon. Member for North Durham (Mr Jones) for his customary courtesy in letting me know that he was going to speak in this important debate. It is also appropriate to take the opportunity to thank the hon. Lady and other Members, and, importantly, all public, private, community and voluntary sector partners across Tyneside and the north-east, for their outstanding work and support during these challenging times.

    Tyneside and the broader north-east is a major industrial and manufacturing hub for the United Kingdom. It is a critical centre for the UK automotive industry, with the region typically producing over 500,000 cars a year. It is also a centre for producing medicines and healthcare products—the right hon. Gentleman mentioned the vaccine manufacturing and innovation centre in Oxford. There is much more work to do, and I am absolutely passionate and focused on working with the north-east on the future of the life sciences sector in that region.

    There were two shortlisted sites, according to the response given to my right hon. Friend the Member for Warley (John Spellar): Oxford and the north-east. If the Minister really wants to level up and actually put investment into the north-east, why did not he not insist on putting it in the north-east?

    I am grateful to the right hon. Gentleman. The VMIC project had already been awarded and was already happening. All I did was bring it forward by 12 months so we can have it ready by summer next year, not the year after. But I am grateful for his passion and for quite rightly holding the Government to account on what we will do in the north-east, which is also a key region for developing offshore and renewable energy technology.

    We are committed to ensuring that Tyneside and the north-east remain a key manufacturing development hub. The right hon. Gentleman speaks of life sciences development. Of the £3.4 billion that the Government have committed to growth deals across the northern powerhouse, £379.6 million—almost £380 million—has been allocated to the North East local enterprise partnership area. I am pleased to say that Gateshead has benefited directly from that investment, including just under £1 million for PROTO, a state-of-the-art research and development facility for emerging digital technologies, and £5 million for the development of a new 12,500-seat arena, conference and exhibition centre on a 10-acre site at Gateshead Quays.

    I would like to acknowledge the work done by the North East local enterprise partnership. Skills, employment and economic inclusion are at the heart of the North East local enterprise partnership’s strategic economic plan, which was refreshed in 2019.

    I thank the Minister for his comments about the PROTO development, which I am familiar with, and the Gateshead quayside development. We are enormously pleased with and proud of both of them, with the councils working in partnership with others. However, we also need to look at our manufacturing base and ensure that those traditional jobs are not left to slide because of new developments. Will the Minister address what can be done to assist on that point?

    I am grateful to the hon. Lady. She is absolutely right. We need to make sure that those traditional jobs are maintained, but also see where we can reskill and upskill into some of the growth industries, such as offshore wind. I know there is a big skills agenda that my right hon. Friend the Education Secretary is taking forward.

    The LEP has co-ordinated £18.4 million of capital investment across eight projects, with a further £28.5 million from public and private funding. I thought I should just mention a few of those projects. They include, addressing the hon. Lady’s skills challenge to the Government, the successful delivery of the Gatsby good careers guidance benchmark and the launch of the North East Ambition programme, supporting 170 schools and colleges. Still these are unprecedented times for businesses and communities across the country. I am grateful to have had the opportunity recently to reflect on the challenges faced by the manufacturing sector, to which the hon. Lady quite rightly refers, with trade union representatives, where we discussed what more the Government can do to support the manufacturing sector.​
    I share the hon. Lady’s disappointment at the news that about 250 jobs will be lost at the De La Rue currency and passport printing facility in Gateshead. I take this opportunity to express my sympathies to those workers and their families who will be impacted. Furthermore, I call on De La Rue to act responsibly in how it approaches the forthcoming redundancies. It is very worrying that, as the hon. Lady mentioned, staff only learned the news from the Chronicle and social media. That is not the way a responsible employer would act.

    I understand that there has been much speculation about the decision of Her Majesty’s Passport Office not to grant De La Rue the contract to produce the new British passport. To set the scene, between March 2017 and April 2018, the Passport Office undertook a rigorous, fair and open competition to identify the bidder that will be best able to meet the needs of its passport service and customers until 2029. That included in-depth due diligence to ensure that any bidder was capable of delivering the contract within the quality standards set out. The new contract was awarded to Thales and will deliver significant savings of approximately £140 million compared with the contract awarded in 2009 to De La Rue, which will ensure value for money for the taxpayer.

