    First, let me offer my thanks to the Backbench Business Committee for allowing time for this really important debate. I have been working on this issue for some time, alongside other members of the all-party parliamentary group on brain tumours who have produced this report. I wish to put on the record my thanks to all those who have contributed to the report and, specifically, to Brain Tumour Research for its help. May I also give a special thanks to my hon. Friend the Member for St Ives (Derek Thomas)? I greatly admire the way that he has led this process and the work that he has done on brain tumours over my time in this House, and I know that he will continue with that work.

    Like many Members, I took a keen interest in this issue because of a constituent of mine, David Hopkins, who sadly was diagnosed with a brain tumour. He features in the all-party group’s report. In September 2020, David went to Scunthorpe General Hospital because he was unwell. That was right in the middle of the covid pandemic, so he was alone and had to go through the experience without his family with him. He was given the devastating news that he had a brain tumour—a glioblastoma. As we have heard today, the life expectancy of person who is diagnosed with a glioblastoma is between 12 and 18 months, so it is an utterly devastating diagnosis to receive for a family man and a very much-loved member of our community.

    David underwent bouts of chemo and radiotherapy, and he sought personalised immune therapy in Germany that cost £150,000. Unfortunately, a scan in April 2021 showed further tumour progressions and he had to have two craniotomies. By the following July, David had exhausted all treatment options that the NHS could provide for him and began NeoPeptide vaccine treatment, again in Germany. Sadly, this did not save David and he died in November 2021, leaving behind his children, Dylan, Lydia and Sydney, and his wife Nicki. I should say that Nicki is a force of nature. We are incredibly proud of her in Scunthorpe. She has gone on to raise funds for Brain Tumour Research and she ran the London Marathon. I commend Nicki for the work that she has done in this area.

    As I have already mentioned, people with glioblastoma may have only 12 to 18 months to live. The five-year survival rate for this cancer is still only 12%. By comparison, this rate has increased for cancers such as breast cancer and leukaemia to 85% and 54% respectively. This is not a coincidence; there has been extensive research and funding for treatment for these cancers, and we need to find treatment and cures for people such as David.

    The Government have pledged £40 million to fund brain tumour research. That is neither a small nor inconsequential amount of money. It shows that there is political will to solve the issue, but will alone is not enough. Only £15 million of that pot has been spent, and that underspend must be addressed. As the report explains, there are serious shortcomings in the current funding system when it comes to accessing the funding. We simply need to get the money into the hands of doctors, researchers and the people who know what to do with it—the people who are, as we have heard, working their socks off to find a cure for this terrible disease. A further step that the Government can take in the right direction is to recognise that this is a priority and to develop a plan, backed by the pledged money, that will support research from beginning to end.

    The report contains a number of key recommendations and proposals, and I will highlight a few of them. First, any treatment that is made available must be tested beforehand to assess its efficacy—we understand that—but there is a dearth of available trials, and the number of people participating in them is shockingly low. There are instances in which people with brain tumours are excluded from trials owing to concerns about the side effects from which they might suffer. Sometimes, people are just not aware that a trial is running until it is too late for them to participate.

    Surveys have shown that people want to participate in trials—I think that we all instinctively understand that that is the case—and we should make it as easy as possible for them to do when clinically appropriate. Guidance must be given on the inclusion of brain tumour patients in early-phase cancer trials. More mutation-focused studies should be commissioned, and the available trials should be listed in one single source that is available to patients at their bedside, as well as to clinicians.

    Secondly, another issue raised throughout the enquiry was one that researchers often encounter when taking their findings from labs into treatment centres. Conducting this translational research costs money, but researchers are impeded by a system that is difficult to navigate, meaning they cannot access money that the Government have pledged or put forward. It is ludicrous that scientists spend time and money and provide expertise on research that might go to waste because they cannot take it through the next steps. I would encourage the Government to look closely at the proposals to improve access to funding and for the MRC to introduce a fund to accelerate the pathway from discovery research to translational development.

    The report provides answers on why we seem to be stuck, as it were, on brain tumour research, and why we have not made as much progress as we might have on tackling the disease. People suffering from brain tumours do not have the luxury of time, and we owe it to the people who will be diagnosed in future to take action that gives them the best possible chance of survival, so that families such as the Hopkins family in Scunthorpe do not lose the people they love.

