To ask the Secretary of State for Transport, with reference to paragraph 3.12 of the High Speed Rail (Preparation) Act 2013 Expenditure Report, 1 April 2015 to 31 March 2016, published by his Department in October 2016, if he will provide reasons for the difference between the actual and budgeted cost per person in the project management team.

The difference between the actual and budgeted cost per person was due to the mix of permanent and non-permanent workforce being different from that assumed during the budgeting process. This was reflective of the greater reliance required on non-permanent specialist support to quickly mobilise teams to undertake preparation for Early Works Contracts leading into Main Works.

To ask the Secretary of State for Transport, how many members of staff have left HS2 Ltd or his Department and been re-engaged on a self-employed or consultancy basis by either organisation in each year since the formation of HS2 Ltd.

To ask the Secretary of State for Health, what steps his Department is taking to ensure that the national recommendations outlined in NHS England’s report on the death of William Mead are implemented.

The (NHS England South) Regional Quality Surveillance Group is responsible for ensuring that all the national recommendations outlined in NHS England’s report on the death of William Mead are implemented.

The Department will be keeping track of progress on this front.

To ask the Secretary of State for Transport, what plans he has to bring forward separate legislative proposals on the proposed extension of High Speed 2 from the West Midlands to Crewe.

Government intends to deposit a hybrid Bill for HS2 from West Midlands to Crewe (HS2 Phase 2a) before the end of 2017. This will enable this section of route to open in 2027, six years earlier than originally planned. This means that cities across the North West and Scotland will realise more of the benefits of HS2 sooner.

To ask the Secretary of State for Health, what steps he is planning to take to improve professional awareness of sepsis.

Plans for improving professional awareness of sepsis were set out in the Cross System Sepsis Board report Improving outcomes for patients with sepsis: A cross-system action plan published by NHS England in December 2015.

Health Education England (HEE) has undertaken to extend the scope of its learning materials to focus on sepsis in primary care and in children.

Building on the 25 eLearning sessions currently available from e-Learning for healthcare that include sepsis as a topic, a new module will focus on the identification and management of sepsis in primary care.

HEE is also working on a short educational video on paediatric sepsis. Finally, HEE is undertaking a piece of scoping work to identify the current provision of learning materials available to support sepsis management and any gaps in this material.

To ask the Secretary of State for Transport, with reference to the Report of the HS2 Residents’ Commissioner, published in May 2016, what steps his Department and HS2 Ltd have taken to introduce a newsletter for affected residents.

In Euston, HS2 Ltd have committed to producing a quarterly newsletter, the first newsletter was circulated in May 2016 to over 21,000 homes in the Camden area. The newsletter includes information about HS2, project updates, highlights key milestones and publicises upcoming engagement activities.

More widely HS2 Ltd plan to publish community newsletters across the Phase One route. The first series of these newsletters is scheduled for autumn 2016.

Phase Two is at a much earlier stage of development and HS2 Ltd are working closely with existing community engagement forums to ensure people are kept update with the latest information. HS2 Ltd anticipate publishing a community newsletter following a route announcement.

To ask the Secretary of State for Health, how many mechanical thrombectomy procedures for the treatment of stroke patients were carried out in England in the latest year for which figures are available.

Information on mechanical thrombectomy is not centrally held, however we can provide information on thrombectomy (mechanical or otherwise), which is set out in the attached tables.

To ask the Secretary of State for Transport, with reference to paragraph 2.2 of the High Speed Rail (Preparation) Act 2013 Expenditure Report, 1 April 2015 to 31 March 2016, published by his Department in October 2016, if he will detail the reasons, other than the delay in completing the acquisition of large-scale commercial properties, for the £192.7 million underspend referred to in that report.

The £192.7m of the Land & Property (L&P) underspend shown in the High Speed Rail (Preparation) Act 2013 Expenditure Report for 1 April 2015 – 31 March 2016 was formed from two elements – strategic property acquisitions and compensation schemes, including providing discretionary assistance to home owners and small businesses.

The majority of the total L&P underspend was caused by delays in completing non-compensation scheme acquisitions. These are generally acquisitions of commercial properties and it is hard to accurately estimate completion dates due to complexity of the deals.

The other part of the L&P underspend was related to acquisitions resulting from the compensation schemes. The suite of schemes are demand led which means HS2 Ltd has very limited control over the timing of property purchases. Successful applicants to the schemes are allowed between one and three years after acceptance to decide on when they want their homes purchased.

To ask the Secretary of State for Transport, how many staff have transferred from another government department to HS2 Ltd in each year since HS2 Ltd was formed; and from what Departments those staff transferred.

HS2 Ltd do not hold a record of organisations from which employees are hired. However, there are 3 staff known to HS2 Ltd that have transferred during the last two years from Department for Transport, one from the Department for Business, Innovation and Skills and one from the Cabinet Office.

My Rt. hon. Friend the Secretary of State for Health asked Public Health England (PHE) to review the evidence and make recommendations on the scope for a public-facing campaign to raise awareness of Sepsis. PHE will publish its evidence-based review shortly.
