    To ask the Secretary of State for Culture, Media and Sport, how many elite football hubs his Department is co-sponsoring with the Football Association in 2016.

    The Government’s partnership with the Football Association to improve grassroots football facilities and coaching will see the first two football hubs completed in Sheffield by summer 2016. Advanced discussions are also underway for further hubs in the other pilot local authorities of Liverpool and Birmingham. Other partners are expected to support a shared ambition for over £200 million of total funding to the ‘Parklife’ programme that aims to deliver up to 150 new football hubs in 30 English cities by 2020.

    Last year, we undertook a call for evidence on issues around section 75 debt and employers in multi-employer schemes and have been actively considering the responses.

    More recently, we have been engaging direct with interested parties as we seek to ensure the appropriate balance between protection for members and burdens on employers.

    To ask the Secretary of State for Work and Pensions, how many partnerships have been adversely affected by section 75 employer debt in pension funds; how many such partnerships have been (a) converted to limited liability and (b) declared insolvent; and what advice his Department has provided to partnerships facing potential section 75 employer debts.

    We do not have any information about numbers of employers who may be liable for a section 75 debt. This is a matter between the employer and the scheme.

    The Department does not provide advice to any employers about potential section 75 debts. The Pensions Regulator provides a range of information and guidance on all matters related to pensions scheme funding. However, employers or former employers should take their own professional and legal advice about their liabilities.

    To ask the hon. Member for South West Devon, representing the Speaker’s Committee on the Electoral Commission, what provision the Electoral Commission has made to ensure that there is no inappropriate election spending on the EU referendum during the 2016 May elections.

    Political parties and non-party campaigners intending to spend money on campaigning at the elections taking place across the UK in May 2016 must adhere to spending limits set out in law during the regulated period for these polls. The Commission will provide advice and guidance throughout this period so that campaigners are aware that any spending on EU referendum related campaign activity that would be caught by the rules during the regulated period for the May 2016 polls are properly accounted for.

    The rules on campaign spending for the EU referendum are not currently in force as the government has yet to make the regulations that specify when they will apply. Should the regulated period for the EU referendum overlap with that for the May 2016 polls, we will ensure that our guidance clearly sets out the rules that must be followed to comply with both regimes. All of the Commission’s guidance is published on its website when it is complete.

    The Commission is monitoring the campaigning activities of political parties, non-party campaigners and potential EU referendum campaigners so that it can identify any emerging issues and offer advice and guidance to those it regulates or, if necessary and appropriate, use its enforcement and sanctioning powers where the rules are not followed.

    To ask Mr Chancellor of the Exchequer, if he will place in the Library the unpublished 2015 reports produced by the Financial Conduct Authority in 2015 on banking culture.

    The Financial Conduct Authority (FCA) is an independent regulator. It is responsible for determining what information it publishes and when it is published, subject to statutory requirements. The Treasury will lay before Parliament any FCA reports or other documents which the Financial Services and Markets Act 2000 requires to be laid before Parliament.
