    A new policy campus has been launched in Sheffield.

    • First ever policy campus established outside of London
    • More than 2,400 government roles moved to Yorkshire and the Humber under flagship Whitehall reform programme
    • New local graduate scheme will establish talent pipeline

    A first-of-its-kind campus for government staff in key policy roles has been launched in Sheffield, as new figures show Yorkshire and the Humber have benefitted from more than 2,400 relocated roles.

    It comes as the Cabinet Office announces today the pilot of a new regional fast stream, part of the government’s ambitious plans to bring jobs and drive local economic growth across the UK.

    The scheme will prevent graduates having to leave the Yorkshire region to move into decision-making policy teams.

    There are also plans for expanded policy apprenticeships and events to attract university-leavers within the city, providing greater opportunities for the young people of Yorkshire.

    Traditionally most civil service teams based outside of London have been operationally-focussed, but the aim of the policy campus is to create a hub of core policy jobs, where people can advance their careers in key decision-making positions. Under these new plans, people will no longer have to move to, or work in, London to have a long and fulfilling career in the civil service.

    This forms part of a broader strategy to ensure people from all regions and backgrounds are contributing to the creation of government policies. Levelling up the civil service in this way is key to ensuring it  reflects the communities it serves, whilst delivering on the Government’s priority to grow the economy.

    New figures show that 2,400 roles have moved out of London and into Yorkshire and the Humber under the Places for Growth programme, and 12,000 have been relocated out of the capital and across the UK so far. The programme will move 22,000 government roles out of London by 2030, in a bid to harness the vast talent that exists up and down the country. It’s expected this will generate economic benefits for the region as well as government research has shown that people put around 50% of their incomes back into the local economy.

    Latest relocation studies suggest a local economic benefit of £30 million per 1,000 roles relocated.

    Cabinet Office minister Alex Burghart said:

    This Government is delivering on its promise to level up across the country by ensuring that we create opportunities for people across the country.

    This policy campus is a commitment to the people of Sheffield that local people will have a central role to play in the development of major national policies.

    Relocating roles out of London and establishing skills clusters will provide a fantastic economic boost for the people of Yorkshire and the Humber.

    This region has an immense array of talent and I’m delighted that we’re going to make use of it.

    Around 1,000 civil servants working a range of departments including the Department for Education (DfE), the Home Office and the Department for Work & Pensions (DWP) are based at the site.

    The Department of Health and Social Care, the Department for Transport and the Cabinet Office have moved the most roles to Yorkshire and the Humber.

    637 roles have relocated into Sheffield, primarily in the Home Office alongside more DWP, DfE and Ministry of Justice jobs which have moved to the city under the scheme. Sheffield also has 75 senior civil servants based in the city, one of the highest proportions outside of London.

    Cabinet Office Minister Alex Burghart and Cabinet Secretary Simon Case attended the launch of the campus with senior officials from DfE and DWP on Thursday.

    Cabinet Secretary Simon Case said:

    For too long in the Civil Service, talented people wanting to build careers in specific policy areas within government have needed to leave their home town or city and move to the South East to get on.

    Initiatives such as this are absolutely critical if we’re going to remove that barrier and spread fulfilling career opportunities across the whole of the UK.

    We need people with a broad range of experiences, backgrounds and insights if we are going to deliver for the whole of the UK and initiatives such as the Sheffield Policy Campus will allow us to do exactly that.

    The plans were undertaken in conjunction with the City Council, The University of Sheffield and Sheffield Hallam University and the combined authority with the intention of building a strong talent pipeline for policy jobs in the city.

    The campus will enable better collaboration between departments with similar goals. For example, policy teams at DfE and DWP can work together on boosting skills and moving people into better paid work through initiatives such as the National Careers Service.

    The initiative forms part of a broader strategy to establish sites around the UK which will see specific sectors or disciplines within government aligned with regions. Further announcements will be made in due course.

    Stepped up measures to protect national security in government contracts are to be brought forward, the government has announced today.