    Since 2009, a proportion of blank passports have been produced in Europe, with no reason why overseas production should not continue. Thales will manufacture passports from multiple secure locations. De La Rue historically operated a blank book passport assembly facility in Malta, to supplement its Gateshead operation. All passports produced by Thales will continue to be personalised with the passport holder’s personal details, such as a named photograph, in the United Kingdom. That continues to ensure that no personal data will leave the United Kingdom.

    It also extends Thales’s already significant presence in this country. Thales’s digital identity and security division operates from five sites in the UK and employs over 500 staff in this country. Since the contract was awarded in April 2018, Thales has increased its UK workforce by over 90 posts. Furthermore, it is not outsourcing the manufacturing of the British passport to a third party.

    I strongly believe that it was the correct choice to decide the next UK passport provider through free and fair competition, to ensure the best value for money for the British taxpayer. I also recognise that this year has been especially challenging for De La Rue. In November last year, the company reported that its half-year results had underperformed against market expectations, due primarily to reduced volumes and a reduction in margins in its currency business. That underperformance prompted the board to suspend future dividend payments and to push forward with a turnaround strategy. While we can acknowledge that the loss of the passport contract was disappointing for the business, it is clear that this alone does not account for the challenges that the business has faced.

    In response to a challenging and competitive market environment, De La Rue published details of that turnaround plan in February this year. Unfortunately, that plan involved a degree of cost reduction and a concentration on its core currency and authentication divisions. In June last year, De La Rue exited the passporting and identification business by announcing ​the sale of its identity products division to HID Corporation Ltd. The UK passport contract was not part of the sale, but by this period, De La Rue was aware that it had not won the renewal of said contract.

    Unfortunately, as part of its cost-saving programme, De La Rue announced a consultation to reduce the number of roles at the company’s headquarters and to cease all bank note printing and passport production at the Gateshead site. I note that De La Rue has said that it aims to preserve certain core services and roles at the site, and I urge De La Rue to ensure that it retains a presence in the Gateshead community. However, I recognise that this remains a tough and disappointing time for the employees of De La Rue who face redundancy, and I can assure them that the Government will do all they can to support them in this challenging period.

    Due to the challenges of operating in the covid-19 environment, the Department for Work and Pensions rapid response service has adapted to ensure that we can continue to support those facing redundancy. People will be able to access redundancy help and job search advice on the Department’s new job help campaign website. There is also information on gov.uk, and updated information packages are provided to employers to help them signpost employees to the support that is available.

    I note the reference to the increased speed of Government agencies being able to help people, but will the Minister also acknowledge that the situation with companies such as Debenhams, where a couple of hundred staff have lost their jobs with the closure of the Metrocentre store, is adding to the pressure on the services, and what we need is real support and real action, and real opportunities for all those staff?

    The hon. Lady is absolutely right to say that we need real support. There are three chapters to this challenge of covid. Chapter one was wrapping our arms around the economy and jobs, with schemes such as the furlough scheme and the bounce-back loans. Chapter two is now supporting businesses to restart and reopen; retail reopened in the middle of this month. Of course chapter three is about what stimulus we can inject into the economy, whether fiscal or non-fiscal—and the Chancellor will be saying more about this. The Secretary of State for Business, Energy and Industrial Strategy has conducted a deep dive with business and organisations representing business through a recovery taskforce, because we want to make sure that chapter three, which is about the recovery, is as robust and dynamic as we can make it. I assure the hon. Lady that the north-east will be very much a part of that.

    The support for those losing their jobs includes connecting people to jobs in the local labour market in the north-east by helping them with job searches, including CV writing, interview skills, and where to find jobs and how to apply for them. We will also help to identify transferable skills and skills gaps linked to the local labour market, along with advice on what benefits people may get and how to claim them.

    Furthermore, I can confirm that the Gateshead local authority is in touch with the company and stands ready to work with the Department for Work and Pensions, the Jobcentre Plus rapid response team and the National Careers Service to provide a package of support for any impacted employee. As I said earlier, ​the Government will do what we can to support these people and their families, and I believe that the Government can be proud of our record and how we have supported businesses across the north-east during the covid pandemic.

