    Growing evidence over the last decade has shown that work can keep people healthy as well as help promote recovery and it is right therefore to offer support to those placed in the work related activity group who are appealing the decision. The work coach or provider will work with the claimant to tailor reasonable activities to help them prepare for a future return to work.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the effect of the UK’s tax treaties with developing countries on tax revenue in the UK.

    By governing the taxation of cross-border income flows in a predictable manner and eliminating double taxation and excessive taxation, tax treaties promote international trade and investment, leading to sustainable tax revenues, which are vital in financing for development. However, as my predecessor and Rt Hon Friend the Member for South West Hertfordshire has stated in response to similar questions, given the long timescales, complex and shifting interactions with domestic law, large and unpredictable behavioural effects and the lack of a sensible comparator, it is not possible to produce meaningful estimates of the revenue effects of double taxation agreements, and successive Governments have never attempted it.

    To ask the Secretary of State for Education, what steps the Government is taking to improve access to second language teaching in primary schools.

    Since September 2014, maintained primary schools in England must teach a modern foreign or ancient language to pupils at key stage 2 (ages 7 to 11). Schools can choose which language or languages to teach and should enable pupils to make substantial progress in one language by the end of primary school.

    To support the introduction of a compulsory foreign language at key stage 2, the government is funding nine projects across the country to provide training for primary and secondary teachers. These projects bring together teaching school alliances, university-led consortia of schools, and a national organisation, the Association for Language Learning.

    In addition, the EBacc has had a positive effect on the take up of languages in schools, with a rise in the proportion of the cohort in state funded schools entered for a modern foreign language rising from 40% of pupils in 2010 to a provisional figure of 49% in 2015.

    To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the effects of HM Revenue and Customs office closures on the local economy in East Kilbride in 2025-26.

    HM Revenue and Custom’s (HMRC) long-term plans to consolidate its operations in 13 regional centres are geared towards creating a tax authority fit for the future. The planned locations, including Edinburgh and Glasgow, are based on a number of key principles that will enable it to achieve its objectives at best value for the taxpayer, delivering more for less. In addition to cost, HMRC has taken into account the quality of local transport links, the local labour market and future workforce supply, the need to retain staff and skills it requires to continue its ten-year transformation.

    To ask the Secretary of State for International Development, what steps she is taking to assist the Nigerian government to support access for internally displaced children in that country to (a) education and (b) healthcare.

    In education, DFID is supporting the Government of Nigeria’s Safe Schools Initiative, which aims to restore safe access to learning for children affected by conflict. The Initiative has supported over 90,000 displaced children to return to school, providing learning materials and training teachers on psychosocial support. In health, DFID is supporting the International Committee of the Red Cross, who have helped restore basic health care services for 225,000 people affected by conflict, and provided 150,000 immunisations for children.

    All of our programmes, including those that assist internally displaced children, work with government authorities and other donors to influence national plans and strategies, and to strengthen education and health systems.

    To ask the Secretary of State for Education, pursuant to the Answer of 24 March 2015, to Question 31427, whether her Department plans to provide additional funding to enable 25 per cent of secondary schools to extend their school day in the event that less than £285 million is available from the soft drinks industry levy.

    The Chancellor announced in his Budget statement that up to £285 million a year would be made available to give 25% of secondary schools increased opportunity to extend their school day to offer a wider range of activities for pupils. The soft drinks industry levy is expected to raise £520 million in the first year and the revenue will contribute to this funding.

    It is also confirmed that the Barnett formula will be applied to spending on this initiative in the normal way.

    The Government is providing additional funding to reduce waiting times and enhance or develop evidence based community eating disorder services, so that fewer young people will need admission to hospital as they will receive treatment closer to home.

    The funding and provision of healthcare in Scotland is a matter for the Scottish Government. The additional £8.4 million announced in the 2015 Budget will be used by the National Health Service across England to enhance mental health and support services for vulnerable veterans.
