    I congratulate the hon. Member for Bishop Auckland (Sam Rushworth) on his maiden speech. We are all much more knowledgeable about his constituency now than we were a few minutes ago, so well done for that.

    I acknowledge that the planning system is in need of reform. We cannot have a process that takes months—in many cases, years—for major projects, crucial to economic growth and associated jobs, to grind through an endless system. In my constituency, most such projects are located in an area that is, and has been for many years, mainly industrial. Although we should not trample on local opinion, we have to get those projects through the system more quickly than we do at the moment.

    The Gracious Speech included this:

    “My Government believes that greater devolution of decision making is at the heart of a modern dynamic economy and is a key driver of economic growth and my Ministers will introduce an English Devolution Bill. Legislation will be introduced to give new powers to metro mayors and combined authorities. This will support local growth plans that bring economic benefit to communities.”—[Official Report, 17 July 2024; Vol. 752, c. 39.]

    Of course we need to increase the supply of housing, but how do Ministers square devolving decision making with strengthening central direction of the planning process and tying the hands of planning authorities? The Labour manifesto said that the Government would

    “make full use of intervention powers”.

    That does not sound like good news for local democracy.

    Experience from my constituency shows that local communities will, in most cases, accept more housing developments, but they make the justifiable complaint that recent developments in all parts of my constituency, from Humberston, through New Waltham, Waltham, Scartho, Laceby, Wootton and Barton, to name just a few, mean that the already stretched highway infrastructure and public services, such as school places, GPs and the like, are now stretched beyond what is acceptable. What assurances can Ministers give that they will ensure new build will run in parallel to the provision of infrastructure and public services?

    Another aspect of the planning process that angers people is that many appeals are determined by planning inspectors who frequently overrule council decisions that have been made after careful consideration of local circumstances. In some cases, such decisions have even overturned the local plan. That is not acceptable. Local plans go through various stages of consultation, including public hearings, all of which passes by the overwhelming majority of the public, until an application is lodged that could change the whole character of the neighbourhood. Clearly, the process needs to be reviewed, as I have previously argued, including in a ten-minute rule Bill I introduced some years ago.

    If devolution and local decision making is to mean anything, planning issues should be determined at a local level, wherever possible. The shadow Secretary of State mentioned that there are current Ministers who lodged objections to planning applications for developments in their own areas. That went under the radar to some extent while they were in opposition, but now there is no hiding place for them. Every Labour Member who votes for proposed planning changes to some village or some part of the town will have to justify not supporting their constituents when they are up in arms about the application.

    As someone who spent their childhood and early adulthood in a council house on a Grimsby estate, I have always supported the ability of local authorities to build council houses where that is appropriate. The ones that I lived in were built in the early 1950s when a Conservative Government were in power. They were of high quality and have stood the test of time. Sadly, that is not the case for much of the social housing that is imposed on new developments. I certainly would support the Government if they had a programme to encourage and support councils in house building, but I would be interested to know how they would finance it.

    One proposal that is causing considerable concern, not just in my Brigg and Immingham constituency, but in many other constituencies along the east coast of Lincolnshire and through into East Anglia, is the National Grid upgrade on the Grimsby to Walpole route. These proposals could result in a network of 50-metre-high pylons running through some of the country’s most beautiful countryside, including impacting on the Lincolnshire Wolds area of outstanding natural beauty. I secured the final Adjournment debate on this matter before the election and the then Minister said that he was minded to order a review of the scheme. I urge the Government to honour that commitment and follow through with that review.

    Finally, let me return to devolution and the policy to create more combined authorities. The proposals for the Greater Lincolnshire Authority have already passed through all stages of consultation, and a statutory instrument has been prepared, but, unfortunately, the election intervened. I say to the Deputy Prime Minister that this is an opportunity for an early win in her wish to create combined authorities. If she were to put forward that SI, I think most of the Lincolnshire MPs would give her some support.

