The below Parliamentary question was asked by Hugh Bayley on 2014-06-27.

To ask the Secretary of State for Transport, how much was spent on concessionary travel spending in York Unitary Authority in each year since 2008-09.

    Stephen Hammond

The total amount spent by York City Council on concessionary travel, including the statutory concession and any relevant discretionary enhancements, is detailed in the table below:

    2008 – 09

    2009 – 10

    1010 – 11

    2011 – 12

    2012 – 13

Figures for 2013/14 are still being collated.

Local authority formula grant has been the main vehicle for providing concessionary travel funding to local authorities since the current statutory concession’s introduction in 2008. Since this grant is unhypothecated it is not possible to provide a breakdown by authority.

In 2008 the Department for Transport provided English authorities with a total of £31 million to assist in the reissuing of concessionary passes, £130,972 of which was allocated to York City Council.

Between April 2008 and April 2011 the Department made Special Grant payments to authorities, in addition to the formula grant they were already receiving, recognising the additional cost of the extension to pre-2008 concessionary travel arrangements. The following table indicates the amount of funding available to York in each of the three years during which special grant was paid.

  • Hugh Bayley – 2014 Parliamentary Question to the Department for Communities and Local Government

Hugh Bayley – 2014 Parliamentary Question to the Department for Communities and Local Government

The below Parliamentary question was asked by Hugh Bayley on 2014-06-27.

To ask the Secretary of State for Communities and Local Government, how much funding his Department allocated to City of York Council for (a) local authority supported capital expenditure in housing stock and (b) major repairs allowance in each year since 2009-10.

    Brandon Lewis

The information requested is as follows:

    Year

    Major Repairs Allowance

    (£)

    2009-10

    5,127,440

    2010-11

    5,242,423

    2011-12

    5,185,387

    2012-13

    5,266,485

The local authority received £1 million in Supported Capital Expenditure (Revenue) in both 2009-10 and 2010-11.

Following our reform and decentralisation of the Housing Revenue Account in April 2012, the system has fundamentally changed and no longer operates in that manner outlined in the Hon Member’s question. Councils now manage their housing stock without annual payments to or from central government. They now keep their rental income and use it to fund their housing stock (called ‘self-financing’).

In 2012, the move to self-financing included a one-off settlement payment to, or from, each council, giving each a level of debt it can support, based on a valuation of its council housing stock. Where the valuation was lower than the amount of housing debt supported through the Housing Revenue Account subsidy system, the government paid off the difference. Where the valuation was higher than the debt supported by the Housing Revenue Account subsidy, the council paid the difference to the government.

These payments were based on a valuation of each council’s stock, using a 30-year discounted cash flow model of income and expenditure. The costs in the model assumed that councils will need to spend on average 15 per cent more on managing, maintaining and repairing their stock than was assumed under the subsidy system. The self-financing settlement took into account an assessment of local authorities’ needs, including major repairs.

These reforms have given councils the resources, incentives and flexibility they need to manage their own housing stock for the long term and to improve quality and efficiency, and they have also provided a clearer relationship between the rent a landlord collects and the services they provide.

Hugh Bayley – 2014 Parliamentary Question to the Department for Environment, Food and Rural Affairs

The below Parliamentary question was asked by Hugh Bayley on 2014-06-27.

To ask the Secretary of State for Environment, Food and Rural Affairs, what proportion of waste collected in City of York has been recycled in each year since 2008-09; and what funding his Department provided to City of York local authority to increase recycling rates in each of those years.

    Dan Rogerson

The proportion of household waste collected in City of York which was recycled for the five years since 2008/9 is presented in the table below:

    Year

    Percentage
    (Rounded)

    2008/9

    2009/10

    45%

    2011/12

    46%

    2012/13

    46%

The proportion of all waste collected by City of York Council (household and non-household) which was recycled for the five years since 2008/9 is as follows:

    Year

    Percentage
    (Rounded)

    2008/09

    44%

    2009/10

    42%

    44%

    2011/12

    46%

    2012/13

    45%

These statistics are taken from data submitted by the Council.

Local authorities receive revenue support grant and council tax to fund waste collection and disposal. These funds are not ring-fenced. We have no record of funding to York City Council specifically to increase recycling rates over this period.

  • Hugh Bayley – 2014 Parliamentary Question to the Department for Work and Pensions

Hugh Bayley – 2014 Parliamentary Question to the Department for Work and Pensions

The below Parliamentary question was asked by Hugh Bayley on 2014-06-27.

To ask the Secretary of State for Work and Pensions, what the total cost incurred by his Department was of appeals against employment and support allowance decisions in 2010 and in each year since.

    Mike Penning

We have taken action to reduce the cost of appeals by reforming the DWP appeal process. Mandatory reconsideration, where we look again at individual decisions before it goes to a tribunal, alongside our wider reforms to streamline the system are designed to avoid the need for expensive appeals.

We have seen a significant reduction in the volume of appeals. During the first quarter of this year appeals against ESA decisions decreased by almost 90 per cent, compared to the same time last year. We expect that this will be reflected in a lower total cost incurred by this Department in 2014/15.

The operating costs incurred by the Department for appeals against ESA decisions prior to 2014/15 are as follows:

    2011/12

    2012/13

    2013/14

    ESA Appeals

    £16,464,859

    £19,651,619

    £28,678,396

In addition to these costs the Department has paid the following amounts to HMCTS. These costs are for the number of appeals against ESA decisions that HMCTS have handled which are in excess of the volume for which they have been funded for in their baseline funding.

    2011/12

    2012/13

    2013/14

    Total Costs payable to HMCTS

    £26,157,701

    £29,291,646