    • New amendments tabled to the Procurement Bill to strengthen national security.
    • Specialist unit to be established to investigate suppliers who may pose risk to national security.
    • Amendment to allow bidders to be banned from sensitive sectors, while able to win contracts in non-sensitive areas.
    • Procurement Bill, which will rip up red-tape and help small businesses, to have its Report Stage next week.

    Stepped up measures to protect national security in government contracts are to be brought forward, the government has announced.

    Yesterday the government tabled amendments to the Procurement Bill, ahead of its Report Stage in Parliament next week to include two new measures:

    • Establishing a National Security Unit for Procurement. The new team, which will be based in the Cabinet Office, will investigate suppliers who may pose a risk to national security, and assess whether companies should be barred from public procurements.
    • New powers to ban suppliers from specific sectors, such as areas related to defence and national security, while allowing them to continue to win procurements in non-sensitive areas.

    In addition, the Government is committing to publish a timeline for the removal of surveillance equipment produced by companies subject to China’s National Intelligence Law from sensitive central government sites.

    Minister for the Cabinet Office and Paymaster General Jeremy Quin said:

    Protecting the nation’s security has always been the government’s number one job.

    These new measures will protect our sensitive sectors from companies which could threaten national security and are a firm deterrence to hostile actors who wish to do Britain harm.

    This builds on the robust rules within the Procurement Bill to hold suppliers to account and ensure that the taxpayer is protected.

    The new National Security Unit for Procurement will  draw on a full range of expertise within government and  respond swiftly to emerging threats, such as companies looking to win public contracts in order to gain access to sensitive information or sites which could be used to compromise government and society. The specialist team will work across government, including liaising closely with our intelligence agencies.

    To further strengthen the national security measures, the government is introducing new, context-specific mandatory debarments on national security grounds. This will mean that the government will be able to ban suppliers which pose a risk to national security from specific types of contracts.

    The commitment to publish a timeline for the removal of relevant surveillance equipment from sensitive sites builds on action taken last year to halt the installation of new equipment on the government estate. It will provide the necessary reassurance that departments are removing surveillance equipment from sensitive sites.

    Cabinet Office Minister Alex Burghart said:

    The Procurement Bill puts the government in a stronger position to get the best deal for taxpayers, while prioritising growth by cutting red tape and removing barriers for small businesses.

    It’s absolutely right we continue to look at ways to strengthen central government rules when it comes to national security and I have no doubt these additional measures will ensure the Bill delivers on its objective to have a robust, modern procurement process which delivers for the British people.

    The Bill, which will have its Report Stage in the House of Commons next week, will make it easier for small businesses (SMEs) to win more of the £300billion of goods, services and works that the government buys each year.

    The Bill introduces new rules to help the government procure in emergency situations, such as during health pandemics, ensuring that contracting authorities can act quickly and transparently to buy vital goods.

    These simpler rules take advantage of freedoms now that Britain has left the EU, as well as strengthening the government’s ability to exclude suppliers who may have previously underperformed on government work. The rules will help exclude suppliers, both in the UK and overseas who are involved in modern slavery – further clamping down on this abhorrent practice.

    The Bill also confirms that value for money remains paramount during contracting, whilst also encouraging buyers to take into account other relevant wider social and environmental considerations the supplier may bring.

    Notes to editors:

    • The new provisions will allow Ministers to consider the risk profile of a particular supplier, supported by the new National Security Unit for Procurement, and act accordingly. Certain types of contracts can be identified on the debarment list that the supplier must not be allowed to bid for. This can be identified by the type of goods, services or works or by reference to certain contracting authorities or locations.
    • The new unit will be proactively monitoring the supplier landscape and will  recommend to Ministers which suppliers should be investigated for debarment; the outcome of that investigation may lead to an entry on the debarment list. The proactive approach will be highly advantageous in minimising the risk posed by some suppliers and will make it easier for contracting authorities to implement national security exclusions.
    • We will also commit to publish a timeline for the removal of surveillance equipment produced by companies subject to China’s National Intelligence Law from sensitive central government sites. By committing to this timeline, we are providing reassurance and urgency around the removal plans.

