To ask the Secretary of State for the Home Department, when those parts of the Psychoactive Substances Act 2016 which have not come into force are expected to come into force; and what the reason is for the time taken to bring all provisions of that Act into force.

We expect to commence the Psychoactive Substances Act in its entirety in the spring. In line with the advice of the Advisory Council on the Misuse of Drugs, we are in the final stages of putting in place a programme of testing to demonstrate the psychoactivity of a substance prior to commencement of the Act. The timing of commencement has always been subject to consideration of all the activity necessary across the UK for the provisions to come into force

The Financial Services Act 2012 states that the appointment to Governor of the Bank of England is for a period of eight years and that a Governor may not be appointed more than once. The current Governor of the Bank of England was appointed on 1 July 2013 for a term of eight years, but indicated at the time that he would serve until 30 June 2018.

To ask the hon. Member for Carshalton and Wallington representing the House of Commons Commission, what assessment the Commission has made of the effect of reductions in the number of hon. Members in 2020 on its Estates planning.

Officials keep the assumptions that guide planning for the Parliamentary Estate under constant review. It is not expected that a reduction in the number of Members from 2020 will have any significant impact on our Estates planning, as it will not be a sufficient number to allow us to release any buildings. It may provide better accommodation for some Members, and alleviate the overcrowding of Members’ staff and House staff in a number of existing office spaces.

HS2 will not be a separate, standalone railway. It will be an integrated part of a 21^st Century transport network.

Through our interchange stations, classic compatible trains and exploitation of the released capacity we will deliver the integrated service that passengers need. Our work with local areas to implement Growth Strategies will ensure HS2 integrates with local transport networks.

193 Members of the House of Commons have their offices located in the Palace of Westminster. Provision of offices for Peers is not a matter for the Commission but is the responsibility of the House of Lords.
