    I congratulate my hon. Friend the Member for Southend West (Sir David Amess) on securing this debate and on highlighting such an important issue. In doing so, he has provided the Government with a welcome opportunity to lay out in Parliament our thinking about statues. This is a debate that needs more nuance, not less, and I thank my ​hon. Friend for a thoughtful speech. This subject can provoke incredibly strong emotions and reactions, and although we might disagree with those reactions, we would all do well to remember that those views are sincerely held.

    It is important that the Government are clear: we believe that our history shapes us and that we are poorer if we seek to deny that history. We believe that the right approach to statues, however contentious, is to retain and explain their presence. I hope that that provides my hon. Friend with some of the reassurance he seeks, and I hope to explain the Government’s approach to why and how this issue should be addressed.

    As my hon. Friend made clear, there are many diverse opinions on the matter of statues in the public realm, and no one would suggest—dare I say it?—that a discussion between two white men will capture the totality of views that have been expressed about this highly contested space. As he said, my hon. Friend has a hugely successful track record of managing to have public statues erected, and thanks to him statues of Eric Cole and Raoul Wallenberg are among the 12,000 outdoor statues and memorials in England. Most of them are not protected as listed buildings, as they are not currently recognised to be of special architectural or historic interest—those are the criteria set out in legislation. Nevertheless, those statues are of interest and significance, and often pride, to the local communities in which they are erected.

    A significant number of the 12,000 statues are listed in their own right or form part of buildings that are listed and are therefore protected against inappropriate removal or amendment without a rigorous consent process led by the relevant local planning authority. The regulatory framework that governs the removal and amendment of existing public statues and memorials can therefore be complex, particularly when one realises that planning permission can also be required. The same can be true in relation to proposals for the erection of new statues, where, in addition to requiring planning permission, the permission of the landowner is also required, and my hon. Friend’s has referenced this complexity in his ongoing campaign to have a statue erected to the extraordinary Dame Vera Lynn.

    This country has a long and well-established tradition of commemorating its national and local dignitaries with statues, and they serve as a long-lasting reminder of their actions and the contributions that they, like Dame Vera, made to this country. Parliament continues that tradition. We have an abundance of historic and contemporary figures for the public to enjoy, from Oliver Cromwell to Baroness Thatcher. Local communities commemorate their own heroes in the same way, and many of these figures are a real source of local pride. Alan Turing, a pioneer of modern computing, is commemorated both at Bletchley Park, where he worked on the Enigma code, and in Manchester, where he studied. Up the road in Oldham, a recent addition to its public statuary is that of Annie Kenney, a local suffragette and former mill worker and an associate of Christabel Pankhurst, who was jailed for three days for challenging MPs who opposed the campaign for votes for women.

    Being commemorated in a public space, often funded by public consultation, is a positive way to acknowledge the contributions individuals have made to their communities and to the nation, and, as we look on those statues, we learn important things about the society ​that put them up. As my hon. Friend alluded to in his speech, the back story of some of those individuals and their place in history is ridden with moral complexity. Statues and other historical objects were created or obtained by generations with different perspectives and different understandings of right and wrong.

    Some of the individuals we have esteemed in statuary, such as Colston or Rhodes, are figures who have said or done things that we may find deeply offensive and would not defend today. Although we may now disagree with those figures, they play an important role in teaching us about our past with all its faults. We are all products of our times, and our attitudes, beliefs and values often reflect the age in which we live. Some of the values of earlier centuries look bizarre through the lens of 2020, but that brings us to the current debate about whether we should be removing statues of—usually—men who were esteemed and well regarded in the past, but who by today’s standards and values built their wealth and fame on things we now find morally repugnant, such as the transatlantic slave trade.

    As a confident and progressive country, we should face that difficult fact squarely. We should not wipe them from the history books. Historic England, the Government’s adviser on the historic environment, agrees, arguing that if we remove difficult and contentious parts of our heritage, we risk harming our own understanding of our collective past. Rather than erasing these objects, we should seek to contextualise or reinterpret them in a way that enables the public to learn about them in their entirety, however challenging that may be. The aim should be to use them to educate people about all aspects of Britain’s complex past, for better or worse. Put simply, the Government want organisations to retain and explain, not remove, our heritage.