    As my hon. Friend has set out, in the midst of these negotiations with Government, involving hundreds of millions of pounds of further support on top of what she has listed, Jingye sat down yesterday with the unions and talked about laying off 800 British Steel workers. I do not want to break down my communications with British Steel, because I will fight for these jobs and continue to talk to it. Accordingly, I will temper my language today, but I want to be clear that I cannot and will not defend this decision, which is unacceptable in every possible way for my constituents. This is not a way to behave. It sends entirely the wrong message and breaches the spirit of negotiations, which I believe are the result of a level of Government focus on steel and its wider issues, including energy and carbon costs, that are genuinely encouraging for the industry.

    Hundreds of families in Scunthorpe are worried sick, wondering if and when they will lose their jobs. I want to add that I am very capable of challenging the Government if I do not think they are going far enough on steel, but that is not what is happening here, and I hold the company entirely responsible for how it decided to act yesterday.

    I ask the Minister to do three things, please. First, will she challenge the company on whether it is actually credible to run its operations with 800 fewer people? I have been told that it would not be possible to safely run the blast furnaces if that many team members were lost. Secondly, will she express in the strongest terms that this is not a way to do business and ask the company to immediately reconsider these potential redundancies? It is in its gift to do that, and if it publicly halted these redundancies, that would send a welcome and strong message to the community of which it is a part.

    Thirdly, will the Minister reiterate this Government’s support for the thousands of world-class steelmakers in my patch, who are decent, hard-working, skilled members of our community? Will she tell them again today that we value their skills, we understand the importance of steel, we understand that we need it for every single thing we do in this country—from defence to growth—and that we are determined to do whatever it takes to make sure we do not become the only country in the G20 that cannot make its own steel?

    Our lady of steel basically sums up the whole argument in her two minutes, and I do not disagree with much of what she has said. The decision to hold this meeting is a commercial one, but I agree with my hon. Friend that it is a peculiar way to do business, while we are in the middle of negotiations that will involve substantial amounts of Government support, which I will go on to describe.

    I put on record, agreeing with my hon. Friend, that we make the finest steel in the world, and the steelworkers in the UK are the most skilled in the world. British Steel manufacturing is vital, and it cuts across everything we do, as well as issues around supply chain resilience brought on by Russia’s illegal invasion of Ukraine and issues around Chinese steel dumping. Steel is vital for our national security, just as it is for every sector involved in manufacturing and production. The Government are absolutely committed to the steel industry, and I will go on to describe that.

    I make it clear that any decision that Jingye makes is a commercial decision, but it is our duty to make sure that if support is needed, we make it available, so our thoughts are first and foremost with employees and their families. We will work across Whitehall, whether that is standing up the Department for Work and Pensions rapid response service to support employees, working with the MoneyHelper scheme or working with the Department for Education’s National Careers Service.

    I will spend a moment to explain the level of support that British Steel has already had. We have offered £120 million in grant funding through the exceptional regional growth fund to ensure that it can continue to work in the area. We have offered UK export finance to help it with new export contracts. In June, we extended UK Steel’s safeguards to protect domestic production. It has benefited from Government electricity price compensation for energy-intensive industries and the energy relief scheme for business. As I have mentioned, £800 million has been provided across the sector since 2013. It can also apply for help with energy efficiency, decarbonisation, low-carbon infrastructure, and research and development, where more than £1 billion is available in competitive funding for industry. The support is strategic and long term.

    My hon. Friend the Member for Scunthorpe raised three points. She asked me to challenge the company on the number of employees it needs to continue functioning in a safe and stable way. Of course, we will drive that message home, and we will make it clear in the strongest terms that this is not the way to do business. She knows that I was on the Business, Energy and Industrial Strategy Committee for a few years, and we wrote a report on steel. Perhaps my language then was a little freer than I can be at the Dispatch Box. It is peculiar for this conversation to take place while we are in the middle of good negotiations, since the negotiations involve substantial taxpayer money. Obviously, these are sensitive negotiations, but I do not think that it is inappropriate for me to say that the Government want some assurances and guarantees linked to jobs. The message I want to send today is that we will continue to be available to ensure that discussions and negotiations continue.

