To ask the Secretary of State for Transport, pursuant to the Answer of 3 March 2016 to Question 29041, and with reference to his Department’s press release of 18 August 2015 entitled Earnings outstrip rail fare increases for first time in a decade, in what circumstances the conditions of his Department’s licence with ATOC permit information on the rail industry’s central revenue and ticketing database to be released.

The Department holds information on ticket sales through the revenue settlement service for UK passenger rail ticket sales (the LENNON database), which is provided by train operating companies to support the Department in managing the rail franchise programme. Under the conditions of the agreement to use the LENNON database from the Association of Train Operating Companies (ATOC), the Department does not have permission to publish such information.

To ask the Secretary of State for Transport, what estimate he has made of the (a) overall and (b) contingency for High Speed 2 (HS2) (i) Phase 1, (ii) Phase 2a, (iii) Phase 2b and (iv) rolling stock in 2015 prices; and what the overall expenditure has been on HS2 on the most recent date for which figures are available.

The 2015 Spending Review reconfirmed the Government’s commitment to the programme providing a long-term funding envelope of £55.7bn in 2015 prices. A breakdown of this envelope with and without contingency has been provided below:

To date (2009/10 – 2015/16) the government has spent £1.5bn on the HS2 programme. Please note that actual expenditure data for 2015/16 is pre-audit.

To ask the Secretary of State for Transport, what the average annual spend on cycling per head is in each of the Cycle Ambition Cities on the most recent date for which figures are available.

The above table reflects the Department’s Cycling Cities Ambition grants and local match funding.

There may be other funding programmes which would increase the Cycling Ambition Cities figures provided in the table above, but we do not hold information on details such as spend per head for these programmes.

To ask the Secretary of State for Transport, what premium payments were made by the InterCity East Coast franchisee to his Department in 2015-16.

The final number for 2015/16 is yet to be audited. The official number is due to be published by the Office of Rail and Road on 25th August 2016.

To ask the Secretary of State for Transport, what plans he has to increase the number of locations with paid toll crossings in England.

The Government has a longstanding policy of funding estuarial crossings through tolls. Work on a new Lower Thames Crossing has assumed that it will be tolled, although no decisions have yet been made. Beyond this, there are no plans for further tolled crossings in England. The £15 billion to be invested in strategic roads over the period 2015 to 2020, set out in the Road Investment Strategy, is wholly funded by Government.

The new Mersey Gateway Bridge and existing Silver Jubilee Bridge will be tolled when the new bridge opens in 2017, although these are the responsibility of Halton Council.

To ask the Secretary of State for Transport, pursuant to the Answer of 9 June 2016 to Question 39527, on bus services, what consultation he undertook on the role of municipal bus companies on the proposals in Clause 21 of the Bus Services Bill; and what research he has commissioned on the potential effects of that clause on (a) passengers and (b) the bus services market.

This policy will not impact on existing municipal operators.

Currently there are only 8 existing municipal bus companies operating services in England, and we are not aware of any current plans to establish new municipal bus companies.

To ask the Secretary of State for Transport, if he will make it his policy that (a) plug sockets, (b) tables and (c) WiFi equipment should be installed in all standard class Thameslink Class 700 carriages.

Contract variations have been proposed by my Department to introduce seat back tables and WiFi infrastructure throughout the new Class 700 Thameslink trains and officials are negotiating the details with the other contractual parties. My officials are also exploring with Siemens, the manufacturer of the new Class 700 Thameslink trains, the scope for increasing the number of plug sockets.

To ask the Secretary of State for Transport, pursuant to the Answer of 15 October 2015 to Question 11430, what steps his Department took before 15 September 2015 in relation to bus operators who submitted claims for Bus Service Operators Grant funding to support closed bus services.

In considering claims from bus operators for Bus Service Operators Grant (BSOG) for the bus services that they run, my department analyses each claim to ensure that these meet the eligibility criteria for the grant scheme, including those relating to services which serve educational establishments. Where we receive claims that we consider to be ineligible for BSOG – for instance closed services – and where operators are unable to demonstrate that they are eligible, the claims are disallowed. The eligibility criteria for the scheme are printed on the forms which operators must fill in and submit to the department in order to claim the grant.
