    Anum Qaisar – 2023 Speech on Israel and the Occupied Palestinian Territories

    The speech made by Anum Qaisar, the SNP MP for Airdrie and Shotts, in the House of Commons on 23 March 2023.

    I pay my respects to both Palestinians and Israelis who have been killed in recent violence. Ramadan Mubarak; today marks the start of Ramadan and I, like many Muslims, am fasting. Yet Muslims and those of other faiths or no faith in the occupied Palestinian territories have seen a significant increase in human rights violations perpetrated by Israeli authorities.

    More than 1,000 Palestinians are at imminent risk of forcible transfer from Masafer Yatta, an action that would amount to a war crime. The situation is rapidly deteriorating and Israeli Prime Minister, Benjamin Netanyahu, lands in the UK today on a state visit. During talks, the UK Government must call for a de-escalation of violence.

    Amnesty International concluded last year that Israel is

    “committing the crime of apartheid against Palestinians.”

    Will the UK Government raise those concerns with the Prime Minister? The Finance Minister recently stated:

    “There is no such thing as a Palestinian people”,

    and said he wanted to see the Palestinian village of Huwara wiped off the map. Will the Minister put on record her disgust at that type of language?

    The Israeli Government continue to push for the development of illegal settlements, despite promising not to do so. If that construction does not stop, will the UK Government commit to suspending trade deal talks with Israeli counterparts until we can ensure human rights are safeguarded?

    The UK Government must acknowledge the systematic and calculated discrimination against Palestinians in occupied territories carried out by the Israeli military and authorities. Will the Government finally halt their approval of the sale of arms to Israel and support the need for an independent investigation by the International Criminal Court into human rights violations?

    We are approaching the one-year anniversary of the murder of Palestinian journalist Shireen Abu Akleh. Al Jazeera has escalated her killing to the ICC after the Israeli defence force refused to investigate her killing and former Israeli Prime Minister Yair Lapid said:

    “No one will investigate IDF soldiers and no one will preach to us about morals in warfare”.

    Do the Government accept that, unless they urgently support the ICC investigation, they are turning a blind eye to blatant military impunity for murdering Palestinians?

    I am happy to repeat that the UK condemned the Israeli Finance Minister’s comments calling for the Palestinian village of Huwara to be wiped out, and his recent comments denying the existence of the Palestinian people. We have condemned that absolutely, and I think that has been heard clearly.

    Prime Minister Netanyahu will visit the UK tomorrow, and has asked for a meeting with the Prime Minister. He will have a short meeting with the Prime Minister and the Home Secretary. I know that the Prime Minister will raise the issues that concern us—as all good, trusted friends and partners do. We are confident and always do so with all our partners, including Israel.

    The hon. Lady mentioned the anniversary of the death of respected Palestinian journalist Shireen Abu Akleh. It seems extraordinary that we are already a year on. The UK is committed to working with both Israel and the Palestinian Authority to advance that peaceful two-state solution. We voted no on the resolution pertaining to referral to the ICC because we consider that is not helpful to bringing the parties back to dialogue.[Official Report, 27 March 2023, Vol. 730, c. 6MC.] As I set out in my answer to the urgent question, we continue to work with all parties to help find a way forward. We hope that the continuing role of talks will help to move that forward.

    I beg to move,

    That this House has considered social security support for children.

    This is the first Westminster Hall debate that I have successfully secured, and I am delighted to serve under your chairmanship, Sir Christopher. I am also delighted to see my friend, the hon. Member for Strangford (Jim Shannon), next to me; it would not be a Westminster Hall debate if he was not here.

    I am here to be the voice of the voiceless. This is a debate on social security support for children. The Tory Government came into power at Westminster in 2010, and at that point the use of food banks across all four nations was negligible. The Trussell Trust had around 35 food banks at that point, but in 2022 it estimates that it has around 1,400. That is an increase of almost 4,000%.

    In the last six months, 320,000 people have had to use a food bank in the Trussell Trust network for the first time. Research found that one in five referrals was for working households. Does the hon. Member share my concern that the lack of support for working families is pushing the burden away from the Government and on to charities?

