    The speech made by Gillian Keegan, the Secretary of State for Education, on 27 January 2023.

    Good morning – it’s fantastic to be here with you all today.

    As education secretary I often get asked what “education” means. Is it a particular subject, a skill, or is it something else?

    And you know – I think there’s one unifying factor.

    An education lets you do things that you couldn’t beforehand.

    Preparing for this speech gave me the opportunity to reflect on my own schooling which was always in faith schools.

    It was a different denomination – Catholic. I remember starting school aged four at St Mary’s, in St Helens, which is just outside Liverpool.

    It was a terrifying experience, I think it is always quite a terrifying experience when you start school. But not least because it was run by nuns and they were dressed in black robes and they absolutely terrified me.

    Through their kindness, I eventually overcame my fears and began to flourish in school. I learned an early lesson not to judge by appearance.

    Overcoming fear is a valuable life skill and one that I use everyday in the world of politics.

    Indeed, I’m using it right now at the annual conference of a church. A clear demonstration that I’ve learned to do something that I didn’t used to do.

    That is the power of education. Even if those nuns might say, I’m addressing the wrong denomination.

    I am grateful to Saint Mary’s and all my schools.

    All the teachers at the fantastic faith schools have got me to where I am today. They also instilled faith in me, which is still a core part of who I am today.

    Faith is something I think that everyone here can understand – and I want you to know how much I value the role the Church of England plays in educating our children.

    Its reputation for excellence in schools speaks for itself, and you are one of my Department’s most valued partners.

    You provide over a fifth of state-funded schools, a quarter of primary schools, and are the largest provider of academy trusts.

    Your schools are more likely to be good or outstanding than those without a religious character.

    There are Anglican colleges in every continent of the world, bar Antarctica. There is a potential growth opportunity there.

    You are transforming lives. You should be proud of the work you do, and on behalf of the children you teach, I am eternally grateful.

    Put simply, without the Church of England – pupils across the country would be learning less and doing worse.

    And a big part of that is that you have used the academy trust model. This is the structure that we think is going to make the biggest difference for our children, but we know it only works if focused on improving quality all the time, always striving for excellence.

    And I can promise you I will work tirelessly to support quality teaching and spread best practice. I’m taking forward the Review of regulation and commissioning, so we can do this to help improve outcomes for all our children.

    That’s also why I want more schools to be in high-quality trusts.

    To support you we will protect your schools, so that when they become academies they retain the statutory freedoms and protections that apply to Church schools.

    It means working in each area to shape the right plan at the right pace that builds the quality that pupils need.

    In the past 10 years we have made huge strides to give every child the chance in life they deserve. And all of you are central to that success.

    Today 88% of schools rated Ofsted good or outstanding, compared to 68% when we took office.

    From 2010, in just eight years we brought the UK up the PISA rankings from 25th to 14th in reading and 28th to 18th in maths.

    Your schools have played a massive part in this. But to really flourish, we must go further still.

    I am determined to ensure more children meet our expected standards at reading, writing and maths and I agree with the Prime Minister on maths to 18.

    We all use maths every day, from grocery shopping, to buying financial products, to mortgages, to understanding good debt from bad. And we must equip our children to deal with life’s complexities.

    But to make this all add up, there have to be great teachers.

    Many of you will have heard me praise my apprenticeship which provided me with a great start to my working life at 18.

    But that journey began with a school teacher called Mr Ashcroft.

    He would stay late to teach me and another girl technical drawing and engineering, and that allowed me to get 10 O-levels at a school where most struggled to achieve only 4 or 5.

    All thanks to one teacher at one school, helping me to realise my one opportunity.

    I want every child to be inspired by a teacher like Mr Ashcroft. That’s why we’ve put in place a world-class teacher development system.

    This includes the delivery of 150,000 fully funded National Professional Qualifications by 2024 and I want all school leaders to think about how NPQs can benefit both their staff and pupils.

    I know the Church of England is a valued provider of these.

    We also know they are hugely popular. So we want to see even more of our teachers doing them.

    But for teachers to have an impact, they need to be in school.

    I understand the pressures many people are facing including our teachers and we struggle with the economic challenges due to the war in Ukraine. Inflation eats away at all our pay checks.

    On the top of my in-tray when I got this job was a joint letter from the four major teaching unions – it asked for an extra £2 billion next year and the year after to support our schools with increased costs and to help fund this years pay awards.