    I am grateful for the opportunity to speak in this debate, and I congratulate my right hon. Friend the Member for Hemel Hempstead (Sir Mike Penning) on securing it. It is quite clear that this is something on which Members across the House feel passionately. It crops up every few years, and I can recall speaking in similar debates over the 12 years I have been here.

    There is no doubt that the cuts proposed by the BBC have led to a considerable backlash from the public, this House and BBC staff, who feel badly let down by the announcement. These cuts will severely diminish what is highly valued by listeners and goes some way to underpin local democracy. My hon. Friend the Member for Worcester (Mr Walker) referred to his father’s change to the county boundaries. He created the—much-hated, I have to say—county of Humberside, and Humberside is actually a swear-word in our part of the country, except when we talk about BBC Radio Humberside, which is greatly valued.

    When considering my contribution to today’s debate, I reread the representations I have received in recent weeks and realised I could not put the argument across better than a BBC Radio Humberside presenter and union representative, speaking on behalf of the NUJ, Andy Comfort, who has been with BBC Radio Humberside for many years, and much of what I have to say is based on his submission to me, which I received a week or two ago.

    The proposals involve scrapping bespoke local programmes and sharing shows between several regional stations after 2 pm. In the evenings and at weekends, these shared programmes will span an even greater region, as has already been mentioned, and the coverage at night and on Sundays will finish much earlier. Currently, BBC local radio provides a vital service of news, information and companionship for its communities. The BBC says it will maintain local news bulletins as they are—on weekdays from 6 am to 6 pm, and at weekends from 7 am to 1 pm—but there is no guarantee that these will be presented from the local area.

    This move is part of a wider plan called “digital first”. The BBC plans to move its journalists into local teams and regional hubs. For Radio Humberside, it is largely a positive move, because teams in radio, online and TV will work together and ensure a joined-up approach to news gathering. There will also be regional investigation teams—investigative journalism has already been mentioned—which is very good. There will be more content that airs first or exclusively on BBC Sounds. BBC Sounds is great; I only wish it was not advertised quite so often—it seems every two or three minutes —when I am trying to listen to a football commentary or whatever.

    However, this digital investment comes at a cost to “linear” local radio—live programmes broadcast on traditional FM and DAB radio sets. Across England, BBC local radio reaches 5.7 million people every week. Many of these listeners are not “digitally affluent” and may not have easy access to high-speed broadband or smart phones. They have their radio permanently tuned to their local radio station, so at the touch of a button they are immediately in contact with that friendly voice. It is a friend in the corner.

    Mr Comfort from BBC Radio Humberside also points out that regional programmes may struggle to juggle priorities for competing demands for news. If two major stories happen within one region, for instance, which one will the regional programme choose to cover? We also know from the BBC proposals that each local radio station will have an average of just two journalist reporters, whereas at present the average is five or six. This is a serious dilution of journalistic resource in an already straitened part of the BBC’s service and output.

    BBC management claim that these changes will future-proof BBC local, because traditional linear audiences are declining. The ambition is for all services, but mainly digital, to reach at least 50% of the audience each week. But they are throwing away vast swathes of local output on the radio, highly valued by audiences from all walks of life, but especially the most vulnerable and marginalised in society. Mr Comfort says that the majority of BBC Radio Humberside listeners pay the BBC licence fee and rightly deserve better.

    Sadly, local newspapers are in decline, as has been mentioned. In my area we still have a daily newspaper, the Grimsby Telegraph, but the local content, like local content on the BBC, is now much diminished. That is bad for our local communities and does not allow voluntary groups, charities, churches and other local organisations to put forward what they are doing for their local communities in the same way as in the past.

    It is clear from the representations I have received, as well as from the contributions we have heard this afternoon, that the BBC has once again made a grave miscalculation. I join colleagues in asking the BBC to reconsider this proposal. While we are on the subject, I also urge the BBC to reconsider its policy of imposing the licence fee on the over-75s, which continues to be a sore point for my constituents and, I am sure, those of many colleagues.