    It is as if the hon. Member has seen my speech; I will come to that point later.

    Of course, it is not only the Trussell Trust; there are a number of independent and locally run food poverty groups. In my constituency, for example, we have Paul’s Parcels, which serves Shotts and the surrounding villages. We are living in food bank Britain, where almost 1 million children receive some sort of help from food banks. The Food Foundation also found that around 4 million children have experienced food insecurity in the past month. Some people will argue that there has been an increase in food bank use due to wider awareness, but I would argue that consecutive Conservative Governments are the reason for that increase. It is their financial mismanagement of the economy, and now austerity 2.0, as set out in the Chancellor’s autumn statement, that are pushing people further and further into poverty.

    We face the reality that there are more food banks than McDonald’s in the UK. The richest MP in the House of Commons double-jobs as the Prime Minister. Rather than extending a lifeline to the average punter in the street, the Government are handing out bankers’ bonuses. Who benefits and, crucially, who are the losers? Many groups are victims of the financial mismanagement of the three Prime Ministers and four Chancellors just this year. My concern is for children and young people. They are largely voiceless and are rarely actively involved in the decision-making process.

    In Scotland, we have a completely different approach to target help for children. It starts from the basic notion of referring to benefits as social security. In 2021, the SNP Scottish Government introduced the Scottish child payment, which is a groundbreaking piece of policy. Since then, the payment has doubled in value to £20, and on 14 November 2022 it automatically increased to £25 per week for those already in receipt of it. Based on March 2022 modelling, that increased payment is estimated to lift 50,000 children out of poverty and reduce relative child poverty by 5 percentage points.

    That is a phenomenal piece of legislation, and I am so proud of it. Many Members here might argue, “Anum, you’re biased; you’re an SNP MP, and that’s the SNP Scottish Government.” However, that is not just my belief. Chris Birt, associate director of the Joseph Rowntree Foundation, said:

    “The full rollout of the Scottish Child Payment is a watershed moment for tackling poverty in Scotland, and the rest of the UK should take notice.”

    Will the UK Government do so? In fact, would the Minister care to intervene and announce that they are following the Scottish Government’s lead? No, he is furiously writing away. When he replies, I hope he will announce that the Scottish child payment is being implemented across the UK.

    That is where the issue lies: the SNP Scottish Government consider social security as an investment in people that is key to their national mission to tackle child poverty. We do that with the limited economic levers that the Scottish Parliament holds.

    The Scottish Government have implemented a number of other policies. I will go through them and ask whether the UK Government will commit to follow suit. The Scottish Government are offering free school lunches in term time to all 281,865 pupils in primary 1 to 5 and in additional support needs schools. That saves families an average of £400 per child per year. That will be extended to primary 6 and 7 during the Parliament. Will the UK Government follow suit?

    The Scottish Government are massively expanding the provision of fully funded high-quality early learning in childcare. They are providing 1,140 hours per year for eligible children aged two, three and four. In fact, if eligible families were to purchase the funded childcare provided by the Scottish Government, it would cost them about £5,000 per eligible child per year. Again, will the UK Government follow suit?

    The Scottish Government have increased the school clothing grant to at least £128 for every eligible primary school pupil and £150 for every eligible secondary school pupil from the start of the 2021-22 academic year. Again, will the UK Government follow suit?

    The Scottish Government are bringing forward those policies with the limited economic levers that they hold.

    I declare an interest as a massive fan of my hon. Friend’s constituency—if not the Shotts part, then certainly the Airdrie part. I commend her for securing the debate, and I want to back up the point she is making. Although the Scottish Government are doing a huge amount of incredibly ambitious things to tackle the scourge of child poverty, 85% of welfare spending remains under the control of this institution. Does she, like me, believe that it is absolutely abhorrent that, under the devolution settlement, the Scottish Government have to use their devolved budget, which would normally be used on things such as trying to reduce class sizes, to try to plug the gaps in an inadequate state support system that is the result of a Conservative Government—something that people in Scotland have not voted for since the 1950s?