    We were one of the few departments to be given money in the Autumn Statement.

    And yes, we did get £2 billion more both years. The unions asked, we delivered.

    That uplift means we will be funding schools, in real terms, at the highest level ever in history.

    It may not have been smart to use so much political capital in my first couple of weeks. But I hope it goes to show my personal commitment.

    I know from my speaking to thousands of teachers, many in your schools, that there is more to do.

    My promise to you is I will always listen.

    Saying my door is always open is a cliché but it is true. I am a very open person.

    My ask of all of you now is that you now work with me to keep as many children in school as possible during the disruptive strike action.

    I began by saying how my education had helped me in my career. I’d like to finish by sharing three key things I’ve learnt through that career.

    First, you don’t get far without acting on what you know works; second, you won’t achieve much without a visionary leader and finally, you’ll barely get out of the starting blocks without working together and collaborating with others.

    And I am looking forward to collaborating with you all to make sure our education system flourishes for all our children.

    Today, I am confirming £500 million of additional capital funding for schools, sixth form colleges and Further Education colleges to help improve energy efficiency this financial year.

    This comprises £447 million for schools and sixth form colleges and £53 million for FE colleges to spend on capital improvements to buildings and facilities, prioritising works to improve energy efficiency. The Department has published guidance for schools and colleges on sensible steps for reducing energy use and small-scale works to improve energy efficiency, which can be implemented quickly to make a difference through the colder months and beyond.

    Schools and colleges will be allocated at least £10,000 of additional capital funding, with further funding allocated in proportion to size. Primary schools have been allocated an average of approximately £16,000 and secondary schools an average of £42,000. An average group of FE colleges will be allocated £290,000. Schools and colleges can decide how best to invest the capital funding on energy efficiency measures. Where they judge this is not appropriate based on local circumstances, they have discretion to spend this on other capital projects.

    The funding will be made available to FE colleges and designated institutions, as well as schools already eligible for Devolved Formula Capital (DFC) allocations in financial year 2022-23. This includes eligible maintained nursery, primary, secondary and special schools, academies and free schools, pupil referral units, non-maintained special schools, sixth form colleges and specialist post-16 institutions with eligible students.

    This funding comes on top of £1.8 billion of capital funding already committed this financial year for improving the condition of school buildings. In addition, the School Rebuilding Programme will rebuild or refurbish buildings at 500 schools and sixth form colleges over the next decade. The allocations are also on top of the £1.5 billion investment in upgrading the FE college estate through the FE Capital Transformation Programme, the more than £400 m of capital funding provided so far for T Levels providers, and the £150 million allocation of capital funding for colleges announced on 29 November.

    The Government understand that like families and businesses across the country, schools and FE colleges are facing challenges with rising prices due to inflation. Significant increases to school revenue funding will help schools to manage these higher costs, with core schools’ funding—including funding for both mainstream schools and high needs—increasing by £4 billion in financial year 2022-23 compared to the previous year. The autumn statement 2022 confirmed that this Government will protect the per pupil funding levels committed to at spending review 2021 in real terms, providing an additional net increase in the core schools budget of £2.0 billion in both 2023-24 and 2024-25. This brings the core schools budget to a total of £58.8 billion in 2024-25. This additional funding will be used to support both mainstream schools and local authorities’ high needs budgets.

    Overall funding for the FE sector is increasing with an extra £1.6 billion in 16-19 education in 2024-25 compared with 2021-22. This funding has come with stretching deliverables to transform our technical education offer—including T-levels, and extra provision to support education recovery to enable learners to catch up from the pandemic.

    Schools, FE colleges and education providers are also benefiting from the Energy Bill Relief Scheme. This will reduce how much schools and other providers need to spend on their energy, and give greater certainty over budgets over the winter months.

    Today, the independent child safeguarding practice review panel published phase 1 findings from its national review into safeguarding children with disabilities and complex health needs in residential settings. I want to thank the panel for their work to date and for their continued commitment as they move into phase 2, which will make recommendations to improve practice and policy in spring 2023. I also want to extend my thanks to Doncaster Safeguarding Partnership and South Yorkshire police for their co-operation and contribution to the review.