    One potential innovative approach is the talking statues project. This project identified a number of statues in London and Manchester, including of Abraham Lincoln and George Orwell, and commissioned some of the nation’s most celebrated writers and actors to animate them through voice recordings. Members of the public could activate the conversation using their smartphones, and although this is not a perfect fit in the context of ​contested heritage, it is a concept that works and could be developed, because heritage is not just about our past—we create it every day. I am keen to see new and innovative approaches to understanding and celebrating those parts of our collective cultural and civic life.

    In his speech, my hon. Friend proposed two new statues around Westminster that could help to create today’s heritage: one of Her Majesty the Queen, to mark her jubilee commemorations in 2022, and a second, which he forcefully lobbied for, of Vera Lynn, the forces’ sweetheart and a national icon. I wish him the best of luck in both of these very deserving endeavours.

    Finally, I echo my hon. Friend’s condemnation of the events around Westminster in the spring. I was appalled to see pictures of the protests earlier this year. There can be no justification for defacing statues and symbols of British history, nor for damaging memorials. The public are also rightly concerned about respect for memorials of all types. Memorials do not just have historical significance as part of our national heritage; they are also of deep symbolic, cultural or emotional importance to the people who visit them. When damage occurs to memorials, the law must recognise the range and level of harm caused. The Government’s White Paper, “A Smarter Approach to Sentencing”, published earlier this month, includes a commitment to review the law in this area to ensure that the courts can sentence appropriately at every level for this type of offending.

    There are some who may not be willing to compromise and for whom the only solution is to remove statues from public display, regardless of how they are recontextualised. It is essential that the Government have sanctions in place against those who wilfully deface, remove or otherwise interfere with public statuary or commemorations. That said, I remain committed to the hope that, through dialogue and improved contextualisation of the stories of those commemorated, we can arrive at a consensus about how best to address contested heritage. Rather than tearing things down, we should work at building that consensus and at building a better and fuller understanding of our complex history.

    I thank my hon. Friend for their question on this important issue.

    The Government are taking significant action to tackle the issue of online harm and make this country the safest place in the world to go online. There is widespread consensus that online platforms must do more to make sure that their services are safe for all users, particularly children, while also promoting freedom of expression online. Strikingly, far fewer parents now believe that the benefits of their child being online outweigh the risks, with the proportion falling from 65% of parents in 2015 to 55% last year. That is a worrying trend that we must address. We can keep the benefits of the digital economy only if we can improve trust and confidence in technology and tackle what erodes it.

    The “Online Harms” White Paper proposed a statutory duty of care, enforced by an independent regulator. Since its publication, we have consulted on our proposals and announced our intention to legislate in the Queen’s Speech. The evidence given during the consultation will help us to get the balance right between an open and vibrant internet and one where users are protected from harm.

    Yesterday, as set out in a written ministerial statement, the Government published our initial consultation response. The response set out our proposed direction of travel following the consultation, and we will publish a full response in the spring, before bringing forward legislation in this Session. I wish to bring to the attention of the House four specific points raised during the consultation.

    First, we must ensure that in aiming to make the internet safer we do not inadvertently stifle legitimate debate. We will place safeguards in legislation, giving companies and the regulator the responsibility to protect users’ rights, including freedom of expression, online. We will introduce greater transparency about content removals so that users can appeal if their content is taken down.

    Secondly, we know that greater protections are needed to keep young people safe online. The new regulatory framework will require companies to take steps to prevent children from accessing age-inappropriate content and protect them from other harms.

    Thirdly, some consultation responses raised concerns that the regulation would place undue burdens on sites where opportunities for harm to occur are limited. Our legislation will be proportionate and risk-based, affecting only those companies in respect of which there is a risk of harm. The duty of care will apply only to businesses facilitating the sharing of user-generated content, for example, through comments or video sharing, and only around 5% of UK businesses provide these functions.