    My hon. Friend’s point is incredibly valid. The Scottish Government hold limited economic levers, but they often have to use their budget to mitigate Tory austerity.

    In debating topics such as social security for children, it is essential to reaffirm that a societal approach must be considered when formulating policy. Social security for children is about so much more than targeted support. We must consider what support is in place for parents. This week, I had the pleasure of meeting Lauren from Pregnant Then Screwed, which has revealed some harrowing statistics. Out of 1,630 women it interviewed who had had an abortion in the past five years, 60.5% said that the cost of childcare influenced their decision, and 17.4% said that childcare costs were the main reason for their decision. A separate survey found that 48% of pregnant mothers have to cut their maternity leave short due to financial hardship. Those are not simply statistics; that is the reality for many women.

    In Scotland, childcare and policies relating to children are seen as lifelong investments for society. It has been said before that an investment in our children is an investment in our future, and I wholeheartedly stand by that. It is crucial that the UK Government take a societal approach to social security for children. The wider economic implications of child poverty are significant, with a 2021 study estimating the cost of child poverty in the UK at £38 billion a year.

    There is a cost to not addressing child poverty, and I am not just talking about the direct financial implications. We face the harsh reality of children who are upset and anxious as a result of their parents worrying about household finances. That is not the type of society that I wish to live in.

    In Scotland, different policies have been introduced. For example, before a baby is born, the Scottish Government provide expectant families with a baby box. Baby boxes include essentials for bringing up a child, such as clothing and digital thermometers. That not only provides essentials at a time that can, in any case, be physically, emotionally and financially challenging; it sends a clear message to families that the state cares about them. Some 93% of Scots who are eligible have taken up the scheme. Ireland has a pilot scheme, and the baby box has been hailed internationally. The UK Government would do well to mirror that approach, and if the Minister cannot commit today to introducing the baby box, I hope he will take the information on board and give it serious consideration.

    We know that parents are having to make unimaginable financial decisions—to return to work early or to leave their jobs altogether if they cannot afford the cost of childcare. We know, too, that the cost of child poverty can disproportionately impact women. Typically, women assume the main role as caregiver and are the first to give up their jobs when childcare becomes unaffordable. The Scottish Government are massively expanding the provision of fully funded, high-quality early learning and childcare, providing 1,140 hours a year for eligible children aged two, three and four. In Scotland, we have we have taken a different path—one that puts children and families first, with lifeline policies providing help to those who need it most.

    Over the past 12 years, the Tories have systematically dismantled the social security system. It is clear that the Tory-run system is not designed to help those in need. Rather, it pushes a poverty-inducing austerity agenda. I have described what the Scottish Government are doing to reduce the harmful impact of Tory austerity-driven Government, but the reality is that 85% of social security expenditure remains reserved to Westminster, so the change that is desperately needed must start here.

    We are at a point at which meaningful and tangible policy can be implemented to make a difference to millions of children and families, and it is an active policy decision not to make those changes. That is costing all of society financially and socially. The limitations imposed on social security by the Tory Government are sickening. The freezing of the benefit cap since 2016 has disproportionately impacted lone-parent families, the majority of whom are women, as well as larger families and ethnic minority families. Official Department for Work and Pensions statistics have shown that more than 100,000 households have had their benefits capped since May 2022. Of that number, 87% are households that include children.

    There is much that we could do to help families that are struggling. The Tory Government could start by looking at social security as an investment in society and future generations, rather than something that needs to be cut and limited. There are many clear ways to do that. First, the Minister could commit to removing the abhorrent two-child limit on universal credit and legacy benefits, as well as ending the benefit cap, which would lift 300,000 children out of poverty. My SNP colleagues and I have been campaigning tirelessly to eradicate that regressive measure, and we will continue to push for it to be removed.

    The Government could do more than simply remove the cap. Following the Chancellor’s recent fiscal statement, the Child Poverty Action Group has reported that, even with the uprating of benefits in line with inflation, families will be worse off in 2023-24 than they were after universal credit was cut last year. That weak attempt to reverse 12 years of austerity will have a marginal impact on children, as the entire UK Government’s social security system is in desperate need of an overhaul.