    The report outlines the shocking abuse and safeguarding failures in three dual-registered children’s homes/residential special schools for disabled children in Doncaster, owned by the private provider the Hesley Group. I am horrified about what has happened and I want to assure the House that this is something that I, and the Department, take with the utmost seriousness.

    The children living in such homes are some of the most vulnerable in our society and it is imperative that we protect them from harm. We expect all children’s homes and residential schools to provide the right support, care and protection for children who live there.

    Following whistleblowing referrals in February 2021, Ofsted undertook emergency inspections. The provision’s registration was suspended and the 60 children and young adults who resided in the settings were moved to alternative settings by May. I understand that the families and the children themselves found the urgency of moving a very unsettling and disturbing process, and my heart goes out to the children, young people and their families who went through this. Doncaster Safeguarding Partnership took the lead on investigating these incidents and on working with all other relevant local authorities to ensure that the children and families affected have received support and care and been able to participate in this investigation. I am grateful to them for their action.

    Given the seriousness of the concerns and the vulnerability of the children, it has been important to learn lessons as soon as possible on how to improve practice and policy to protect children better in future. That is why the then Secretary of State, my right hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi), agreed the panel should undertake a national child safeguarding practice review at the same time as the ongoing live criminal investigation. This is the first time that the panel has carried out a review while a live police investigation is ongoing, and I am unable to provide any further comments on specifics of the case as we need to respect that process.

    The safety and wellbeing of all children and young people in the settings has been at the heart of all the decisions we have made. In January, my officials sought and received assurances from 55 local authorities (LAs) about the wellbeing of all of the children that had been placed in the provision operated by Hesley in scope of the investigation. In February my officials wrote out to remind all LAs of the importance of checks for all children placed out of area and the importance of ensuring that disclosure barring service and pre-employment checks are always undertaken prior to anyone’s employment in residential establishments.

    We also asked LAs to review their commissioning processes for children and young people with complex needs and ensure that they acted on any concerns. The panel has asked all LAs in England to review urgently the quality and safety of individual placements of children in specialist residential provision, and they will report to the Department by the end of the year.

    Phase one of the review has set out the complex interactions between special educational needs and disability (SEND) and children’s social care services, and the challenges regarding placement quality, commissioning and oversight. Phase 2 of the review will commence shortly and will ask some important questions about how children with SEND are safeguarded and cared for in residential settings. Most importantly, it will seek to identify ways in which practice, policy and the system might need to change to protect children better in the future.

    The independent review of children’s social care and the SEND and alternative provision Green Paper provide an opportunity to reset children’s social care and SEND services and provide better outcomes for the most vulnerable children. Recent reports by the Competition and Markets Authority, the national child safeguarding panel and the independent inquiry into child sexual abuse will also be reflected in our response. Our plans for children’s social care and SEND reform are being drawn up in parallel so that reforms resulting from these reviews lead to a coherent system that works for all vulnerable children. We are rapidly working up an ambitious and comprehensive implementation strategy in response to the reviews.

    However, I am committed to taking urgent action to change and improve the system as soon as possible. The Department will bring forward work to:

    Strengthen the standards and regulations governing the care of children who are looked after to ensure consistently high-quality provision and inspection, with a high level of ambition for all children;

    Strengthen the national minimum standards for residential special schools; and

    Work with Ofsted to strengthen its inspection and regulatory powers to hold private providers of children’s homes to account.

    We will work closely with other Government Departments and partner organisations, particularly local authorities, to review the role of the local authority designated officer (LADO) and consult on developing a LADO handbook that includes improving handling whistleblowing concerns and complaints in circumstances such as these.

    In addition, I will convene a roundtable discussion with providers of residential special schools and children’s homes, to ensure they are holding themselves and their staff to the highest quality standards and are confident that the vulnerable children in their care are safe and having their needs met. While the majority of children’s homes are rated good or outstanding, I want to work with providers to tackle issues which have been highlighted in phase 1 of the panel report and act on the recommendations which will follow on completion of phase 2 of the panel’s work.

    I also expect Ofsted, as the inspector and regulator of residential children’s homes, to take urgent action wherever safeguarding concerns are identified. I have written to His Majesty’s chief inspector of education, children’s services and skills to ask what lessons Ofsted has learned and the changes they have made as a result.