    Through the coronavirus job retention scheme, we have so far protected 8.9 million workers and almost 1.1 million businesses; 24,200 people have been supported by the scheme in Gateshead alone, and due to the Chancellor’s announcement to extend the scheme back in May we can continue to support businesses and employees as they return to work over the coming months.

    Furthermore, I am pleased to say that, through the various grant schemes the Government established to assist business, £36.8 million in grants has been paid out to 3,142 small businesses in the Gateshead local authority as of 21 June. We also recognise the importance of the Tyne and Wear metro to Gateshead, which the hon. Lady rightly mentioned, and the challenges it faces at present. That is why we have announced a further £7.6 million of support to keep it going on top of the £8.6 million announced on 1 May.​

    In the longer term, the Government have contributed £337 million of direct grants to provide a new fleet for this vital service. While I acknowledge that these are challenging times for all, I remain confident that there is a bright future ahead for Tyneside and north-east industries.

    The Government recognise that this is a challenging time for all businesses. We have provided unprecedented levels of support to help business. For those De La Rue employees who, unfortunately, face redundancy, the Government will do what we can to ensure they receive the support they need.

    Finally, I again thank the hon. Lady for securing this important debate, and I thank you, Madam Deputy Speaker, for your patience; I know this subject is important to you, as it is to other Members of this House.

  • Nadhim Zahawi – 2019 Speech on Higher Technical Education Reform

    Below is the text of the speech made by Nadhim Zahawi, the Parliamentary Under-Secretary of State for Education, in the House of Commons on 8 July 2019.

    With permission, Mr Speaker, I would like to make a statement on the consultation on higher technical education in England at levels 4 and 5, which we have launched today.

    Over the past year, the Government have undertaken a comprehensive review of classroom-based higher technical education, which provides an alternative to apprenticeships at levels 4 and 5. Qualifications at this level sit between level 3 qualifications, such as A-levels and the new T-levels, and level 6 qualifications, such as bachelor’s degrees. As part of the review, we gathered evidence and listened to many further and higher education providers, awarding organisations, employers and others. The consultation launched today sets out our proposals to address the multiple related challenges and opportunities that we have identified through the review.

    We want higher technical education to be a prestigious choice that delivers the skills that employers need, that encourages more students to continue to study after A-levels or T-levels and that attracts people of all ages who are looking to upskill and retrain. The proposals in the consultation are the next step in our programme to reform technical education. We want to build on the introduction of T-levels and our investment in apprenticeships as part of our modern industrial strategy to improve productivity and help people to progress in their work and in their lives.

    The Government’s review of higher technical education found that there is growing employer demand for the skills provided by higher technical education, but we also found that the uptake of higher technical qualifications is low by international standards, has fallen over time, and is low by comparison with other levels of education. Some higher technical qualifications and courses are well recognised and valued by employers and students, but overall there is low awareness and varying quality, with the range of terminology, qualifications and provider types creating a complex picture that is hard for employers and students to navigate.

    The starting point for our reforms is to raise the prestige of higher technical education more widely and strengthen its value to employers by putting their needs and quality first. Improving quality now—to demonstrate the value of higher technical qualifications—will lead to increased uptake of higher technical education in the future. To do this, we are proposing an approach to make it clearer which higher technical qualifications provide the skills that employers want. This will be delivered through the Institute for Apprenticeships and Technical Education, signalling which qualifications deliver the knowledge, skills and behaviours set out in employer-led national standards. As we want qualifications at this level to be understood and recognised as high quality by employers, their involvement in qualification design is crucial, so they will be at the centre of our reforms.

    Alongside our proposals on qualifications, we also want to grow high-quality higher technical education provision, boost leadership and encourage greater specialisation and close collaboration so that providers can more effectively and efficiently respond to the local skills needs of employers. We will do that by working ​with the Office for Students to demonstrate the quality of providers, so that there is more high-quality provision delivered across higher and further education, including through our flagship employer-led national colleges and institutes of technology. The Office for Students will develop a set of technical ongoing registration conditions specifically for providers delivering courses leading to higher technical qualifications. These will align with the model used to assess the quality of applications for the institutes of technology programme and act as a precursor to access full public funding for approved higher technical qualification provision.