    Other fundamental issues with universal credit impact children. Policies such as a five-week wait for first payments, the bedroom tax and the cruel sanctions regime all push families on universal credit towards destitution. If we reversed the policies introduced by the Tory Government since 2015, we would lift 30,000 children in Scotland out of poverty by 2024.

    It is not the job of food banks and charities to uphold a crumbling social security system. I am honoured to represent the constituency of Airdrie and Shotts, which has dedicated community organisations. Since my election last year, I have worked tirelessly and closely with many organisations to support them in delivering an essential lifeline to constituents who face destitution as a result of Tory-made austerity.

    The cost of living crisis is disproportionately impacting children, with families having to cut back on both essential and luxury items. In this festive period I am working alongside four constituency-based organisations: Paul’s Parcels, Diamonds in the Community, Airdrie food bank and Airdrie community school uniform bank. We are asking people to donate advent calendars for the four organisations to deliver across the constituency. A simple item such as an advent calendar is unaffordable. Sadly, many children will not enjoy the typical Christmas festivities, because their parents or carers cannot afford simple luxuries.

    In my contribution I have outlined a number of asks, and I look forward to the Minister’s response. I imagine that there will not be much in the way of concessions, but I hope he will sincerely take on board the approach of the SNP Scottish Government and consider following suit.

    I have to say that I was shocked by the previous speaker’s contribution. In 2014, I campaigned for an independent Scotland as a member of the Labour party. I joined the SNP after the referendum; my final straw was when Labour joined the Tories in September 2014 to vote for air strikes in Iraq. Independence is not about the SNP or Nicola Sturgeon; it is about self- determination for the people of Scotland.

    From covid contract scandals to people making their rich mates Lords, there is so much that is broken about Westminster and how this place protects the rich. This year, Shell has paid zero windfall tax in the UK despite making record global profits of nearly £26 billion. BP made £7.1 billion between July and September, which is more than double its profits in the same period last year. At the same time, I have constituents who are struggling to heat the food they are getting from food banks. Not only can they no longer afford to buy food; they have to eat food cold because using microwaves, ovens or stoves is simply too expensive. This is not simply a national disgrace; it is immoral, it is evil and it is corporate greed, backed by Downing Street, where people take more and more for themselves and line their own pockets and could not care less about the ordinary person.

    This year in the multiple Tory leadership elections we have had—who knows, we might have some more—the Tory candidates completely relinquished the fact that they were in government, that they were making the decisions and that they sat at the Cabinet table and have sat there for years. That lot have had 12 years in Downing Street and they have spent the last decade systematically dismantling the social security system and othering some of the most vulnerable in our communities. We have heard a Tory MP in this very Chamber say:

    “We have generation after generation who cannot cook properly—they cannot cook a meal from scratch—and they cannot budget.”—[Official Report, 11 May 2022; Vol. 714, c. 185.]

    That is revolting. Poverty is deepening, and it is sickening that the people of Scotland do not vote for the Tories yet will be subjected to austerity 2.0. The UK economy and the financial mismanagement from Westminster are simply not working for Scotland. The Tories are delivering low productivity, stagnant wages, high inequality and high poverty rates.

    We could use the full powers of independence to build an inclusive, fair, wellbeing economy that works for everyone in Scotland. With independence we can develop an immigration policy that aligns with the values of the people of Scotland. Westminster is broken and this is not limited to the Tories. My immigrant grandfather always voted for the Labour party, yet recently we heard its leader saying that there was essentially little difference on immigration between the two parties. That is shameful. It is not something to be proud of. It is a disgrace. I am so proud—[Interruption.] I am not going to listen to the hon. Member for Edinburgh South (Ian Murray); he has had his time to speak, but that is exactly what his leader said.

