    Rest in eternal peace great man. Norman Tebbit was a giant of Conservative politics & Conservative ideals. A man who looked after his beloved wife beautifully after the horrific terror attack by the IRA. A man who nurtured and befriended young conservatives like me. He was great company on a weekend in the country. RIP.

    I want to add my voice to all those who stand with Israel and her inalienable right to defend herself against an unspeakable crime. As someone born in the middle east, as a father and as a human, it was too painful to watch. Israel has to take the necessary steps to root out this evil virus of fundamentalism that has so clearly infested those in Hamas and, of course, destroy it. Just as we stood together against ISIS, we will stand together again. My request to my right hon. Friend is that, when this has been done, the UK encourages Israel to set out for all to see the positive actions it will take to change the reality in Gaza once and for all. Gaza and the world will need Israel to show her best self after this war.

    The Prime Minister

    I thank my right hon. Friend for his powerful statement and also agree with him, We must think about the future, and in spite of this awful tragedy, we cannot lose sight of the better future that we all want to strive for. Indeed, in my conversations with leaders we have already been thinking about that, and it is something I raised with the Prime Minister of Israel as well. We all want that better future for the Israeli and Palestinian people, and hopefully out of this tragedy we will find a way to move closer towards it.

    Twenty-two years ago, I co-founded a company called YouGov. When we set it up, I didn’t have the money or the expertise to go it alone, so I asked my father to help. In the process, he took founder shares in the business in exchange for some capital and his invaluable guidance.

    Twenty-one years later, when I was being appointed Chancellor of the Exchequer, questions were being raised about my tax affairs. I discussed this with the Cabinet Office at the time.

    Following discussions with HMRC, they agreed that my father was entitled to founder shares in YouGov, though they disagreed about the exact allocation. They concluded that this was a ‘careless and not deliberate’ error.

    So that I could focus on my life as a public servant, I chose to settle the matter and pay what they said was due, which was the right thing to do.

    Additionally, HMRC agreed with my accountants that I have never set up an offshore structure, including Balshore Investments, and that I am not the beneficiary of Balshore Investments.

    This matter was resolved prior to my appointments as Chancellor of the Duchy of Lancaster and subsequently chairman of the party I love so much. When I was appointed by the Prime Minister, all my tax affairs were up to date.

    To ask the Secretary of State for Communities and Local Government, whether local planning authorities can limit community housing developments proposed in the dispersal policies of a local plan due to the lack of sufficient infrastructure, shops, services or employment to support such a development.

    The National Planning Policy Framework expects local planning authorities to meet the objectively-assessed needs for market and affordable housing in their area, insofar as it is consistent with other policies in the Framework. As part of the plan-making process we expect authorities to consider what infrastructure is needed to support development, and work with neighbouring authorities and transport providers, to develop plans for how it can be provided. The cumulative impact of development, and the need for infrastructure to support development, are material considerations in decisions on individual proposals.

    Good progress is being made on processing Basic Payment Scheme 2015 applications including capturing changes that were made on the paper forms along with any new requirements of the scheme onto the Rural Payments IT system. We currently have access to around 800 people to perform this processing work.

    The move to the paper based application approach for the Basic Payment Scheme 2015 has not had an impact on the validation and verification of claims and the Rural Payments Agency remain on track to make the majority of payments in December.

    I’m backing Boris. He got the big calls right, whether it was ordering more vaccines ahead of more waves of covid, arming Ukraine early against the advice of some, or stepping down for the sake of unity. But now, Britain needs him back. We need to unite to deliver on our manifesto.

    When I was Chancellor, I saw a preview of what Boris 2.0 would look like. He was contrite and honest about his mistakes. He’d learned from those mistakes how he could run No 10 & the country better.

    With a unified team behind him, he is the one to lead us to victory and prosperity.