    I listed the huge support that the Government have already put in place for steel. If I may, I would like to share some of the other support available for the region in and around Scunthorpe. More than £20 million was given to Scunthorpe through the towns fund, and more than £10 million through the future high streets fund. More than £25 million in seed capital was given towards the Humber freeport, and more than £5 million to north Lincolnshire from the UK shared prosperity fund. I must put on record my thanks to my hon. Friend the Member for Scunthorpe for being such a fantastic campaigner and for securing that funding for her constituency.

    These are ongoing, sensitive negotiations. I hope everybody across the House, regardless of what they think of the Government’s record, will send the shared message that negotiations and discussions should continue. It is appropriate that within those discussions we should expect some assurances on job security.

    I am very grateful to have the opportunity to speak on a genuinely important issue. What I am about to speak about was brought to my attention by my constituents, Stephen and Gill Ayling, who are in the Public Gallery today. They experienced the very worst thing that could ever happen to a parent when, sadly, their son Nathan died at the age of 31 in February 2019. While I was not fortunate enough to have known Nathan, we were close in age and we both went to the same local school.

    Nathan lost his life to young sudden cardiac death after a problem with his heart went undetected all his life. Before his death, Nathan appeared fit and healthy. He played football and rugby regularly, and lifted weights and cycled. Stephen and Gill have previously described how they will never, ever be able to escape from the memory of when they found their son, who had died in his bed. As a parent myself, I cannot begin to grasp how utterly shattering that moment must have been. My condolences go out to them and to their family, and to all who knew and loved Nathan.

    In the wake of Nathan’s death, Stephen and Gill became involved with the charity Cardiac Risk in the Young, which provides heart screenings—I will come on to this later—for young people. Stephen and Gill founded a community group, The Beat Goes On, which is a wonderful name and a wonderful tribute to Nathan. As part of the group, Stephen and Gill raised £10,000 to fund private screenings on 10 and 11 January this year, providing tests for 186 young people in our community. Ten of those young people have been referred for further cardiac investigation. I commend them for all their hard work and put on the record my thanks, and the thanks of many in our area, for all they have done for our community in Scunthorpe.

    Last summer, I tabled a written question to ask the then Secretary of State for Health and Social Care what steps his Department was taking to increase the diagnosis rate of cardiac conditions in people aged 14 to 35. Once those conditions are diagnosed, it is often possible for them to be treated, either with pharmaceutical or surgical intervention or through lifestyle changes.

    In the Government’s response, I was informed:

    “Since July 2021, we have launched community diagnostic centres (CDCs) to increase diagnostic activity and reduce patient waiting times. CDCs offer checks, scans and tests in community and other health care settings and delivered over 880,000 diagnostic tests…This will support Primary Care Networks to increase the detection of conditions such as heart valve disease.”

    While that answer is good news for some people, I would welcome any assessment the Government have carried out of how helpful those diagnostic centres are in relation to heart conditions in young people specifically.

    I was also told:

    “The diagnosis of cardiac conditions is based on the presentation of symptoms, rather than the age range of the patient”

    or their genetic risk factors. That is a crucial point, and for young people it takes us to the crux of the problem. Research has shown that in 80% of cases of young sudden cardiac death, there were no prior symptoms of a heart defect; no opportunity was presented to step in and intervene and potentially save a young person’s life. As a result, families have lost sons, daughters, brothers and sisters—someone they loved.

    Doctors have raised with me their concerns about a completely symptom-focused approach to young people. Aside from the fact that the overwhelming majority of people who have this condition do not exhibit symptoms, my understanding is that the symptoms that GPs are trained to look for are breathlessness, heart palpitations, dizziness, chest pain and losing consciousness. Those are common symptoms that can be attributed to other ailments, many of which will be more common in young people. As such, GPs could potentially misdiagnose a heart condition, perhaps providing medication—for anxiety or depression, for instance—that could aggravate an undiagnosed condition.

