    Lord Janvrin, former Private Secretary to Queen Elizabeth II, has been appointed as Chair of the newly established Queen Elizabeth Memorial Committee, the Deputy Prime Minister has announced.

    LORD JANVRIN, former Private Secretary to Queen Elizabeth II, has been appointed as Chair of the newly established Queen Elizabeth Memorial Committee, the Deputy Prime Minister has announced.

    The Queen Elizabeth Memorial Committee will be an independent body responsible for considering and recommending proposals for a memorial to Queen Elizabeth II. It will be jointly supported by the UK Government and the Royal Household .

    The Committee will develop proposals for both a permanent memorial, and a national legacy programme that will allow everyone in the UK to commemorate Queen Elizabeth’s life of service.

    The UK Government will support the proposals, and will consider funding options as proposals develop.

    The committee will consider Her Late Majesty’s life of public service throughout her long reign and the causes she supported. The Committee will also engage with the public to ensure ideas and suggestions from across the UK are captured.

    The plans will be unveiled to coincide with what would have been Her Late Majesty’s hundredth birthday year in 2026.

    A range of senior figures and experts will be appointed to develop ideas and bring recommendations to The King and the Prime Minister. These further appointments to the Committee will be announced in due course.

    Commenting on his appointment Lord Janvrin said:

    It is an honour to be asked to chair the Queen Elizabeth Memorial Committee. It will be a unique challenge to try to capture for future generations Her Late Majesty’s extraordinary contribution to our national life throughout her very long reign.

    Queen Elizabeth II was our longest reigning Monarch and greatest public servant. Lord Janvrin will now begin the important work of designing a fitting tribute to her legacy of service to our nation and the Commonwealth.

    Veterans’ Minister Johnny Mercer and Health Secretary Steve Barclay are urging veterans and service leavers to access specialist healthcare pathways run by NHS England and service charities.

    • Ex-forces personnel in England are being urged to identify themselves as veterans with their GPs

    Veterans’ Minister Johnny Mercer and Health Secretary Steve Barclay are urging veterans and service leavers to access specialist healthcare pathways run by NHS England and service charities.

    The ministers met with the Op RESTORE team at St Mary’s Hospital in Paddington, North London. The service supports veterans in England who have served in, or are leaving, the UK Armed Forces and have continuing, physical health injuries and related medical problems attributed to their time in the armed forces.

    The ministers met with a number of veteran patients, who spoke of how multi-disciplinary teams who understand their military backgrounds have helped to restore their physical health and wellbeing.

    Formerly known as the Veterans Trauma Network (VTN), the service has been renamed to help improve awareness of it amongst veterans and to sit as part of a suite of dedicated healthcare pathways run by NHS England, including Op COURAGE: The Veterans Mental Health and Wellbeing Service. The new name is intended to support improved access to Op RESTORE and make it more identifiable to both veterans and clinicians to boost referrals and service uptake.

    From the autumn, Op RESTORE will be able to support veterans to access the Veteran Mobility Fund, which will deliver high quality support to veterans with physical disabilities through grants to enable them to access mobility equipment that meets their needs and improves their quality of life.

    By declaring themselves to their local GP, ex-forces personnel will be able to access more specialised physical and mental health care support. NHS England launched the VTN in 2016, with 740 referrals so far – but many more ex-service personnel could also benefit.

    Secretary of State for Health and Social Care Steve Barclay said:

    Veterans have given so much to this country and when they need support as a result of their dedicated service, it’s only right that the NHS is there for them.

    Op Restore is a brilliant programme that helps with veterans’ physical health and wellbeing. Their joint approach includes military clinicians, meaning they receive help from medical professionals with a deeper understanding of their individual needs.

    For most veterans, serving the nation is a hugely positive and beneficial experience. But for the minority who find their health impacted by their time in the armed forces, I want them to be able to come forward to receive both short and longer-term care tailored specifically to them, and I want them to know that services such as Op Restore are there to support them.