    We have all been in awe of the bravery of the Iranian people since the death of Mahsa Amini over five weeks ago. The Iranian people have taken to the streets to express in no uncertain terms that the sustained repression of their rights by the Iranian regime must end. Women should no longer face detention and violence for what they wear or how they behave in public. The Iranian regime’s use of live ammunition and birdshot against protestors is barbaric. There have been reports of at least 23 children having died and non-governmental organisations suggest over 200 deaths during the protests.

    Mass arrests of protestors and the restriction of internet access are sadly typical of this oppressive regime’s flagrant disregard for human rights. These are not the actions of a Government listening to the legitimate demands of their people for greater respect for their rights. It can be no surprise that the Iranian people have had enough. This year, 2022, has seen a sharp increase in the use of the death penalty, a sustained attack on the rights of women, intensified persecution of the Baha’i, and greater repression of freedom of expression and speech online.

    The UK has been robust in joining the international community’s response to holding Iran accountable for its human rights violations. The Foreign Secretary summoned the most senior Iranian official in the UK on Monday 3 October to express our concern at the treatment of protesters. On Monday 10 October, the UK imposed sanctions on Iran’s so-called morality police and seven individuals responsible for serious human rights violations in Iran.

    The UK has consistently raised the situation in Iran in the United Nations Human Rights Council and through other multilateral fora. On 13 October, the UK issued a joint statement with European partners condemning the death of Mahsa Amini and calling on Iran to stop the violence and listen to the concern of its people. On 20 October, the UK joined 33 other members of the Freedom Online Coalition in issuing a joint statement condemning internet shutdowns in Iran.

    We continue to work with our international partners to explore all options for addressing Iran’s human rights violations. Through the UK’s action on sanctions and robust statements with international partners, we have sent a clear message. The Iranian authorities will be held accountable for their repression of women and girls and for the shocking violence that they have inflicted on the Iranian people.

    Thank you for granting this urgent question, Mr Speaker, and I thank the Minister for her answer. I also thank the Foreign Secretary for his letter yesterday advising me that I have been sanctioned by the Iranian regime.

    Since the brutal murder of Mahsa Jina Amini by the morality police, there has been a nationwide uprising in Iran. Contrary to what the Minister advised, the National Council of Resistance of Iran advised that more than 400 mainly female protesters have been murdered and that more than 20,000 have been arrested over the past 39 days of nationwide protests. Does my hon. Friend agree that we must issue the strongest condemnation of those killings and mass arrests? In order to do so, is it not right that we recall our ambassador from Tehran and even consider closing our embassy in Iran, to demonstrate that this is unacceptable?

    Does the Minister also agree that we need to recognise the Iranian’s people right to self-defence and resistance in the face of the deadly crackdown, which particularly targets women and their right to establish a democratic republic? I note the sanctions that have been issued by our Government against particular individuals in Iran, but does she not agree that now would be completely the wrong time to renew the JCPOA—joint comprehensive plan of action—agreement and give Iran the capability to establish nuclear weapons? Does she also agree that it is now time to proscribe the Islamic Revolutionary Guard Corps and—I say this to the Secretary of State—its assets in the UK?

    I thank my hon. Friend, and I probably ought to congratulate him on being sanctioned—that shows all the efforts that he and many colleagues in the House have made to call out the regime and the terrible actions that are taking place in Iran. The death of Mahsa Amini is a shocking reminder of the repression that women in Iran face.

    We condemn the Iranian authorities and have taken very strong action. We condemn the crackdown on protesters, journalists and internet freedom. The use of violence in response to the expression of fundamental rights by women, or any other members of Iranian society, is wholly unjustifiable. We will continue to work, including with our international partners, to explore all options for addressing Iran’s human rights violations. However, as my hon. Friend knows, we will never be able to comment on possible future actions, sanctions or designations.

    The death of Mahsa Amini in Iran was a shocking reminder of the repression faced by women in Iran. The protests across the country that have followed show us that the Iranian people are not satisfied with the path that their Government have taken.

    I commend the bravery of ordinary Iranians seeking to exercise their right to peaceful assembly and freedom of expression in the face of appalling police violence. We condemn the Iranian authorities’ crackdown on protesters, journalists and internet freedom: the use of violence in response to the expression of fundamental rights by women or any other members of Iranian society is wholly unjustifiable.

