    To ask the Secretary of State for Transport, when the DVLA plans to implement the European Commission’s advice on lifting that authority’s prohibition on driving for people who experience night-time hypoglycaemia.

    The Department and the Driver and Vehicle Licensing Agency (DVLA) led a campaign to change European legislation to exclude hypoglycaemic attacks while sleeping or “night-time hypoglycaemia” as a bar to driving. A proposal for a Commission Directive was submitted through the European Commission’s Regulatory Fitness Programme and is awaiting approval by the Council of Ministers and the European Parliament.

    Member States will be required to apply the provisions from 1 January 2018.

    As is normal for large projects, the Cabinet Office’s Infrastructure and Projects Authority is conducting assurance of the HS2 programme as it proceeds into its delivery phase.

    It is standard practice for this to include a small cross Government team, and not unusual for the Cabinet Secretary to take an interest on projects of this scale.

    To ask the Secretary of State for Transport, what estimate he has made of the overall cost to the public purse of his Department’s work on the consideration of the potential site for a UK spaceport.

    During the Queen’s Speech Transport debate on 19 May, the Secretary of State noted that a range of viable spaceport options had been put forward and that the Department supported those bids. The Secretary of State also set out that the Modern Transport Bill will create the right framework for the market to select what the best location for a UK spaceport will be. The Government’s ambition is that the United Kingdom’s space economy should account for 10% of the global space economy by 2030 – worth some £40 billion per year. In support of this innovative sector, the Department, working with the Civil Aviation Authority, UK Space Agency and interested businesses, has allocated nearly £3.3m within this Parliament to legislate and establish a safe regulatory framework to enable commercial spaceflight in the UK.

    Procurement of rolling stock is usually carried out by the private operators through franchising. If the Department was to procure rolling stock it would take account of the latest competition and procurement guidelines relating to social and economic impacts.

    To ask the Secretary of State for Transport, with reference to the Answer of 7 March 2016 to Question 29384, for what reasons the announcement of the award of the next East Anglia rail franchise has been delayed; and when he plans to make that announcement.

    The successful bidder will help us realise our ambitious plans for East Anglia’s rail network. We have been clear that as a minimum they must provide a modern service with state of the art trains and also introduce at least two 90-minute services each way between London and Norwich. In addition they must invest heavily in improving stations.

    We advised an anticipated date for the award and continue to consider the bids. We will announce the new operator in due course.

    To ask the Secretary of State for Transport, pursuant to the Answer of 12 September 2016 to Question 45155, at which stations will planned Control Period 5 Access for all improvements be deferred into Control Period 6 in connection with his decision to accept the Hendy Review.

    We are currently working with Network Rail to ensure that the majority of Access for All stations will have at least a design completed in this rail Control Period. This will ensure that stations that have construction deferred will be ready to start on site as early as possible once funding is available again in 2019/20. We expect to announce which stations will be affected shortly.

    Network Rail advises that it has not yet finalised the estimated full repair costs and the associated Schedule 4 network possessions compensation payments. The company’s estimates remain subject to potential variation to the method of repair and to compensation claims from the train operators.