    Minister for Veterans’ Affairs, Rt Hon. Johnny Mercer said:

    The reason I joined this government was to improve access to veterans’ care, and I’m incredibly proud of the progress we’ve made over the last few years.

    We now have clear and dedicated pathways for mental and physical health, and are looking at how we can extend this support further to provide wraparound, community support.

    If you have been injured, mentally or physically, by your time in service, please contact your GP and identify yourself as a veteran so you can access the specialist treatment that’s right for you.

    The holistic support is provided to veterans through working together with military and civilian medical professionals along with armed forces charities and NHS teams. Together, the network understands military life and the longer-term care and support that may be required for veterans, service leavers, reservists, families and carers. Available across England, and informed by veterans, the service is hosted by Imperial College Healthcare NHS Trust.

    Since its inception in 2016, there have been more than 740 referrals to the Op RESTORE. In 2022-23, 97% of referrals were reviewed at multi-disciplinary teams within 8 weeks. Many more ex-forces personnel are also eligible for specialist support.

    National Clinical Director of Op RESTORE, Shehan Hettiaratchy, has been a reservist for more than 20 years and has an extensive understanding of military trauma injuries following a deployment as a military plastic surgeon to Birmingham and on Operation Herrick. Shehan assumed the role of Chair of NHS England’s Clinical Reference Group for the Armed Forces in May 2020 and National Specialty Adviser, Armed Forces Health in 2022.

    Shehan Hettiaratchy, National Clinical Director of Op RESTORE and Chair of the NHS England Armed Forces Healthcare Clinical Reference Group, said:

    We work with military charities and closely link with Op COURAGE so every element of the veterans’ health needs are met. Veterans will be seen by clinicians within the NHS who have an understanding of the challenges of military life – many having served themselves.

    If you have continuing physical health injuries and related medical problems attributed to you time in the Armed Forces and think you need the help that Op RESTORE can give you, ask your GP to refer you and we’ll do the rest.

    The service has made me aware that I matter, that I have a voice – no matter how small or how soft. To speak to a consultant who understands my injuries and hear someone else rather than myself say the same things in a different way, no matter how long it has taken. The support to me along this journey from Op RESTORE has been brilliant.

    Op RESTORE veteran support workers are linked with local and national charities and organisations so can support access to housing, employment, benefits, for example, as well as local veterans breakfast clubs and volunteering opportunities which support the veteran’s wellbeing.

    Further armed forces healthcare services provided by the NHS in England include Op NOVA: Supporting Veterans in the Justice System and, most recently Op COMMUNITY: Armed Forces Community Support.

    A new partnership with the Post Office will make online government services easier to access. An in-person service for the One Login programme will support people with lower digital skills to verify their identity.

    The Cabinet Office and the Post Office have teamed up to provide an in-person service for those who may struggle to access government support online.

    The face-to-face service, which will be available soon for public use, will ensure that people can verify their identity when accessing public services.

    The government is currently rolling out GOV.UK One Login, which allows users to have just one account, one username, one password and one identity check to use many different Government services online.

    These services will include accessing self-assessment tax returns, conducting a DBS check or applying for pension credit.

    The free in-person system will enable those who find using a digital platform more challenging to visit a local Post Office branch, where they can verify their identity in person.

    Alex Burghart, Parliamentary Secretary for the Cabinet Office, said:

    While it is essential that government systems keep pace with technological change, we must ensure everyone can access them.

    Figuring out a new online system, and completing identity verification checks, can be daunting.

    That is why we are launching a new partnership with the Post Office to give more people the confidence to use GOV.UK One Login and access the vital services they need.

    Most people will be within 10 miles of a UK Post Office branch that is offering this new in-person identity check for GOV.UK One Login.

    GOV.UK One Login users undertake some basic steps online to set up an account, for which they need an email address and a mobile phone number.

    Smartphone users with photo ID can use the GOV.UK One Login identity checking app, which has already been downloaded over 3 million times, or browser journey to prove their identity, for services that require verification, in around 10 minutes.