    On both these issues, the BBC has taken a misstep. I could add another misstep as an aside: the BBC’s abandoning of the 5 o’clock reading of the football results on Saturday afternoons, although that is perhaps slightly less significant than the future of local radio. The BBC risks losing public support, which would be a real shame because it provides a vital service that all our constituents value. I urge the Minister to make the strongest possible representations to the BBC.

    It is a pleasure to serve under your chairmanship, Ms Nokes. I congratulate my hon. Friend the Member for Henley (John Howell) on securing this debate. It has been an extremely well-informed debate, and it appears that virtually everyone around the Chamber has been to the western Balkans over the course of the last few months.

    I serve as the Prime Minister’s trade envoy to the western Balkans. I want to focus less on the political perspective and more on the main element of my brief, which is trade. It is a means not just of growing economies, but of ensuring peace and harmony within those sometimes troubled states. It is clear that we have both a strategic and a financial interest in being close partners with this part of the world. As the trade envoy, I am tasked with encouraging and supporting the growth of business links between the UK and the region. To do so, I work with a wide range of organisations in both the public and the private sector.

    As a region with relatively young democracies and market economies, it is to some extent characterised by a legacy of nationalism, ethnic tensions, protectionism and territorial rivalries. Some businesses may consider the region full of significant business challenges, such as bureaucracy, corruption and political instability. However, each country in the region is committed to tackling those issues head on, and improving the business environment. Progress is varied from country to country, and there are setbacks. However, the general direction is positive and strides are being made with Governments across the region, and they ought to be congratulated for their efforts.

    Of course, as states hopeful of EU membership, each Government in the region are astutely aware of the need to continue making the necessary reforms to eventually achieve that aim. There is much that the Council of Europe can do to step up its assistance to those nations in improving their application of the rule of law, tackling corruption, ensuring media freedom and putting reforms in place across the Executive, the legislature and the judiciary. That would also help them in joining other international organisations, including the Council of Europe.

    As my hon. Friend the Member for Henley remarked, reconciliation is a key theme in the region and is essential to realising the goal of being admitted to the various international organisations. Numerous divisions exist both between and within states in the region; naturally, they are highly emotive and difficult to move on from. That is an area where the Council of Europe can play a significant role. Conflict resolution is difficult but essential. That means that those who have done wrong must be held accountable for crimes and prosecuted.

    In some countries—Kosovo, in particular—the UK has not sufficiently focused on the trading relationship, instead preferring to support the country in state building and security issues. Other European countries, as well as the USA, have been quicker to capitalise on the opportunities. In other countries, such as Albania, our focus has dwelt on combatting organised crime. Given the direct impact that has on the UK, it is crucial that we address those matters and work together to resolve them. In doing so, we must remember that it is just one small aspect of what should be a wide-ranging and mutually beneficial relationship.

    I want to address that particular issue in more depth. We will all be aware of the headlines in recent weeks. As my hon. Friend the Member for Shrewsbury and Atcham (Daniel Kawczynski) has highlighted, we have had protests in Parliament square relating to the channel boat crossings. I will say directly to the Albanian people, particularly those who live, work and contribute here, that the UK values their contribution. Most Albanians are here legally and contribute significantly to our society. The vast majority are law abiding and integrate well, maintaining strong relationships within their diaspora. Sadly, there are criminal gangs who exploit them; we are familiar with that. We enjoy a long history with Albania, and we ought to be able to overcome the present difficulties by working together to tackle the minority who are involved in drug trafficking and other crimes.

    Those difficulties can be overcome through measures such as the mutual readmission agreement, which has already seen over 1,000 Albanian foreign national offenders returned. However, both of our countries need to do more. Fortunately, that is possible due to the strong and wide-ranging relationship we share with Albania as a close NATO ally, a partner in the UN and a vital partner in ensuring Europe’s collective security.

    I suggest to the Minister that now would be a good time for her Department, in co-operation with the Department for International Trade, to launch a major initiative to encourage UK businesses to look more seriously at the opportunities that exist in Albania in particular, but also in the wider region. As has been said, those countries are losing their young people at an enormous rate. If we could do more to establish businesses there, the long-term effect would be to encourage those young people to stay in their home country. That would also, of course, be beneficial to our country as well.

