    Below is the text of the maiden speech made by Michael Portillo in the House of Commons on 4 March 1985.

    I am grateful to you, Mr. Speaker, for allowing me to catch your eye so that I can make my maiden speech.

    I begin by paying tribute to my predecessor as the Member for Enfield, Southgate, Sir Anthony Berry. Sir Anthony was a popular member and his death in the bombing at Brighton last October was tragic. I had the privilege of hearing you, Mr. Speaker, outside the House deliver an address in which you recalled Sir Anthony’s life and his many fine qualities. I shall not attempt to repeat the well chosen words that you used on that occasion, but, from my constituency experience, I shall add a few words.

    It is clear that Sir Anthony was absolutely dedicated to the welfare of his constituents. He showed that dedication by his custom of visiting people in their homes to discuss their problems. That courtesy and kindness was typical of Sir Anthony. It is a stunning paradox that such a kind, courteous and gentle man should lose his life at the hands of men of violence. I know that the whole House joins me in remembering Sir Anthony, deploring his death and grieving for him. I am sure that all hon. Members also join me in paying tribute to Lady Berry, who has borne her bereavement with dignity and courage. [HON. MEMBERS: “Hear, hear.”]

    Sir Anthony Berry made his maiden speech almost exactly 20 years ago in January 1965. He referred to the part of the North Circular road that runs through the constituency of Enfield, Southgate. He looked forward to that piece of road being widened shortly. Twenty years later we are still expecting the road to be widened. We often hear the Government say that not all public expenditure is necessarily desirable. Many of my constituents agree, because they are living in properties that are decaying, not because anything is wrong with them but because of planning blight. A number of my constituents would like the Government to save the money that they have in mind for the project and to allow them to continue to live in their homes rather than cause those homes to be destroyed.

    At the other end of the constituency, far from the din of the north circular road, my constituency reaches the countryside. One can drive along the Hadley road and see nothing but green fields on either side. I imagine that I am one of the few London Members who has the privilege of having a number of farmers among his constituents.

    In the middle of my constituency is Winchmore Hill. One of my history books says that about the year 1600 the people of Winchmore Hill were very primitive and much given to witchcraft. Recently, my right hon. Friend the Chancellor of the Exchequer referred to the belief that public expenditure could cure all our ills as an ancient form of witchcraft. I assure my right hon. Friend that nowadays the good people of Winchmore Hill are no more attracted to that practice than their near neighbours in Palmers Green or Cockfosters.

    Frequently, when discussion in the House turns to public expenditure, a number of hon. Members wonder whether they can improve on the traditional procedures by which they consider the revenue that the Government raise at one time of the year, in the Budget, and how that money is spent at another time of the year, in the autumn round of discussions. The Armstrong committee considered that matter in 1980 and came forward with a series of proposals for bringing the consideration of taxation and spending together. The proposal was considered by the Treasury and Civil Service Select Committee and the Select Committee on Procedure (Finance). The Government went some way towards meeting the point by devising the autumn statement in the form in which we now know it.

    In its present form, the autumn statement has given rise to a number of unforeseen difficulties. Public and press attention naturally focus on that part of the autumn statement in which the Government say how they view the prospective fiscal adjustment in the following Budget—whether they consider that taxation is likely to be increased or decreased. During the past two years we have seen that, whatever the Government say, the results can be unfortunate. In November 1983 the Government announced that the prospect was for a moderate increase in taxation in the following Budget. The Government were denounced for being too gloomy. People asked whether the Government were still committed to their policy of cutting taxation. In the event, all that gloom was unnecessary, because the Government were able to decrease taxes in the Budget.

    Last November, the Government said that the prospect was for a decrease in taxation in the Budget, but that statement brought denunciation on the Government. At first people said, “The Government have underestimated how much money there is to give away in the Budget.” People thought that the Government were being too cautious. Subsequently, the Government were denounced for having thrown caution to the wind. It appeared that the Government were more determined to cut taxation than to continue their fight against inflation.

    No one can reliably estimate in the autumn the leeway that the Government will have in the spring. Whatever figure is announced, it either increases or depresses expectations. More importantly, it creates confusion about the Government’s policy. Sometimes that can have serious consequences.

    Our present arrangements are an uneasy halfway house between our traditional procedures and the radical proposals in the Armstrong report. This middle position does not satisfy those hon. Members who want a thoroughgoing reform. On the other hand, it sets a number of hares running about in a way that is not helpful to the Government or to the House. I cannot help thinking that the present position is likely to prove unstable and that we shall want to move either forward towards the Armstrong proposals or backward to the position in the old days when the Chancellor said very little in advance of his Budget statement.

    May I use the opportunity of my maiden speech, Mr. Speaker, to make a point that concerns the relationship between public expenditure and unemployment? I am reminded of what happened to me last year at the Conservative party conference in Brighton. At about 2 am on what proved to be that terrible morning of 12 October, I was standing in the bar of the Grand hotel. Because the hour was late I got into a heated discussion with a journalist. He said, “The Government’s policies are designed to create unemployment.” Of course, I disagreed with that. The discussion became heated. To emphasise his point, the journalist beat the pillar beside us with his fist and said, “This is a pillar; that is a fact. Your policies are to create unemployment; that is a fact, too.” The discussion became even more acrimonious and the journalist rather abusive, so I left the Grand hotel and went safely to bed in my hotel down the road.

    In the morning I reflected on two things. First, I was grateful to that journalist for having been abusive towards me; otherwise I might have stayed in the Grand hotel and been there at the time the bomb went off. Secondly, I reflected on the fact that the pillar which he had thumped with his hand and which represented for him absolute certainty was probably a pile of rubble. I thought that, in the light of day, the journalist, too, was a little less certain about the motives of Government policy.

    Although I understand that the Opposition believe with absolute conviction that the way to reduce unemployment is to increase public spending, I ask them to understand the absolute sincerity with which Conservative Members say that to increase public spending is to increase taxation which would lead to fewer jobs and higher unemployment.

  • Chris Patten – 1979 Maiden Speech in the House of Commons

    Below is the text of the maiden speech made by Chris Patten in the House of Commons on 14th June 1979.

    I am grateful to you, Mr. Deputy Speaker, for calling me this evening. I am even more grateful to the electors of Bath for giving you the opportunity to do so.

    It is a custom that in getting off the mark in this House one should attempt to avoid controversy. That is a daunting challenge for most of us. I have heard and read a number of maiden speeches over the last two or three weeks and I must say that the word “controversial” seems to be defined in a fairly relaxed way. The first I heard in this House began with a colourful attack on the Iron Lady, whoever that may be, and went on to give some crisp advice to Chancellor Schmidt on how to run the West German economy, for which I am sure he was very grateful.

    I shall try to stay within “the meaning of the Act” and to avoid controversy. I begin therefore with the entirely uncontroversial remark that I have the honour of representing the most beautiful city in England. In doing so, I follow a notable servant of this House, Sir Edward Brown, who represented Bath for 15 years and previously worked at every level in the Conservative Party, ultimately becoming chairman of the national union, which is a slightly different body from the national executive of the Labour Party. He was a diligent Member of Parliament. He worked extremely conscientiously for his constituents. In a few weeks, I have already come across countless examples of his courtesy and consideration. He was a hard worker in this House where he chaired a number of Committees, and he spoke knowledgeably in the Conservative Party about trade union matters. I hope that I shall be able to match his service to the party and the country. In saying that, I am all too aware of the fact that Bath has been called the graveyard of ambition. If this is indeed the case, although I am sure that none of us would admit to any greater ambition than the chance of representing our constituency in this House, then, to mix metaphors, I cannot imagine anywhere better to hang up one’s boots.

    I shall not take hon. Members on a verbal guided tour of Bath. I am sure that they will excuse that. I would not want to deter any of them from visiting Bath, if they have not already done so. I would say quickly, in the hope that the chamber of commerce is listening, that if hon. Members come to Bath I should be grateful if they would stay in Bath rather than Bristol.

    Bath is not a museum piece. It is an extremely busy city, although not quite as busy as we would like following the rise in unemployment in the last few years. It depends a great deal for its prosperity on a number of fine engineering firms. It would not be an exaggeration to say that those firms and my constituency will depend a great deal for their future prosperity on this Budget.

    I suppose that one can easily over-estimate the impact on the economy of what my right hon. and learned Friend the Chancellor of the Exchequer once called, in a speech to which I shall return later, an “archaic ritual”. Nevertheless, our success in the future hangs very much on some of the decisions which the Chancellor announced on Tuesday. He had an unenviable job, first—and I must try to avoid controversy—because of a less than wholly satisfactory inheritance. Hearing so many speeches from the Opposition Front Bench, such as the speech of the right hon. Member for Leeds, East (Mr. Healey) yesterday, about the state of the economy on 2 May, I sympathise very much with the story of the late Lord Avon’s father who was once seen throwing the family barometer out of the front door into the pouring rain, shouting after it “Set fair, eh! Get out there and see for yourself.”

