    To ask the Minister for the Cabinet Office, whether the Summer Diversity Internship Programme weekly training allowance is taxed.

    We have been working closely with the Civil Service Commission to provide a mechanism for fast tracking those who have been on the internship to the Fast Stream assessment centre, based on positive appraisal of the intern’s placement performance and completion of the initial internship selection testing.

    This initiative is therefore for interns who are successful during the internship programme and we are currently working through the implementation plan.

    In the last 5 years 778 have undertaken the programme (2011 – 73; 2012 – 115; 2013 – 161; 2014 – 173; 2015 – 256), with a further 300 anticipated this year. The estimated conversion rate into Fast Stream is 10-15%. Accurate tracking of success into Fast Stream will be achievable for 2016, using an updated applicant tracking approach.

    A number of criteria are used to measure socio-economic status, however the metric that is now used to designate lower socio-economic background is parental occupation (aligning with Office of National Statistics methodology). This approach is currently under review following a recent social mobility research study by the Bridge Group.

    This internship allowance is taxable and the amount of tax paid will depend on which tax code the intern is put on before they start.

    The rules for civil servants, including special advisers, on the acceptance of gifts and hospitality are set out in the Civil Service Code, Civil Service Management Code and departmental staff handbooks.

    My Rt hon Friend the Secretary of State for Business, Innovation and Skills launched the Call for Evidence into tips, gratuities, cover and service charges on 30 August 2016. This closed on 10 November 2016. The Government received a total of 183 responses from a range of sources during the investigation. In addition to this, officials of the Department for Business, Innovation and Skills have met with the British Hospitality Association, UnitetheUnion and the Association of Licenced Multiple Retailers during the call for evidence period.

    The proportion of Foreign and Commonwealth Office staff who were a) payroll and b) non-payroll in each financial year (taken on 31 March each year) from 2012-13 to 2015-16 is listed below. We are unable to provide the requested information for 2010 – 11 and 2011 – 12 because non-payroll data is not available for those years. We are unable to confirm the figures for 2015-16 until the 2015-16 Accounts have been signed off and the National Audit Office has completed its audit.

    Non-payroll covers staff categorised as consultants and contingent labour i.e. interim managers, specialist contractors and agency staff.

    The increase in off-payroll engagements can be attributed to factors such as:

    • The merger of the Vehicle and Operator Services Agency and Driving Standards Agency into a single organisation (Driver & Vehicle Standards
      Agency). This required certain roles to be temporarily filled by non-permanent employees.
    • Increased activity reflecting the Government’s investment in roads, rail and HS2, which has required the Department to bring in skills which were not available within the Department.

    To ask the Minister for the Cabinet Office, pursuant to the Answer of 26 October 2015 to Question 12401, if he will publish the socio-economic data collected for the 2015 intake of the Future Leaders Scheme and Senior Leaders Scheme.

    There is an ongoing review into the most effective and appropriate definition for social mobility which we will align with in future years. This work is being led by The Bridge Group, a charitable policy association promoting social mobility, as part of research they are undertaking on social mobility in the Fast Stream.This research is the largest quantitative analysis of its kind and will help to inform how we define and measure social mobility across all Civil Service talent schemes, including the Future Leaders Scheme and Senior Leaders Scheme. The research will also help us to determine what information we collate and publish on these schemes in a meaningful and accessible way.

    We are also working towards a position where we collate and publish diversity data in a single format on the gov.ukwebsite to improve transparency and accountability on overall progress towards diversity and inclusion in the Civil Service.