    The main benefits of the Bill are:

    • Delivering better value for money – Supported by greater transparency and a bespoke approach to procurement, the Bill will provide greater flexibility for buyers to design their procurement processes and create more opportunities to negotiate with suppliers.
    • Slashing red tape and driving innovation – More than 350 complicated and bureaucratic rules govern public spending in the EU. Removing these and creating more sensible rules will not only reduce costs for businesses and the public sector, but also drive innovation by allowing buyers to tailor procurement to their exact needs, building in stages such as demonstrations and testing prototypes.
    • Making it easier to do business with the public sector – The Bill will accelerate spending with small businesses. A new duty will require contracting authorities to consider SMEs and we will ensure 30 day payment terms on a broader range of contracts. The Bill will also create a single digital platform for suppliers to register their details once so that they can be used for multiple bids.
    • Levelling up the UK – While value for money will remain the highest priority in procurement, the Bill will require buyers to take account of national strategic priorities such as job creation, improving supplier resilience, and driving innovation. Buyers will be able to reserve competitions for contracts below certain thresholds for suppliers located in the UK, SMEs and social enterprises.
    • Taking tougher action on underperforming suppliers – The Bill will put in place a new exclusions framework that will make it easier to exclude suppliers who have underperformed on other contracts. It will also create a new ‘debarment register’, accessible to all public sector organisations, which will list suppliers who must or may be excluded from contracts.
    • Creating an open and transparent system – Everyone will have access to public procurement data. Citizens will be able to scrutinise spending decisions. Suppliers will be able to identify new opportunities to bid and collaborate. Buyers will be able to analyse the market and benchmark their performance against others, for example on their spend with SMEs.
    • Effective emergency procurement – The Bill will allow faster competition processes for emergency buying, reducing the reliance on direct awards while retaining (and improving) the ability to act at pace in situations similar to the COVID pandemic
    • Protecting national security – The Bill includes specific rules for defence and security procurements and provides flexibility for contracts to be upgraded to refresh technology to address gaps in capability. The Bill also has provisions to enable a contracting authority to exclude suppliers from procurements if they present a threat to national security. In addition, the debarment list can identify suppliers that must be excluded from certain contracts, as well as identify suppliers that contracting authorities should consider excluding from a procurement.
    • Strengthening exclusion grounds – The Bill toughens the rules to combat modern slavery by allowing suppliers to be excluded where there is evidence of modern slavery, accepting that in some jurisdictions it is unlikely that a supplier would ever face conviction.

    Civil Service staff are in line to receive a one-off payment of £1,500 this year, following constructive discussions between the Cabinet Office and unions today.

    The one-off payment recognises the hard work of staff and is part of the highest pay increase for the Civil Service in 20 years.

    In April this year, the Civil Service pay remit guidance allowed departments to award a 4.5% pay increase for staff, with the potential for an extra 0.5% increase for lower paid staff.

    The positive development in pay follows a constructive meeting with unions, who met the Minister for the Cabinet Office, Jeremy Quin, today.

    Minister for the Cabinet Office Jeremy Quin said:

    We are determined that civil servants are rewarded fairly for the vital work they do across the country, in delivering the Government’s agenda and providing services to the general public.

    I am pleased with the constructive engagement we have had with Civil Service trade unions, and to be announcing that departments will be allowed to make a £1,500 payment to every member of staff at Grade 6 and below.

    This is both fair to the taxpayer and a recognition of the financial pressures civil servants have faced over the last year.

    Employers making such payments will take the usual steps necessary to do so, including in relation to discussions with their relevant trade unions, with the aim of finalising any decisions as soon as possible.

    The non-consolidated payment takes into consideration fairness to the taxpayer and the requirement to support the promise to halve inflation this year.

    The payment will apply to the current financial year’s pay.

    The one-off payment will apply to staff working in non-Senior Civil Service grades. Senior staff pay is set separately as part of the Senior Salaries Review Body process.

    As part of the positive engagement between the government and unions, the government has also agreed today to continue the ongoing consultation on the Civil Service Compensation Scheme, but not take any action or make any changes to it before 2025. The government remains committed to reform and recognises the importance of getting any reforms right and managing their introduction.