    We must also sympathise with the Chancellor since he has confronted in this Budget what he described at the beginning of his statement as the crisis of decline, which is no less real for having become recently the subject of increasingly fashionable discussion. If he is right—I think he probably is—that we are poised somewhere between relative and absolute decline, and if he is also right—again, I agree with him—that the decline is not irreversible, the burden on his shoulders these last few weeks has been considerable. One of the troubles is that many of us who agree with him about the seriousness of the present situation are reluctant, or have been reluctant, to accept some of the changes that are necessary to do anything about it. Like St. Augustine, we have all wanted to be virtuous but not quite yet. I plead guilty to that charge.

    But it is difficult, I should have thought, to make out an overwhelmingly convincing case for the status quo. If one is to change things, one has to start at some time and somewhere. I am sure that the Chancellor was right this week to take his courage, and ours, in both hands and plunge ahead.

    My right hon. and learned Friend identified correctly three main tasks. First, as the noble Lord Robbins once said, one can be agnostic about the precise effect or incentives of given rates of tax. But even most Labour Members, I believe, would agree that a 100 per cent. rate of tax would have a pretty serious effect on incentives. It is therefore not very sensible to argue that some slightly lower rate than 100 per cent. has no effect whatever.

    I was pleased that the Chancellor chose in his Budget Statement to place so much emphasis on restoring incentives right across the board. I should like to be able to turn to some of the arguments advanced by my pair, the hon. Member for Birkenhead (Mr. Field), about incentives. Alas, he is not here, and I have insufficient time, but I look forward with relish to returning to that topic on some future occasion.

    There is obviously some risk in making such a substantial shift from direct to indirect taxes when the underlying rate of inflation is increasing. I am sure, however, that the Chancellor was, on balance, justified in taking that risk. I am pleased that in doing so he has seen that pensioners are protected from the one-off increase in prices that will result from the rise in VAT. I hope that he will also encourage the Treasury to be as imaginative as possible in thinking about the impact on VAT on the performing arts, particularly the theatre.

    The second task for the Chancellor was to reduce the public sector borrowing requirement this year and in subsequent years. He has spoken in the past about the advantages of acting with “all deliberate speed.” It was perhaps a pity, but inevitable given the fact that the PSBR was much larger than anticipated, that he had to act so rapidly on public expenditure. One of the problems of acting so swiftly is that sometimes the cuts one makes in the short term discredit the important longer-term exercise of getting public expenditure under firm and lasting control. On the whole, the Government seem to have avoided that situation. I am grateful that what would have been a departmentally easy cut in the Department of the Environment has not been made in the programme—which is already hard-pressed—for conserving our historic heritage. I am grateful that that programme has not been cut.

    One easy cut, I suggest to my right hon. Friend is, the “pork barrel” scheme for reallocating civil servants’ jobs from one part of the country to another and particularly the eccentric, extravagant and, what I believe is the vogue word, “reckless” scheme for moving 800 or more jobs from Bath to Glasgow. I am pleased that the Minister of State, Civil Service Department told me in a written reply at the beginning of the week that that scheme is to be reviewed. I must tell him that I would find it very difficult to explain to my constituents why I had voted in favour of the Adjournment motion for the Summer Recess if that review had not been completed by the end of July.

    One other thing which I hope Ministers will remember in thinking about public expenditure is the speeches they made in Opposition about the importance of increasing parliamentary control over the Executive, about overhauling our antique budgetary procedures, about ending, in the words of my noble Friend Lord Cockfield, the divorce between Government spending plans and parliamentary control. In a very good speech to the LSE in 1977 on this subject, the Chancellor himself said: Whether as Ministers or as parliamentarians, it is we who are in charge. Only we can change the system. Quite so.

    I hope that the Government will show that they are as keen on those issues now as they were before the election and, for example, will give the proposals of the Procedure Committee a fair wind when they are debated next week.

    The third task that the Chancellor and his right hon. Friends have had to deal with is the establishment of a more balanced relationship between the trade union movement and the rest of society. In that context I was a little disappointed that there was not in the Budget more encouragement of ownership through profit-sharing schemes. I am also disappointed that we have not yet heard much about the Government’s thoughts on the improvement of bargaining structures.

    Obviously there is agreement on both sides of the House that the Budget will have some impact on the attitudes taken during the next pay round and the one after that. The CBI has put forward imaginative proposals for improving pay bargaining. It would be nice to have heard the Government’s thoughts on that, Perhaps we shall hear them later in the debate.

    If anyone else has any better ideas than the CBI about how to reconcile pay moderation and freedom, I am sure that we should be delighted to hear them. Among other things, we need some kind of forum where the major participants in the economy can sit down calmly to consider the implications for prosperity, as well as for unemployment and pay bargaining, of the Government’s fiscal and monetary policies. Those words were written by my right hon. and learned Friend the Chancellor and by the Secretaries of State for Employment, Industry and Energy and the Paymaster General in a pamphlet called “The Right Approach to the Economy”, published a couple of years ago. They were absolutely right then and I think that they are right now.

    I was disappointed to see an article on the back page of the Financial Times this morning suggesting that Ministers are not thinking in that way any more. I imagine that that suggestion could only have been a jeu d’esprit by the labour editor of the Financial Times. I cannot imagine that it represented the Government’s real intentions.

    The Chancellor has set out in his Budget on a long and arduous road. None of us on the Government Benches believes in “hey presto” economic strategies or that one Budget can turn everything around. But we do believe that there are more sensible and less sensible ways of steering the economy. The Chancellor has started this week in a characteristically sensible way. I am sure that we all wish him at least as long in the job as his predecessor has had. Judging from his first Budget, whoever eventually succeeds him will have a much easier and more agreeable task than he has had this week.

  • Neil Kinnock – 1970 Maiden Speech in the House of Commons

    Below is the text of the maiden speech made by Neil Kinnock in the House of Commons on 13th July 1970.

    I rise to make my maiden speech. I am particularly happy to make it on the subject of health and social security because the House will know that Socialists in my part of the country, South Wales, have made a unique contribution to the design and development of our National Health Service. Though I cannot hope to rival the talents and vision of Jim Griffiths or Aneurin Bevan, I can bring to this House some zeal for social justice and provide a continuity of interest in this subject.

    My predecessor, Mr. Harold Finch, also belonged to this generation of giants, was an expert not only in social welfare but also in miners’ compensation, and it earned him respect in this House, and, indeed throughout the country, and, so I am informed, throughout the world. Because of the way in which he applied his knowledge I can certainly testify to the genuine affection which it earned him in the constituency. I am sure that his dear wife is a familiar figure in this building and that the House will want to join with me in wishing them a long and active retirement. Mr. Finch’s retirement is likely to be marred by only one single fact, which is that, for the early years of it, at least, it will be under a Conservative régime, something which does not commend itself very easily to his palate.

    We have a Tory Government, a Government which, on the basis of the pronouncements since 1st July, the election manifesto and even the compassionate speech of the Secretary of State for Social Services, not only economically but socially are prepared to stampede back to the barren prairie lands of laisser-faire. The Government, who are seeking to please all the people all the time and will succeed in pleasing only a tiny élite few have produced two glorious non sequiturs.

    First, there has been a lot of talk about compassion, and this from a party whose very existence is an illustration of rapacity and selfishness. To me and to the people of South Wales that is what Conservatism means. I make no apology for giving their definition, because they are the people whom I represent.

    Secondly, we have had the pious palava of creating “one nation”, and this from a Government that is prepared in the name of the god “choice” to encourage the development of private alternatives in education, welfare, insurance and health—[Interruption.] There is no order of the House that demands that I make a non-controversial speech. I am talking about a controversial subject, a matter of life and death, and nothing is more controversial than that. There will be the same old formula of privilege, selectivity take the hindmost, which will neither give success to the Conservatives nor, more important, ameliorate the distress of the people seeking assistance from the health services, national insurance and other benefits of the Welfare State.

    Perhaps I have a suspicious mind, but the South Wales valleys breed suspicious minds, and I have reason to believe that the “one nation” party is conducting a survey of the Welfare State system and the National Health Service with a view to undertaking extensive mining operations. Doctors and nurses who are so desperately needed in the public health system will be sucked out of the pool of medical manpower into private medicine, where they will be available to few people. New developments in medical technology will become available in the first instance and for some time to come only to people who can afford to pay either through heavy insurance premiums or directly. Public confidence in the National Health Service will be eroded by governmental neglect and by the garish shop window of private health schemes. In the words of Aneurin Bevan, we shall have a nation divided by the salt, some above, some below. I am in this House, and I hope that other hon. Members on this side are, to knock the salt off the table so that there is universal provision of the best regardless of a person’s background or income. Only in this way can we afford to hold up our heads when we talk about a health service.

