To ask the Secretary of State for Transport, with reference to Minute No. 16/20 of Network Rail’s Board minutes of 24 February 2016, who carried out the third pay review of Network Rail’s renewal proposals; and what was the cost of that review was to the public purse.

An independent peer review of Network Rail’s renewals proposals, as referred to in Network Rail’s Board minutes of 24 February 2016, was conducted by Sotera Risk Solutions. The cost was £4,700 exclusive of Value Added Tax.

To ask the Secretary of State for Transport, with reference to his Department’s Level Crossing Reform Action Plan, published in December 2014, how many officials of his Department are currently working full-time or equivalent on the level crossing reform programme.

The level crossing reform programme forms part of the responsibilities of the Head of Railway Safety Policy who is working closely with the Office of Rail and Road to develop proposals.

To ask the Secretary of State for Transport, pursuant to the Answer of 26 May 2016 to Question 37816, on level crossings, what his Department’s expenditure on the level crossing reform programme was in the last Parliament; and how much such expenditure is budgeted in the current Parliament.

Network Rail has closed almost 1,000 level crossings since 2009 and the Department is supporting its on-going risk reduction programme through a dedicated £99 million fund during 2014-19 to secure further improvements.

To ask the Secretary of State for Transport, in which reporting periods the performance of the Thameslink, Southern and Great Northern franchise has (a) met and (b) exceeded its breach performance level for the (i) train operating company minute delay, (ii) cancellation and (iii) short-formation benchmark.

Since Rail Industry period 7 in financial year 2015/16 (ending mid October 2015), GTR have exceeded the breach level for the Cancellations benchmark. The Secretary of State issued GTR with a Remedial Plan Notice last year requiring them to set out in a Remedial Plan the measures they will take in order to improve their performance and included benchmarks against which GTR are measured for the duration of the Remedial Plan. GTR has not breached the remedial plan cancellations benchmark and are under the breach benchmark for train operating company minute delays and peak short formations.

To ask the Secretary of State for Transport, pursuant to the Answer of 20 June 2016 to Question 40374, what the estimated values are of Network Rail’s costs referred to in that Answer by (a) costs incurred with the supplier, (b) installation and (c) operational costs for the (i) Cardiff and (ii) Romford Rail Operating Centre.

To ask the Secretary of State for Transport, with reference to his Department’s press release, Petrol price signs on motorways, dated December 2014, what progress he has made of the pilot introduction of motorway signs that show comparison petrol prices at different service stations; and how many such signs are in operation.

The Government has been finalising the detailed design for trialling new traffic signs. Highways England has provided a further announcement on fuel pricing traffic signs on 2 November 2015. Drivers using a section of the M5, between Bristol and Exeter, will soon benefit from new signs showing the price of fuel along the motorway.

The move is part of a trial by Highways England designed to give drivers more information to help their journeys and to boost competition on fuel prices. Five motorway service areas are involved in the trial which, depending on the results, could ultimately be rolled out nationally.

Electronic message signs will show the price of fuel at Gordano, Sedgemoor, Bridgwater, Taunton Deane and Exeter motorway service areas.

To ask the Secretary of State for Transport, if he will place in the Library a copy of the terms of reference of the additional air-quality analysis referred to in his Department’s press release, entitled Government confirms support for airport expansion in the South East, dated 10 December 2015.

The Airports Commission published a large amount of analysis on air quality for their three shortlisted schemes. It is my intention to test the Commission’s air quality analysis against the Government’s new Air Quality Plan. This was a recommendation of the Environmental Audit Committee alongside other recommendations that I will fully consider in due course.

To ask the Secretary of State for Transport, what steps the new Northern franchisee will take to establish a North East Business Unit for rail services.

In accordance with the requirements of the draft Northern Franchise Agreement published on 27th February 2015, the new Northern franchisee will establish a North East Business Unit for rail services by the end of June 2016.

To ask the Secretary of State for Transport, with reference to the oral contribution of the Secretary of State for Environment, Food and Rural Affairs of 19 January 2016, Official Report, column 1364, what the evidential basis is for his statement that his Department will go further still in raising cycling spending per head.

Under the previous Government, spend on cycling increased to £6 per head from the £2 inherited in 2010. This Government has made clear its intention to make this country a cycling nation and our commitment to the publication of a Cycling and Walking Investment Strategy is evidence of our support to go further in supporting cycling on a longer term basis. The strategy will set out our objectives, activities and the funding available for cycling and walking in England in the long term and will be published in the summer following a consultation in spring.

We are also going further by making sure that provision for cyclists is now embedded into wider transport programs.

Through the Road Investment Strategy, Highways England has committed to provide a safer, integrated and more accessible strategic road network for cyclists and other vulnerable road users, with a plan to invest £100m between 2015/16 and 2020/21 to improve provision for cyclists on and around the strategic road network.

At a local level, a record £6 billion is being allocated to local authorities between 2015 and 2021 for road maintenance, and from 2018/19 the plan is to change the allocation formula so that it takes into account footways and cycleways as well as the roads, bridges and street lighting that it is currently based on. Once implemented, around 9% of the funding will be based on footway and cycleway lengths.