    A new team of experts will surge into departments to help prevent fraud in public services.

    • New team part of the government’s £1billion crackdown on fraud, lead by the Public Sector Fraud Authority.
    • Central team of experts will help to prevent fraud by identifying areas of services which are most at risk.
    • Specialists will also help Civil Servants to ‘design out’ fraud when new schemes and services are being launched.

    A new team of experts will surge into departments to help prevent fraud in public services.

    The team, which starts work today, is the latest tool in the government’s £1bn crackdown on fraud against the public sector, led by the Public Sector Fraud Authority (PSFA).

    The new service will provide expert advice and support to help departments and public bodies to better understand how fraudsters attack government schemes and services and take action to make those attacks less likely to succeed.

    It will deploy teams of experts into critical points, such as when the government announces new spending programmes or policies, to scrutinise and improve oversight of spending before funds are issued, to ensure that fraudsters cannot profit from the public purse.

    The team is made up of counter-fraud experts, who have had specialist training and are experienced in preventing and detecting fraud. They will help services to harness the latest tools and techniques, such adopting a fraudsters mindset to stress test fraud controls, in a similar way to how ethical hacking operates, to strengthen the government’s fraud defences.

    Cabinet Office Minister Baroness Neville-Rolfe said:

    We know that fraudsters, both in the UK and overseas, are targeting public funds and so we must do everything we can to stop them.

    The public expects us to protect taxpayers money, so this new service steps up the government’s fraud defences through more rigorous identification of the threats we face and specialist support for public services.

    The Risk, Threat and Prevention Service is a global first, with no other government in the world currently providing such a cross-government resource and capability to identify and counter fraud.

    It will develop new tools for government to use, including the Global Fraud Risk Assessment, which will track and analyse common fraud patterns so that teams can ensure that services are designed in a way which does not leave them exposed to fraud.

    The team will also develop a High Fraud Risk Portfolio which will identify the areas of the public sector most at risk of fraud. This will enable departments to better prioritise the allocation of counter fraud resources and expert advice, so that fraud risks are mitigated more efficiently.

    These new tools will allow the government to better target counter-fraud resource. The Risk, Threat and Prevention Service will lead fraud squads, which will surge into departments, to analyse and design services which are far less open to the risk of fraud.

    This early intervention will help ‘design out’ fraud at the early stages of a new government service or policy starting, preventing the need for investigators to have to try and recoup money in the future. The savings delivered by the new team will help deliver the Prime Minister’s commitment to growing the economy, by reducing public money lost to fraud and ensuring funding reaches the services it is intended for.

    The service has been built over the past eight months. The government appointed Mark Cheeseman OBE, an internationally recognised expert, as the Authority’s first Chief Executive last week.

    He said:

    Across the world fraud is getting more complex and pervasive, but we  know that the investment in understanding and preventing fraud pays off.

    The creation of the new Risk, Threat and Prevention Service, a first for the government, will help us to continue innovating, and improving, across the system at finding, fighting and stopping fraud.

    Government has invested £1bn in taking action against public sector fraud in this spend review period, and has recovered more than £3.1bn of fraud losses in the last two years, including within Covid-19 schemes. Significant progress has been made by establishing the PSFA which is stepping up the government’s efforts to protect taxpayers’ money. Government continues to expand its Counter Fraud Profession, develop new technologies and boost skills and training to further protect the public purse.

    Government and business leaders co-chaired the second meeting of the National Cyber Advisory Board at CyberUK, discussing how to support the delivery of the National Cyber Strategy.

    Deputy Prime Minister and Chancellor of the Duchy of Lancaster, Oliver Dowden, and Chief Information Officer at Lloyds Banking Group UK, Sharon Barber, co-chaired the second meeting of the National Cyber Advisory Board on Wednesday 19th April. The meeting took place at CYBERUK, the government’s flagship cyber security conference held in Belfast.