    This partnership is set to make online government services easier to access for those with lower digital skills.

    Natalie Jones, Director of Digital Identity from Government Digital Service said:

    People across the UK already visit their local Post Office branch regularly, making them a trusted place to seek advice and support.

    This in-person support will make the process of moving to GOV.UK One Login easier and quicker for many people, simultaneously increasing uptake.

    This partnership is just one of a number of innovations One Login will be rolling out over the next 12 months to increase ease of access to digital services.

    Government Digital Service are also launching a service to provide user support through phone and email. This will help those experiencing difficulties in proving their identity or using GOV.UK One Login.

    GOV.UK One Login is simple and safe to use, and has ease of access at its core. 100 services will be using One Login by 2025.

    Over 2.2 million users have already successfully proved who they are through GOV.UK One Login to access services. The programme will help save over £700 million over the next three years.

    To mark 200 years since a UK schoolboy broke convention and invented the game of rugby, the UK’s enduring legacy of audacious creativity and innovation will be celebrated in the build-up to the 2023 Rugby World Cup with a run from Rugby School to Paris.

    • Delivered by the GREAT Britain & Northern Ireland campaign, the run launches a major UK government event ahead of the Rugby World Cup which aims to showcase the UK as a nation of audacious creators, trend-setters and innovators
    • The event will kick-off a 12 month programme of activity to promote the best of the UK and encourage the French to visit, study and do business with the UK

    The legend of William Webb Ellis catching a football and running with it dates back to a game at Rugby School in 1823 and is credited with creating the game of rugby.

    To mark the anniversary, ultramarathon runner Jake Barraclough, 26, will evoke the spirit of Webb Ellis and undertake the gruelling 281 mile run from Rugby School to Paris in time for the opening of the Rugby World Cup.

    Jake said:

    I’m thrilled to be taking on such an epic challenge while at the same time having this unique opportunity to promote the UK. I know I will have to channel Webb Ellis’s audacious spirit when the going gets tough on the route, and I’ll be looking forward to a glass of English sparkling wine when I finally arrive in Paris.

    The series of ultramarathons will mark the launch of a major new campaign in France from the UK government’s GREAT Britain & Northern Ireland programme, showcasing the UK’s audacious spirit and promoting the best of the UK to prospective tourists, students and business investors over the next twelve months.

    The campaign will demonstrate the UK has always been the home of creators, trend-setters and innovators. From fashion icon Vivienne Westwood and music legend David Bowie, to modern day superstar Harry Styles, the UK continues to offer a fresh perspective.

    Deputy Prime Minister, Oliver Dowden, said:

    Webb Ellis’s story is one of breaking convention, there are few tales so brilliant and so uniquely British.

    And 200 years on, seeing Jake run with a ball for 281 miles will bring the spirit of the UK to life in a very real way. It’s the perfect showcase of Britain’s audacious spirit

    The ‘Audacious Run’ started at Rugby School on Saturday 26 August and is due to finish in Paris on Tuesday 5 September, just ahead of the start of the Rugby World Cup.

    During the run, Jake will pass through towns and cities, meeting audacious individuals and organisations along the way, before taking the ferry from Newhaven to France.

    On his approach to Paris, he will be joined by a number of stars of the game to run the final mile together.

    Following The Audacious Run, the GREAT campaign will create a series of ‘pop-up’ experiences in Marseilles, Bordeaux and Lille, which are designed to drive economic growth across the UK by encouraging the French  to visit, study and do business with the UK.

    The Border Target Operating Model sets out new controls to better protect the UK against security and biosecurity threats and create a world-class border system for trade in goods.

    The Border Target Operating Model for trade in goods, published today, 29th August 2023, sets out when new controls will be introduced to better protect the UK against biosecurity threats and create a world-class border system.