    The best approach to take in healthcare is always a preventive one—a process that intervenes to stop someone suffering or dying. In cases involving young people, the best way to do this may be through proactive screening. The majority of conditions—but not all—associated with sudden cardiac death in the young can be identified on the basis of an electrocardiogram, or ECG, abnormality. That is the type of screening that Stephen and Gill, and other parents like them, and CRY fundraise and campaign for, sometimes resulting in follow-up tests. Approximately one in 300 people screened by CRY will be identified as having a potentially life-threatening condition, and one in 100 will be identified as having a condition that could cause significant problems by the ages of 40 or 50. Those conditions need to be monitored every three to four months, so that action can be taken when most appropriate.

    As my hon. Friend the Minister knows, in 2019 the UK National Screening Council recommended against a systematic screening programme for cardiac conditions in the young. There is set to be another review by the end of this year. I would like to speak briefly first on the previous review, and then on the future one.

    One of the reasons cited for not rolling out a screening programme was the continuing uncertainty over the true incidence rate of sudden cardiac death. To say that there was not a consensus on what that figure was would be a gross understatement. I cannot stress enough how important it is that we have accurate data on that issue, especially if it is influencing clinical or policy decisions.

    In preparation for this debate, I spoke to representatives from CRY. They said that, just on the basis of the number of autopsies they are performing at their centre for cardiac pathology each year, we are disastrously underestimating the full extent of the problem. I want my language to be very clear, so I repeat that they say that we are disastrously underestimating the full extent of the problem.

    In order to shed light on the issue, one of the stakeholders contributing to the review stated that it would be

    “very helpful if the review outlined more specific research recommendations, providing potential researchers with a framework of the characteristics of a project that could address the uncertainty.”

    I have spoken to others involved with the review, who advised me that that framework was not in place. I would be grateful if the Minister could urge the UK National Screening Council to provide clarity, so that we can get reliable data that we can use to make policy decisions. Without that, we risk having an unhelpful fog shrouding this issue; if we do not dispel it, we may lose more lives to undiagnosed heart conditions.

    Similarly, there are questions about testing accuracy. Some stakeholders have asked for more specific research recommendations. In particular, it is really important to specify the test, or group of tests, that would enable simultaneous screening for all the potential causes of sudden cardiac death. Again, I ask the Minister to push for those recommendations to be laid down, so that the scientists can get on with the job that they do best.

    Looking forward to the next review, I would be grateful if the Minister confirmed a timeline for when this will be completed and when we should expect the findings to be published. It is important to note that several other countries are steps ahead of us when it comes to proactive screening programmes, and, although I appreciate that these might be out of scope of the review, I do think it would be a missed opportunity not to raise them.     I congratulate the hon. Lady on securing this debate. My goddaughter, Sophie Pearson, passed away in 2006 at 12 years of age from cardiomyopathy. Sophie’s parents spent many years helping to raise awareness and raise funds. I congratulate the hon. Lady on the work that she is doing and hope that the awareness that she is raising today will go some way in supporting families and avoiding unnecessary deaths of young people.

    I am terribly sorry to hear what the hon. Gentleman said, and I thank him for his intervention.

    Let me continue on the sporting aspect. Italy has introduced pre-participation screening. Although I appreciate that there are issues with extrapolating the data to the non-athletic population, one study in 2006 did show that screening led to an 89% fall in sudden cardiac death in that cohort.

    I know that every Member in this House will be united in wanting to reduce the number of young people dying from undiagnosed cardiac conditions, and expanding access to the screening available will help to reduce that.

    I thank my hon. Friend for giving way and pay tribute to her constituents who are with us today for doing so much to raise funding for screening in our area. She is talking about the important issue of screening, particularly in relation to young people and sporting activities. Is it not also important that we ensure that sports facilities have access to defibrillators for when cardiac arrests take place? She will know that, through North Lincolnshire Council, scores of defibrillators have been funded across our area. With the Government announcing a £1 million fund to expand defibrillators, is it not important that that fund also takes into account sporting clubs and the issue around young people and sudden cardiac arrests?

    I thank my hon. Friend for his intervention. I know that he is very well placed to have a view on this matter through his work as a first responder in our community—something that he has been doing for a number of years—so I listen very carefully to him when he raises points around health and care.