    Yesterday, on 10 October, we announced sanctions on senior security and political figures in Iran and the so-called morality police. We have sanctioned the morality police in their entirety, as well as their chief, Mohammed Rostami Cheshmeh Gachi, and the head of the Tehran division, Haj Ahmed Mirzaei. For decades, the morality police have used the threat of detention and violence to control what Iranian women wear and how they behave in public.

    The UK is also imposing sanctions on five leading political and security officials in Iran for committing serious human rights violations in suppressing fuel protests in Iran in 2019. The UK maintains sanctions designations against a further 78 individuals and one entity under our Iran human rights sanctions regime. In all, there are more than 200 sanctions designations in place against Iran, including in relation to human rights, nuclear proliferation and terrorism.

    These protests show that there are thousands of women in Iran who are not prepared to put up with violent human rights abuses. Will the UK Government stand with those brave women as they call for justice, for freedom and for democracy? Will Ministers meet opposition groups? Will they ban the Islamic Revolutionary Guard Corps? Will they rule out sanctions relief under the joint comprehensive plan of action process?

    As the Foreign Secretary has said, the protests send a clear message that Iranian people are not satisfied with the path that their Government have taken; Iranian leaders must now listen. Of course, we stand by those people: the use of violence in response to the expression of fundamental rights by women or any other members of Iranian society is wholly unjustifiable. We continue to keep everything under review, and the UK has called for a full and transparent investigation into the shocking death of Mahsa Amini.

    The tribute made by Gillian Keegan, the Conservative MP for Chichester, in the House of Commons on 10 September 2022.

    Thank you for calling me to speak in this debate, Madam Deputy Speaker. I start by sending my heartfelt condolences to His Majesty the King and the entire royal family and royal household.

    I rise today to express the love, gratitude and respect that all those who live in the Chichester constituency have for our late Queen. In all parts of the country, and indeed the Commonwealth, our late Queen has touched every generation. Our young still have fresh memories of planting saplings to mark the recent platinum jubilee, forming the Queen’s green canopy, which like her reign will live on for decades. Those of us a little older remember the street parties for her silver jubilee and still treasure the mugs and the memories—memories that remind us what it means to be British and of our unique traditions. In no other country anywhere in the world does the whole population celebrate by sitting in the middle of the street, usually in the rain, eating sponge cake—unique and highly differentiated.

    Her late Majesty visited my constituency several times to offer support to the Chichester Festival Theatre. Her first visit was with His Royal Highness Prince Philip for the inaugural season in 1962, and they came back again in 1964 for a performance of “Othello” with Lord Olivier and Dame Maggie Smith. It was during her most recent visit that I had the incredible honour of meeting Her late Majesty. Growing up in Knowsley gives you many life stills, but a proper curtsy was not one of them, so after much more practice than I care to admit, I found myself awaiting introduction, placed between our bishop and our chief constable, who reassuringly were both as nervous as I was. As the Queen entered the room, as everyone has said, we were immediately struck by her smiling eyes. As I was introduced, she immediately smiled and said, “How long have you been the Member of Parliament for Chichester?” On hearing my reply—I had been elected just a few months earlier in 2017—she shot back, “Ah—you’re a snapper!” She was of course referring to the snap general election. She then asked me how it was all going, and I had to be truthful and admit it was not going all that well. She replied kindly, “Good luck. I think you may need it.” With experience comes wisdom. My brief introduction and the subsequent lunch with our late Queen is a memory I will treasure for ever.

    The late Queen is an extraordinary role model for all of us, but she had marvellous role models in her parents. They had seen our country through the perils of the second world war, and her father had even seen action at the battle of Jutland in 1916. On the death of her father, Queen Elizabeth sent a message to her first Prime Minister, Winston Churchill, which was read to this House on 11 February 1952. In it, she said that her father

    “had set before me an example of selfless dedication which I resolved, with God’s help, to follow.”

    I think we may all conclude that she honoured her promise to the British people and met it in full. On behalf of everyone in the Chichester constituency, I want to say thank you, for everything. God save the King.

    The statement made by Gillian Keegan, the Minister for Care and Mental Health, in the House of Commons on 19 July 2022.

    Today, I am delighted to announce the launch of a national call for evidence to inform the development of the draft Down Syndrome Act Guidance.

    There are around 47,000 people with Down’s syndrome in the UK and we know that people with Down’s syndrome often face significant challenges and can struggle to access appropriate services and support.