    Delivering on the 2025 Border Strategy to create the most effective border in the world, the model introduces a new global regime for security and biosecurity controls, including bringing in controls on imports from the EU for the first time and using Brexit freedoms to simplify import controls on goods from across the globe. Many businesses will already be familiar with similar requirements already in place for exporting to the EU.

    These controls will keep the UK safe by defending against plant and animal diseases from abroad, protecting our vital agricultural industry and food supply chains, and assuring our trade partners of the quality of our exports. It will also protect against illegal imports, including firearms and drugs.

    The Border Target Operating Model makes smarter use of data and technology to ensure a more efficient trading experience for businesses. By taking an intelligent, risk-based approach, it removes duplication and reduces the volume of data and paperwork required from businesses when importing goods. This will save businesses around £520m per year compared to the original import model that would have been introduced in 2022.

    The model has been developed following extensive engagement with the border industry and businesses across the UK, and in collaboration with the Scottish and Welsh Devolved Administrations. Having listened to the views of industry, the Government has agreed to a delay of three months for the introduction of remaining sanitary and phytosanitary controls, as well as full customs controls for non-qualifying Northern Ireland goods, which will now be introduced from January 2024. To give stakeholders additional time to prepare for the new checks, further controls have a revised timetable. These include checks on medium risk animal products, plants, plant products and high risk food (and feed) of non-animal origin from the EU, implemented in April 2024, and safety and Security declarations for EU imports, implemented in October 2024.

    The Government has also worked with industry to test new technologies in a border setting, including distributed ledgers for sharing data, smart seals and GPS trackers. Pilot testing found these technologies could simplify processes across the supply chain, transforming the UK border through reduced costs and administrative burdens, making importing and exporting easier and cheaper for businesses.

    In addition to the Border Target Operating Model, the Single Trade Window is another flagship border development which makes smarter use of data and technology. It will simplify and streamline import and export trade processes and provide a single gateway through which businesses can supply trade data to the government. Under this system, information will only need to be submitted by traders once and in one place, removing complexity and duplication from the system.

    Baroness Neville-Rolfe DBE CMG, Minister of State at the Cabinet Office, said:

    “Our Border Target Operating Model will ensure more efficient trading for businesses, protect against biosecurity threats and further crack down on illegal imports such as firearms and drugs.

    “By making maximum use of data and new technologies, our innovative yet risk-based approach is key to delivering a world-class border system. Once fully implemented, these important post-Brexit measures will, I believe, bring considerable benefits to the UK economy and to UK trade, and the Government stands ready to support businesses through this transition.”

    Lord Benyon, Minister for Biosecurity at the Department for Environment, Food and Rural Affairs, said:

    “Protecting UK biosecurity through effective border controls on the goods that we import is so important. These border controls safeguard the food that we eat and protect animal and plant health across the UK.

    “The Border Target Operating Model sets out our innovative system of border controls, which will continue to uphold UK biosecurity and support trade with other countries.”

    Christine Middlemiss, Chief Veterinary Officer, said:

    “The Border Target Operating Model will deliver a new trade regime that provides a risk-based, proportionate and technologically advanced approach to border controls, built upon the foundations of safeguarding UK biosecurity. The threat from imported animal and plant diseases, such as African Swine Fever & Xylella fastidiosa, continues to grow. Our new regime of border controls will protect the UK and our trading partners from the economic, health and environmental harms caused by the outbreak of these diseases, whilst balancing the needs of vitally important trade.”

    William Bain, Head of Trade Policy at the British Chambers of Commerce, said:

    “Businesses will be pleased with this clarity as they prepare for the challenging shift to a digital trade system. The focus must now be on delivering the Single Trade Window to the timescales set out. The new approach to digitalising borders for goods movements could bring real benefits to the SMEs we represent, to trade, and to the economy.

    “The critical thing is preparedness. Businesses are making investment and supply chain decisions for the long term and need to be confident that the physical and digital infrastructure around the GB border is going to be in place on time.”

