    Any school can change its name at any time. Schools are encouraged to notify the Department of any change in name and most do. However, some schools might not, for example, if the name change is very minor. Below is a list of free schools that have notified the Department of a name change since opening, and the change is judged to be more than minor:

    To ask the Secretary of State for Education, how many children were (a) enrolled and (b) funded at each free school at the start of the 2015-16 academic year.

    The number of pupils on roll for the academic year 2015/16 is not yet available.

    Each October, we publish the number of pre-16 pupils funded in schools which were open as of the start of that financial year. The data can be found here: https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/466234/Annex_A_-_Schools_block_Allocations_data_file_2015-16.xlsx. Data for schools which opened after the start of the 2015-16 financial year is due to be published in October 2016.

    To ask the Secretary of State for Education, what the relevant per pupil outturn expenditure on Education Services Grant-supported activities for the highest, median and lowest spending local authorities was for the 2014-15 financial year; and if she will publish the same statistics for planned expenditure for the 2015-16 financial year.

    The Education Services Grant (ESG) is unringfenced and local authorities therefore have complete discretion on how to spend this funding.     To ask the Secretary of State for Education, pursuant to the Answer of 24 February 2016 to Question 27540, under whose jurisdiction objections citing provisions relating to the Armed Forces Covenant excluding those relating to service premium admission would fall.

    The School Admissions Code contains a range of statutory provisions relating to school admission arrangements and to the wider admissions process. The code includes provisions to ensure that children of UK service personnel are not disadvantaged when applying for a school place. The role of the Schools Adjudicator is to consider objections about admission arrangements only. Some of the provisions in the code, therefore, do not fall within the adjudicator’s jurisdiction. There is no body which has jurisdiction to consider objections relating to these other provisions, but admission authorities must comply with all the statutory provisions in the code and, where they fail to do so, the Secretary of State has powers under section 496 and 497 of the Education Act 1996 to require them to comply.

    To ask the Secretary of State for Education, pursuant to the Answer of 24 March 2016 to Question 31449, what the main components are of the expenditure that her Department incurs when a school converts to an academy.

    The main expenditure incurred relates to the pre-opening start-up grants that are currently available to schools. Currently, grants are intended to be a contribution to the costs of conversion incurred by schools in establishing the academy. These may include legal fees, costs associated with transfer of land, transfer of software licences, Human Resources and Transfer of Undertakings (Protection of Employment) Regulations 2006 advice and setting up the Academy Trust.

    Grants to schools that become sponsored academies also include an element to support school improvement such as leadership support, teaching and learning interventions, pupil focused interventions, curriculum redesign and staff restructuring.

    To ask the Secretary of State for Education, what estimate she has made of the number of schools that may be in deficit by 2020 as a result of changes to the schools funding formula.

    It is important that school funding is allocated fairly and transparently according to need. The proposed national funding formula will put an end to the unfair arrangements whereby pupils who live in one local area attract more funding than pupils, with the same characteristics, who live in another area. In the first stage of the consultation we set out the principles behind the formula, and the factors we propose to include. We will set out further details in the second stage of the consultation which will launch later this year.

    Out of 308 free schools that have opened since 2011, four have closed. One free school closed in academic year 2013/14 and three closed in 2014/15.

    To ask the Secretary of State for Education, with reference to paragraph 1.37e of the Educational Excellence Everywhere White Paper, what the total budget in each year of the Spending Review period will be for the Excellence in Leadership Fund.

    The Department’s White Paper Educational Excellence Everywhere stated that we would launch an Excellence in Leadership Fund to encourage the best Multi-Academy Trusts and other providers to develop innovative ways of boosting leadership, particularly in areas of most need. The Fund will help to better support schools to develop a strong and diverse set of school and system leaders, through specific activity aimed at groups that are still under-represented in leadership positions. Further information about the timing and budget for the Excellence in Leadership Fund will be made available in due course.