    I am grateful to the right hon. Dr Liam Fox MP for bringing forward the private Member’s Bill which is now the Down Syndrome Act. This important legislation aims to improve access to services and life outcomes for people with Down’s syndrome. It does this by requiring that relevant authorities when providing certain health, social care, education and housing services take account of guidance issued by the Government—the guidance. The guidance will set out the steps it would be appropriate to take to meet the specific needs of people with Down’s syndrome.

    Since the Act received Royal Assent on 28 April 2022, we have been engaging with stakeholders and developing the national call for evidence which will inform the guidance.

    This call for evidence is an important stage in the process leading to the publication of the guidance in 2023. It will allow us to collect invaluable information over the next few months, which will then be used to inform and support the production of draft guidance. The draft guidance will in turn be published for full public consultation before final guidance is published next year.

    Through the call for evidence, we want to hear about the specific support needs of people with Down’s syndrome and examples of best practice in service delivery from across the country. We want to hear views on other areas that guidance could cover such as employment support and potential linkages with other genetic conditions that we committed to explore during the Act’s passage through Parliament.

    We want to hear from all relevant stakeholders including people with Down’s syndrome, their families and carers, organisations that represent them, and professionals such as those working in health, social care, education and housing.

    The process must be as accessible as possible and therefore the call for evidence will run for the maximum duration of 16 weeks. Alongside the online questionnaire and an easy read version, we will work with voluntary sector organisations to undertake workshops and focus groups to input into the call for evidence. We want to make sure we gain the views of everyone, including children and young people with Down’s syndrome, their families and carers.

    Following this national call for evidence, we will continue to engage with people with Down’s syndrome and other stakeholders to develop the guidance. The draft guidance will also be subject, in due course, to a full public consultation.

    The guidance represents a real opportunity to improve the way that services are arranged and delivered but it is essential that it is based on the views and expertise of those it will affect. I therefore strongly encourage everyone to complete the call for evidence and share widely.

    I am determined that people with Down’s syndrome should have the opportunity to be fully included in our society and to have access to the services and support that enable that, throughout their lifetime.

    I congratulate the hon. Member for Battersea (Marsha De Cordova) on securing the debate. I must admit that I was not aware of the tragic events that unfolded 50 years ago, on 30 May 1972, and I am sure that others were not, either, so it is fantastic that she secured the debate to remind us all. However, I discussed it with my husband when I got home last night. At the time, he was a 10-year-old boy growing up in London. He was very much aware of what happened and he vividly remembers it. What should have been a happy day in Battersea Park, on the bank of the River Thames, resulted in five children losing their lives and a further 13 being injured, and it shocked many more.

    I very much hope that the survivors’ campaign for a permanent memorial in Battersea Park is ultimately successful, so that that terrible event is never forgotten—maybe that is the plaque the hon. Lady referred to, or maybe there is something else that they are still campaigning for.

    Undoubtedly, many affected by the Battersea funfair disaster will have suffered from what we now call post-traumatic stress disorder, but let us not forget that PTSD was not even added to the International Classification of Diseases until the ’80s, and guidance from the National Institute for Health and Care Excellence was not published until 2005. Events have taught us that people affected by any traumatic incident must be able to access timely mental health support when and if needed, but I am not sure there was the same understanding all those years ago.

    Luckily, PTSD can be successfully treated even when it develops many years after a traumatic event. The treatment depends on the severity of symptoms and how soon they occur after the traumatic event. The hon. Lady reports that survivors of the tragedy remain concerned that mental health support for children who have suffered trauma has not changed much since 1972. I too would be very concerned if that was the case, but I must respectfully disagree with that assessment.

    If a child has witnessed or experienced a traumatic event, it is quite natural for them to be stressed, upset or frightened. That should not usually last beyond four weeks, but if it does, it may indicate post-traumatic stress disorder and it is then important to seek help via their GP. There are now some really effective treatments, including cognitive behavioural therapy, for children and young people who are experiencing the effects of trauma.

    To respond to the hon. Lady’s specific question, NHS England and NHS Improvement have issued guidance on responding to the needs of people affected by incidents and emergencies, which stresses that plans for incidents and emergencies must provide psychosocial and mental health care for people affected, since early intervention for people at risk of developing mental health problems may reduce their severity and chronicity and, ultimately, related costs.