    There are probably people on the other side of the House who are very nice—[Laughter.]—perhaps most of them are out of the Chamber at the moment, but there probably are some nice people. The nice, kind people have confused their niceness and kindness with the idea of compassion. I am not saying that there are no compassionate people, but what I have read in the Conservative Party manifesto, what I have heard so far today and suspect I shall hear for the rest of the day has little to do with compassion. Compassion is not a sloppy, sentimental feeling for people who are underprivileged or sick, to be used as a tearjerker or as an expedient at the time of an election. It is an absolutely practical belief that, regardless of a person’s background, ability or ability to pay, he should be provided with the best that society has to offer. That is compassion in practice; anything less than that is sheer sentimentality. It is impossible to be compassionate while at the same time promising to cut public consumption for the sake of buttressing-up private choice.

    Illustrations of this non sequitur, this paradox, that runs right through the policy are many. The manifesto refers to the contribution made by voluntary services to the National Health Service. No one appreciates more than I do, as a member of a regional hospital board, that this is an excellent way of providing State care with a human face. I support the development of voluntary systems, but if increasing voluntary activity means going beyond youngsters and citizens being involved in the running of hospitals and caring for the aged, the sick and the weak, and results in transforming half the Health Service into dependence on voluntary donation and philanthropic management, that will be a different matter altogether. We did away with a “flag day” health service many years ago. The slightest step in that direction will earn the fury of the people of this country, and I shall be in the van of that fury.

    We are told that the development of the Health Service will be financed only out of economic growth and not through the reallocation of resources from other Departments. That leads to two questions. Will the families who do not have immediate access to universally available health facilities feel secure and serene enough to bring about the increased productivity we require for economic growth? I do not think they will, not because they are selfish people, but because they cannot connect their standard of living with a vague and incomprehensible national growth target.

    Secondly, if the Government are concerned about out-dated hospitals, the efficiency of community services and the lack of co-ordination between the three branches of the Health Service, why was so little done about it in the last Conservative Administration? We allegedly had the growth rate then, and we certainly had the problems, but little or nothing was done about them.

    I am pleased to know that an undertaking has been given that there will be more health centres. We shall be particularly glad in Wales, because we understand what a blessing they are. We now have 13, and 14 are in process of construction. They are a novelty to us. All of them have been built since 1964. Before then for 13 years not one was built.

    We are told that we have had a “programme for Parliament”. After all the answers I have heard during Question Time and the statements which have been made during debates, I am beginning to wonder which Parliament we have a programme for. We have been told nothing. We have not even had a gratuitous promise. We have had no statement about the Green Papers on reorganisation, and we have had no commitment to a reorganisation of the Health Service. There has been no mention whether the Government are now to extend the practice of screening which involves the application of modern medical technology and could save countless lives since it diagnoses disease at an early stage. It is a natural extension of the National Health Service and we should like to know whether the Government intend to adopt screening on a widespread basis.

    What have the Government to say about giving universal application of dramatic technological advances so that they may be available to ordinary people? Suspicions are bound to arise when we read that the Conservatives believe that people should provide for themselves. Does this mean that people will have access to heart, lung and kidney machines only if they can afford to pay for them? One cannot blame people for being suspicious when they have no ground to believe otherwise.

    My constituency of Bedwellty is situated in the coalfields and has a consciousness that is shared by people in similarly situated communities. In those communities we have a preoccupation with community help. We have more than our share of old people, we have a much higher than average rate of infant mortality and juvenile morbidity. These are the main problems to be tackled.

    There is no major general hospital available to people in the constituency and we do not enjoy the immediate services of any of the primary specialists, such as gynaecologists and obstetricians. Access to the surrounding hospitals is limited by preposterously high bus fares. The cheapest fare to get to any hospital within my constituency is 5s. 2d. and the most expensive runs up to 12s. Looking at the party opposite, I cannot see that this situation will be bettered within the life of this Parliament.

    The Secretary of State said in rather unkind terms that he likened the commitment of the Labour Party to social security to the worship of a sacred cow. My attitude and that of the people in my constituency, and indeed that of all hon. Members on this side of the House, to social security and health matters is that there should be an opportunity for fair treatment for everyone. This is not an attitude of the sacred cow but an elementary characteristic of our claim to be a civilized nation.

  • Robert Kilroy-Silk – 1974 Maiden Speech to the House of Commons

    Below is the text of the maiden speech made by Robert Kilroy-Silk to the House of Commons on 27th March 1974.

    It gives me great pleasure in making my maiden speech to follow the three distinguished previous speakers. I feel honoured to represent a constituency, Ormskirk, which has unfortunately been unrepresented by a Labour Member for the last 24 years. I must pay tribute to my predecessor in a large chunk of what is now my constituency — the present Prime Minister. Unfortunately, in the conscientious way in which he conducted his constituency matters and held his surgeries, as Prime Minister in the last Labour Government and as Leader of the Opposition, he has left me with a great burden as an example to emulate.

    My constituency has a large number of problems, of unemployment and high rents. I know from my experience in the last two weeks that my constituents in Kirby have warmly welcomed the fulfilment of the Government’s pledge on the freezing of council house rents. The pensioners too in the rest of the constituency are greatly heartened by my right hon. Friend the Secretary of State’s fulfilment of the Government’s pledge on pensions.

    The major problem — it is a problem that has bedevilled the constituency and the new town of Kirkby for the past five years — has been the high level of unemployment. It is an area that is bedevilled especially by juvenile unemployment. My constituents expect from this Government the fulfilment of their public ownership programme.

    It is an intolerable disgrace that the jobs of men can be destroyed by the caprice, the whim or the irresponsible decision of one man and that the lives of men, and the livelihoods of their families, can be sacrificed on the altar of private profit. That a factory can close down for no other reason than that higher profits are to be sought elsewhere, and often beyond the borders of the United Kingdom, is a matter which we cannot and will not tolerate. We expect to see the Government fulfilling their public ownership programme to ensure that work is directed to where people need it, so that industry serves people and people are not made to serve industry.

    There are many problems within the constituency, but it has much to commend to the rest of the country. In the new West Lancashire District Council, which encompasses a large part of the northern end of my constituency, a series of policies have been implemented which show what Socialism in practice can achieve. We already have as a fact free television licences for old-age pensioners. We already have free school milk for the 7 to 11-year-olds. We have a 24-hour warden-operated system of sheltered housing for the elderly that is the envy of the rest of the country. These are not theories or ideas but facts which we shall extend to the rest of the constituency and which we commend to the country.

    I ask the indulgence of the House to raise a matter that is only tangential to the debate but which raises important questions on priorities and resources. My right hon. Friend the Chancellor of the Exchequer made great play about an attack upon waste. I bring the attention of the House to the enormous waste of human lives, of lives that are blighted because of the gross and intolerable inadequacies of the services for children with congenital heart disorders. The deficiencies are most marked in the large conurbations such as Liverpool, Manchester and Birmingham. The deficiencies arise primarily from the fact that, although there has been rapid development in surgery techniques for the correction of the malformations of the heart in the past 10 years, central and local authorities have not been willing to provide the financial resources to back up the services that are now available to benefit the lives and the health of the children concerned.

    This debate is about priorities and the allocation of resources. I believe that when people are made aware of the facts there will be no one, in the House or in the country, who will not support a demand for a massive injection of cash into the treatment of children with congenital heart disorders.

    The facts tell their own story. The incidence of congenital heart disorders is estimated to be approximately six children per thousand live births a year. For example in 1972 when there were 685,000 live births, there were approximately 4,500 children born with congenital heart disorders. Some people estimate that the number is as high as 8,000. How many there are as an accumulated total is difficult to tell. They can be divided into three categories. One-third are so seriously affected that they died within several days of birth. Another one-third need an operation as soon as is practicable. If it is done quickly they can lead normal and healthy lives. The final third have far less serious defects and, therefore, there is more flexibility in the timing of the operation.

    There are thousands of children who stand in a long queue for surgery. Recent inquiries have shown that in at least 12 centres providing services for children with congenital heart disorders the services are regarded by the cardiologists or paediatricians in charge as being seriously inadequate. For example, in Liverpool there are now 170 children waiting for cardiac catheterisation. Those children can wait for up to two years. There are a further 100-plus children who have already had that exploratory operation who are awaiting major surgery and will have to wait for up to a year. A child with a serious and important heart defect can wait in Liverpool up to three years before it is corrected by surgery.

    In Birmingham there are approximately 250 children who are waiting for major surgery. Unfortunately more are being added to the waiting list than are being operated upon each week. The waiting list is growing rather than diminishing. If the problem is acute now, as I believe it to be, I hesitate to think what it will be like in a few years’ time if immediate and effective action is not taken. The longer the children have to wait for operations the more dangerous such operations become, the more likelihood there is of there being irreversible changes in their heart or in their lungs and the less likely they are to be able to lead a normal life. As a result they will be more likely to suffer permanent disability.

    Even more scandalous is that on the authority of Professor Hay, professor of child health at Liverpool University and consultant paeditrician to the Royal Liverpool Children’s Hospital, occasionally patients die while on the waiting list. They die for no other reason than that services are not available in sufficient quantity to enable operations to be performed in time. Others are not put on the waiting list for the reason that the surgeons know that they will never be reached and they do not wish to arouse far more anxiety and anguish amongst the parents.