    I am so proud of the rejection from these Benches of the hostile, xenophobic anti-refugee and anti-immigrant policies from the Conservative side of the House. There are already stark differences on asylum policy between both Governments. The Tory Government want to send people who are fleeing war and persecution to Rwanda, while the Scottish Government’s new Scots refugee integration strategy is pushing a trauma-informed approach to ensure that the voices of those seeking asylum are placed at the heart of policy. No human being is illegal. To quote Warsan Shire:

    “you have to understand,

    that no one puts their children in a boat

    unless the water is safer than the land”.

    It is the creeping normalisation of othering from the Tories that is so chilling. I cannot believe that the Home Secretary had the audacity to stand at the Dispatch Box and use the word “invasion”. Forget the context; it is just the fact that she used the word “invasion” that is shameful. We also heard a Tory MP in this Chamber say:

    “I do not wake up every day worrying about the welfare of people who have entered our country illegally”.—[Official Report, 31 October 2022; Vol. 721, c. 660.]

    I feel compassion and concern for those who are fleeing war just as much as I feel compassion and concern for those living in poverty. These are not binary choices, yet this is straight out of the right-wing playbook. Whether people are working class, an immigrant, gay, lesbian or a trade unionist, this is what the Tories do: they pit communities against one another. They tell people that they are poor because they are not working hard enough, that they cannot find work because refugees are not actually fleeing war, that immigrants want to steal their jobs and benefits, or that it is the fault of pesky trade unionists.

    The Tories’ national minimum wage is not a real living wage. The differing rates for young people are wholly unjust and discriminatory, and they do not account for young people’s needs, responsibilities and living costs. This is in contrast to the SNP, which proposes a single rate that better reflects the cost of living, with no lower rates for younger workers. Scotland’s gender, disability and ethnicity pay gaps would be addressed, in part, by introducing greater transparency on pay reporting. In an independent Scotland, I look forward to the unfair Trade Union Act 2016 being repealed.

    We need an independent Scotland, as Scotland simply cannot afford to be part of the UK any more. Scotland is a country in its own right. It is not a colony or a region. Independence will give Scotland the ability to get rid of nuclear weapons from the Clyde, independence will give Scotland the ability to tackle the climate emergency, and an independent Scotland will always get the Government she votes for.

    The renewed cruise missile attacks on Ukrainian cities and civilian infrastructure this morning were appalling, but, tragically, they are now part of Putin’s almost daily arsenal. By attacking residential areas, electricity infrastructure and water supplies, Putin is ordering his troops to carry out war crimes on a daily basis. As an international community, we cannot allow that to happen. Will the Foreign Secretary give the House details about what is being done to assist diplomats on the ground in Ukraine—including UK diplomats—to document war crimes and crimes against humanity committed by the Russian military so that those incidents can be escalated to the International Criminal Court?

    As the war morphs into a protracted conflict, there is an increasing danger of Ukraine fatigue creeping into the UK public. Statistics published recently show that amid hiked UK energy prices, the UK public’s support for continuing economic sanctions against Russia has fallen from 73% in March to 41% this month. What are the UK Government doing to militate against Ukraine fatigue? Will they commit to a public campaign to remind the electorate why we are supporting Ukraine and what they can continue doing to help?

    Food security is also of grave concern. Twelve grain export ships have left Ukraine today, despite Russia pulling out of the Turkey and UN-brokered grain deal. The need for reliable grain supplies is acute, particularly in regions such as the horn of Africa. Russia, as the aggressor in the war, has already made itself an international pariah, and it cannot continue to do so by actively restricting food supplies to famine and drought-affected regions of the world. Will the Foreign Secretary therefore outline the steps that the Foreign, Commonwealth and Development Office is taking alongside international allies to get Russian officials back into talks for the deal? Will he confirm whether UK officials are assisting their Turkish counterparts in their efforts to secure the grain deal?

    Finally, will the Foreign Secretary update the House on sanctions on Iran, given that it has supplied drones to Russia that have targeted civilians in Ukraine? He rightly said to the shadow Foreign Secretary that he would not give detail, but will he commit to giving regular updates to the House?

