To ask Mr Chancellor of the Exchequer, which companies tendered for the error and fraud tax credit contract with HM Revenue and Customs.

HM Revenue and Customs, under appropriate procurement transparency mandates, publishes details of all suppliers who are awarded contracts with the Department. Whilst information on all bidding companies (and their bids) is retained, the list of such companies is commercially sensitive and cannot, in this instance, be disclosed.

To ask the Minister for the Cabinet Office, what estimate he has made of (a) which personal details and (b) how many individual profiles were hacked as a result of the cyber security breach of the Government Gateway system.

To date the security reports on the Government Gateway system have shown no indication of a cyber security breach. We are continuously monitoring and managing the security risks to all HMG systems,taking appropriate action where necessary and ensuring we maintain the best possible level of security.

We are aware Government Gateway credentials stored outside government systems have been harvested by malware. This highlights the importance of users implementing and maintaining good security practices, for example, installing and updating anti-virus software, as well as never sharing or using a single password for all internet activities.

We will continue to increase our levels of security monitoring and management on all our systems.

To ask Mr Chancellor of the Exchequer, what estimate he has made of the cost of using external agencies for recruitment to senior Civil Service posts in his Department in each of the last five years for which figures are available.

HM Treasury have not had a separate budget for senior civil service recruitment in the last 5 years and has no record of using external agencies to recruit to senior civil service posts during this period.

To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 3 November 2015 to Question 13612, what the total monetary value is of the debts written off since 2010.

In 2014-15 overpayments in the benefit system have fallen to a record low. In the same period the Department has recovered over £1.3bn of debt and has written off less than 0.3% (£0.4bn) of the value of all benefit payments.
Overpayments are written off for a variety of reasons including cases where the debtor is deceased with no estate. The total value of debts written off from 2010 to 2015 is less than 0.3% (£1.8bn) of the value of all benefit payments during that period.

To ask the Secretary of State for Work and Pensions, how agreement was sought on how to amend the investment regulations as recommended in the report by the Law Commission, Fiduciary Duties of Investment Intermediaries, published in June 2014.

Between February and April 2015, the Government consulted on amending the Occupational Pension Schemes (Investment) Regulations in line with the Law Commission’s recommendations. 47 responses were received, from a variety of organisations. While these responses demonstrated some support for changing the regulations, having considered the range of responses the Government concluded that there was not a compelling case to amend these regulations.