    For those on the waiting list who do not die while waiting, the situation is paradoxically worsened by the fact that the advance of surgical technology and techniques in general makes treatment available for new-born babies, who are naturally treated immediately. The result is that those who are already on the waiting list get left even further back. That is a terrible problem that causes great distress and anxiety to the thousands of parents of children with congenital heart disorders. It is a problem that should not be allowed to continue.

    I hope that my right hon. Friend the Secretary of State for Social Services will seriously consider allocating far more funds to this specialty. We need a boost now. Further plans for future investment, however necessary they may be and however grandiose their conception, will do nothing to alleviate the problems of those who are now on the waiting list, which grows longer every day. Each day that a child is on that list the more likely it is to suffer permanent disability.

    We need an immediate injection of cash into this service. There is a need for more cardiologists and for more surgical time to be allocated in theatres. There is a need for far more trained nurses. The shortage of nurses appears to be the major bottleneck in the Birmingham area. The problem is not necessarily the lack of cardiologists or of theatre time but a lack of nurses who are trained in heart surgery. There need to be more posts for medical and surgical trainees.

    I should also like to ask my right hon. Friend the Secretary of State for Social Services to consider the setting up of larger heart units. At present the tendency — frequently for very good reasons — is to try to locate hospitals and various services near to where the children live. This is counter-productive in this service. What is needed is a concentration of resources at a few large centres where the staff can specialise completely on this aspect of medical care.

    As I said at the beginning, it is a question of priorities. I believe that this should be a top priority. We know that our resources are severely limited and that there is not much room for either manoeuvre or flexibility in the allocation of resources. However, this is an overriding problem the solution of which is of paramount importance and should be accorded the priority that it deserves.

    What I do not want, however, is for there to be competition between the sick for available resources. I am not suggesting, nor would I support anyone who suggested, that resources should be redirected or reallocated from the disabled or the elderly to help the children with congenital heart disorders. I do not want, and I do not expect to see, a competition for resources between the sick.

    A larger slice of the defence budget than the derisory sum which was offered yesterday would perhaps be far more appropriate and desirable. A greater rate of tax on the wealthy than that which was suggested by my right hon. Friend the Chancellor of the Exchequer yesterday would be yet another means of raising the very necessary and crucial funds and resources for this service.

    Perhaps even more important in many ways is a much more vigorous and dynamic attack upon private practice in the hospital service. We are talking about priorities and a situation in which the lives of these children are being lost or, if they remain alive, they are obliged to compete for resources. We should not allow a situation to exist where private practice within the National Health Service can slough off the resources which are necessary for this area.

    The previous administration said that this problem was not of national importance. It is a problem of national importance and, as a start, perhaps the Secretary of State could help Liverpool by giving the £25,000 that was refused by the previous administration. The Governors of the Royal Liverpool Children’s Hospital have already allocated £100,000 to provide facilities. What is needed now from the Exchequer is direct financial support to maintain the services that those facilities will require.

  • Ian Gow – 1974 Maiden Speech in the House of Commons

    Below is the text of the maiden speech made by Ian Gow in the House of Commons on 1st April 1974.

    Maiden speakers, like Chancellors of the Exchequer, do not lack advice. I have been told to speak about my constituency, about my predecessor and about non-controversial matters, and, above all, to speak briefly. The first two pieces of advice are comparatively easy to follow. In a Budget debate in which there are real differences of view on both sides of the House it is more difficult to follow the third piece of advice.

    I arrive in this place after my third attempt. On the first occasion I fought a most distinguished former Member of the House, Mr. Richard Crossman to, whom we would all want to send our best wishes.

    When I arrived at Coventry, East the Labour majority was 7,000. After the election it rose to 13,000. On my second attempt I fought Clapham. When I arrived there the Labour majority was a mere 500. After the election it rose to more than 4,000. The House may wonder how, with that track record, I managed to arrive here at all. At Eastbourne in 1974, despite a reduction in the size of the electorate of more than 10,000 people since 1970, the Tory majority increased, and, for the first time since 1918, the Labour Party candidate lost his deposit, and handsomely at that.

    The constituency which I have the honour to represent comprises not only the town of Eastbourne but some of the most beautiful and historic villages in the country—Pevensey with its famous castle, Westham, East Dean, West Dean—and the spectacular scenery of Beachy Head and the Seven Sisters.

    In Eastbourne we have as high a concentration of senior citizens as anywhere else in the country, and there is real need to rectify the present population imbalance, to provide more local employment and to improve both the stock and the quantity of housing. To these matters I shall seek to return on another occasion, if I should have the good fortune to catch your eye, Mr. Speaker.

    Because of its splendid situation, climate and amenities, my constituency has always attracted the retired. Among my constituents is the former Secretary of State for Foreign Affairs, now Lord George-Brown. The House will recall that he resigned from the previous Labour Government because he did not like the way in which it was run. He then came to live in my constituency, and I can assure the Government that when they can stand it no longer a warm welcome and happy retirement will await them in my constituency.

    My predecessor was Sir Charles Taylor. He served in this House for 39 years, a record of service rarely equalled. It was a record of service recognised by the county borough when it conferred upon him the honour of freeman. He loved this House and his work in this House, and I believe that the House will miss him.

    There are two proposals in the Budget which I warmly welcome. The first is the increase in pensions. For too long those who have been members of the working population have enriched themselves at the expense of the retired. One of the marks of a civilised and just society is how we treat those who have retired, and I welcome the Government’s proposals unreservedly. But I have just one comment to make to the right hon. Lady the Secretary of State for Social Services. Last Wednesday she announced that in future pensions will be increased annually in proportion to the increase in national earnings. I believe that we want to make it clear that what worries retired people today is not so much increased earnings but the rate of inflation which is in prospect under the present Government.

    I also welcome the decision to disallow non-business interest for tax purposes. I was in respectful agreement with the present Home Secretary in 1969 when, as Chancellor, he first disallowed such interest, and I was in respectful disagreement with my right hon. Friend the Member for Altrincham and Sale (Mr. Barber) when he restored the allowance in 1972.

    I am afraid that here the limited bouquets I offer to the Chancellor must end, but I will try not to be provocative. I believe that the whole philosophy of a £500 million food subsidy is grossly misconceived. If that amount of money is available to relieve hardship, the purpose would have been achieved much more effectively by increasing family allowances, by increasing the family income supplement, or by increasing the rate of supplementary benefit.

    What is needed above all today is economic and financial realism. The introduction of food subsidies at this stage and on this scale will be a positive encouragement to the British people to believe that somehow they and the Government can opt out of the real world. Indiscriminate subsidies, whether on food or on housing or in the nationalised industries, encourage a retreat from reality and conceal the true costs involved.

    For too long there has been a tendency by both Governments to hide from the British people the harsh truths of economic reality. Until that trend is reversed, I do not believe that the really serious economic problems which face our country will be overcome.

    I want to recall with approval what was said by my right hon. Friend the Member for Leeds, North-East (Sir K. Joseph) in the House on 21st November 1967 in the debate on the devaluation of the pound. He described the Labour Party—I do not believe that hon. Members will dissent from this—as being based on “interventionists, centralisers and subsidisers”. I was uneasy at the extent to which the Conservative Party when in Government followed the very course which my right hon. Friend warned against in 1967. There is a danger for politicians, particularly when in Government, to succumb to the temptation to intervene, to centralise and to subsidise, and it is very much easier to subsidise than it is to withdraw the subsidy, as I believe the Government will discover to their cost.

    Finally, I want to say something about the underlying strategy of the Budget. The House is entitled to assume that the Chancellor thinks that the Budget will solve, or at any rate will go a long way to solving, the grave economic dangers which our country is facing. Because of the widespread expectation that we are all entitled to a steady and regular improvement in our standard of living, it is particularly difficult for politicians, who have frequently encouraged that expectation, to disappoint it. But what was needed above all in this Budget was to secure a genuine switch of resources from domestic consumption into exports, to reduce the borrowing requirement and, perhaps most important of all, to secure real incentives for further investment in British industry.

    None of these objectives has been achieved by the Budget. I wish the Chancellor and the Government well, but I fear that the Budget has only postponed that solution to the nations’ problems which the people, with some degree of encouragement from the Labour Party, were entitled to expect.

  • Vera Baird – 2001 Maiden Speech

    Below is the text of the maiden speech made by Vera Baird in the House of Commons on 9 July 2001.

    Thank you, Madam Deputy Speaker, for calling me to make my maiden speech to the House.

    We are debating a topic of considerable public interest. I say that in particular because the first parliamentary correspondence that I opened when I arrived here four weeks ago was a letter from the Redcar branch of Campaign Against Arms Trade bemoaning the failure to pass such a Bill in the previous Session and asking whether I would support its introduction.

    The second letter that I opened four weeks ago was from the Redcar branch of Campaign Against Arms Trade bemoaning the fact that no such Bill had been passed in the previous Session and asking whether I would support its introduction.