    In the meeting, the board reflected on the UK’s achievements within cyber since the launch of the National Cyber Strategy. The board discussed how it can further support the successful implementation of the National Cyber Strategy by challenging and validating current government assumptions on cyber. The board also debated how it can inform the government’s top level approach to ransomware, which remains a tier one national security threat.

    The Board discussed progress against its three areas of priority focus:

    • Build cyber skills throughout the economy by introducing better recruitment practices, such as standardised job specifications, and exploring how to accelerate the development of entry-level talent.
    • Strengthen the security of supply chains, an area critically needing cross-industry improvement, and improve efficiency in the assurance process, through standardised supplier questionnaires.
    • Increase businesses’ awareness of the risks posed by cyber attacks to drive greater action on cyber resilience.

    The board expects to announce progress and actions in these areas at the next meeting, scheduled for October 2023.

    These priority areas have been driven through the NCAB working groups on Cyber Skills and Diversity, Risk and Crisis Management, and Supply Chains, composed of NCAB members and government.

    The National Cyber Advisory Board, a key commitment of the National Cyber Strategy, first met in November 2022. Since then, the Board has run workshops with the UK Cyber Security Council on increasing gender diversity in cyber, visited cutting-edge businesses from across the UK, including two net-zero businesses in Belfast, Translink and Artemis, and established the NCAB working groups.

    Deputy Prime Minister and Co-Chair of the Board, Oliver Dowden, said:

    My conversations with businesses make clear that in today’s interconnected world, security and prosperity go hand in hand. That’s one of the reasons why the National Cyber Advisory Board is central to our National Cyber Strategy.

    Only by working together can we combat the evolving threat posed by criminals, hacktivists, and foreign states, and ensure that the UK remains one of the most attractive destinations for entrepreneurs and investors from all over the world.

    • Minister surveyed the action at the new international Championship for disabled golfers
    • 80 golfers from across the world competing at Woburn Golf Club

    Tom Pursglove MP joined more than 80 talented competitors from across the world taking part in the inaugural G4D Open (10-12 May) at the Duchess Course at Woburn Golf Club.

    The championship is one of the most inclusive ever staged, featuring nine sports classes across multiple impairment groups.

    Minister for Disabled People, Health and Work, Tom Pursglove, MP, said:

    “Sport should be open to everyone. It sparks hope and brings together people from every background. I’m deeply honoured to have attended the G4D Open and seen so many world-class disabled golfers in action.

    “One of the most inspiring things about the G4D Open is that the adaptations enable players at the Championship to have the same opportunities to play as everyone else.

    “This ethos is so important and will be at the heart of our Disability Action Plan as we strive to make the UK a more inclusive and accessible society for everyone.”

    Attending the second day of competition with Tim Hollingsworth OBE – the Government Disability and Access Ambassador for Sport – Minister Pursglove met some of the players, hearing how they got into the sport and took part in a practical demonstration to see first-hand the adaptions that make golf accessible to everyone.

    The Championship is held in partnership with The R&A and the DP World Tour and supported by EDGA (formerly the European Disabled Golf Association).

    Tim Hollingsworth OBE, Government Disability Access Ambassador and Chief Executive of Sport England, said:

    “It is a real pleasure to join the Minister in supporting The G4D Open at Woburn and witness first hand the skills and talents of competitors from across the world.

    “Golf is a wonderful sport for both our physical and mental health and wellbeing and there has been a lot of hard work in recent years for it to become more inclusive. That’s at the heart of Sport England’s Uniting the Movement strategy – tackling the inequalities that exist to ensure that everyone has the chance to play sport and be active in their everyday lives.”

    Among the players competing in the Championship is world number one disabled golfer, Kipp Popert. The English golfer was born with a form of Cerebral Palsy called Spastic Diplegia and spent most of his teenage years undergoing surgery and treatment on his legs and feet.

    The 24-year-old, who competes in able-bodied and disabled events, is hoping his performances will help inspire others into the sport.

    World number one ranked disabled golfer Kipp Popert said:

    “What The R&A, DP World Tour and EDGA are doing for grassroots golf for disabled people has been brilliant and important, but those getting into the game need something to aspire to and that is what I’m trying to achieve.

