    Northern Ireland

    Their Majesties will arrive at Belfast City Airport where they will be met by the Lord Lieutenant for the County Borough of Belfast, the Secretary of State for Northern Ireland and the Chief Executive of Belfast City Airport, before travelling to Hillsborough Castle for a number of engagements.

    The King and Queen Consort will arrive at Hillsborough Castle, where His Majesty will hold a private audience with the Secretary of State for Northern Ireland and will meet with representatives from political parties. Their Majesties will also receive a Message of Condolence from The Speaker of The Northern Ireland Assembly on behalf of the people of Northern Ireland.

    The King and The Queen Consort will attend a reception at Hillsborough Castle, hosted by the Secretary of State, where they will have the opportunity to meet representatives drawn from a diverse range of Northern Ireland life.

    His Majesty The King and Her Majesty The Queen Consort will attend a Service of Reflection for the life of Her Majesty Queen Elizabeth II at St Anne’s Cathedral. Their Majesties will then undertake a walkabout at Writers’ Square before departure.

    The coffin of Her Majesty Queen Elizabeth II will arrive at Buckingham Palace.

    The movement of the coffin into London

    At RAF Northolt, the Bearer Party and Guard of Honour will be formed by The Queen’s Colour Squadron (63 Squadron RAF Regiment). The Bearer Party will convey the Coffin to the State Hearse.

    The Guard of Honour will present arms on the arrival of the Coffin and remain in that position until the State Hearse has departed the airfield.

    The State Hearse will then convey the Coffin to Buckingham Palace. The route will be:

    • Marble Arch,
    • Park Lane

    Today the public have been invited to take part in a National Moment of Reflection to mourn the passing of Her Majesty Queen Elizabeth II and reflect on her life and legacy.

    The National Moment of Reflection will take place at 8pm on Sunday 18 September, the night before the State Funeral, and be marked by a one-minute silence.

    The silence can be marked privately at home, with friends and family, out on doorsteps or the street with neighbours, or at locally arranged community events and vigils.

    Community groups, clubs and other organisations across the country are encouraged to take part and people overseas are also encouraged to observe the one-minute silence at 8pm local time.

    The following ceremonies and events are taking place today (Monday 12 September 2022) across the country to allow people to pay tribute to the life of Her Majesty The Queen and mark the Accession of His Majesty King Charles III:

    England

    10:00 – His Majesty The King, accompanied by Her Majesty The Queen Consort, will visit the Palace of Westminster to receive Addresses from both Houses of Parliament in Westminster Hall.

    Scotland

    His Majesty The King, accompanied by The Queen Consort, will travel to Scotland, arriving at Edinburgh Airport.

    The King and The Queen Consort will travel to the Palace of Holyroodhouse, where the Ceremony of the Keys will take place.

    Following the Ceremony of the Keys, The King will join the Procession of Her Majesty The Queen’s Coffin to St Giles’ Cathedral.

    Her Majesty’s Coffin will be borne in Procession from the Palace of Holyroodhouse to St Giles’ Cathedral.

    15:00 – There will be a service to celebrate the life of Her Late Majesty The Queen and her connection to Scotland at St Giles’ Cathedral.

    From 17:00 – Her Majesty The Queen will lie at Rest at St Giles’ Cathedral following the Service before the Coffin’s journey to London. Members of the public who wish to do so will be able to view the Coffin at Rest and pay their respects. This is anticipated to conclude the following afternoon.

    The King will receive the First Minister of Scotland, followed by the Presiding Officer, at the Palace of Holyroodhouse.

    The King, accompanied by members of The Royal Family, will hold a Vigil at St Giles’ Cathedral.

    10:00 – The Coffin of Her Late Majesty the Queen departs from Balmoral Castle for the journey to the Palace of Holyroodhouse in Edinburgh.

    11:25 – The King’s Body Guard for Scotland (Royal Company of Archers) and the Guard of Honour will march from the Castle Esplanade to the Mercat Cross.

    11:50 – The main procession will make its way from Parliament House to the Mercat Cross.

    12:00 – The Lord Lyon King of Arms will read the Proclamation to the people of Scotland. This will be followed by a 21 gun salute from Edinburgh Castle.

    12:30 – The Procession will then make its way to Edinburgh Castle where the Lord Lyon will read the second Proclamation.

    We recognise that many people will travel to Buckingham Palace and other Royal Residences as a mark of their respect. We expect large crowds, which can pose risks to public safety. Those who do travel are asked to follow any instructions given to them by stewards and the police.

    We expect significant crowding and delays on some public transport. The public should check ahead and plan accordingly.

    As you would expect a number of organisations will now be making practical preparations including contingency planning for the State Funeral and related events. Access to some areas, especially in central London, will be restricted, with road closures and diversions that will cause delays to vehicles and pedestrians.