    The third letter that I opened as a new Member of Parliament was from the Redcar branch of Campaign Against Arms Trade. And so on. I replied to all 34 letters, saying that I would support the introduction of such a measure and that, furthermore, I would write to my right hon. Friend the Secretary of State to commend the Bill to her. So I sent the letters on to her. We are all very pleased to see the Bill, but I think this is an unpromising first step towards the eventual publication of my collected parliamentary correspondence.

    My distinguished predecessor is said to be about to publish. As to that, I cannot say; but I do know that the right hon. Dr. Marjorie Mowlam—my distinguished predecessor—has earned, and will keep, what can only be described as the affectionate veneration of the people of Redcar. I suspect that she will also long retain the admiration of the House. In Redcar, she has helped countless people. On the doorstep, stories of Mo’s good deeds were legion—and she did them, famously, always remembering an individual’s name, and treating that individual as a friend.

    Mo did so much for the place. Legendary is the occasion on which the biggest retailer for our new town centre might have pulled out. Mo left her Whitehall office. Mo strode down the street. Mo entered the developers’ office and told them, in what I believe was a quite straightforward way, what they had better do. The supermarket, happily, was re-engaged.

    Mo’s well known warmth, her openness and her lack of pretension undoubtedly played a great part in all that she did, but, centrally, she was a great shadow Minister, a great Minister and a stateswoman, because she is a formidable intelligence. She will go on to a different career; I know that the whole House, together with the people of Redcar, will wish her good health, success and satisfaction in that new career.

    Redcar was fortunate in having Mo as its Member of Parliament, and now I am its lucky representative. The constituency’s western boundary is the River Tees, which, although it is an industrial artery for much of its old age, is pure enough at its mouth for seals to play around the lighthouse at the tip of the breakwater. There is usually a chain of massive ships anchored off, until the pilot cutter can come to guide them through the narrow channel into Teesmouth, the second busiest port in the United Kingdom.

    I pause to indicate what a debt of gratitude hon. Members and the public owe to Customs officers who serve at Teesport, for it was they who, on 10 April 1990, detained eight large steel tubes which they believed might require an export licence and which were, in fact, the components of the Iraqi supergun. There can be no doubt that, but for their vigilance, serious military consequences could have followed. I believe that those diligent officers—who, in many senses, have brought about this Bill—will welcome its introduction.

    A mile from the estuary where the officers work, down a duney coast, is the seaside town of Redcar itself, set on miles of golden sand. Fish and chips, amusements, buckets and spades and bracing walks along the esplanade summarise its principal attractions. Until 1872, the beach was used for horse racing; then they built our famous Redcar race course. It is in the middle of the town, and race days fill the streets with a carnival atmosphere.

    Four miles away is Marske, an ancient fishing village, now a pleasant residential area. Inland lies the leafy Domesday book village of Kirkleatham, with its newly renovated Sir William Turner almshouses. Inland, also, is Dormanstown, built in 1917 as a garden city for the steelworkers of Dorman Long. It is green and it is spacious, but it now suffers from the inner-urban deprivation that is all too often the concomitant of a damaged industrial base, and to which I must later return.

    Within a tiny distance of pretty Kirkleatham lies, rather less prettily, the Wilton International chemical site. It is a major manufacturing location for petrochemicals, polymers and fibre intermediaries, and is one of three complexes on Teesside that, together, make up the United Kingdom’s largest cluster of chemical manufacturers. Currently, they directly employ 11,000 people; indirectly they employ 25,000 more; and they contribute an annual cash turnover that sustains many more thousands of jobs.

    There is one matter about the complex that I hope to pursue with my right hon. Friend the Secretary of State—namely, that it is imperative to our Teesside economy that she support as actively as possible proposed new investment in the complex. That is particularly so since the complex is in cluster formation, with plant linked with plant, and some components of some chains are now approaching the end of their viable life.

    The Tees has a proud history of shipbuilding and repair. In April, however, Cammell Laird went into receivership. The next day, 110 workers at the South Bank yard in my constituency were told, “Pack up and go.” The yard, which used to be called Smiths dock, is a byword in the north-east for the highest skills and craftsmanship. It was a shattering blow, dealt in an unacceptable manner. The council, regional agencies and I are doing everything that we can to support the efforts of a respected local business man to restart the yard, to run it on its own as a viable local enterprise.

    Between Redcar and the river is the mighty Cones Teesside steelworks. In the same week in April as the shipyard went down, the closure of the Lackenby coil plate mill was confirmed. In all, 1,100 jobs are to be lost in a work force who have improved productivity year after year. They, too, were treated with scandalous disregard. Both of those body blows to the traditions, morale and economy of my constituency have made it plain to me that it is unacceptable that such restructuring and cutting should be lawful without any reference to loyal employees. Those of my constituents who have suffered thus join me in giving a strong welcome to the directive on information and consultation rights for employees.

    Travelling west in the constituency, one comes to Eston, at the foot of the Eston hills, where the iron ore that gave Teesside that industry was found. The first blast furnace was built in 1851, after which the area produced one third of the country’s output, with nearby South Bank and Grangetown two of its proud industrial producers.

    Now, Grangetown has a 14.6 per cent. unemployment rate, which is about four and a half times the national average. With South Bank, it suffers according to every index from critical social deprivation. I need not list its characteristics, as they are all too familiar to hon. Members whose regional constituencies were, like mine, neglected to the point of abandonment by the previous, Conservative, Government. Those hard-hit communities house what that Government called an underclass, but what I see, and what I believe the Government recognise, are families who want nothing more than to work, earn a living, educate their children and live in dignity and safety.

    Although the figures all remain high, critical ones such as youth unemployment, nursery provision and five A to C GCSE scores in schools are much improved in the past three years. Such communities welcome the Government’s certainty that regional economies must be made to flourish if the national economy as a whole is to grow still stronger. We applaud the Government’s resolution to apply substantial regeneration resources on a regional basis to poor areas such as these.

    The constituency could therefore be described as going from Redcar rock to many a struggling industrial hard place. The Redcar people are positive, however. That can be seen by the fact that, despite a heavy industrial culture, which usually reinforces traditional polarised gender roles, they have elected two successive women Members of Parliament. I do not know what comment to make about the fact that they have now elected their first lawyer, but I do know a lot of jokes about lawyers.

    My two roles merge when I welcome the Bill to encourage women further into democratic life. It is a far from straightforward legislative drafting task, and one that I urge be carried out in time to legislate this Session. Local authority elections for, among others, Redcar and Cleveland council, are but a short time away. We intend, in our new party women’s forum, to set up a system of prospective councillor candidates, so that those who are selected to stand can get involved early in their wards’ affairs. It is essential, if we are to build on the confidence that my electors have shown in women, quickly to have available to us weapons to use against any reactionary backlash.

    As a criminal lawyer, I am interested in issues of crime control, access to justice, the courts and criminal sentencing. Sadly, the communities that I have described in my constituency have high crime rates and seemingly intractable drugs problems. This morning’s bad news was that knife crime has soared on Teesside. In the past six months, there were 62 stabbings, three of them murders, one of which was in Grangetown.

    The police see the problem as drugs related, with dealers mainly arming themselves in self-defence in this dangerous world. In that context, I welcome the Home Secretary’s weekend announcement that he will hold an open-minded inquiry into the possibility of legalizing cannabis. Unless it proves to be a gateway to hard drugs, it is an area of crime on which I suspect that police have to spend an amount of time disproportionate to its social mischief, leaving them less time for graver criminal matters.

    I further welcome many of the proposals in “Making Punishment Work”, the report on sentencing by Mr. Halliday, delivered last week—especially its emphasis on extended periods of post-prison supervision in the community for violent offenders, and its revelation that the social exclusion unit is already working with the Home Office on ways of cutting ex-prisoners’ reoffending rates by boosting employment and lowering homelessness: joined-up government of the very best kind.

    Our phrase, “A lot done, a lot still to do,” applies to crime. I resort again to my dual role as a woman representative and a lawyer in mentioning that I hope to ask Ministers to examine again the question of rape and the use of women’s previous sexual history in trials; to reassess the criminal defences to murder, which ill serve women victims of domestic violence who finally kill their batterers; and to implement straight away the gender impact assessment scheme for criminal justice measures, which was set up at the Home Office when my right hon. Friend the Minister without Portfolio was Minister of State there, but which is not yet in operation.

    I congratulate my right hon. Friend the Secretary of State on her appointment to high office, and seriously return to where I facetiously started in complementing her on the coincidence of her judgment with that of many of my constituents in the wisdom of the measure that she has introduced today.

  • Charles Kennedy – 1983 Maiden Speech

    Below is the text of the maiden speech made by Charles Kennedy to the House of Commons on 15th July 1983.

    Thank you, Mr. Deputy Speaker, for recognising me on this the occasion of my maiden speech. I think that the House, and especially the hon. Member for Newham, North-East (Mr. Leighton), will agree that it is appropriate that I should deliver my maiden speech during a debate on the future of the younger generation. As fate would have it, I find myself the youngest Member of this distinguished House. I hope that the hon. Member for Eltham (Mr. Bottomley) will find it interesting to witness a live specimen of today’s subject matter.

    Although the younger generation is a concern of the present and even more so of the future, as the new Member for the new constituency of Ross, Cromarty and Skye I find myself deeply aware and conscious of the past and of those who have preceded me in representing the old constituency of Ross and Cromarty. As many Liberal Members will be aware, it was represented from 1964 to 1970 by the late Alasdair Mackenzie, who was a distinguished and highly thought of Member of this place during his time in it.

    From 1970 until this election it was represented by the Conservative Member, Mr. Hamish Gray. I congratulate him on his peerage and movement to another place. I congratulate him equally on his appointment as Minister of State at the Scottish Office. As many know, there was considerable interest and, indeed, controversy not just in the Highlands but in Scotland generally about his appointment. I am optimistic and encouraged by what happened to Lord Gray, and I hope that it sets a trend by the Government. I hope that 3 million people, many of whom lost their jobs largely as a result of Government policies, will shortly be placed, as a result of Prime Ministerial decision, in much better jobs.

    One figure who is certainly not a name or force of the past but very much of the present, to the extent that he is sitting behind me, is my hon. Friend who was the hon. Member for Inverness—with the boundary changes parts of his constituency have been moved into Ross, Cromarty and Skye — and who is now the hon. Member for Inverness, Nairn and Lochaber (Mr. Johnston). I pay tribute to him and promise that I will try to follow in his footsteps with the diligence that he has shown to the parts of his former constituency that I have inherited.

    William Lyon Mackenzie King, who was Prime Minister of Canada, once said that the problem with that country was that it had too much geography and not enough history. The problem with my constituency is that it has more than its fair share of both. My constituency and the Highlands generally have had more than their fair share of a bad deal in recent years in their chances and opportunities, especially for the younger generation.

    A perennial problem that has faced the Scottish Highlands is that, time and again, too many of the more talented young people have had to move elsewhere—even abroad — through a lack of opportunities that should have been available. In the 1960s we believed that there was a golden opportunity for that part of the country. However, under the previous Conservative Government’s policies that golden opportunity has turned to dross, largely as a result of the Government’s economic approach and social disregard. The pulp mill in Fort William has been closed. In my constituency, the Invergordon smelter closed and, more recently, there have been lost opportunities with the abandonment of the gas-gathering project, although there are still strong signs that that project should go ahead.

    Despite their vast majority and the convincing lead, which they will have for the next four or five years, in the Division Lobbies, the Government must display greater sensitivity to the problems of the Highlands, and especially of its young people. I make that sincere plea on behalf of my constituents. The alliance will work constructively during this Parliament to assist and support, with any help that the Government can give, the Highlands and this group of its people. One example of a scheme that will provide job opportunities is the Ben Wyvis development. I hope that the Secretary of State for Scotland’s comments on financial commitment will be supported and that we shall see a more pragmatic and less doctrinaire approach from the Government to the traditional concerns of the Highlands, such as farming, fishing and forestry.

    In the few short weeks since I was elected the Forestry Commission has proposed to sell Ratagan forest in Glenelg. That is a product of the constraints that have been placed on the commission by the Government. There is considerable local opposition to the proposed sale, and I hope that the Government will rethink their attitude and take stock generally of the problems faced by the forestry, fishing and farming interests in the Highlands. Young people, hoping to enter those industries, have been discouraged. The hon. Member for Newham, North-East will agree that our subject for debate is extremely relevant to my constituency. It is fair to demand more pragmatism and constructive thinking of the Government.

    I have two basic observations, which I formulated during my election campaign, on the attitudes of young people. I know that other right hon. and hon. Members reached the same conclusions during the constituency campaigns. First, there is a yawning gap in outlook between those who have a job and those who have not. Some Ministers are fond of talking about a return to Victorian values. We must realise that those Victorian values are being expressed by some of the younger people in this society in shameful and disturbing disregard for other members of their generation who are not as fortunate as they are in having a job. That is disturbing for a Government of any political complexion. The yawning gulf is becoming wider as, each month, the unemployment total increases. I hope that the Government will take cognisance of that during this Parliament.

    My second observation is relevant to my party and the Liberal party. We have heard much from the Liberal and Social Democratic parties, and I do not doubt that we shall hear even more in future, about the iniquities of our electoral system. Under the present system many people are effectively disfranchised—the Whip will be pleased to know that I will not comment on that today. However, voluntary disfranchisement is also taking place. During my campaign people of my age and younger said consistently that they would not vote because their votes simply no longer matter and because no Government or Member of Parliament cared a whit about their problems and their striving for employment. That is disturbing for all of the parties and all hon. Members. Those who will contribute most to British democracy in the future are extricating themselves from the system already because they believe that it is no longer relevant. Part of the solution to that is electoral reform, but even more urgent is the need for a more tolerant, caring and compassionate Government. Sadly, we do not have that at the moment. I hope— I say this to the Minister in a constructive fashion—that we shall have it in due course.

    To involve young people and make sure that the system is more relevant to them in Scotland, we have a clear obligation to implement a policy of home rule. Lord Home said not so many years ago that there was a genuine grass roots desire in Scotland for more decisions to be taken by the Scots. If that were implemented and the Government made a compromise or concession on that issue, young people in Scotland, and in the Highlands as much as anywhere else, would feel more affected by and therefore more involved in our political institutions. Home rule was supported by voters across a broad spectrum of parties in Scotland, which received significantly more support than the Conservative party. It is a legitimate demand, which is backed up in the ballot box. I hope that if the Government care about the younger generation they will see it as a way forward and a means to improve young people’s involvement in our political institutions.

    The hon. Member for Eltham alluded to this. Throughout Britain over the past few years there has been a considerable decline in our fortunes. There has been a considerable decline in manufacturing, matched by a lost generation of younger people who are now unemployed and who, in terms of training and skill, might be fated to be classed as unemployable. The great sadness about the economic policy of the past four years is that when the recession bottoms out and when the world economy begins to pick up, we shall not have a skilled work force of the right age group to take advantage of it. That, coupled with the manufacturing decline and the rundown and closing down of industry, will mean that we shall lack the right blend of manpower and machinery to capitalise, as we should, on the improvements in our economic fortunes.

    Equally important is that there is surely a moral responsibility for any Government and any Parliament to try to represent legitimate interests. What interests could be more legitimate than the interests of the younger generation who represent the country’s future? Yet, despite the best-laid plans of mice and even Ministers on youth training and youth opportunities, there is not enough for young people. That undermines the moral basis of government. It undermines respect for and participation in the democratic process. As a result of both those present tendencies, there is a disturbing implication for the country’s social, political and economic future. I feel most strongly about that and I urge the Government sincerely to address their priorities to the matter during this Parliament.

    I hope that the Government will take heed because, if they do not, many Opposition Members will continue to remind them of it. I hope that, as the leader of my party said in his recent speech in the House, the Government will succeed in their objectives because that is in all our interests. It is from that constructive position that we approach the whole issue and from which I give my wholehearted support to the motion of the hon. Member for Newham, North-East.

  • Liam Fox – 1992 Maiden Speech in the House of Commons

    Below is the text of the maiden speech made by Liam Fox in the House of Commons on 12th May 1992.

    It is with no little pride and a great sense of honour that I speak for the first time in the House. I must immediately make known the debt that I feel to my constituents for sending me here. I hope that the faith that they have shown in me will not be misplaced over the years.

    My constituency is Woodspring. Like many hon. Members, I have received several hundred letters since the election saying, “Congratulations on a wonderful Conservative result—by the way, where is Woodspring?” Those who have been in the House before will not be surprised to learn that the reason they have not heard the name of the constituency more often is that it was represented by Sir Paul Dean, who spent a record length of time as a Deputy Speaker. He gave record service both to the House and to the country. I am sure that hon. Members on both sides of the House join me in wishing him a happy retirement. After the length of time that he spent as Deputy Speaker, I am sure that he more than deserves it.

    One of the questions that is of immense pertinence to Woodspring is its location. After the reorganisation of local government in 1974 the people of Woodspring, who had always belonged to north Somerset, found themselves in the much loathed county of Avon. The quicker Avon is abolished, the better—and the quicker my constituents are returned to Somerset, which is where they belong, the happier they will be. Any Minister who can push that through quickly will be assured of a warm welcome when coming to speak in Woodspring.

    Woodspring extends from Portishead, south of Bristol in the north-west of the constituency, through Clevedon, Nailsea, the Chew valley and down to Paulton, a town which has particular difficulties in the wake of the Robert Maxwell affair. Like many of my hon. Friends, I shall he trying my best to get a fair deal for those who have suffered from the scandalous behaviour of Robert Maxwell and what he has done to those poor people.

    There are several other problems in the constituency, courtesy of Avon county, not least of which is shared by many of my hon. Friends, and that is the problem of traveller sites. We require urgent reform of the Caravan Sites Act 1968. It is becoming scandalous that law-abiding citizens who work hard to improve their community and their homes and surroundings should be discriminated against by a piece of legislation which gives priority to those who have no semblance of regard for local community and no community spirit, and who contribute nothing. I urge the Government to undertake a far-reaching and rapid reform of that legislation.

    It is with some sadness that I speak in this debate. I am one of the many doctors who qualified under the Conservative Government and their far-reaching reforms of the health service. I was disappointed—indeed, disturbed—to find that the Opposition, who a few weeks ago told us that health was the single most important issue facing the electorate and that the election was a referendum on the NHS, chose not to debate the subject in the six days of debate on the Loyal Address. Why has it slipped so far down the Opposition’s agenda? Could it be that they were rumbled during the election and were shown to be posturing in the extreme, with no solid policies to oppose the reforms that the Government have made? That is the case.

    Conservatives do not need any lessons from our opponents about caring. We heard the word “caring” used today during health questions as though it were the exclusive preserve of the Labour party. As a junior doctor and a medical student during the health workers’ strike, organised by caring NUPE and COHSE and supported by the caring Labour party, I took blood samples in taxis through picket lines. That was the extent of their caring. In this spirit of great caring, dredging up personal cases of misery to try to find the one case that has gone badly in the national health service and overlooking all the reforms and successes that we have had, they have resorted to the lowest form of political debate. To try to say that every case that has gone wrong is typical is loathsome.

    For the first time since its inception, Conservatives have introduced into the health service the idea that preventive medicine is important. Before the GP contract was introduced, we were told by our opponents—by the British Medical Association and by those who now oppose the new Home Secretary, whose bravery in introducing the reforms should be attested to—that we would lose the ability to see elderly patients and that people would riot get the medicines that they require. We have seen record immunisations, record numbers of women having cervical smears, and record numbers of visits. Yet when our opponents are asked to say what is good about Conservative health reforms, they are not able to give any examples.

    I look forward to giving many examples and I am sorry that the hon. Member for Livingston (Mr. Cook) is not here to listen to some of the positive aspects of Conservative health policy. It is time he realised that not everything that the Government do—even in his view—is bad.

    It is a great honour to speak in the House. I hope that in the coming months and years the health debate in the House will be more constructive than in the past, but, in the words of the Leader of the Opposition, I fear that it will be a triumph of my fears over my hopes.

    I hope that Conservative Members will contribute constructively. The Queen’s Speech was excellent and Conservative Members, especially the newcomers, look forward to the legislation that follows it, which will be good not only for our party but, more importantly, for the country.

  • Caroline Flint – 1997 Maiden Speech

    Below is the text of the maiden speech made by Caroline Flint in the House of Commons on 2nd June 1997.

    I thank you, Mr. Deputy Speaker, for the opportunity to make my maiden speech during our consideration of this important Bill. To be able to stand here today as the new Member of Parliament for Don Valley and to speak on behalf of my constituents for the first time is a humbling experience—humbling because I am here by the grace and good will of the people of Don Valley and because my predecessor, Martin Redmond, who served the people of Don Valley for 14 hard years of opposition, was deprived of the opportunity to stand here as a new era of Labour Government begins.

    In the 10 weeks from my selection as candidate to polling day, I learnt much from the people of Don Valley about Martin. A private man, he remained living in the same village that was his home. He remained friends with the people he knew from before his election. He made time for individuals and he was regarded with warmth and affection. In his maiden speech in July 1983, Martin was able proudly to describe Don Valley’s main industry as coal mining. Now we can but say that coal mining is part of the heart and character of Don Valley, but that it is no longer the main employer. Martin saw the heavy price paid by the mining communities that are strung from east to west of the constituency as their industry closed without the necessary foresight and investment needed to build a new economic life to replace the old.

    Like many constituents who supported new Labour on 1 May, Martin Redmond understood the value of work. He believed in reward for hard work, in the respect and achievement derived from a lifetime of work and in the dignity that should be the rightful reward to be enjoyed in retirement. Martin understood the corrosive effects of persistent unemployment and the dangers of enforced idleness. He criticised the insecurity that seemed to be built into too many jobs.

    Martin Redmond witnessed a Britain divided between the haves and have-nots—those with work and those without, and those with opportunities and those without. Martin Redmond would have been proud of the start that this new Labour Government have made—the concerted plan to tackle youth unemployment and the plan to shorten NHS waiting lists. He would have been as proud as I am to welcome this Bill, which will make good the key pledge on class sizes for which Labour has received a clear mandate.

    Don Valley’s history is steeped in mining. Every previous Member of Parliament came from mining and I pay tribute to them all. Indeed, in 70 years, the constituency has had but five Members of Parliament. James Walton, a miner, was the first Member of Parliament to represent the constituency from 1918 to 1922. He was the only Labour candidate in the history of Don Valley to have the unofficial support of the Conservatives.

    I would love to boast that I am the youngest Member of Parliament in Don Valley’s history, but I am not. Tom Williams, later Baron Williams, was elected in 1922 at the age of 34. I would love to aspire to be the constituency’s longest-serving Member of Parliament, but Tom Williams served 37 years, until 1959, and I cannot imagine having such a substantial tenure. He served through great and turbulent times; his seventh general election victory was in 1945. As the right hon. Tom Williams, he then served as Minister for Agriculture and Fisheries until 1959. He made a distinguished contribution to the House and I would be proud to be mentioned on the same page in the history books.

    Tom Williams was succeeded by Dick Kelley, who served the people of Don Valley for 20 years. In his maiden speech, in November 1959, Dick Kelley was concerned for the economic survival of the village communities he represented. He pleaded: These villages must be kept alive.”—[Official Report, 9 November 1959; Vol. 613, c. 72.] In the weeks leading up to the 1997 election, that view was expressed to me many times.

    I am most grateful, Mr. Deputy Speaker, for having been allowed to make this speech so soon after my election to this House. I would love to have claimed that I was the quickest of the six Don Valley Members to have made a maiden speech, but that honour remains with Mick Welsh, who was Member of Parliament from 1979 to 1983 and who was later the Member for Doncaster, North. He addressed the House just 20 days after the general election. In his maiden speech, Michael Welsh celebrated the genuine community life of the mining villages of Don Valley. Those men embraced, celebrated and championed Don Valley’s culture and communities for the best part of a century. I celebrate it, too.

    Don Valley is a changing constituency. It is perhaps fitting that I am the first woman to represent it. I am not from a mining background. At the time of my selection, try as I might to discover that a distant grandparent had once spent a long weekend in Don Valley, I could not. I determined then that honesty was the only policy. My curriculum vitae announced, I won’t try to kid you that I’m from South Yorkshire. I’m not. Labour party members, and subsequently the electorate, welcomed me with warmth and friendliness to put down roots in the constituency, as they did for so many people before who moved from the four corners of the United Kingdom to make Don Valley their home. Indeed, I am very proud to have been made a life member of the Official’s club in Edlington, and to have been presented with a badge bearing the white rose of Yorkshire and welcomed as an honorary Yorkshirewoman.

    In his 1941 book about Don Valley entitled “Old King Coal”, Robert W. L. Ward wrote: Men from Staffordshire, Warwickshire, Durham, Northumberland, Wales and Ireland came in hundreds, bringing with them customs, dialects, superstitions and faiths foreign to the Don Valley. Gradually these foreigners from the midlands and the north have become digested by their South Yorkshire hosts. And such digestion has done something to enrich the local strain. The Don Valley that I know is a diverse community. It is dominated by the former mining villages of Conisbrough, Denaby, Edlington, Rossington, and Hatfield—a new addition to the constituency. It is a constituency of striking landmarks, scenic villages and many beauty spots. It includes villages stretching to the borders of Nottinghamshire, such as Bawtry. The constituency has seen a rapid expansion of villages such as Auckley, Finningley and Sprotbrough, with new families and their young children moving to the area every week.

    Don Valley is the historic heart of South Yorkshire, boasting two castles—Tickhill and Conisbrough, which is the setting for the classic story “Ivanhoe”, penned by Sir Walter Scott in a room in the Boat inn at Sprotbrough falls. If The Mirror is to be believed, “Ivanhoe” is the favourite book of my right hon. Friend the Prime Minister.

    In the book, Sir Walter Scott describes Conisbrough castle. He wrote: There are few more beautiful or more striking scenes in England than are presented by the vicinity of this ancient Saxon fortress. The soft and gentle River Don sweeps through an amphitheatre in which cultivation is richly blended with woodland, and on a mount ascending from the river, well defended by walls and ditches, rises this ancient edifice. Conisbrough castle is part of Don Valley’s past, but it is also part of its future. Along with the Earth centre on the site of the old Denaby main colliery, Conisbrough castle affords opportunities to attract visitors from afar and become part of Don Valley’s economic regeneration.

    I know that the people of Don Valley will welcome the Bill, which will pave the way to reducing class sizes. That pledge, coupled with the ambitious goal of raising education standards and opportunities for children and young people, will be received with great enthusiasm by the electors of Don Valley. Families with young people in Don Valley know that, unlike for previous generations, the mines will not provide the gateway to employment for the many. They know that education is the foundation. The achievement of their children will determine their life chances thereafter. The Bill demonstrates that the Government intend to place education at the centre of their programme—the No. 1 priority. Education is the building block for the future, and children must be at the heart of it.

    During the election campaign, one French teacher asked me how she could teach French to children in year 7 of secondary school if, when they arrived, some had not yet mastered the basics of written and spoken English. That is a problem that the Conservatives refused to tackle. Standards are the cornerstone of our education policy. Schools are a vital part of any community and have a precious role to play in the life of the small villages that dominate my constituency.

    However, schools are not islands, and must be encouraged to share their expertise, spread their best practice and learn from each other. Where a school is failing, we must look to turn it around in six months, not six years. That should be the Government’s ambition. Not to do so is to condemn generations of children.

    Gone are the days when the height of Government ambition was to have one good school in every town. That proposal was rejected at the election. We must ensure that every school is a good school; that every school comes up to scratch—nothing less is acceptable. Gone will be the complacency that allowed class sizes to rise steadily throughout the years of the Major Government. By 1996, more than 1.25 million children were in classes of 31 or more. Indeed, in my constituency, more than 2,000 children are in classes of more than 30 pupils.

    I welcome the Government’s intention to review the presentation of league tables, because, vital as they are, the many qualities that a school offers—leadership, morale and parental involvement—are all essential ingredients that add value to a child’s education. Those qualities must be reflected in information made available to parents. The Bill makes a start. Those who choose to buy private education for their child are buying one thing above all else: smaller class sizes. Yet for the majority in Britain, the past five years have seen an unrelenting rise in class sizes. That rise must be brought to an end, and the Bill helps to release resources to begin that task.

    The Bill will be welcomed by the electorate of Don Valley as a sign of a new Labour Government who govern for the many not for the few; a sign that Britain has turned a page in history and entered a new era. The Government deserve praise for the flying start that they have made, showing in weeks that a change of Government can lead to a change of mood and priorities. I hope that, for the duration of the Government’s term of office, I serve my constituency well in this new era in British life—a period of new hope and great opportunities. As the Member of Parliament for Don Valley, and, perhaps more important, as the mother of three children in state education, I commend the Bill to the House.

  • Michael Forsyth – 1999 Maiden Speech in the House of Lords

    Below is the text of the maiden speech made in the House of Lords by Michael Forsyth on 24th November 1999.

    My Lords, it is a great honour for me to find myself a Member of this House and I was particularly glad that I was privileged, however briefly, to sit in this House while its heritage, authority and spirit of public service were still enhanced by the contribution of the hereditary Peers, now sadly banished. I should also like to thank the staff of the House for the courteous way in which they welcomed me and helped me to find my way around, along with the many others who have come in in rather large numbers.

    To me it is regrettable that the most independent part of this House has been removed without any credible policy for its replacement. Nobody could ever justify the expulsion of the hereditary Peers on the grounds of utility. No senate on earth has ever benefited from such a wealth of experience and dedication at so little cost to the public purse. Their contribution was informed and valuable.

    During my earlier incarnation in another place I had the responsibility of steering rather more than a dozen Bills through Parliament. I have to tell your Lordships that this was the place that I and my officials feared. In the other place people stood up and made speeches which were political and not concerned with the contents of the Bill. It was in this place that every government Minister and every parliamentary draftsman knew that any legal anomaly or oversight would be forensically investigated and challenged. On our parliamentary navigational charts, your Lordships’ House was marked, “Here be dragons”.

    I last spoke in Parliament on 10th March 1997. A lot has happened since then: waiting times in the National Health Service have gone up; so have class sizes in schools; police numbers have gone down; the crime rate has gone up; and the beef ban remains in place, even though we surrendered our sovereignty over employment laws and a host of other matters.. The principle of free access to education has been abandoned with the introduction of tuition fees by this Labour Government. The drugs budget, as my noble friend pointed out, in the National Health Service has been cash limited for the first time in its history leading, as it will do, to the rationing of vital treatments. Patients will no longer receive treatment according to clinical need, but according to postcode and the judgments of accountants.

    The iron Chancellor appears to be suffering from metal fatigue since, according to the Library in the other place, his increases in tax amount to £40 billion and the OECD claims that the tax burden in this country is rising faster than in any other country in Europe. The Civil Service has been politicised. Half of the information officers in Whitehall, including those who used to serve me in the Scottish Office, have been sacked and the remainder brought under direct political control. The promised bonfire of quangos has fizzled out; they remain in existence filled with Labour placemen, a fate destined soon to overtake this House. Parliament has not been modernised by this Government; it has been marginalised by this Government.

    I believe that the tradition in this House is for maiden speeches to be uncontroversial. So your Lordships will understand that I resist drawing any conclusions from those facts. If the rules of the House allowed it, I would sing a few bars of “Things can only get better”; but I gather they do not. Although there are some things in the gracious Speech which I believe to be good, I fear that I can find nothing that will deliver that particular slogan’s promise.

    At the end of the last Session we were treated to the unedifying spectacle of the remaining 92 hereditary Peers being held hostage lest this House dare exercise its constitutional right to disagree with aspects of the Government’s legislation. To its very considerable credit, this House called the Government’s bluff and stood up for the disabled.

    We seem to be moving rapidly towards a situation where Parliament is under the thumb of the executive. The House of Commons is already controlled by the Government: the Lords will be appointed by them. We are becoming the biggest quango in the land. It is clear that this Government do not like revising Chambers. Why else have they opted for a one-chamber Parliament in Scotland? I fear that we are moving defacto to unicameralism in Westminster as well. I believe that that is the answer to the question asked by the noble Lord, Lord Stoddart, earlier today, which was unanswered by the Government Front Bench.

    I believe that the new House must have an elected element. But before the composition is decided, the functions of this place must be defined. There will be difficult issues to be resolved in either a partly-elected or wholly-elected House. In the former we would have two or more classes of Peer. But both must be better than a wholly appointed House.

    The Government’s plans to reform this House are fatally flawed. They do not know what they want this place to do other than be more acquiescent towards the executive than its predecessor. Hiding behind the fig leaf of a Royal Commission, which they should have set up immediately following the general election—and waited for its conclusions before implementing any legislation—this Queen’s Speech contains no mention of the Government’s view on the future role of this place. I, too, look forward to seeing the Royal Commission’s conclusions. I earnestly hope that when we lift the fig leaf we do not find a fig.

    There are some elements in the gracious Speech which I find very difficult to accept, and I find very surprising the reasons why it is difficult for me to accept them. They are difficult to accept because I believe them to be far too Right-Wing and illiberal in their impact. The removal of the right to trial by jury was rightly opposed by the Government in opposition. To describe such a fundamental right enshrined in Magna Carta as “eccentric”, which is what the Home Secretary did the other day, shows vividly how little understanding he has of his responsibilities to guard our liberties and the institutions which protect them. The doctrine that the ends justify the means seems to have survived his conversion from his radical Left-Wing days.

    I am not a lawyer, but I am sufficiently familiar with the work of Lord Devlin to know that he wrote the authoritative work on trial by jury. Perhaps I may read a quote from that work, which was written in 1956. It begins: The first object of any tyrant in Whitehall would be to make Parliament utterly subservient to his will; and the next to overthrow or diminish trial by jury, for no tyrant could afford to leave a subject’s freedom in the hands of twelve of his countrymen. So that trial by jury is more than an instrument of justice and more than one wheel of the constitution, it is the lamp that shows that freedom lives”. Those were the words of Lord Devlin. I hope that the Government will ponder them and think again.

    The proposal contained in the gracious Speech to stop the benefits of youngsters who do not comply with community service orders is, to my mind, completely crackpot and lacking in common sense. I fail to see how cutting off their means of support will make it less likely that people will reoffend. Many of these youngsters have got into trouble because they have become involved with drugs; they steal in order to get the money to buy them. If money is taken from them, they will repair the loss by committing burglary, mugging or worse crimes. I expected much more emphasis on rehabilitation from this Government and I feel a real sense of disappointment that an opportunity has been missed.

    Your Lordships will have seen the Freedom of Information Bill, which has been published. I took the opportunity to read it. There are no fewer than 13 pages of exemptions under the legislation as regards entitlement to information—indeed, 13 pages of exemptions listing the information that we cannot have. It actually makes more information secret than is the case at present. The information officer, under the Bill, should decide whether information should be disclosed, not the Government. That is what is being proposed by the Labour Party north of the Border in Scotland. How can this matter of principle be different on each side of the Border? How can it be right that there is an independent right of access to public information north of the Border, whereas, south of the Border, the Government will decide whether information should be made available?

    I appreciate that time is at a premium. Therefore, in conclusion, perhaps I may add that I believe the only true system of checks and balances, which has always relied upon the goodwill and good sense of all participating parties, has been attacked with the constitutional equivalent of a sledge hammer. Out of the debris we must salvage our bicameral parliamentary democracy. I believe that the role of this House in that task will be crucial.

    I respectfully submit that the duty which history and the public interest alike impose upon us is to honour the oath that we took by fearlessly asserting the independence of this House and acting as the vigilant guardians of the rights and liberties of the British people.