    “I hope people watching the G4D Open come away thinking that anyone can play golf. It doesn’t matter what your disability is.”

    Madeleine Alessandri CMG has been appointed Chair of the Joint Intelligence Committee (JIC).

    The Cabinet Secretary, with the approval of the Prime Minister, has announced the appointment of Madeleine Alessandri CMG as the new Chair of the Joint Intelligence Committee (JIC) and head of the Joint Intelligence Organisation (JIO). Madeleine will replace Simon Gass who is stepping down after four years in the role.

    Madeleine is currently Permanent Secretary at the Northern Ireland Office and was previously the UK’s Deputy National Security Adviser and Prime Minister’s Adviser on National Resilience and Security. Madeleine brings a wealth of experience from these roles and her career in the Diplomatic Service and in National Security in the UK and overseas.

    The Cabinet Secretary, Simon Case, said:

    I am extremely pleased that we have appointed Madeleine to this critically important role. Madeleine’s time as a Permanent Secretary and deep experience of working in national security will serve her well as the new Chair and make her very well placed to lead the JIO.

    I should also like to thank Simon Gass for his dedication and service as JIC Chair over the last four years.     It has been a privilege to lead the Joint Intelligence Committee at a time when detached and thoughtful analysis has been vital for Britain’s national security in a complex and tempestuous world.

    I pay tribute to analysts in the Joint Intelligence Organisation and across the government intelligence assessment community for their professionalism and ingenuity in using secret intelligence and other information sources to produce insights which have helped decision-makers navigate difficult policy choices. I am delighted that Madeleine has been appointed to continue the journey.

    Madeleine will take up her new post on 1 July. Plans are being made to run a competition to identify her successor at NIO and an announcement will be made in due course.

    £250,000 in government funding has been awarded to Universities and National Life Stories, the UK’s leading oral history fieldwork charity from the British Library, to chronicle and study the experiences of British nuclear test veterans.

    £250,000 in government funding has been awarded to Universities and National Life Stories, the UK’s leading oral history fieldwork charity from the British Library, to chronicle and study the experiences of British nuclear test veterans.

    The British Library will work with academics to conduct and record around 40 ‘life stories’ with veterans around the UK, to investigate and recognise the complex role that test participation played in veterans’ lives.

    The two-year project, funded by the Office for Veterans’ Affairs, is part of a package of recognition for nuclear test veterans, announced following the introduction of the Nuclear Test Medal in November last year. Applications are now open for veterans and their next of kin to receive their commemorative medals.

    Minister for Veterans’ Affairs Johnny Mercer said:

    Our nuclear test veterans played a vital role in the creation of the British nuclear deterrent, which continues to keep us safe to this day.

    Now we’re making sure their stories are never forgotten, and can be passed down from generation to generation, so that we can remember the sacrifices they made to protect us.

    The project will produce a number of resources to commemorate and memorialise nuclear test veterans in this country, including a documentary hosted by the British Library and a national tour of events, promoting the resources made by the project. The University of  South Wales and the University of Liverpool will lead on the project, in partnership with the National Life stories with the British Library.

    The project will also create a number of educational resources to be used in schools, to encourage the teaching of nuclear history to the next generation.

    The cohort of veterans are ex-service personnel and civilians who contributed to Britain’s nuclear testing programme, including serving in Australia and the South Pacific between 1952 and 1967.

    This project aims to engage veterans from across the United Kingdom, to represent the entire cohort of veterans that took part in the tests. Academics are looking to hear from a diverse range of nuclear test veterans, from those who have previously been vocal about their experiences, to those who have never spoken about it before.

    Up to 22,000 veterans participated in Britain’s nuclear test programme, with latest estimates suggesting there are 1500 surviving nuclear test veterans to this day.

    It is important to commemorate the contribution of our veterans, who to this day have played a vital role in our nation’s security. We urge anyone who was a part of these tests to share their story, regardless of the role they played in the testing.

    This project will capture not only the events of the days of the nuclear tests, but will also reflect the long-term impacts that the UK’s nuclear deterrent programme had on the participants and their families.