    I can see, Ms Nokes, that you are urging me to conclude. Yesterday, my hon. Friend the Member for Henley urged me to increase my contribution!

    I beg to move,

    That this House has considered religious education in modern Britain.

    It is good to be here serving under your chairmanship, Dame Maria. Some families—sadly they are a minority, I am sure—will deliver religious education to their younger members, who will grow up with an understanding of whichever faith the family adheres to. But the majority of children, I suspect, learn something of religion at school.

    The point is important, because a rounded religious education helps our young people to appreciate the place of religion in our culture, and supports them as they develop their own world view. RE will help them take their place in society. It will support them to be effective and engaged in both the workplace and the wider community, and allow them to critically consider the fundamental questions of life, God, meaning and purpose on the basis of which they will live their lives in modern Britain. It will enable them to learn from centuries of reflection on those questions.

    I recall attending a parents’ meeting when my daughter was at junior school. The headteacher said that he regarded school and RE lessons as taking young people to the threshold of faith. That phrase has always stuck with me. It is a valuable one, and I would like our schools to adhere to it.

    Life in modern Britain demands a knowledge not just of Christianity but of other faiths. A knowledge of the Christian faith is important not just as an end in itself but as a way of understanding much western culture, art and music. Many of the phrases used in everyday language come from the Bible. We frequently hear sports commentators refer to a “David and Goliath struggle”; if Grimsby Town, which I support, were drawn against Manchester City, that would certainly be appropriate. There are others, such as “the writing is on the wall” and “the salt of the Earth”, and two in particular that we politicians should particularly note: “how the mighty have fallen” and “a house divided against itself cannot stand”.

    If we accept the importance of RE, and we accept that it is in school that most of our young people will learn of the importance of religion in our society, we must ask whether our schools are providing RE to a high standard. I googled “law on school worship”, which referred me to the gov.uk website, which then referred me to guidance note 1/94—“94” indicating the year it was published. Is guidance from 28 years ago still relevant to modern Britain, or should it be updated? The guidance states:

    “All maintained schools must provide religious education and daily collective worship for all registered pupils and promote their spiritual, moral and cultural development.

    Local agreed RE syllabuses for county schools and equivalent grant-maintained schools must in future reflect the fact that religious traditions in the country are in the main Christian whilst taking account of the teaching and practices of other principal religions. Syllabuses must be periodically reviewed.

    Collective worship in county schools and equivalent grant-maintained schools must be wholly or mainly of a broadly Christian character, though not distinctive of any particular Christian denomination.”

    If, as the guidance states, all schools must provide that, what are the Government doing to ensure that they do? Way back when, I attended Welholme Primary and Havelock schools in Grimsby, and we indeed had a daily assembly with prayers and a hymn. Around a third of my class also attended Sunday school, as I did at Grimsby’s All Saints’ church, which is appropriate to mention on All Saints’ day. Adding those who attended All Saints’ to those who went to local Methodist and Catholic churches, we appreciate that the vast majority of young children in the area attended Sunday school and got a good grounding in Christian teachings.

    Let me refer again to the Government website and the collective worship in schools document. The section headed “Government aims” states:

    “The Government is concerned that insufficient attention has been paid explicitly to the spiritual, moral and cultural aspects of pupils’ development, and would encourage schools to address how the curriculum and other activities might best contribute to this crucial dimension of education.”

    That was the view of the Conservative Government in 1994. Does it remain the view of the Government? I trust the Minister will clarify that.

    I suggest that we have a postcode lottery in the provision of RE across the UK. Some of our children receive a comprehensive, well-taught religious education; unfortunately, others receive merely a tokenistic level of teaching. According to the Christian Institute, the Department for Education school workforce census 2021 demonstrated a worrying trend in schools—reporting on other curriculum subjects, but not on RE. That trend was higher in schools following the agreed syllabus and academies without a religious character, at 23% and 22% respectively, while the figure for schools with a religious character was only 5%. One school in five reported offering zero hours of RE for year 11, in a breach of their statutory responsibility. Just under a third—27.4%—of academies without a religious character reported providing zero hours of RE to year 11. About 10% of all schools reported zero hours in years 7, 8 and 9, on average. The figure with respect to provision in academies without a religious character is significant.

