To ask the Secretary of State for Culture, Media and Sport, what Tech City UK’s (a) total operations budget, (b) communications budget and (c) expenditure on third party communications consultancy and public relations agencies was for (i) 2014, (ii) 2015 and (iii) 2016.

Tech City UK (including Tech North) total operations budget was £2,500,000 in 2014-15; £4,223,000 in 2015-16; and £4,100,000 in 2016-17. Tech City UK (including Tech North) communications costs were £173,091 in 2014-15; £279,355 in 2015-16; and £5,000 in 2016-17 (YTD). These costs were all expenditure on third party communications, consultancy and public relations agencies

Tech North’s communication costs were nil in 2014-15 and 2016-17 (YTD), and £74,500 in 2015-16. These costs were all expenditure on third party communications, consultancy and public relations agencies.

To ask the Secretary of State for Business, Innovation and Skills, with reference to the letter he received from the hon. Member of Tottenham of 2 June 2016, if he will make an assessment of the potential effect of the privatisation of the Land Registry on transparency in the UK property market (a) in general and (b) with regards to public records of the corporate and beneficial ownership of properties owned by offshore companies.

A Government consultation seeking views on options to move Land Registry operations to the private sector closed on 26 May. My department is analysing these responses and the Government will issue a response in due course. Transparency protections are amongst the factors being considered. No decision has been taken on the future of Land Registry.

To ask the Secretary of State for International Trade, what estimate his Department has made of how long it will take to negotiate the UK’s membership of the World Trade Organisation when the UK leaves the EU.

The UK is a Member of the WTO in its own right. However, in leaving the EU, we will need to update the terms of our WTO membership where, at present, our commitments are applied through the EU as a whole.

We recognise the need to work with the EU and with other WTO Members in order to ensure a smooth transition which minimises the disruption to our trading relationships with other WTO Members, including developing country Members and our closest trading partners.

To ask the Minister for Women and Equalities, how many full-time equivalent caseworkers have been employed by the Equality and Human Rights Commission in each year from 2006.

The Equality and Human Rights Commission was formed in 2007 and is an independent body. The Commission is responsible for its own staff management, including the number of case workers it employs. I have therefore asked the Commission to write to the Hon. Member with the information requested.

To ask the Secretary of State for Justice, with reference to the decision in R (Nicolson) v Tottenham Magistrates’ Court to declare the applicant’s liability order unlawful, what steps HM Courts and Tribunals Service has taken to ensure that magistrates satisfy themselves that the amount claimed by way of costs by local authorities in any individual case summonsed for late or non-payment of council tax is no more than that reasonably incurred by the authority.

To ask the Secretary of State for Health, how many adults were refused NHS treatment on the basis of their immigration status in (a) 2013, (b) 2014, (c) 2015 and (d) 2016 to date.

The Department does not hold this information.

National Health Service hospital treatment is free to those people who are ordinarily resident in the United Kingdom, or those exempt from charge under the NHS (Charges to Overseas Visitors) Regulations 2015, as amended. Anyone else should present a European Health Insurance Card, S1 or S2 form or pay direct for their NHS care. Those who need care and treatment urgently will still receive it even if they are chargeable and cannot pay straight away.

To ask the Secretary of State for Business, Innovation and Skills, what steps he plans to take to ensure that Land Registry service fees do not increase in the event of the privatisation of the Land Registry.

A Government consultation seeking views on options to move Land Registry operations to the private sector closed on 26 May. In that consultation, the Government set out its preference for a contract-based privatisation model, under which statutory fees would still be prescribed in fee orders made by the Secretary of State and set before Parliament. My department is analysing the responses to the consultation, including on the issue of fees, and the Government will issue a response in due course. No decision has been taken on the future of Land Registry.

To ask the Secretary of State for International Trade, how many trade negotiators are employed by his Department.

The Rt hon Member will be aware that my Rt hon Friend the Prime Minister has created a new Department for International Trade, which is responsible for promoting British trade across the world and ensuring the UK takes advantage of the huge opportunities open to us. We are building up our trade policy capability. ​The new Department has begun a process to recruit and train staff to work on the UK’s trade policy. We will adapt the resource devoted to trade policy in line with future demands.