    The Office for Veterans’ Affairs were recently given £33 million in the Spring Budget, representing a step change in the Government’s ability to support and care for those who have served our country. This includes a £10 million investment to increase the capacity of the Office for Veterans’ Affairs as it continues to deliver the Veterans’ Strategy Action Plan.

    I am delighted that this important partnership will add forty in-depth life story interviews to the British Library oral history collection, providing researchers now and in the future unparalleled insights into how veterans’ test experiences affected them throughout their lives.

    A campaign designed to promote the UK’s thriving tech sector to American entrepreneurs and investors has been launched in Silicon Valley.

    • New campaign launched in US – with billboards across Silicon Valley – to encourage tech experts to invest in the UK and help deliver on priority to grow the economy
    • Campaign promotes that UK is now the third country in the world to have a trillion dollar tech sector
    • Short film narrated by Stephen Fry highlights the UK’s tech success

    In 2022, the UK became only the third country in the world to have its tech sector valued at one trillion dollars, making it a tech superpower alongside the US and China.

    To date, 162 ‘tech Unicorns’ – private start-ups which are valued at more than $1bn – have been started in the UK, more than the total number in Germany, France and Sweden combined.

    Yet government research suggests that many of Silicon Valley’s top tech entrepreneurs and investors are still not aware of the UK’s world-leading strengths in areas such as artificial intelligence (AI), fintech and medical technology.

    GREAT, the government flagship marketing programme, has taken steps to address this by launching its ‘Unicorn Kingdom’ campaign, which promotes the UK as a place with all the right ingredients to breed new tech unicorns and aims to drive international investment, grow the economy and create jobs across the UK.

    The campaign launched with billboards in San Francisco promoting the UK sector’s scale ($1trillion), agile regulation and world-class talent. The campaign also includes targeted LinkedIn and digital display ads and a content partnership with TechCrunch, with promotional videos narrated by Stephen Fry.

    The campaign is being supported by multiple UK tech unicorns including Darktrace, Deepmind, Revolut, and Matillion – and is the latest in a number of recent actions from the government which demonstrates its strong support for UK tech.

    This includes the establishment of the new Department of Science, Technology and Innovation, the launch of  the International Tech Strategy, the upcoming AI Whitepaper and the Government’s commitment to provide £20 billion of funding to research and development by 2024-25 – the highest ever level of public support for UK researchers and innovators.

    The next stage of the campaign will see leaders from the US tech sector invited to the UK for London Tech week, to see the benefits of working in the UK first-hand.

    Prime Minister, Rishi Sunak, said:

    The UK has all the right ingredients for tech companies to thrive. But we’ll keep working hard to foster the right conditions for the tech sector, so that it can continue to deliver on my priority to grow the economy and create jobs right across the UK.

    The UK tech sector is a wonderful success story. Only three countries in the world are in the trillion-dollar tech club – and we’re one of them. We’re home to some of the brightest minds and best universities, and our doors are open to any tech entrepreneur who wants to start the next Deepmind or Deliveroo.

    Technology Secretary Michelle Donelan said:

    The UK has one of the top tech sectors in the world with a valuation of more than a trillion dollars. It’s diverse, resilient, and continues to grow at a rapid pace with the most venture capital investment in Europe. The goal of this campaign is to attract as much collaboration and investment as we can from Silicon Valley.

    The formation of the Department for Science, Innovation and Technology, shows Investors and entrepreneurs that the UK is more dedicated than ever to forming a tech sector that is pro-innovation, pro-talent and pro-growth. Our commitment for R&D spending to be £20 billion a year by 2024 drives forward the government’s ambitions for the UK to be a science and tech superpower.

    As well as the promotional campaign, business leaders from across Silicon Valley were invited to a special reception to promote the UK tech sector in San Francisco.

    At the event, they met the leaders of tech companies from across the UK as well as senior government officials, who explained to them the UK’s place at the centre of the tech world and the benefits of investing in the country.