    Finally, we want to make higher technical education a positive and more popular choice by raising awareness and understanding of the new suite of qualifications approved by the Institute for Apprenticeships and Technical Education in colleges and universities and among potential students and, of course, their employers. We will improve the information, advice and guidance available to potential students and boost employer knowledge of how these qualifications can address their skills needs. At the same time, we will improve the accessibility of higher technical education through flexible delivery and improve signposting of financial support, so that as many students as possible have the chance to get the qualifications that are right for them.

    We know that change will not happen overnight. Higher technical education has been an area of relative neglect over decades, and we want to work with everyone who wants to improve higher technical education. I strongly encourage everyone with an interest to contribute to the debate so that we can build the world-class technical education system that our students deserve and our country needs. I commend this statement to the House.

  • Nadhim Zahawi – 2019 Statement on Early Years Education

    Below is the text of the statement made by Nadhim Zahawi, the Parliamentary Under-Secretary of State for Education, in the House of Commons on 2 July 2019.

    Today, I am announcing the allocation of just over £22 million for 66 School Nurseries Capital Fund (SNCF) projects across the country. This investment is part of our commitment to create more high quality school-based nursery provision for disadvantaged children. These innovative projects are intended to test and evaluate approaches aimed at closing the disadvantage gap, deepen our understanding of “what works” and spread best practice throughout the sector.

    I am also announcing the launch of a new campaign called Hungry Little Minds to encourage parents to provide a language-rich home learning environment, which, evidence shows, is crucial for improving early outcomes. The campaign is underpinned by a behaviour change model published by the Government in November and follows the ambition set last July by the Secretary of State for Education to halve in 10 years the proportion of children who finish reception year without the expected level of development in communication, language and literacy.

    These initiatives are part of our work to provide equality of opportunity for every child, regardless of background or where they live, because we know that improving support in the early years is the cornerstone of social mobility.

  • Nadhim Zahawi – 2019 Statement on Disadvantaged Children in Education

    Below is the text of the speech made by Nadhim Zahawi, the Parliamentary Under-Secretary of State for Education, in the House of Commons on 18 June 2019.

    Education should give every child, no matter their background, the opportunity to reach their full potential. To this end, we are announcing the conclusion of the children in need review, delivering the Government’s manifesto commitment to better understand how we can improve the educational outcomes of children who have needed a social worker.

    Through our reforms to social care and across Government, we are already taking action to improve safety and stability for these children: strengthening families and tackling domestic abuse, poor mental health and substance misuse, which are prevalent drivers of need. Through our action to drive up the quality of services in local authorities and to develop a highly capable, skilled social work workforce, we have seen the number of local authorities judged inadequate decline by around a quarter since 2017—providing consistently better services for thousands of children and families across the country.

    We have also delivered significant work to raise the educational attainment of our most disadvantaged children. This includes the Timpson review of school exclusions, reforms to alternative provision, delivering on the 2014 SEND reforms, and ensuring a system of advocacy and support for looked after children.

    Children in need are those who need a social worker for help or protection, including children on a child in need plan or a child protection plan, looked after children, and disabled children. The children in need review set out to assess the educational outcomes of this group of children and what actions and interventions are needed to improve them. As part of the review we have developed new data and analysis, conducted a broad programme of qualitative evidence gathering, including a call for evidence and literature review, and engaged with practitioners working in education and social care, as well as children and young people with experience of being supported by social care.​

    The review has evidenced, for the first time, the prevalence of children who have needed a social worker currently or previously, and the extent of these children’s lasting poor educational outcomes. We now know that 1.6 million children have needed a social worker at some point, equivalent to one in 10 last year. This group do significantly worse than others at all stages of education. Of young people who needed a social worker in their GCSE year, by age 21, half had still not achieved level 2 qualifications (which include GCSEs) compared to 12% of those not in need.

    The review has developed four priority areas for action, and identified where we can start work immediately. These are: promoting visibility and recognition, not only for the purposes of safeguarding but in education; keeping children in school, making sure education is a protective factor against abuse, neglect and exploitation; raising aspiration to believe that more is possible of this group of children; and finally, supporting schools to support children themselves—recognising the consequences of childhood adversity on attendance, learning, behaviour and mental health.

