    To ask the Secretary of State for Transport, pursuant to the Answer of 12 September 2016 to Question 45155, at which stations will planned Control Period 5 Access for all improvements be deferred into Control Period 6 in connection with his decision to accept the Hendy Review.

    We are currently working with Network Rail to ensure that the majority of Access for All stations will have at least a design completed in this rail Control Period. This will ensure that stations that have construction deferred will be ready to start on site as early as possible once funding is available again in 2019/20. We expect to announce which stations will be affected shortly.

    Network Rail advises that it has not yet finalised the estimated full repair costs and the associated Schedule 4 network possessions compensation payments. The company’s estimates remain subject to potential variation to the method of repair and to compensation claims from the train operators.

    To ask the Secretary of State for Transport, which British Transport Police sites have closed since May 2010.

    Since May 2010, there have been 9 operational closures of British Transport Police sites at the following locations:

    Debden

    Ealing Broadway

    Hastings

    Ipswich

    St Leonards

    Taunton

    Wood Green

    Watford

    Wednesbury

    The BTP has advised that the closure of these operational posts has not affected the policing capability or visibility at these locations. The majority of the offices closed were either very small satellite offices or in unsuitable locations where coverage is more cost-effectively provided from larger neighbouring stations.

    Additionally, two further sites have closed since May 2010 but they have been replaced by newer refurbished premises in the same vicinity.

    To ask the Secretary of State for Transport, what the total cost to Network Rail was of acquiring the ownership of freight sites under Project Mountfield; and what overall revenue received by Network Rail from those sites in 2014-15.

    This was a commercial matter for Network Rail. I understand that the total cost to Network Rail of acquiring the ownership of freight sites under Project Mountfield was £220 million.

    The overall revenue figure for 2014/15 was £5.2 million which represents a 5 month period – November to March – given the transfer of sites occurred in October 2014.

    Network Rail is forecasting this to grow to £16 million per annum by 2017 alongside realising significant operational efficiencies.

    To ask the Secretary of State for Transport, how much in Schedule 4 and Schedule 8 compensation payments Network Rail paid to train operating companies in each year from 2009-10 to 2015-16; and what Schedule 4 payments Network Rail received from train operating companies in that period.

    This information is published on Network Rail’s website – http://www.networkrail.co.uk/transparency/datasets/ – covering the years 2011-12 to 2014-15. 2015-16 is not yet available and the Department does not hold this information for the years 2009-10 or 2010-11.

    The Schedule 8 values are net of compensation payments due from train and freight operating companies. The net payment agreed with individual operators is arrived at through a process of attribution of delays where many factors are taken into consideration and compensation amounts are incurred both ways.

    Network Rail does not receive compensation payments under schedule 4.

    As part of Road Investment Strategy, we are committing over £0.75 billion to long term capital renewals every year between 2015 and 2020. This will allow for the repair and replacement of 80% of the road surfaces on England’s strategic road network.

    To ask the Secretary of State for Transport, what fee his Department agreed with Learndirect in connection with its negotiated exit from the Drive and Vehicle Standards Agency contract for provision of the UK Driving Theory Test.

    The Driver and Vehicle Standards Agency (DVSA) and learndirect Ltd have concluded an exit from the contract for the provision of the UK Driving Theory Test, which was due to transfer to learndirect Ltd in September 2016.

    The supplementary agreement to that exit is subject to commercial confidentiality. The agreement with Pearson Vue, the current provider of the theory test, to extend their contract is expected to lead to overall net benefits of more than £8million over four years to the theory test service and its customers.