    Finally, the regulator will ensure that in-scope companies have appropriate systems and processes in place to protect users from harm, especially children and the ​most vulnerable. We are minded to appoint Ofcom to regulate online harms, building on its experience and expertise to make further progress on this important issue. We also yesterday appointed Ofcom to regulate video-sharing platforms under the audiovisual media services directive, which aims to reduce harmful content on these sites. That will provide quicker protection for some harms and activities and will act as a stepping stone to the full online harms regulatory framework.

    We will publish our full consultation response in the spring, setting out further details of our plans ahead of legislation and, alongside this, the Home Office will publish voluntary interim codes of practice to set out what companies should do to prevent terrorist use of the internet, or child sex exploitation and abuse on their platforms.

    We are confident that this publication and the other plans that we are driving forward will help to make Britain the safest place to be online and the best digital economy in the world. No other country in the world is working faster to foster tackling this vital issue.

    I thank my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat) for this question. I know he has a deep interest in this issue, and my right hon. Friend the Secretary of State has corresponded with him about it over the past few months. She will address this issue herself in the other place later today.

    New telecoms technologies and next-generation networks like 5G and full fibre can change our lives for the better. They can give us the freedom to live and work more freely, help rural communities to develop thriving digital economies, and help socially isolated people to maintain relationships, so the security and resilience of the UK’s telecoms networks is of paramount importance. The UK has one of the world’s most dynamic digital economies, and we welcome open trade and inward investment. However, our economy can prosper and unleash Britain’s potential only when we and our international partners are assured that our critical national infrastructure remains safe and secure.

    As part of our mission to provide world-class digital connectivity, including 5G, my Department carried out a cross-Whitehall evidence-based review of the telecoms supply chain to ensure a diverse and secure supply base. That review’s findings were published in July 2019 and set out the Government’s priorities for the future of our telecommunications. Those priorities are strong cyber-security across the entire telecommunications sector, greater resilience in telecommunications networks and diversity across the entire 5G supply chain. It considered the UK’s entire market position, including economic prosperity, the industry and consumer effects, and the quality, resilience and security of equipment.

    However, in July, the review did not take a decision on the controls to be placed on high-risk vendors in the UK’s telecoms network. Despite the inevitable focus on Huawei, that review was not about one company or even one country. We would never take a decision that threatens our national security or the security of our allies. The Government’s telecoms supply chain review is a thorough review into a complex area that made use of the best available expert advice and evidence, and its conclusions on high-risk vendors will be reported once ministerial decisions have been taken.

    The National Security Council will meet tomorrow to discuss these issues. This work is an important step in strengthening the UK’s security frameworks for telecoms and ensuring the roll-out of 5G and full-fibre networks. I know that Members on both sides of the House feel strongly about this issue, and the Government will make a statement to the House to communicate final decisions on high-risk vendors at the appropriate time. We will always put national security at the top of our agenda.

    Below is the text of the statement made by Matt Warman, the Parliamentary Under-Secretary of State for Digital, Culture, Media and Sport, in the House of Commons on 25 September 2019.

    I thank the hon. Lady for raising this question today. I am answering it because it is part of my portfolio.

    As hon. Members may know, the Department runs a programme known as the cyber-security immediate impact fund. It is one of a range of programmes designed to increase the number and diversity of people who pursue careers in the cyber-security profession. Through the fund, we want to support new, creative and innovative projects that are delivered by a range of organisations, including start-ups and small and medium-sized enterprises.

    We have supported a variety of initiatives, awarding grants of between £20,000 and £500,000 since March 2018. Hacker House is one of the businesses that was awarded a £100,000 grant in February 2019 as part of our second funding round. To date, it has been paid around £47,000 for work completed. The grant was awarded by officials from DCMS, the Department for Education, techUK and, indeed, people from the National Cyber Security Centre. If the hon. Member for Oxford West and Abingdon (Layla Moran) wishes to impugn the motives of those officials, I invite her to think carefully before she does so.