    Matthew Scullion, CEO and founder of Manchester-based tech company, Matillion, said:

    In the UK, we really have all the ingredients required for building consequential companies. We have brilliant grassroots engineering skills from our very strong university ecosystem. We have skills, we have capital, and we have a great environment for starting and building businesses.

    Further activities will also be carried out in the UK during London Tech Week in June, when leaders from the tech sector in America will be invited to the country to see the benefits of working in the UK.

    “Keep Calm and Carry On, this is just a test” – that is the clear message from the Deputy Prime Minister on the day of the nationwide test of the national Emergency Alerts system.

    Officials from the Cabinet Office National Situation Centre will send out the alert at 3pm and it will be received by every 4G and 5G device across the United Kingdom.

    A major awareness campaign was launched to ensure the public knew about the test of the system, with new polling on Friday showing 88% of the British public were now aware.

    The system will be an additional tool in the national resilience toolkit when there is an imminent risk to life.

    Announcements and signage across the transport network will be in place in the run-up to the test. The alert will be a siren-like sound no more prominent than the loudest ringtone setting on a mobile phone.

    People are being urged to remember that this is just a test, akin to a one off fire alarm drill, and no action is required when they receive the test alert today.

    Deputy Prime Minister and Chancellor of the Duchy of Lancaster, Oliver Dowden, said:

    Keep Calm and Carry On – that is the British way and it is exactly what the country will do when they receive this test alert at 3pm today.

    The Government’s number one job is to keep people safe and this is another tool in the toolkit for emergency situations, such as flooding or wildfires, and where there is a genuine risk to life. So it really is the sound that could save your life.

    I would encourage people to remember that today it is just a test; there is no need to take any action and you can simply swipe it away as you would any other message you receive.

    The test will be sent using mobile broadcasting technology which uses cell towers rather than SMS. The test is secure, free to receive and one-way, and does not reveal anyone’s location or collect personal data.

    The sound and vibration of the test alert will stop automatically after ten seconds. All people need to do is swipe away the message or click ‘OK’ on their phone’s home screen – just like for a ‘low battery’ warning or notification – and continue to use their phone as normal.

    The test message will say:

    This is a test of Emergency Alerts, a new UK government service that will warn you if there’s a life-threatening emergency nearby.

    In a real emergency, follow the instructions in the alert to keep yourself and others safe.

    This is a test. You do not need to take any action.

    Best practice of Emergency Alerts in other countries have shown that they work more effectively when there is a real emergency if people have previously received a test, so they know what an alert looks and sounds like.

    Emergency Alerts have already been used successfully in a number of countries, including the US, Canada and Japan, where the system has been widely credited with saving lives, for example, during severe weather events. In the UK, alerts could be used to inform people about wildfires or severe flooding.

    The Government has worked together with the emergency services and partners, including the Football Association and London Marathon, to make sure the UK-wide test has minimum impact on major events taking place today.

    Chief Fire Officer for Hertfordshire, and Resilience Lead on the National Fire Chiefs Council, Alex Woodman, said:

    Whilst today’s ten second national test may be inconvenient for some, please forgive the intrusion, because the next time you hear the alert, your life and the lifesaving actions of our emergency services could depend on it. We must use every tool at our disposal to keep people safe and we need everyone to play their part. The new Emergency Alerts system is one way we can do this.

    National Police Chiefs’ Council Lead for Civil Contingencies, Assistant Chief Constable Owen Weatherill said:

    During times of crises, it’s vital to warn and inform the public at speed. We look forward to further developing the use of the Emergency Alerts capability and the way it can protect and preserve life, as well as supporting policing’s wider response to critical incidents with partner agencies. Alongside partners, we will continue to listen carefully to public feedback and ensure the use of Emergency Alerts has a positive impact.

    Emergency Alerts will transform the UK’s warning and informing capability; working with mobile broadcasting technology provides a means to get urgent messages quickly to nearly 90 percent of mobile phones in a defined area when there is a risk to life, and provide clear instructions about how best to respond.

    The system will be used very rarely – only being sent where there is an immediate risk to people’s lives – so people may not receive an alert for months or years, if at all.
