To ask the Secretary of State for Foreign and Commonwealth Affairs, how many diplomatic certificates his Department has issued in the last two years; to whom such certificates were issued; and for what roles such certificates were issued.

The Foreign and Commonwealth Office may be asked to produce a certificate confirming a person’s entitlement to privilege or immunity whenever required in any legal proceedings, under section 4 of the Diplomatic Privileges Act 1964. Details of these certificates are not recorded centrally and could only be obtained at disproportionate cost.

To ask the Secretary of State for Culture, Media and Sport, which agencies perform child protection checks prior to a self-employed adult being permitted to provide extracurricular activities to children for which activity or sport there is no governing body.

The current system relies on parents to ask self-employed coaches or private providers whether DBS checks have been obtained and what their safeguarding arrangements are.

Sport England has recently provided input on safeguarding into Baroness Grey-Thompson’s Duty of Care Review, which is exploring issues around the duty of care that sport has towards its participants. The terms of reference for the review are wide ranging, covering many aspects relating to safety and wellbeing, and safeguarding is one area under consideration.

Sport England is also currently looking at how it can improve safeguarding through its sponsorship of and investment into the Child Protection in Sport Unit (CPSU), a partnership between the NSPCC, Sport England, Sport Northern Ireland and Sport Wales.

To ask the Secretary of State for Environment, Food and Rural Affairs, if she will publish an estimate of the UK share of EU tariff rate quotas on agricultural products in (a) each of the last three financial years, (b) 2016-17 and (c) each of the next three years.

There is as yet no single agreed method to estimate the UK’s share. The Government is now preparing to negotiate our exit from the EU. Defra is working with the Department for International Trade and the Department for Exiting the EU on the UK’s withdrawal and future trade relationship. As part of this we will have to separate the UK schedules for goods and services at the World Trade Organisation (WTO) from those of the EU. One of the tasks ahead is to examine the UK’s use of tariff rate quotas held by the EU. Defra is in close co-operation with other Government Departments and we will pursue this task in consultation with other WTO Members.

Until we leave the EU current arrangements, including agreements relating to tariff rate quotas, are still in place.

To ask the Secretary of State for Education, pursuant to the Answer of 15 September 2016 to Question 45985 on extracurricular activities: offenders, what measures are in place to protect children when such classes are provided (a) privately and (b) on private property.

Any measures to protect children where they are attending privately run classes, including those provided on private property, rest entirely with parents. It is a matter of parental choice to allow their children to attend and to make a considered decision about the suitability of the individuals running the class.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what (a) targets and (b) goals the Bahraini authorities have been asked to work towards in the reform programmes in that country funded by his Department; and what progress has been made towards achieving those goals.

The Government of Bahrain set out its own programme of reforms to implement the recommendations of Bahrain’s Independent Commission of Inquiry in 2011 and to respond to recommendations made at the UN Universal Periodic Review of Bahrain’s human rights situation. Our assistance supports Bahrain’s reform programme and is focussed on strengthening human rights and the rule of law. We welcome progress made in areas including: youth justice; the establishment and increasing effectiveness of the Ombudsman’s office, the Prisoner and Detainees’ Rights Commission and the reformed National Institute of Human Rights. We continue to work with the Government of Bahrain to ensure momentum and progress on its reforms, for the benefit of all Bahrainis.
