To ask the Secretary of State for Health, what the mental health services budget is for people living in Tottenham.

We are advised by NHS England that allocated funding for mental health services in the Haringey Clinical Commissioning Group area, which includes the Tottenham constituency, is £34.192 million, of which £31.326 million is allocated to Barnet, Enfield and Haringey Mental Health Trust.

The Rt hon Member will be aware that my Rt hon Friend the Prime Minister has created a new Department for International Trade, which is responsible for promoting British trade across the world and ensuring the UK takes advantage of the huge opportunities open to us. We are building up our trade policy capability. The new Department has begun a process to recruit and train staff to work on the UK’s trade policy. We will adapt the resource devoted to trade policy in line with future demands.

The department currently has 5 individuals on secondment from external companies. There has been no costs incurred to date from engaging these staff.

To ask the Secretary of State for the Home Department, what steps her Department has taken since 6 May 2010 on the case of Mr Gilbert Juma Deya’s immigration status in the UK.

National Health Service hospital treatment is free to those people who are ordinarily resident in the United Kingdom, or those exempt from charge under the NHS (Charges to Overseas Visitors) Regulations 2015, as amended. Anyone else should present a European Health Insurance Card, S1 or S2 form or pay direct for their NHS care. Those who need care and treatment urgently will still receive it even if they are chargeable and cannot pay straight away.

To ask the Secretary of State for Communities and Local Government, what estimate his Department has made of the average price of affordable starter homes that will be built in (a) Tottenham, (b) Islington, (c) Barnet, (d) Haringey, (e) Enfield and (f) London in (i) 2016 and (ii) each of the next four years.

The Starter Homes policy is expected to deliver at least a 20% discount from market value on new homes built for first time buyers under 40 years of age. We recognise that first time buyers can face affordability pressures within parts of London which is why we want Starter Homes to make a significant contribution to housing delivery. The London £450k price cap is not an expectation of the going price for a Starter Home. In London in 2014, the average price paid by a first time buyer was £364k – which would equate to a starter homes price of £291k. We are consulting on starter homes regulations which will set the requirement for starter homes and any exemptions. The Department does not make assessments on the number of starter homes that are to be built by local authority area.

To ask the Secretary of State for the Home Department, with reference to her Department’s Written Statement of 21 April 2016, HCWS687, on refugees and resettlement, what (a) additional steps she has taken and (b) further steps she plans to take to implement and streamline the Dublin III Regulation process and to quickly identify children who qualify for family reunion across Europe.

We continue to work with a number of EU Member States and the European Asylum Sup-port Office (EASO) to ensure Dublin works effectively. We are in ongoing discussions with France, Italy and Greece, as well as the UNHCR, to ensure that we continue to have the right processes in place and the resources to make them work effectively.
We have recently deployed two UK experts to the Greek Dublin Unit. We are currently providing bilateral support to the Italian Dublin Unit through a long term secondment. We are also due to deploy an additional UK expert to the Italian Dublin Unit shortly.
Our work with France including the permanent official contact group and a recently sec-onded senior UK official to the French Dublin Unit to assist with the identification and transfer of cases has shown results of our collaborative efforts.
The Home Office has a unit processing Dublin III asylum transfer requests from and to the United Kingdom. This unit comprises 78.34 full time equivalent managers, caseworkers and support staff. Staffing levels will remain in line with anticipated volumes.
As announced on 4 May we are now looking to transfer children who were already present in Europe before the EU-Turkey deal came into force on 20 March, where it is in their best interests. It is important that we ensure we fulfil our obligations to children who are already in UK, as well ensuring we have the right support for those who may be brought to the UK from Europe. We are working with the relevant Member States, the UNHCR and other Non-Governmental Organisations and local authorities to establish the best way to implement the provisions of the Immigration Act 2016 for the transfer of unaccompanied refugee children from Europe to the UK.

To ask the Secretary of State for Health, what progress has been made in implementing recommendation three of the Five Year Forward View for Mental Health, published in February 2016, on local multi-agency suicide prevention plans in Tottenham constituency.

We are advised by NHS England that the approach to suicide prevention in the London Borough of Haringey, which includes the Tottenham constituency, encompasses a range of wider public mental health initiatives, some of which are targeting specific population groups that are known to be at higher risk of mental ill health and suicide.
We are further advised that a multi-agency plan is being developed by the local Suicide Prevention Alliance led by the voluntary sector and supported by Haringey Council and Haringey Clinical Commissioning Group.

The new Department for Exiting the European Union is properly resourced. Detailed work is underway to establish the final budget required to fulfill the Department’s functions, set-up and responsibilities. This budget will be voted on by Parliament at the Supplementary Estimate.