    I thank the hon. Member for bringing this important debate to this place.

    Yesterday was a day of mixed emotions for me as it was the end of De La Salle School in my Liverpool constituency of West Derby: the school was handed over to a non-faith academy. I want to thank the De La Salle Brothers for their fantastic service to West Derby and nearly 100 years of Catholic education, which positively changed the lives of so many of my constituents. That ended yesterday.

    While I will work closely with the academy to ensure that our children continue to get excellent education, does the hon. Member agree that it is crucial that religious literacy is improved? Religious literacy is so important at a time when persecution and the limiting of religious freedoms have increased globally. It is also crucial to maintain the independence and integrity of the subject in schools of a religious character. In Catholic schools in particular, the academic discipline of RE is based on theological teaching, which is already vigorous and has been developed and refined over centuries.

    The hon. Gentleman makes some important points, many of which I would agree with.

    On provision from academies without a religious character, 13% report zero hours. What action are the Government taking to improve that state of affairs? I hope the Minister will directly address the fact that there should be a national plan for RE, and the fact that all secondary school teachers of RE should be well qualified and specifically trained to teach high-quality RE, either through initial teaching education or continuing professional development. The Government must reintroduce initial teacher training bursaries for RE to support trainee teachers into the profession.

    On a national plan for RE, the national curriculum is used as a benchmark for standards in other subjects; if academies do not choose to follow it, they must provide a curriculum that is similarly broad and ambitious. However, there is no national standard for RE, and therefore no effective means to challenge weak or even invisible provision. Former schools Ministers have argued that RE is a vital part of fostering understanding among different faiths and beliefs. Despite that, by the Government’s own admission, no Government money was spent on RE projects in schools over the five years between 2016 and 2021. By way of comparison, during this time English has received £28.5 million, music £387 million, maths £154 million and science £56 million. I suggest there should be a national plan for RE, at least on par with music.

    I turn to teacher training and bursaries. At present there are insufficient RE specialists to meet the demand in secondary schools. The Department for Education has missed its recruitment target for secondary RE teachers in nine of the last 10 years, whereas the total number of secondary teachers in history and geography has risen over that period by 6% and 11% respectively. The number of teachers of RE declined by almost 6% during that time.

    Recently, the Department for Education failed to include RE in the list of subjects eligible for initial teacher training bursaries, meaning that trainee RE teachers continue to have no financial support from Government despite historic under-recruitment. The result is that pupils are now three times more likely to be taught RE by someone with no qualification in the subject than, for example, in history. RE often becomes the lesson filled by a teacher of another subject with a few spare lessons on their timetable. Recruiting sufficient specialists into training takes such a long period that it leaves senior leaders with no choice but to cut RE or fill lessons with teachers who mainly teach another subject.

    Ofsted inspections can make or break a headteacher’s career. Their ratings can affect pupil admissions and, consequently, capitation funding. They can attract or put off high-quality applicants for teaching posts. As a result, school teachers frequently pay more attention to Ofsted than guidance from the Department and even the law. Evidence from a 2019 survey conducted by the National Association of Teachers of Religious Education showed that 61% of academies without a religious character received an inspection rating of “good” or “outstanding”, while only 50% of non-faith academies were compliant with their duties for delivering RE. Of community schools, 62% received a “good” or “outstanding” rating, but only 60% were RE-compliant. This contrasts with Ofsted’s approach to teaching other aspects of a school’s basic curriculum, which sits outside the national curriculum.

