To ask the Secretary of State for Business, Innovation and Skills, how many full-time police officers worked in the Police Intellectual Property Crime Unit in (a) 2013-14, (b) 2014-15 and (c) 2015-16.

To ask the Secretary of State for Business, Innovation and Skills, how many jobs his Department estimates would be created by the completion of the Digital Single Market.

The Department has made no estimation of the number of jobs that would be created by the Digital Single Market. According to the European Parliament, completing the Digital Single Market could add €415bn or around 3% to the EU’s GDP.

To ask the Secretary of State for Culture, Media and Sport, how many public libraries have received funding from his Department to provide free wi-fi services since 2010.

Public libraries are funded and run by local authorities. However, the Government provided funding in 2015-16 which means that by March 2016, free WiFi will be available in 99% of public libraries in England. In total, 70 local authorities will have received funding of around £2.7 million to upgrade or install WiFi in 1017 public libraries. In addition, through the Government’s super connected cities programme, WiFi was previously installed in 288 libraries across 14 cities, UK-wide by the end of March 2015.

To ask the Secretary of State for Culture, Media and Sport, how much funding his Department allocated to the Football Association in (a) 2010-11, (b) 2011-12, (c) 2012-13, (d) 2013-14, (e) 2014-15 and (f) 2015-16.

Through Sport England the Government has invested a record £47.5 million in the Football Association (FA) directly since 2010 to help grow and sustain grassroots football participation in this country. That equates to £8,176,302m in 2010/11; £5,550,910m in 2011/12; £5,042,685 in 2012/13; £10,287,050m in 2013/14; £9,175,259m in 2014/15 and £9,345,964m over this last year.

Since 2010 the Government has also provided £10m each year to improving grassroots facilities in partnership with the FA and the Premier League through the Football Foundation, and we will look to invest a further £40m over the next 5 years to the FA’s Parklife programme that aims to deliver 150 football hubs in 30 English cities by 2020. Funding for Parklife began in 2015/16.

The Government is also supporting the FA’s aim to increase the number of qualified coaches in this country by providing £10m over the next 5 years up to 2020, with a particular emphasis on supporting coaches from under-represented groups. This builds on the £3m The Department for Culture Media and Sport provided to the FA in 2012 for that purpose.

To ask the Secretary of State for Culture, Media and Sport, with reference to the oral contribution of the Minister for Culture and Digital Economy of 23 May 2016, Official Report, column 371, what estimate his Department has made of the number of households that will not request broadband access under the broadband universal service obligation.

We do not yet have a specific estimate for the future take-up under the broadband Universal Service Obligation (USO). Once in place the USO will act as a safety net giving homes and businesses the right to a fast broadband connection of at least 10 Mbps where superfast broadband is not available. Superfast broadband is available to 90% of premises, up from 45% in 2010 and roll-out will continue when the Government’s target of at least 95% superfast broadband coverage by the end of 2017 has been met. The Government is committed to reinvesting funding to extend superfast broadband to as many rural homes and businesses as possible.

The Footprint Strategy examines the Defence Estate across the UK, with the aim of providing a smaller more sustainable estate in support of Military capabilities. Current work to define the Defence Footprint Strategy, will contribute to the Governments commitment to release public sector land for house building in this Parliament.

The 2015 Strategic Defence and Security Review announced the extended life of the Sentinel into the next decade. Detailed cost estimates are currently being finalised.

To ask the Secretary of State for Defence, for what reasons the proposed in-service date for the Successor class of submarines has been postponed.

Designing and building submarines is one of the largest programmes and one of the most complex activities that the Ministry of Defence and UK Industry has ever undertaken. It is the purpose of a design phase to improve our understanding of costs and timescales, which we have now done. The current estimates reflect what we have learned since the design phase began.

As stated in the Strategic Defence and Security Review (SDSR) 2015 (Cm9161), our latest estimate of the total cost to manufacture the four Successor submarines reflects greater maturity of the design and understanding of the supply chain, amounts to £31 billion; we will also set a contingency of £10 billion. This level of contingency represents about 35% of the costs to completion and is a prudent estimate based on past experience of large, complex projects.
