    To ask the Secretary of State for Business, Innovation and Skills, what criteria is used to assess bids from local enterprise partnerships for the Local Growth Fund.

    The criteria the Government will be using to assess Strategic Economic Plans and bids for the Local Growth Fund were published in July 2013. There are 3 key criteria: ambition and rationale, value for money and delivery and risk. The most successful LEPs will have strong, deliverable Strategic Economic Plans, evidenced by strong partnership working; robust arrangements for accountability; and effective collaboration across Local Enterprise Partnership geography. These LEPs will earn a greater share of the Local Growth Fund.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the proportion of student loans issued under the (a) pre-2012 and (b) new funding system that will be fully written off.

    Our model is designed to estimate aggregate repayments across the full range of borrowers. It does not estimate outcomes at the individual level, such as the probability of an individual’s loan balance being fully written off.

    However, Student Loans Company data for early pre-2012 cohorts show that that around 10% of the cohorts up to 2005 have made no repayments since taking out their loans.

    The Skills Funding Statement published annually, sets out the funding priorities and available budget to support the further education (FE) and skills sector.

    Annual budgets allocated to individual programmes from the FE and skills budget, including Unionlearn is not published separately.

    As FE and skills budgets for future years have not been agreed, no annual budget has been forecast for unionlearn.

    To ask the Secretary of State for Business, Innovation and Skills, what the total value is of all bids received from Local Enterprise Partnerships for the Local Growth Fund to date.

    All 39 Local Enterprise Partnerships submitted their Strategic Economic Plans to Government on 31st March. All proposals are currently being reviewed and assessed against the published criteria and it is too early to know the total call on the fund. However from an initial review it is clear that the Local Growth Fund is significantly over-subscribed, with bids totalling approximately three or four times the amount available.

    The cost of providing an Apprenticeship is highly variable.

    In 2012, the Department for Business, Innovation and Skills (BIS) commissioned a report from The Institute for Employment Research entitled: “Employer Investment in Apprenticeships and Workplace Learning”

    The report gives details of the costs of Apprenticeships to employers in several sectors for 16-18 year olds and for 19-24 year olds. It also compares the contribution of employers to that of the state.

    All 39 Local Enterprise Partnerships (LEPs) submitted their Strategic Economic Plans to Government by 31 March 2014. Given the highly competitive nature of the Local Growth Fund (LGF), it will be over-subscribed and therefore there will be successful and unsuccessful bids to the fund. The assessment process is underway, but it is too early to say how many bids will and will not be successful.

    To ask the Secretary of State for Business, Innovation and Skills, what his Department’s estimate is of the latest RAB charge for further education students.

    The Department models the proportion of loans which we expect will not be repaid (the RAB charge). The 2012 impact assessment on the introduction of 24+ Advanced Learning Loans stated that we anticipated this RAB charge would be 60% of the total loan amount. Now that we are beginning to receive figures on actual learner numbers, we are reviewing the assumptions within the RAB charge model. This 60% figure may therefore be subject to change in the future.