    Nigel Jenney, CEO of the Fresh Produce Consortium, said:

    “FPC welcomes the publication of the final Border Target Operating Model. It’s clear, Government has acted upon our concerns and will now implement a unique border approach for the benefit of consumers and industry. This focussed risk-based approach will reinforce UK biosecurity and promote self-regulation to minimise supply chain disruption.

    “Let’s be clear, challenges remain. However, this is a bold step forward to achieve our ambition to become a world-leading destination of choice promoting imports and exports of fantastic fresh produce, and flowers and plants.”

    “The Institute of Export & International Trade (IOE&IT) welcomes the innovative approach set out in the Border Target Operating Model. The shift to risk based, digital insights and targeting will ensure the smooth flow of goods and maintain strong security and biosecurity controls.

    “The Border Target Operating Model should not be looked at in isolation. There are several other key initiatives taking place as part of the Border 2025 strategy aimed at making the UK border one of the most effective and efficient. This approach has the potential to convert our borders into engines which support economic growth. In addition we encourage Government to move as fast as possible to implement the findings of the customs initiatives announced at the Spring Budget.

    “What’s really important is that UK businesses and those trading into UK markets prepare for these changes. The Border Target Operating Model helps to redress some of the commercial disadvantages that UK businesses have been facing.

    “The Institute’s focus is on supporting businesses trading with the UK from the EU and the Rest of the World to understand the requirements of Border Target Operating Model and provide practical assistance in complying with the new system. The UK can reap the benefits of this world-class new digital border if businesses of all sizes are equipped and armed with the right knowledge. Now is the time to prioritise educating businesses on trading sustainably, safely and securely.”

    • In developing the Border Target Operating Model the Government has been mindful of the small potential impact on inflation and has taken into account its firm commitment to bring the rate down. The estimated impact of the Border Target Operating Model on headline inflation is expected to be minor, standing at less than 0.2% across three years.

    The Government has worked with NHS England, housing providers and charities to provide record levels of dedicated support for veterans, as outlined in the latest six monthly report published by the Office for Veterans’ Affairs.

    • Dedicated health support has reached an all-time high, with at least one veteran-friendly GP practice in 71% of Primary Care Networks

    The Government has worked with NHS England, housing providers and charities to provide record levels of dedicated support for veterans, as outlined in the latest six monthly report published by the Office for Veterans’ Affairs (OVA) today.

    Op FORTITUDE is a first-of-its-kind, central referral pathway for veterans facing homelessness. The £8.55 million programme aims to eliminate veteran homelessness by matching vulnerable former service personnel with supported housing across the country. It will be rolled out across 14 housing providers and hundreds of housing units by September and brings together Local Authorities and charities.

    The Government is also working with NHS England to ensure all veterans can access mental and physical health care that caters to their unique needs. Access to accredited healthcare settings is at an all-time high. 71% of Primary Care Networks have at least one practice accredited as ‘veteran friendly’ and 75% of NHS trusts in England were accredited as ‘veteran aware’.

    Minister for Veterans’ Affairs, the Rt Hon. Johnny Mercer MP, said:

    This six-monthly report shows the incredible work done here at OVA and by our partners, which I’m immensely proud of. We’ve taken massive strides to making the UK the best place in the world to be a veteran by making sure the right support is available.

    We’ve made clear pathways for health care and housing, and are recognising the contributions and sacrifices veterans have made to national security and our local communities.

    Going forward, this report sets out the OVA’s plans to publish a Women Veterans’ Strategy, roll out veterans ID cards and support veterans into employment.

    Recognising the role of nuclear test veterans, many of whom will receive their dedicated medal ahead of Remembrance Sunday, is just one example of the many ways that the OVA recognises the positive contributions and challenges faced by veteran communities.

    Another example is the historic review into the impact of the ban on LGBT personnel serving in the military prior to 2000 has been published, and was followed up with an official apology from Prime Minister Rishi Sunak.

    The Government also recently concluded a review investigating the effectiveness and efficiency of welfare services for Armed Forces Veterans. The Veterans’ Gateway, which has already supported over a million veterans and which provides information on financial matters such as pensions and compensation, in addition to other areas, will be transferred to the OVA in 2024.