    To date, we have awarded 11 companies grants to deliver 12 initiatives. More than 400 people have benefited from support through the fund. Our objective is that even more people will benefit as the businesses with which we partner further invest in a sector that I know the hon. Lady agrees is vital to the future of our security and our economy. That is part of our mission as a Department to identify untapped talent and help a broader range of individuals who have the capabilities and aptitude to develop their careers in cyber-security. I assure the House that all grants are awarded through an open, transparent and competitive process. Each grant is judged on specific assessment criteria and is approved by the panel I referred to earlier, with cross-departmental and industry representation. We are, of course, aware of the claims raised recently by The Sunday Times, and the Department is reviewing the decision that was taken, but we monitor all initiatives that have been awarded grant funding and we treat any allegations of impropriety with the utmost seriousness. As soon as I have any further information to share on this matter, I will, of course, update the House at the earliest possible opportunity.

    Below is the text of the speech made by Matt Warman, the Conservative MP for Boston and Skegness, in the House of Commons on 26 March 2019.

    “You have a lot of misfortune in your family.” Those, Mr Speaker, are the words that a registrar spoke to me when I registered the death of my mother, who died 20 years ago today, aged 53. Kind, compassionate, understated, he said them because just six weeks previously I had registered the death of my father.

    I was, Mr Speaker, 27. I was not a child, but I was, I think, too young to know how to bear some of the sadness that I felt in 2009. Some people have, by the age of 27, borne far more emotion: they have married, had families, served and sometimes died for their countries, and in many instances they have also buried both their parents. However, 27 is young to be an orphan in the western world. I struggled to admit it then and I struggle to admit it now, but I found it impossibly hard. I should have looked for help, because grief makes us all angry, irrational, upset and difficult.

    Perhaps too many of us in the House think that that strength is incompatible with weakness. Perhaps too many of us are stubborn. It is often said that that which does not kill us makes us stronger; perhaps that which kills those closest to us can make us stronger still, but few can do it on their own. In this Adjournment debate, I want simply to say to those who struggle with the loss of loved ones—and even the loss of close family members who are not so obviously loved—that there is already help out there, and to say, “You are strongest when you take it up, and go to the doctor or just talk to friends.” However, it is also true that more can be done by Government and by others.

    This week, we celebrate Mother’s Day. Mothers up and down the country will be appreciated through cards, breakfast in bed, and often questionable artwork from their children. For some, though—myself included—that day is a reminder of what we have lost. To use the modern jargon, it is a trigger. I thank you, Mr Speaker, for letting my personal circumstances have some influence on the parliamentary calendar. Changing it seems to be all the rage at the moment, but you know that MPs are surely at their best when we draw on our personal experiences.

    The coming of Mother’s Day gives this debate a broader relevance, because I also want to raise the question of what more we can do in government to support those who have been bereaved, and how we can encourage wider society to make small, seemingly insignificant changes that can prevent immense upset for so many people. The bereavement charity Cruse currently claims on its home page that it can “help this Mother’s Day”, and that is hugely welcome, but such is the volume that the charity has suspended its email help service, and its phone lines are not open 24/7. It takes more than charity to tackle bereavement; it takes society, in all its little family platoons.

    The Government have done great work in introducing bereavement counselling for parents who lose children, thanks in part to my hon. Friends the Members for Colchester (Will Quince) and for Eddisbury (Antoinette Sandbach), as well as other Members on both sides of ​the House. I am not calling for a similar kind of bereavement leave for everyone, because businesses, in truth, are largely respectful, and they are also hugely varied. However, I know from personal experience that many people do not feel the true impact of their loss for weeks, months, or even, in some instances, years after the person whom they have loved has passed away. Often they are in shock or trying to be strong for others, and that is on top of all the mundane considerations that have to be dealt with in such circumstances.

