To ask Mr Chancellor of the Exchequer, what assessment his Department has made of the possible risk of Greek sovereign default and subsequent effects on the UK banking sector.

The Treasury regularly monitors global economic developments and their impact on the UK as part of the normal process of policy development. The UK is one of the most open economies in the world through trade and financial channels, and we are not immune to developments in the global economy. The best way to insulate the UK economy from any such instability is to stick to our long term economic plan.

The exposure of UK banks to Greece is small. Moreover the Bank of England’s recent stress tests showed that our banking sector is far stronger and better capitalised than before.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what reports he has received of pressure being put on the Central Bank of Libya by terrorist organisations to release funds from that bank to those organisations; and if he will make available to that bank technical advice and assistance from the UK Government on security and fraud prevention in response to that pressure.

The UK remains deeply concerned about the political and security crisis in Libya, and the increasing threat from terrorist entities in the country. On 22 January 2015 the United Nations Support Mission in Libya condemned a reported armed attack against the Central Bank branch in Benghazi and called for an independent inquiry. The EU Foreign Affairs Council stated on 9 February 2015 that the independence and proper functioning of the Central Bank of Libya, National Oil Corporation and other key financial institutions must be preserved and protected. The EU condemned actions against Libya’s national assets, financial institutions and natural resources, which risk depriving the Libyan people of the benefits of the sustainable development of their economy.

We fully support the United Nations’ mediation efforts towards a ceasefire and a stable political settlement in Libya. Only political dialogue can address this crisis and protect those independent government institutions whose role is to safeguard Libya’s resources for the good of all Libyans. As part of the UN Security Council, the UK has condemned attempts to intimidate and obstruct the proper functioning of Libya’s financial institutions. In addition, the UK funds technical advice and training through the World Bank to Libyan institutions on public financial management. The programme is aimed at putting in place the foundations of more accountable and transparent processes, reducing the scope for fraud and corruption.

To ask the Secretary of State for International Development, what humanitarian aid is being provided to civilians in Ukraine caught up in the conflict in that country.

In response to the deteriorating humanitarian situation in eastern Ukraine the UK Government has so far committed £16.4 million of bilateral humanitarian support in Ukraine. In addition, the UK’s share of multilateral contributions through the European Commission’s Humanitarian Aid and Civil Protection department (ECHO) and the UN’s Central Emergency Response Fund (CERF). stands at £4.35 million.

To ask Mr Chancellor of the Exchequer, what extra revenue HM Revenue and Customs has received since entry into force of the UK-Swiss Confederation Taxation Co-operation Agreement; and what discussions the Government is having with other jurisdictions on similar agreements on tax avoidance.

The Exchequer has received over £1.1bn it would not have received without the agreement. This includes Swiss yield that has been disclosed in the Liechtenstein Disclosure Facility since entering into the Agreement.

To ask the Secretary of State for Transport, what consideration he has given to reclassifying the A5 from Shrewsbury to the M54 so that the M54 runs to Shrewsbury.

Following the meeting with my honourable Friend last year, I asked the Highways Agency to look into the case for and against reclassifying the A5 between the M54 and Shrewsbury as a motorway. The Agency has indicated that work to quantify costs associated with such a reclassification is almost complete but that identifying and evaluating the resulting benefits is proving more problematic. Further assessment will be necessary before a robust cost/benefit analysis can be completed. I have asked the Agency to liaise with my honourable Friend as this matter progresses.

To ask the Secretary of State for Health, what steps his Department takes to ensure the referral to the relevant authorities of terminating doctors who do not fulfil their statutory obligations to fill in HSA4 forms correctly.

The Department has recently issued a range of guidance which will help clinicians to comply with the requirements of the Abortion Act, including their obligations with regard to the completing of HSA4 forms. In addition, we are working with the Royal College of Obstetricians and Gynaecologists to take forward their recommendations on tackling under-reporting of abortions for fetal abnormality.

To ask the Secretary of State for Health, how many HSA4 certificates his Department has returned to terminating doctors pending completion in the last five years.

It is estimated that between 2009 and 2013 approximately 49,000 forms were returned to registered medical practitioners (RMPs) for further information and clarification.

Form HSA4 already requires information to be provided as to whether the two certifying RMPs saw and/or examined the pregnant woman.

To ask the Secretary of State for Health, if he will bring forward legislative proposals to amend the HS4A abortion notification form to require registered medical practitioners to indicate whether they have examined the presenting patient and/or discussed with her the grounds for abortion prior to forming their opinion in good faith that the provisions of the Abortion Act 1967 were met.

To ask the Secretary of State for Health, what regulatory oversight his Department will apply to 24 hour helplines provided by independent abortion clinics.

It is a condition of approval from the Secretary of State that independent sector providers have a 24 hour helpline available. The Care Quality Commission is considering the best approach to regulating termination of pregnancy services.