    Minister for Veterans’ Affairs, Johnny Mercer visited Worcestershire Medal Services in Birmingham’s Jewellery Quarter this morning to see the first Nuclear Test Medals in production.

    The first Nuclear Test Medals have started rolling off the production lines, ahead of being issued to veterans before Remembrance Sunday.

    Minister for Veterans’ Affairs, Johnny Mercer visited Worcestershire Medal Services in Birmingham’s Jewellery Quarter this morning to see the first medals in production.

    In November 2022 the Prime Minister announced that military, civilian, and overseas staff and personnel who participated in Britain’s nuclear testing programme in the 1950s and 1960s would have their service recognised with the medal, 70 years after the first British test of a nuclear weapon.

    The design for the medal was unveiled last month, and features an atom surrounded by olive branches and bears the words “Nuclear Test Medal”. The design was chosen to reflect the multitude of different roles that were carried out by the broad range of recipients.

    The Minister for Veterans’ Affairs visited the medal factory to see the first batch of medals being printed, and stamped a medal and attached a ribbon, ready to be presented to nuclear test veterans in the Autumn.

    Worcestershire Medal Services is a leading supplier of medals, honours and orders in the United Kingdom, supporting over 60 jobs in the Birmingham area since 2004. The company has a dedicated team producing many of the UKs most well known medals and honours including OBEs and the recent Coronation Medal.

    Nuclear Test Veteran, John Robinson, visited the factory with the Minister to see the medals being produced, ahead of receiving his own later this year.

    Many veterans of Britain’s nuclear tests will receive a new medal in time for Remembrance Sunday.

    Squadron Leader John B Robinson, AFC*, RAF (Retd), a Nuclear Test Veteran, who flew Canberra sampling aircraft on Operations Mosaic, Buffalo, Grapple and Antler said:

    The news that I will be presented with a medal for my role in the Nuclear Testing means a lot to me and I have been keenly anticipating the arrival since the Prime Minister’s announcement last year.

    I will proudly accept this medal on behalf of my co-members of 76 Squadron RAF, aircrew and ground crew, who are sadly no longer with us to receive the acknowledgement themselves.

    I am very much looking forward to receiving my medal later this year and enjoyed seeing the first medals in production alongside the Minister today.

    As part of the government’s efforts to champion nuclear test veterans’ contributions, the Office for Veterans’ Affairs is also funding a £250,000 oral history project. Work by the University of South Wales and University of Liverpool is currently underway to identify and record the life stories of 40 nuclear veterans.

    Education organisation Big Ideas, also a benefactor of the OVA’s £200,000 Nuclear Test Community Fund, is working this summer with four secondary schools. The students are meeting with veterans across the UK to produce learning resources centred around their stories.

    In 2018 the Government published the first ever Strategy for our Veterans and followed this up in 2020 with the Veterans Strategy Action Plan which set out the first steps the Government is taking to achieve its ambition of making the United Kingdom the best place to be a veteran anywhere in the world. Making the Civil Service a Great Place to Work for Veterans is just one part of achieving this ambition.

    There are around 2.2 million Armed Forces Veterans in the United Kingdom and every year around 15,000 people leave the Armed Forces. Around 60% of them are under 35 with most seeking to take up a new career or job opportunities in civilian employment. As well as making the Civil Service the most inclusive employer in the UK the Government is committed to maximising the support and recognition for veterans in society. This includes those aspects and opportunities, such as employment in high quality jobs, which help them to flourish and successfully make the transition from life in the Armed Forces to civilian employment. Veterans also bring with them unique skills and experience and many of the values which the Civil Service also thrives on; a commitment to public service, team work, inclusion, creativity and drive.