    My hon. Friend is making an incredibly powerful speech, and I know how proud his parents would have been to witness him doing so. I know about the delay that he has mentioned. My father died 30 years ago this year, of mesothelioma, and I remember reading my mother’s diary, in which she was crying out for help nine months later. It is incumbent on us to recognise that delay, and I appreciate everything that my hon. Friend is saying.

    I thank my hon. Friend for that intervention, and that is why in some ways I am calling on the Government to have ongoing support for those who are recently bereaved and an open-ended offer of counselling on the NHS which can be accessed when they are ready, not at the easiest point for the NHS.

    I also commend the hon. Gentleman on securing this debate and telling his own personal story. Across the United Kingdom of Great Britain and Northern Ireland one in four people suffers from mental health issues, and many of them are a result of the grief from someone close to them leaving, especially when that is sudden. Early intervention is key, and I would like the Minister to respond on that. Does the hon. Member for Boston and Skegness (Matt Warman) agree that we should have early intervention through the use of Cruse and perhaps other groups—I am thinking of church groups and ministers who are on call if needed?

    I thank the hon. Gentleman for his intervention, and I agree with him and will mention that issue in a few moments.

    There should be a dedicated mental health helpline provided through the NHS, which under the long-term plan will be accessed via 111. It is important that there is an understanding within that that bereavement for a long time is an exacerbating factor in loneliness, suicide and more; it is a red flag that should be recorded for a long time.

    The importance of such ongoing support cannot be overstated. We have spoken in this House many times about the tragedy of the rise in male suicide; while things are improving there is still a huge stigma around men feeling unable to open up and show their emotions—although I am hopefully doing all right today.

    This is why it is particularly important to normalise the support around bereavement, and we must not leave it solely to those affected to reach out to organisations such as the Samaritans or Cruse. That registrar who I spoke to 10 years ago should have been trained to offer a signpost—although I confess that if he was or if he did I was in no state to listen—and the NHS and our ​volunteering strategy should include better plans to encourage more people to train as volunteer bereavement friends and counsellors, as in the hugely valuable work we see with Dementia Friends, or, as Sue Ryder has called them, the bereavement “first aiders”.

    My hon. Friend is making a fantastic speech and a series of good points. I am not at all ashamed to say that I had bereavement counselling when my son died, and I can’t see why anyone wouldn’t; we go to the doctor when we are feeling unwell, and of course we go to the bereavement counsellor when we need help with grief. Does my hon. Friend agree that it is very important that we normalise this?

    I absolutely agree. There is also a role for us to play in opening up the debate and shining light on steps outside organisations can take to make bereavement in general more bearable, but also, on the theme of this debate, to make Mother’s Day or Father’s Day less difficult for those who have experienced loss.

    I thank the hon. Lady for her kind words. The Co-op has done interesting and very valuable work on this, and the Department can put some of these initiatives together.

    One interesting example I would like to see introduced across the board is the new policy from an online flower company called Bloom & Wild. It has given customers the opportunity to opt out of Mother’s Day emails as it recognises that it can be a very sensitive time for some. If other companies were to follow suit, the dread—and I do mean dread—around this day might be mitigated for many people. I personally do not feel, for whatever reason, the same dread about Father’s Day marketing, but obviously it should be treated equally in case anyone is worried. Organisations such as the Advertising Standards Authority could perhaps make this part of a voluntary code around data. I am not a Tory asking for some enormous nanny state. I am saying that providing another tick box for when people sign up for yet more emails would be kind. Companies bang on about corporate social responsibility all the time, so why not try this?

    This debate is important to me for three reasons. Yes, this is a sad anniversary, but I am lucky to have this platform to say that the Government are right to acknowledge that they need to do more to ensure that there is ongoing support for those who have lost someone they love. This is also a chance to open up the discussion on how everyone in society and business can play a role in increasing the sensitivity with which these difficult days, which last for many years, are handled. I hope that by securing this debate, through your good offices, Mr Speaker, we will move fractionally closer to ensuring that all men and women who, like myself, have not always felt comfortable discussing such emotional topics are able to do so more freely, to seize the help that is there and perhaps ultimately to need that help just a fraction less.​