    Failure to deliver relationships and sex education— the subject RSE—that meets Ofsted standards almost guarantees a rating of “requires improvement” or “inadequate”. In its report “The Watchmen Revisited” from February 2020, the think-tank Policy Exchange suggested that Ofsted defended this position by saying that the teaching of RSE is a matter of providing for the personal development of pupils, whereas the teaching of RE is simply about compliance with the law.

    The Policy Exchange report concluded,

    “We consider this approach concerning. Firstly, the view that RSE is of importance in personal development but that Religious Education is simply about compliance is a value judgement that suggests a lower importance is being placed upon matters of faith than upon other subjects. More fundamentally, regardless of a person’s individual beliefs about the relative importance of RSE or Religious Education, it is not the role of Ofsted to determine which statutory obligations schools should, or should not, be required to comply with, but rather to inspect according to the democratically expressed will of Parliament, or, in cases of Department for Education policy, the will of its democratically elected Ministers.”

    It may also help if I remind hon. Members that the UK Government is a co-signatory to the statement on freedom of religion or belief and education, which states that signatories will commit to

    “prioritising inclusive curricula and teaching, matched to all students’ needs, regardless of their background, that provides foundational skills for all”.

    Signatories will also

    “support teaching that promotes the equality of all individuals, regardless of their religion”.

    I am sure the Minister will agree that freedom of religion or belief is a key principle that must be upheld. By taking the actions I have outlined today, we can be sure that the UK remains fully aligned with that principle. Sadly, a lack of knowledge and understanding about religious and non-religious world views, exacerbated by the reduced provision of RE, limits school leavers’ ability to have respect and tolerance for people with different religions and beliefs in their own communities.

    The rise of faith hate crime in Britain is another indicator that more high-quality education in religion and world views is needed. RE is essential in equipping young people with the knowledge they need to work and interact with those who have different perspectives. It not only plays a vital role in ensuring that young people receive a broad and balanced education; it also ensures that our children are well equipped to interact and engage with their peers in our local communities.

    I congratulate my hon. Friend on his speech, and I am very pleased to see the Minister back in his rightful place in the Department for Education. Does my hon. Friend agree that faith-based schools have greater educational attainment rates than schools that have no religious element? Places such as the Hendon constituency in the London borough of Barnet have above-average exam results as a result.

    My hon. Friend makes an important point, with which I entirely agree.

    Modern Britain is a global Britain. It is more common than ever to meet people from all over the world in both a professional and personal capacity, and to deal with business partners, colleagues and friends who draw from a wide range of world views. Some surveys indicate that almost 70% of the world’s population affiliate with a religious tradition, so if we do not provide our children with knowledge of religious and non-religious world views, we are leaving them ill prepared for life in the modern world.

    To recap, my main asks today are that the importance of RE should be reflected in a properly funded national plan for RE, with all pupils taught by well-qualified and trained teachers who have access to bursaries where necessary. This will ensure that high-quality RE is delivered, thereby promoting respect and tolerance, encouraging strong community relations and promoting freedom of religion or belief. Through a comprehensive, well-taught curriculum in RE, our children can engage with diversity with confidence, sensibility and respect. As my hon. Friend the Member for Hendon (Dr Offord) pointed out, we are pleased to see the Minister back in his place, and I urge him to give strong consideration to the points I have made. I hope that he will agree to meet me and the RE Policy Unit to discuss matters further.

    The speech made by Martin Vickers, the Conservative MP for Cleethorpes, in the House of Commons on 21 July 2022.

    Thank you, Mr Deputy Speaker, for that extra minute. I add my words of tribute to Sir David Amess and his work in this House. This event is not the same without him. He is sadly missed.

    I will not detain the House for too long—hopefully not for the full six minutes—but I have two particular issues relating to rail. The first is a constituency matter concerning the services provided by TransPennine Express. The most important service between Cleethorpes, Grimsby and the rest of the country is provided by what should be an hourly train between Cleethorpes and, until recently, Manchester Airport. The service to the airport was curtailed as a result of congestion in the Manchester area. The change is, to put it mildly, inconvenient for passengers and represents a loss of revenue for the rail company. I hope that it can be resolved in the fairly near future. As I said, the service should be hourly, but cancellations frequently stretch that to three or four hours. Staff at Grimsby Town station told me of one recent occasion of six hours without a train. That is quite simply not good enough.