    A Great Place to Work

    In February 2020, the Government announced the introduction of a new initiative to make the Civil Service ‘A Great Place to Work for Veterans’. Many veterans already work in the Civil Service and contribute a huge amount to the organisation, and this initiative aims to encourage more veterans to take this step. These new measures are focused on roles at all grades, functions and professions across the Civil Service.

    We are now taking the first step in delivering this and meeting the Government’s 2019 manifesto commitment to make it easier for veterans to secure interviews for Civil Service roles.

    As a result veterans who meet the minimum criteria for a role will progress to the next stage of selection. In most cases this will be an interview, but depending on the vacancy it may be another method of selection such as an online test or an assessment centre.

    Early Adopter phase and wider roll out

    The scheme completed an early adopter phase in five early adopter departments: the Cabinet Office, the Ministry of Defence, the Ministry of Justice, National Crime Agency and the Home Office (including Border Force). The Welsh Government also ran the scheme. This Early Adopter phase allowed the Civil Service to conduct user testing (including research) of recruitment solutions, ensured the experience for veterans, recruiters and managers was a positive one and helped evolve the scheme so that it can be successfully rolled out across the Civil Service.

    From November, we began to roll out the initiative across the Civil Service. Please note that initially not all job vacancies in all Departments will be selected for the Great Place to Work for Veterans initiative. Roles available will be clearly marked.

    If you are an applicant and are unsure, you should contact the vacancy manager or recruitment point of contact. We expect the majority of vacancies will be part of the Great Place to Work for Veterans initiative by 31 March 2022.

    Roles selected for this initiative will be externally advertised, and can be either temporary or permanent, and at any grade.

    Eligibility

    To be eligible for this scheme in the Civil Service, you must:

    • have served for at least one year in Her Majesty’s Armed Forces (as a Regular or Reserve); this includes time spent training
    • be in transition from, or ceased to be a member of, HM Armed Forces
    • not already be a civil servant, or be employed by a Civil Service Commission accredited public body

    There is no maximum time limit from when you left HM Armed Forces to be eligible for this initiative.

    Using the initiative

    When you apply for a role through Civil Service Jobs, you will be prompted to enter whether you are eligible for the Great Place to Work Initiative and whether you would like to apply for the role through this route.

    Please note that during pre-employment checks for a role in the Civil Service, your employment history will be checked. An attempt to use this initiative fraudulently may result in your application being terminated.

    Recruitment in the Civil Service

    The Civil Service recruits using the Success Profiles Framework. This allows us to assess candidates against a range of elements using a variety of selection methods. This gives us the best possible chance of finding the right person for the job. Not all elements are relevant to every role, so the Success Profile will be different for different types of job.

    We have a range of tools and approaches that can be used to assess candidates to determine their suitability for the role and we may use more than one assessment method during the selection process. There may also be more than one stage of selection.

    The assessment approach, along with the criteria required for the role, will be outlined in the job vacancy or candidate information pack.

    Minimum standard

    In order to use the Great Place to Work for Veterans initiative, you must also meet the minimum standard for the role you would like to apply for.

    The minimum standard is the combination of experience, behaviours, strengths, abilities and technical/professional skills that a candidate will need to perform effectively in the role.

    The minimum standard will be clearly set out in the job vacancy or the candidate information pack. If you are unsure what the minimum standard is, you should contact the recruitment manager for the role.

    Multiple stage recruitment

    For some jobs, candidates will go through multiple stages, such as online tests, paper sifts, assessment days and interviews.

    If the application process for a role has multiple stages, the Great Place to Work for Veterans initiative can be applied at each stage, but it will only move the applicant along one stage, and only if they meet the minimum standard at each stage.

    High-volume recruitment

    It may not always be practicable or appropriate to interview all veterans who meet the minimum criteria for the job. For example, in high-volume recruitment, the employer may wish to limit the overall number of interviews by selecting the candidates who best meet the minimum criteria for the job rather than all of those that meet the minimum criteria.

    In these circumstances, organisations can select the candidates who best meet the minimum criteria for the job rather than all of those that meet the minimum criteria.