    I would be grateful if the Minister pushed the points that I have made in relation to the review, with scientists and stakeholders calling for more research to be done. I would also be immensely grateful if the Minister found time—I know that he is incredibly busy—to meet Stephen, Gill and myself to talk about this issue. That would be very much appreciated.

    That takes me to the last point that I wish to make, which is once again to thank Stephen and Gill for the work that they have done. Their experience, and Nathan’s experience, was a tragic one. Despite that, they have managed to do fantastic work in our community. I know that, along with me, everyone that they have helped through screening, such as those 10 people who have been referred for further testing, will be extremely grateful to them. I often say in this House, Mr Deputy Speaker, that we have many people to be proud of in Scunthorpe. The work that Stephen and Gill are doing puts them very firmly in that category, and I want to be clear today that they have both my support and my thanks.

    I thank my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe) for bringing forward this private Member’s Bill. If I may, Madam Deputy Speaker, I would also like to thank you, as the right hon. Member for Doncaster Central (Dame Rosie Winterton). I carried out some research before I came today, as I have worked on lasting powers of attorney in a previous life, and I note that you have done an awful lot of work in the background on this subject. I want to put on record my thanks for that work and what that has brought about today.

    I wholeheartedly support this private Member’s Bill. I absolutely understand and have seen first hand the need for the measures in it. I would like to put on record my thanks on behalf of this side of the House. I wish my hon. Friend well with his Bill.

    I thank my right hon. Friend the Member for Tunbridge Wells (Greg Clark), who is very well respected in Scunthorpe because of his work on the steel industry some years ago. I thank him for that work and for bringing forward this very important private Member’s Bill. It is a pleasure to be here to speak about it. It is important that we recognise that we are having this debate during the UN’s 16 days of activism against gender-based violence. This is a matter of interest to many of my constituents and I am pleased to represent them today and to talk about this issue.

    I am also here as a person who completely understands, as we all do, the fear of being inappropriately approached in public. I am here as a parent, as an aunty and as a member of our society who understands. There cannot be anyone present who has not had a friend, a sister, their mum, their aunty or somebody they know ring them up and say, “Can you just stay on the phone with me please? I have got off the bus and I think maybe there is someone behind me,” or, “I feel a little uncomfortable; will you stay on the phone with me until I get home and let you know that I’m safe?” We will all have experienced that.

    As the Office for National Statistics tells us, one in two women feels unsafe walking home at night. The proportion for men is much lower, at one in six. It is no wonder that the calls for change we have heard so passionately expressed by so many colleagues today are so loud, because we all understand, instinctively and innately, that this is an issue of concern that affects our families, friends and constituents. We all understand that it is right that we address it, so I am grateful that we have the opportunity to do so today.

    We have seen various petitions and many of our constituents have expressed concerns. As has been said, we have to acknowledge that legislative change alone will not address this issue in its entirety. It has to be a much wider conversation that we start with our own children, nieces and nephews and other children we spend time with, and part of the conversations we have in schools, colleges, universities and the workplace. It should be a conversation that we continue to have and revisit throughout our whole lives.

    I want to recognise the work in my local area through my local police and crime commissioner, Jonathan Evison. He has opened a community safety fund that supports projects that, among other things, improve the safety of outdoor public spaces and support those most at risk of crime. I absolutely take on board the points that have been made today. We should be safe to walk anywhere at any time, whether the lighting is good or terrible, and whether it is an alleyway or a wide open space—whatever it is. It is helpful and right that we make those spaces as safe as we can by making them well-lit and by recognising areas where it is less pleasant and where we feel less safe and addressing that.

    The police and crime commissioner’s strategy emphasises the collation of data and understanding some of the root causes we have heard about today. My right hon. Friend the Member for Tunbridge Wells mentioned the thousands of years of history and some of the root causes of the behaviour that we still see. The strategy seeks to put forward some solutions to this violence that women and girls face.

    We also saw the launch of the safety of women at night fund, which is specifically targeted at public spaces at night. We all know of areas in our constituencies and places where we spend time that feel safe, open and well-lit in the daytime, but which at night can be a completely different environment where we do not feel comfortable or safe spending time. I congratulate the police and crime commissioner on that work, because this is real money going to real effective projects, and we can see the results.