    The immediate action we will take includes:

    Clarifying and strengthening our expectations around information sharing between and within schools and social care;

    Continuing to improve our national data on this group;

    Improving clarity, timeliness and transparency around in-year admissions;

    Developing much-needed new research on tackling absence;

    Consulting on strengthening the role of the designated safeguarding lead in schools, and exploring whether there is a case for extending and adapting the scope of virtual school heads;

    Building on reforms to mental health support, by identifying and sharing best practice around responding to the lasting impacts of childhood adversity;

    Working with What Works for Children’s Social Care to analyse which interventions, trialled by the education endowment foundation, are most effective for children with a social worker.

    This action aims to ensure that every child can benefit from their education, ensuring they have the knowledge and skills to fulfil their potential, and the resilience they need for future success. However, it is only a start. To support families and communities, the whole of Government will continue to work together in preventing and tackling the causes of need, from the early years through to adolescence.

  • Nadhim Zahawi – 2019 Speech on Early Years Funding

    Below is the text of the speech made by Nadhim Zahawi, the Parliamentary Under Secretary of State for Children and Families, on 28 February 2019.

    Thank you very much for inviting me. A particular thanks to the member for Manchester Central, Lucy Powell, for inviting me here today, and for continuing to keep the political focus on school readiness in Greater Manchester. I am truly delighted to see such a range of early years professionals here today, and I would like to personally thank you for the hard work that you do. I know that all of you – whatever your role – share my passion and enthusiasm for ensuring our children get the best start in life.

    School readiness is hugely important, and that is why the Department for Education has such a focus on the early years, and on improving communication and language skills in particular.

    This is something that is very personal to me. Some of you may know that, at the age of nine when I came to this country from Baghdad, I couldn’t speak English, and I used to sit at the back of the classroom so the teachers didn’t ask me to speak in class. Sometimes when I got a bit more confident I tried to bring a few sentences together. My teachers thought I had learning difficulties. I now stand before you as MP for Shakespeare! But I had great parents and some great role models, and I learned English and then learned that being able to express yourself is the gateway to success, not just in school but in later life.

    It’s these crucial early years that make the most impact on a child’s future path – because for those children who start out behind their peers, it’s so much harder to catch up. All the evidence tells us that we need to improve children’s communication and language before they arrive at school, to get them on track to be confident, able learners.

    The Education Secretary has set a challenging ambition to halve the proportion of children leaving reception without the communication, language and literacy skills they need to thrive, over the next ten years. If we are to meet this ambition, we need to find new and creative ways of supporting children and families – as well as our workforce.

    Greater Manchester is leading the way, and I am delighted to be here to talk about how we can work together to design and deliver systems both locally and nationally that can hopefully ensure every child is able to thrive when they start school.

    I strongly believe that a key role for us in central Government is to support local leaders and professionals to innovate; and for Government to ensure the best ideas are able to flourish. The Children’s Social Care Innovation Programme has been a successful example of that approach. And our £6.5m Early Outcomes Fund draws on those lessons to help local authorities improve how they deliver services to improve early language outcomes. We will announce the outcome of that fund very shortly.

    Today I want to highlight some further examples of where local innovation and central policymaking are coming together to drive progress towards our shared ambition. These broadly cover three areas.

    The first of these is to address the work of the wider professionals involved in a child’s life.

    This ranges from GPs, health visitors, speech, language and communication therapists and many more. Health visitors play a particularly important role in identifying and supporting children with speech, language and communication needs.

    That is why my Department – in partnership with Public Health England – will train 1,000 health visitors. Wave 1 will begin shortly in areas of high need, including Oldham and Tameside.

    This is an area where Greater Manchester is really blazing a trail – both through your language pathway and your investment in tools to identify speech, language and communication needs early. Together these are designed to support the local workforce to identify speech, language and communication needs as early as possible and put in place support that is needed.

    Again, this is an important example of how Government can take innovative practice and take it to scale. My Department – again in partnership with Public Health England – is developing a new bespoke early language assessment tool, under government copyright, that will be made available to health visitors and professionals across a wide range of local authorities in need.

    Today, I am pleased to announce that the University of Newcastle, led by James Law – Professor of Speech and Language Science – will develop our early language assessment tool. The team working on this tool has extensive expertise in speech and language therapy, health visiting and general practice, and academic expertise in linguistics, psychology and statistics.

    We are also working with Public Health England to publish early language pathway guidance which will support local areas to develop and implement their own pathway – similar to that which you have done in Greater Manchester. You have really been the pioneers of this.