    Working in the Civil Service

    Many veterans already work in the Civil Service and make a fantastic contribution to it. The Great Place to Work initiative will add to existing entry and experience routes for veterans to join the Civil Service operated by some Departments and the Going Forward Into Employment Scheme and HMRC’s RISE programmes.

    New data released today reveals small businesses (SMEs) won a record-breaking amount of government work in 2021/22.

    Small businesses won a record-breaking amount of government work, new figures released by the Cabinet Office reveal today (Tuesday 15 August).

    The new figures, which underline the government’s commitment to helping SMEs benefit from government contracts show that UK small businesses received £21 billion worth of work in 2021/22. This equates to around £3.8k per British small business.

    Government work won by small businesses range across all sectors, including public infrastructure – supporting building schools and hospitals, defence – developing high end technology to keep the country safe and healthcare – helping keep the country healthy through clinical, medical and digital health services, as well as many more.

    The figure is an increase of £1.7bn on the previous year, and the highest since records began, representing the fifth consecutive year that government work won by small businesses has increased.

    Minister for the Cabinet Office Jeremy Quin said:

    Today’s record-breaking figures demonstrate our commitment to ensure more small businesses benefit from public sector spending, by reducing barriers to entry and encouraging a more diverse market.

    One in three pounds of public money is spent on public procurement, which is why through the Procurement Bill we are improving the way it is regulated to save the taxpayer money and drive benefits across every region of the country.

    The news comes as the Minister of the Cabinet Office meets with SME supplier Wagtail in Flintshire, Wales later today. The company provides detection dogs and related services for government departments and agencies including the UK Border Force, HM Revenue & Customs, Police, Trading Standards and Armed Forces.

    As well as seeing the benefits of innovative procurement practices in action, the Minister will see how the Procurement Bill will make it easier for small businesses, such as Wagtail, to win government contracts.

    Under new rules all departments and public bodies will be required to consider SMEs when designing their procurements, meaning that more SMEs will get to compete for and win government contracts through simpler and more flexible regulations.

    The new rules also include:

    • Greater visibility of upcoming work, giving SMEs more time to gear up for bidding
    • A new central platform showing future work in each area. This means for example a new SME tech firm in Lancashire will be able to search for tech opportunities upcoming in their region
    • Creating one single website to register on, rather than the multiple and time consuming systems SMEs currently have to register on before bidding for work
    • Reducing unnecessary insurance costs before a supplier has even bid for a contract
    • A new Competitive Flexible procedure, which will allow contracting authorities to design more innovation into the process.
    • Strengthening prompt payment, so that businesses throughout the public sector supply chain receive payment within 30 days

    At the visit, the Minister will meet with Adam Vizard from Wagtail’s senior leadership team to learn about the business and its experience tendering for public contracts. He will also meet with the company’s professional dog trainers and operational handlers, observing demonstrations with a fully trained detection dog.

    Julie Harrison confirmed as the new Permanent Secretary to the Northern Ireland Office.

    The Cabinet Secretary, with the approval of the Prime Minister, has announced the appointment of Julie Harrison as the new Permanent Secretary to the Northern Ireland Office (NIO). Julie Harrison replaces Madeleine Alessandri who left the post in July to become the new Chair of the Joint Intelligence Committee and Head of the Joint Intelligence Unit.

    The Secretary of State for Northern Ireland, Rt Hon Chris Heaton-Harris MP, said:

    I am delighted Julie has been appointed as the new Permanent Secretary to the Northern Ireland Office. She is an outstanding civil servant, has a passion for the place and will bring a wealth of experience and knowledge to the post.

    The NIO has some of the most dedicated and hard working civil servants I know, all of whom are committed to making a positive difference and to delivering for all the people of Northern Ireland.

    Julie will play a central role in supporting them and in guiding the department to realise its vision for Northern Ireland: to make it a better place to live, to work and to invest. I look forward to welcoming Julie to the NIO and to working together.

    The Cabinet Secretary, Simon Case, said:
