To ask the Secretary of State for Culture, Media and Sport, how many businesses in (a) Liverpool, Wavertree constituency and (b) Liverpool City Region do not have access to high speed broadband.

There is a substantial commitment by national government for superfast broadband rollout and £5.46 million of central government funding has been allocated to the Merseyside Connected project. This has led to 39,216 additional homes and businesses now being able to access superfast broadband as a result of the local project, with the aim to have 42,204 additional premises by the end of the project. This will bring superfast coverage in Merseyside to 99% of premises.

The Department does not hold data specifically for businesses. The table below shows estimates of the number of premises (both residential and business) without access to superfast broadband in all of the Merseyside and Liverpool City Region constituencies.

To ask the Secretary of State for the Home Department, what steps she has taken to reduce homophobic hate crimes since January 2016.

The Home Office was part of the steering group of an Equalities and Human Rights Commission project to tackle homophobic, biphobic and transphobic hate crime, which ended earlier this year.

As a result, we have committed to work with organisations such as the anti-violence charity Galop to develop resources that specifically meet the needs of Lesbian, Gay, Bisexual and Trans (LGBT) communities. We are also sharing existing good practice, including across the LGBT Hate Crime Network which was established by the project and is made up of over 30 groups across the country.

The cross-Government Hate Crime Action Plan, developed following consultation with a number of LGBT groups, contains actions designed to tackle hate crime against LGB&T people. This includes an assessment of the levels of homophobic bullying in schools, renewed CPS legal guidance on homophobic, biphobic and transphobic crime and funding for community groups who are working to tackle hate crime, including homophobic, biphobic and transphobic hate crime.

To ask the Secretary of State for Health, how much of the £15 million new funding allocated to perinatal mental health for 2015-16 has been spent to date; and what that funding has been spent on.

NHS England will spend £1 million on strengthening clinical networks across the country to drive forward change and they have also commissioned the National Collaborating Centre for Mental Health to set up an Expert Reference Group to provide an extensive package of national analytical and expert clinical advice to support the delivery of the perinatal mental health programme at a cost of £300,000.

Work is underway on how they spend the rest of the money. This work has yet to be completed but decisions will be made by Christmas.

To ask the Secretary of State for Health, pursuant to the Answer of 16 October 2015 to Question 11782, what discussions he has had with the professional regulators regarding the level of mental health training offered as part of the mandatory training course for (a) student doctors, (b) student nurses and (c) midwives.

My Rt. hon. Friend the Secretary of State has had no discussions with professional regulators about mandatory mental health training. It is the responsibility of the General Medical Council (GMC) and Nursing and Midwifery Council to set the standards and outcomes for education and training and approve training curricular to ensure newly qualified doctors and nurses are equipped with the knowledge, skills and attitudes to provide high quality patient care.This includes mental health training as required.

Health Education England will work with bodies that set curricula such as the GMC and the royal colleges to seek to ensure training meets the needs of patients.

To ask the Secretary of State for Health, whether the additional £600 million funding for mental health announced in the Spending Review and Autumn Statement 2015 is funding previously not included in figures for total spending of the Department involved.

The additional £600 million for mental health over the next five years announced in the Spending Review and Autumn Statement is additional to current spending. The levels of funding in individual years and the specific mental health service improvements it will fund will be determined in the new year, once the Mental Health Taskforce has reported.

To ask the Secretary of State for Health, what systems and controls are in place for the recording, monitoring and oversight of the use of force and restraint on children and adolescents receiving psychiatric in-patient care.

From 1 January 2016 mental health providers will be required to record all incidents of restraint involving children and young people in their returns to the Health and Social Care Information Centre. As with other health and care services, the Care Quality Commission is responsible for monitoring practice in inpatient children and adolescent psychiatric services.