    Of course, the most important people in a child’s life are their parents. Which brings me onto the second area I want to talk about – improving the Home Learning Environment. Because the evidence is clear that what happens at home in the early years is absolutely key to outcomes later in life.

    That is why, in November, the Department held a summit, at which we brought together a coalition of over 120 businesses, voluntary groups, community and public sector organisations. These organisations all share a common goal – to help parents kick start their child’s early communication, language and literacy development at home.

    We want to get across that there are really simple, everyday things that every parent can do more of to help their children’s language and literacy.

    Since the summit, I have been working with some of these organisations to bring their commitments to life, and it is no surprise to me to find that there is some excellent, innovative practice here in Manchester. Today after this summit, I am visiting Manchester City Football Club, to observe one of their sessions that uses physical activity to enhance children’s communication and language.

    Our next steps are to launch a public campaign to encourage parents to chat, play and read more with their children. I recognise that it is important to get this message out there in local communities if we want to see a change in parental behaviour, and for this to work, I will really need your help and expertise.

    Our public, private and voluntary sectors are all a vital part of this coalition. From early years settings to libraries, from health visitors to local employers, everyone has an important role to play as part of this society-wide mission to improve the home learning environment.

    One of the most important contributions comes, of course, from early years professionals. And this brings me onto the third and final area I want to talk about today – which is supporting the work of our early years settings. I am always struck by the passion and commitment that I see first-hand when I visit early years settings up and down the country. I want to be able to support you to do your job as best as I can.

    I know this is a key focus for Greater Manchester. It is for me too. My department’s Workforce Strategy, published in March 2017, has resulted in a number of developments to support the early years sector in recruiting, retaining and developing its workforce. These include publishing new level 2 qualification criteria, and a new early years career progression map – both developed through work with sector stakeholders.

    I am also delighted to hear that you are encouraging and supporting the use of apprenticeships for your early years workforce. For employers, developing well trained and highly motivated staff who work to the standards they expect is hugely valuable. I am an enthusiastic supporter of apprenticeships and the grow-your-own ethos of the sector.

    I also want to address the importance of continued professional development, which I know is another key focus for Greater Manchester. This is why my Department – in partnership with the Education Endowment Foundation – is investing £5 million to fund and evaluate projects focused on high quality professional development and practice in the early years.

    And I recently announced a £20m Early Years Professional Development Fund, to help practitioners improve children’s early language, literacy and numeracy. This will be delivered via a ‘train the trainer’ model – much like your planned workforce academy. We recently tendered for a national training partner and are currently assessing the bids. I hope to be in a position to announce the preferred bidder shortly.

    Now there is one small but important group of early years settings that I want to mention in particular – Maintained Nursery Schools.

    The supplementary funding that my Department provides local authorities to enable them to protect Maintained Nursery School funding and reflect their higher costs is due to end by March 2020. What happens after that will be determined by the Spending Review. But the Spending Review has not yet happened, and this has created an unusual problem for local authorities and Maintained Nursery Schools.

    Rightly, you want to allocate places in Maintained Nursery Schools for this September in good faith, but without knowing whether the summer term of 2020 will be fully funded.

    Today I can reassure you that you can indeed offer places in good faith. We will provide local authorities with a further £24 million for their Maintained Nursery Schools, to enable them to continue funding them at a higher rate for the whole of the 2020-21 academic year.

    This should remove the immediate concerns about Maintained Nursery Schools. I know that this does not answer the question about their long-term future. But I think this is a pragmatic response – I hope you’ll agree – that recognises the excellent work that many Maintained Nursery Schools do. And it allows the Spending Review to determine the longer-term future of Maintained Nursery Schools, alongside wider early years considerations.

    I have set out this morning some examples of the relationship between central government and local leaders and professionals working at its best, taking innovations to scale. In short, if we are to improve outcomes for disadvantaged children, we must think about how we can do things differently – including through parents.

    No parent has all the answers – so we need to make it easier for them to kickstart their child’s learning at the earliest opportunity, whether by encouraging them to take part in educational activities as a family, support from trained experts at home to identify concerns earlier, or better access to high-quality early years education.” I look forward to working together to give all children the best chance to flourish at school and in later life.