    I want to highlight this appalling set of circumstances. I frequently meet the TransPennine Express management, and I recognise the difficulties, but I was told in May that we would be almost back to normal from the start of the summer timetable in mid-May. Some months ago, an amended timetable was printed, which I was told would provide certainty; it has done the exact opposite. The situation is unsatisfactory, and I hope that the Department for Transport will side with the passengers on this one. I do recognise, as I said, that TransPennine Express has had difficulties, and it is doing its best to overcome them. My job is to speak up for my constituents, and they are getting an absolutely appalling service. If the only solution for DFT is to reconsider whether the franchise should be withdrawn, then that is the action that needs taking.

    Hopefully, LNER is going to provide a direct service from next May between Cleethorpes and London, via Market Rasen in the constituency of my right hon. Friend the Member for Gainsborough (Sir Edward Leigh). That is in the draft timetable, but I know there have been difficulties at Market Rasen.

    I am grateful to my hon. Friend, who is a notable champion, for giving way. This is a really difficult issue. We have been campaigning for years to get a direct service from Grimsby and Cleethorpes, through Market Rasen and Lincoln, and on to London. This is a population of a quarter of a million with no direct service. Unbelievably, LNER is now saying that it will provide the train, but it will not stop in my constituency. It is absurd. Apparently, the train is too long. I have been in many trains where an announcement says, “You have to go to the first four carriages because the platform is a bit short,” but for ridiculous health and safety reasons, LNER is threatening not to stop in my constituency. It is an outrage, and I hope the Minister is listening and will do something about it for once.

    I thank my right hon. Friend for his intervention. He is absolutely right, but can I return to TransPennine Express and the appalling service that it is providing?

    This is not just about passengers at the main stations, such as Cleethorpes, Grimsby and Scunthorpe, because little information is provided at intermediate stations such Habrough and Barnetby. Local taxi drivers tell me time and again that they receive calls from stranded passengers. Even at the major interchange in Doncaster, there are no TransPennine Express staff to direct people to taxis or buses, and there is a notable lack of information.

    Moving on to another rail issue, the taxpayer contributes an enormous amount of money to support this country’s rail system, but—I know the Rail Minister, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), shares this concern, because I have had numerous conversations with her about this—train companies are losing revenue because of the noticeable lack of ticket inspections. Up and down the country, there are many barriers at main railway stations such as King’s Cross, and they are frequently open, so people can wander in and out and get on trains without anybody checking their ticket.

    I have frequently travelled from King’s Cross to Grimsby or Cleethorpes on two services—the London North Eastern Railway service to Doncaster and, hopefully, the TransPennine from Doncaster, although that is usually after two or three hours’ wait—and they are frequently not inspected. Last week, LNER did inspect my ticket, but the inspector did not clip it, scribble on it or anything. It was not inspected on the TransPennine service, so I could use it again this week and nobody would be the wiser. I am sure that Members from all parties could confirm that this happens. The point is that this is, to a great extent, a taxpayer-funded service and the companies are not doing all they can to ensure that they maximise their revenue.

    I have one other complaint against the Government—of which I am a great supporter, of course. The Deputy Leader of the House will be well aware that an issue frequently raised at business questions is replies to Members’ letters. Two or three weeks ago, I received a letter from a Minister at the Department for Environment, Food and Rural Affairs that said, “Thank you for your letter of 6 August 2021.” I rather hope that the electronic signature on that letter was a sign that the Minister had never seen it, because I hope that if he or she had seen it they would have at least drawn my attention to that and apologised. The timeframe is not good enough, and it is not good enough that we receive letters with electronic signatures, because we have absolutely no idea whether the Minister has ever been made aware of the issue we have raised.

    With that, Mr Deputy Speaker, I wish you and the Deputy Leader of the House a happy summer holiday.