    In general, psychological support can be accessed four to six weeks after the event for those who are exhibiting signs of needing professional help, as per NICE guidelines. Those who require urgent support may be referred to services sooner than that, and it is important to ensure that messaging about support services is appropriate. Not all people need psychological support, and many recover over the course of time without specific interventions, but it is still important that such people continue to look after their health and wellbeing after a traumatic incident. That includes getting enough rest, eating well, returning to their routine and staying connected with others.

    I just want to ask about the support that is available via NHS England and ensuring that it is available, as the Minister says, within a four to six week period. Can she assure me that that is actually happening? Is there any evidence base to ensure that children who experience trauma or post-traumatic stress disorder are getting that support in a timely fashion?

    Gillian Keegan

    Yes, and of course we always try to ensure that, as the targets we put in are worked throughout the system, those targets are met. That is why we measure those things. Maybe it would be helpful to the hon. Lady if I gave some recent examples. In the wake of the Manchester Arena terrorist attack, which sadly affected many children and young people, the Greater Manchester Resilience Hub was set up to provide a central point for mental health advice for those directly affected, including children and emergency responders. The hub worked with other agencies to develop packages of care.

    In response to the tragic fire at Grenfell Tower, more than £10 million has been spent on treating the mental health of those affected. In the year after the fire, 2,674 adults and 463 children were screened for symptoms of post-traumatic stress disorder, and the St Charles Centre for Health and Wellbeing was opened up so that those affected could be treated in dedicated therapy suites. I hope the hon. Lady will recognise that we have seen a dramatic change in both attitudes towards mental health since the days of the Battersea disaster, and the NHS services available to support people with their mental health.

    I am very encouraged by what the Minister has just said. In my intervention on the hon. Member for Battersea (Marsha De Cordova) I suggested some contact with the authorities in Northern Ireland, which unfortunately have a long 30 years’ experience of trauma, especially among children. Has that happened?

    Gillian Keegan

    I have not met my counterpart in Northern Ireland but, having heard the hon. Gentleman’s intervention, I sent a WhatsApp message to request that a meeting be set up, because it is probably long overdue. We can learn a lot from each other, and I am always keen to learn from anyone I can.

    Over the past 50 years, we have seen the transformation of NHS mental health services for children and young people. From the passing of the Mental Health Act 1983 and the establishment of mental health trusts to more recent developments including the Time to Change campaign, which between 2007 and 2021 helped to improve the attitudes and behaviours of some 5.4 million people towards those living with mental health problems, these are all important steps along the way towards destigmatising mental health.

    The publication of the five-year forward view for mental health in 2016 made the case for transforming mental healthcare in England. The implementation of the “Transforming children and young people’s mental health provision” Green Paper from December 2017 has seen the introduction of senior mental health leads and mental health support teams in schools and colleges. We regularly talk about that programme, and I am sure it will make a massive difference to young people, particularly those affected by the pandemic. The 2019 NHS long-term plan commits to expanding and transforming mental health services in England so that an additional 345,000 children and young people will be able to access NHS-funded specialist mental health treatment by 2023-24.

    We are continuing to build up those services and the staff, as in some cases demand outstrips supply. As part of this work, we have all-age 24/7 urgent mental health helplines in all areas of England so that people experiencing a mental health crisis, or those worried about someone experiencing such a crisis, can speak to a trained professional. The helplines were established during the pandemic, so they are a relatively new addition to the landscape, but I am sure they are very welcome because many people have sought these services.

    We are also accelerating the coverage of mental health support teams in schools and colleges from the 287 currently in place to over 500, covering around 35% of pupils by 2023-24. There are currently 16 mental health support teams operating in or planned for south-west London, so they have already started to roll out.

    Our hard-working NHS community mental health services treated over 420,000 children and young people in 2020-21, an increase of around 95,000 on the previous year, so we can see there has been a massive increase in demand for these services, which is why we are working very hard to try to build up the mental health workforce.

    Although none of us wishes to see a repeat of the events in Battersea Park and the many things that have happened since, not only in mental health but in safety, I assure hon. Members that the NHS will always be there to support the survivors of such tragedies. However, it is important that we never forget. I am therefore grateful to the hon. Member for Battersea for securing this debate and for making us all aware of something that happened. This issue is important to her constituents, and this debate will ensure that we all remember the tragedy and learn from the events of that day.
