    To ask Her Majesty’s Government what measures they are considering to allow flight training organisations based in the United Kingdom to train overseas student pilots for a professional pilot’s licence.

    Flight training organisations can teach courses lasting up to six months to international students, under the short-term study visa route.

    Alternatively, they may use the Tier 4 visa route where the course lasts longer than six months and they hold a Tier 4 sponsor licence. To qualify for a Tier 4 sponsor licence, an institution must have a track record of teaching UK or EEA students, and be teaching courses which meet Tier 4 requirements. To meet Tier 4 requirements, a course must lead to an approved qualification, as defined in the Tier 4 Guidance for Sponsors.

    To ask Her Majesty’s Government what plans Ofqual has to allow visas to be obtained for foreign students from countries in the emerging markets wishing to train for a professional pilot’s licence in the United Kingdom.

    To ask Her Majesty’s Government what plans they have made to ensure that effective healthcare is available in Northumberland following the closure of Rothbury Community Hospital’s in-patient ward.

    These are matters for the local National Health Service. We understand the decision was taken by NHS Northumberland Clinical Commissioning Group and the Northumbria Healthcare NHS Foundation Trust in light of the continued extremely low use of the ward. As the suspension is a temporary measure, public consultation is not required.

    The SESAR Joint Undertaking is the EU public/private partnership which is responsible for managing the SESAR programme. The SESAR Joint Undertaking seeks to involve all affected stakeholders, including General Aviation, in the development of all work packages to ensure the technologies meet their needs.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Kramer on 12 March (WA 375), in relation to the United Kingdom general aviation sector, what action has been taken to ensure cross-party cooperation and support for the Civil Aviation Authority in encouraging the growth of a vibrant United Kingdom general aviation sector.

    The Government and Civil Aviation Authority are taking forward a programme of work aimed at encouraging the growth of a vibrant general aviation sector. This has involved consultation with a wide range of stakeholders. My Noble Friend, Lord Rotherwick, secured a Question for Short Debate on the regulation of general aviation on 21 January 2014 [Official Report, column GC319], at which there was wide support for our programme of work.

    To ask Her Majesty’s Government what efforts they are making in respect of Morocco’s international human rights obligations in regard to the citizens of Western Sahara; and what steps they have taken in respect of neutralising the Moroccan wall and associated weaponry.

    We encourage concrete progress towards improving human rights in Western Sahara in discussions with the parties to the dispute over the territory, and at the UN Security Council. The Minister for the Middle East and North Africa, my right Hon. Friend the Member for Faversham and Mid Kent (Mr Robertson), discussed human rights in Western Sahara during his visit to Morocco in March. We welcome Morocco’s recent commitments to investigate complaints of human rights violations made to the National Council for Human Rights within three months, and to end military tribunal trials for civilians.

    Demining teams from the UN peacekeeping operation in Western Sahara (MINURSO), the Moroccan Army and Polisario continue to co-operate to clear unexploded ordnance on both sides of the Moroccan wall.