    Those who wish to lay floral tributes near Royal Residences in London, Windsor, Edinburgh, Balmoral, Hillsborough Castle and Sandringham are asked to do so only in designated areas, as directed by stewards. Further details will be made available shortly.

    • Minister for Women and Equalities, Liz Truss, appoints seven new commissioners to Social Mobility Commission board
    • The appointments will support Katharine Birbalsingh in her role as Chair of the SMC
    • The new board members will advance the independent work of the SMC following this year’s State of the Nation report

    Dr Raghib Ali, Resham Kotecha, Matthew Goodwin, Ryan Henson, Rob Henderson, Parminder Kohli and Rob Wilson have been appointed to the Board for a period of four years. They’ll make up a new panel of advisors, from diverse ethnic backgrounds, with expertise stretching from academia, to education and business.

    Following the announcement of Katharine Birbalsingh and Alun Francis as the Chair and Deputy Chair of the Social Mobility Commission (SMC), the organisation released its State of the Nation report in June. The report, and accompanying speech by the Chair, have set a new direction for the work of the SMC, which the newly appointed Commissioners will help to advance.

    Minister for Women and Equalities, Liz Truss, said:

    “Everyone in the UK should have the freedom to reach their full potential. These appointments are a positive step forward for equality in this country as we strive to improve social mobility and ensure everyone has the chance to succeed.

    “The combined expertise and experience of the new Commissioners will help the SMC to carry out its important work to ensure a person’s circumstances of birth do not determine outcomes in life.”

    Chancellor of the Duchy of Lancaster Kit Malthouse has led a meeting of ministers and officials from across government to drive forward preparatory work for tackling pressures this winter.

    The meeting follows work over recent weeks to identify key pressure points that will affect the public, including the global rise in energy prices, the cost of living and pressures on the NHS.

    The Chancellor of the Duchy of Lancaster has been chairing these meetings throughout the summer to discuss the key operational decisions that can be made to reduce these risks once a new administration is in place.

    Ministers and officials have discussed priority areas, such as health, energy, cost of living, supply chain disruption, labour market shortages, and industrial action, that have the potential to compound together over the coming 18 months.

    Chancellor of the Duchy of Lancaster Kit Malthouse said:

    “My chief priority has been to make sure that we are prepared for the significant challenges we expect to face this autumn and winter, and I have held regular meetings to make sure departments maintain pace and grip on this essential work now, and in the coming months, as this will be a marathon not a sprint.

    The cost of living, driven in part by higher energy prices, is biting for individuals, families and businesses, and the NHS is already under pressure – and that’s ahead of the flu season. These risks have potentially severe impacts, stacking up on the most vulnerable people in society, and it is vital that we develop robust plans urgently to mitigate their impact and come up with solutions.

    I’ve tasked departments with identifying the key operational decisions that should be taken without delay across priority risks such as health, energy, cost of living, supply chain disruption, labour market shortages, and industrial action, that have the potential to compound together. They will also map out the key moments over the next 18 months where specific groups of society may be significantly impacted, including the clinically vulnerable, socially and economically deprived, the elderly, the young, and the disabled, and produce further options so that decisions can be made quickly once a new administration is in place.”

    Over the coming weeks, the Cabinet Office will work with the Department for Business, Energy and Industrial Strategy to continue ensuring that gas and electricity system operators have the right tools to respond to fluctuations in supply and demand. Work is also underway with key international partners to monitor and share information on energy supply and demand.

    The Treasury and BEIS will also prepare options for the new administration on possible energy market interventions to lower prices, bringing down bills and helping manage overall supply.

    Today’s meeting included ministers and officials from HM Treasury, the Department of Health and Social Care, the Department for Business, Energy and Industrial Strategy, the Department for Transport, the Department for Work and Pensions, and the Department for Levelling Up, Housing and Communities.

    The meeting also builds upon the work already in train ahead of the new administration next week, and the increase of the energy price cap. This work includes:

    • Allocating £37 billion of help for households, including the £400 discount on energy bills this winter, and £1,200 of direct support to help with the cost of living
    • The Department of Health and Social Care and the UK Health Security Agency are further developing their plans for health resilience, including to boost the NHS and Adult Social Care workforce, including a new taskforce for international recruitment
    • The Department of Business, Energy, and Industrial Strategy is continuing to strengthen its contingency plans for winter energy security – Equinor and Centrica recently signed a major agreement to shore up Britain’s gas supply over the next three winters, adding around one billion cubic metres of gas per year to our supply

    The meeting also follows the recent announcement by Kit Malthouse reforming emergency planning and response in the Cabinet Office. A National Resilience Framework Team in the Planning and Analysis Secretariat will take a deeper look at the government’s approach to risk and how it is mitigated, as well as collecting and analysing live data to improve future responses to emergencies. While the Cabinet Office’s COBR Unit will continue to oversee preparedness and response to emergencies and other moments of acute pressure which might arise this winter.
