    To ask the Secretary of State for Transport, pursuant to the Answer of 2 February 2016 to Question 24854, on railways: repairs and maintenance, for what reasons Network Rail did not publish its updated Delivery Plan in March 2016.

    Network Rail has completed its internal review of its plans for operations, maintenance and renewals (OMR), but before it publishes a revised Delivery Plan it must obtain agreement to any material differences from the Department for Transport. The Department is expecting to shortly receive the Office of Rail and Road’s review of Network Rail’s targets for train performance at route level, after which OMR plans can be considered in the round for agreement. I expect the Delivery Plan to be published on Network Rail’s website in the near future to assist with industry forward planning.

    To ask the Secretary of State for Transport, pursuant to the Answer of 9 May 2016 to Question 36401, whether the Cabinet Secretary’s involvement in the Infrastructure and Projects Authority’s review of High Speed 2 was requested or authorised by a Minister; and what the membership is of the small cross-government team referred to in that Answer.

    The Infrastructure and Projects Authority’s (IPA’s) support to the HS2 Programme is part of the normal assurance process for projects of this size, as mandated by Ministers. The Cabinet Secretary’s involvement is also normal for projects on the scale of HS2.

    The IPA’s role on the Government’s Major Projects Portfolio is to provide expertise in infrastructure and the financing, delivery and assurance of major projects, to support more effective management and delivery across government. The cross government assurance involves relevant experts from the Infrastructure and Projects Authority, the Department for Transport, HM Treasury and HS2 Ltd.

    When competing for the Thameslink Southern and Great Northern (TSGN) franchise the Department for Transport gave all bidders certain assumptions to use in relation to the train services to be provided until December 2015 and informed them where it would be a Change to the Franchise Agreement if the actual position was different. As a result of the Change, the benchmarks were reviewed.

    To ask Mr Chancellor of the Exchequer, what recent assessment he has made of the potential effect of the UK leaving the EU on (a) signed European Investment Bank (EIB) loans for transport projects in the UK and (b) EIB loan applications that are under appraisal for transport projects in the UK.

    The UK is and continues to be a shareholder of the European Investment Bank and the EIB has publically stated that its engagement in the UK is unchanged.

    All existing loan contracts signed between UK promoters and the EIB remain in force, and the EIB has continued to sign and approve new projects since the referendum.

    Since 2010, these two supplements have helped lead to real benefits for passengers. Over 86% of buses in England outside London are now smart-equipped and 93% of buses outside London now have automatic vehicle location equipment compared to 45% in 2009-10.

    At this stage it is too early to estimate the likely payments for 2015/16.

    As the Department’s Permanent Secretary, Philip Rutnam, stated at the Public Accounts Committee of 21 October 2015, the estimate provided by Mr Carne has not yet been subject to detailed scrutiny, either by the Department or the Office of Road and Regulation(ORR). We expect to receive details of the estimate as part of the Hendy Review which will cover the entire 2014-2019 enhancements portfolio. This is expected later in the Autumn and it would be premature to comment on costs before the report is finalised.

    To ask the Secretary of State for Transport, pursuant to the Answer of 15 October 2015 to Question 11430, what steps his Department took before 15 September 2015 in relation to bus operators who submitted claims for Bus Service Operators Grant funding to support closed bus services.

    In considering claims from bus operators for Bus Service Operators Grant (BSOG) for the bus services that they run, my department analyses each claim to ensure that these meet the eligibility criteria for the grant scheme, including those relating to services which serve educational establishments. Where we receive claims that we consider to be ineligible for BSOG – for instance closed services – and where operators are unable to demonstrate that they are eligible, the claims are disallowed. The eligibility criteria for the scheme are printed on the forms which operators must fill in and submit to the department in order to claim the grant.