    We also have, as was mentioned earlier, the StreetSafe project. I have spoken to young women and girls in my constituency who have told me that they know areas where they expect this kind of behaviour to take place. I have spoken to local police officers who were genuinely concerned and understood the issues. They, too, knew where some of these places were. The StreetSafe tool, which is a mapping tool that I have advertised on my Facebook and encouraged people to use, allows us to share information, build a picture and collect the data about areas where this behaviour is taking place. The police can then understand that and show that resources need to be allocated to those spaces.

    In terms of the wider legal context, I am not a lawyer. I understand the arguments about existing legislation, and what that does and does not cover, and I defer to my more learned colleagues who do understand that. I am well convinced by the words of hon. and right hon. Members that this Bill is required and that we are not able to take the steps we need to take, to send the messages we need to send and to make the changes we need to make with what is available to us at the moment. I am completely convinced on that matter.

    My view is that the intention of this Bill is good. It is needed, and we can see that it has cross-party support in the House today. This Bill should only ever have been rejected if the Government could show that the existing framework would put us in a position where we can tackle this issue. I am pleased to hear the Government’s response today. I want us to reach the end of this process and be able to say clearly that the law is written in the most optimal way it can be to prevent further instances of sex-based harassment on our streets. I wish my right hon. Friend the very best with this Bill as it continues its progress, and I commend him on the work he has done so far. I hope we reach the correct outcome.

    I am thankful for the opportunity to hold this debate and to talk about the Driver and Vehicle Standards Agency’s decision to close Scunthorpe’s theory test centre. This decision affects both my constituency and that of my constituency neighbour, my hon. Friend the Member for Brigg and Goole (Andrew Percy). We work together when issues affect our areas and we are as one on this important issue. I thank him for his work, along with the many constituents and businesses that have contacted us both over recent weeks.

    Before I start, I declare an interest: like very many others, I have a family member who is about to take their theory test.

    Ever since theory tests were made mandatory in 1996, we have had a test centre on Doncaster Road in Scunthorpe, near Berkeley Circle. It has served residents and supported driving instructors and driving schools in Scunthorpe for generations. The staff there have worked incredibly hard to cater for the high demand that we have seen this year in particular. I did my own theory test there almost 20 years ago.

    Over the summer, the news that the test centre was closing left residents frankly none too chuffed, and I am in agreement with them. It is absolute nonsense. As my hon. Friend the Minister knows, the service is run by the DVSA, so initially we approached its chief executive. My hon. Friend the Member for Brigg and Goole and I were both told that the closure was the result of a contractual change following a review of the allocation of centres nationally. I understand that this is an effort to create a more even distribution throughout the country, which is fine in theory, but it turns out not to be that good in practice for people who live in the Scunthorpe constituency.

    We were told that the decision was based on the use of sophisticated population-mapping software, and that throughout the UK people will be able to travel to theory test centres within 40 miles if they live in a rural area and within 40 minutes if they live in an urban area. I am sure the Minister will comment further on that when she responds. To put it simply, it seems to me, reading between the lines, that a computer has had a crack at working it out and come up with the idea that my constituents can go to Grimsby, Doncaster or Hull for tests. I have even heard York suggested, which is particularly crackers.

    Given that we are talking about residents who are not yet able to drive themselves, travelling to places other than Scunthorpe presents obvious problems. For example, a resident travelling from Scawby would need to take a 38-minute journey on the No. 4 bus into Scunthorpe town centre, then walk for seven minutes to Scunthorpe station, take a 39-minute train journey to Grimsby Town, and then walk for nine minutes to the theory test centre. When waiting times are taken into account, it is a journey of roughly two hours and 20 minutes each way. This means that one of my constituents might have to travel for up to four hours and 40 minutes to get their test—and it takes me only three and a half hours to drive from Scunthorpe all the way to Parliament.

    From Howsham to a test centre, it is two hours and 18 minutes each way by bus and train; Cleatham residents will be set back three hours altogether; from Manton, it is a two-hour-and-40-minute journey to the Doncaster test centre; and from East Butterwick, it is 80 minutes via bus and train. I think most people would agree that those are ridiculous journeys for anyone to have to make to access a theory test—and nor is it practical when residents are given limited time slots in which to take their test at a busy test centre.

    My constituency is a mix of rural and urban areas and, for us, being able to pass our driving test is a necessity, not a luxury. I have been contacted about this issue by instructors, disabled residents, young people and their parents, all of whom are concerned about the financial costs and wasted time resulting from the DVSA’s decision. In particular, a constituent has raised the worries of her partner. He has certain disabilities that she says would make him unable to make the journey to a test centre further away.

    Even if residents are able to travel out of the county for a test, I have experimented multiple times trying to book one. You have to queue to get on the website and it repeatedly crashes. After you finally get past that stage, unsurprisingly, there is very little availability.

    By taking away our test centre, the DVSA’s decision will slow down how quickly people can pass their tests and this will limit access to labour market opportunities. Even if residents are fortunate enough to have someone to drive them to their test appointment, it is not exactly smooth sailing.

    One of my constituents got in touch with me just today to share her frustration at the current situation. Her daughter unfortunately failed her first theory test in Scunthorpe earlier in the summer and had to rebook to secure an appointment in Doncaster on 1 September. Having encountered traffic and parking issues on the journey, they ended up being 10 minutes late for the appointment, despite having set off an hour early. Her daughter was turned away, wasting time, fuel and a test slot—not to mention the time off work that mum had to take. Their next appointment—the first one they could get—is booked for the middle of October in Lincoln, 60 miles away. My constituent is planning a “test run” the weekend before to ensure that there is no repeat of the previous situation.

    I thank my hon. Friend for giving way and for the speech that she is giving, which highlights a growing problem. Being in the neighbouring constituency, many of my residents in Barton-Upon-Humber and the surrounding area want to use the Scunthorpe centre as it is more convenient. Does she agree that, when the Minister replies, we hope to hear the positive outcome that the Scunthorpe centre will be retained?

    I wholeheartedly agree. We very much hope to have a positive outcome to this, as it is a genuine problem for residents in my constituency and in my hon. Friend’s constituency.

    I cannot believe that the system developed by the DVSA has considered these common issues. Even people who can get a lift need a local, reliable option. I hope that the Minister will be sympathetic—I am sure she will be. This Government have spent tens of millions of pounds on levelling up areas such as Scunthorpe. We have secured £21 million locally in our towns fund deal and £10 million via the future high streets fund. Work has already started on a £50 million improvement to our hospital and, alongside the Humber freeport plans, we have seen huge investment over the past 18 months. I am really proud of the work that is being done with regional and national partners to secure these opportunities for residents in areas such as Scunthorpe. I am sure the Minister will agree that it is important for all residents to have the opportunity to benefit equally from the levelling up that we are seeing in those areas.

    The locally elected Conservative councillors in Scunthorpe are also keen to keep this vital local facility. They have not sat around whingeing about the situation; they have put forward a really good solution. The leader of North Lincolnshire Council, Rob Waltham, stepped in and offered to provide an alternative location in Scunthorpe Central Library. When that offer was rejected, he came back with another suggestion, committing council staff to invigilate the tests.

    We are doers in North Lincolnshire. If we had the computers and were given the instructions, we would do it ourselves, but, unfortunately, all these sensible suggestions have fallen on deaf ears. Every attempt that we have made to fix this situation has been unsuccessful. There has been no real justification, no meaningful engagement and no effort to understand how this will impact on people’s lives. There is a clear local need. The test centre serves 100,000 people at a time of continued and increased demand. Quite frankly, there simply is not any excuse to take our test centre away.

    I have always believed in the spirit of working together with colleagues to benefit Scunthorpe. I know that, in all circumstances, Ministers such as my hon. Friend want to do all they can to help. Therefore, after a long day, I thank the Minister for her time and leave her with three clear requests. Please will she look into why all our reasonable attempts to improve the situation have been fobbed off, including North Lincolnshire Council’s offer to provide support? Please will she commit her Department to ask the DVSA urgently to review this decision, and meet me and my hon. Friend the Member for Brigg and Goole to discuss the issue? Lastly, please can she ensure that future decision making on this level will be subject to meaningful consultation and review, and take into account its real-life impact on local people?