    The hon. Lady raises a number of very important points. On Iran, I can assure her that we constantly review our sanctions designations. We will ensure that we respond to any further breaches of the UN Security Council resolution on supplying arms to the conflict.

    The hon. Lady makes an incredibly important point about the documentation of war crimes. I had meetings with Karim Khan, the chief prosecutor of the International Criminal Court, with regard to the documentation of war crimes to ensure that perpetrators know they will be held to account for the actions they have taken.

    We recognise that this winter will be tough for people in the UK—our energy support package is designed to alleviate some of the pressure, but we recognise that it will be tough. However, I think the British people instinctively understand that if we slip back from our support of the Ukrainians in this incredibly difficult time, globally, the costs in lives, in food supplies, in energy supplies and to families in the UK will be huge. As difficult as it is—and I recognise it is difficult for everyone at this time—it is essential that we continue our support for Ukraine, because the costs of inaction will be so much higher.

    I rise to pay my respects on behalf of my constituents in Airdrie and Shotts. It is, of course, with great sadness that we are here today to pay tribute to Her Majesty the Queen. Over her 70-year reign, she was a figurehead across the four nations and across the world. She worked tirelessly and demonstrated an unwavering commitment to her role as Head of State.

    Her Majesty took the throne in her 20s, and in the years that followed she guided the four nations through monumental changes. She served as a pillar of hope and stability during times of uncertainty, and she was a constant in the lives of many people. Indeed, she is the only monarch that many of us have ever known.

    I was born in Scotland, but I am also a grandchild of the Commonwealth. Many people, especially the older generations—including my grandmother, Salamat Begum, and my grandfather, Haji Abdullah—held the Queen in high esteem. When I was growing up, they often told us stories about when they moved from a small village called Saraba in Pakistan to Rochdale, before settling in Scotland. They told us about how they found the Queen to be an inspiration.

    Her Majesty simply meant so much to so many people. She was, of course, a mother, a grandmother and a great-grandmother. I, along with the people of Airdrie and Shotts, send my condolences to her family. They are in our thoughts and prayers. May she rest in peace.

    Thank you, Mr Deputy Speaker. I am aware that it is not necessarily a requirement to thank the Chair in an Adjournment debate, but this is my very first Adjournment debate and it really is a pleasure to serve under your chairship.

    The subject that I am raising today is so important and so topical: just today, HSBC has announced that it is closing 69 stores across the four nations. My constituency of Airdrie and Shotts is centrally located; in fact, the wee town of Harthill is pretty much halfway between Glasgow and Edinburgh. There is therefore an assumption that my constituents can travel around easily, so if a local service such as a bank closes, they can simply hop on a bus. That is not the case.

    In September last year, Virgin Money announced that it was closing three of its Lanarkshire stores: Airdrie, Cumbernauld and East Kilbride. The Airdrie store closed its doors in January this year. My constituents were told that they could travel from Airdrie town centre to the nearest branch in Baillieston. That is either 20 minutes by car or a bus journey of an hour, and for that to work, we would have to assume that people do not live in places such as Greengairs, Petersburn or Chapelhall. Essentially, my constituents who do not live in Airdrie town centre have considerable journeys to make. That poses additional barriers to those who are either financially vulnerable or struggling with mobility.

    When I spoke last year to officials from Virgin Money, which is the rebranded former Clydesdale branch, they told me that the closures were in response to changing customer demand and a reduction in footfall. That did not really make sense to me, because every single bank branch in the country saw a change in customer demand and a reduction in footfall. Why? Because we were in the midst of a global pandemic and in lockdown.

    When we think of banking hubs, we also think of London, the big city. However, my constituency has a proud 181-year history as a banking hub, and Airdrie Savings Bank, founded in 1835, had its own long and proud history in north Lanarkshire and, indeed, throughout Scotland. It was a small commercial bank which operated on mutual principles and had no shareholders, being governed instead by a board of trustees.

    I congratulate the hon. Lady on securing the debate. We have discussed banks here on many occasions. These closures affect the most vulnerable in society, the elderly and others who have no access to modern technology. They cannot simply jump online to do their banking. The banks make massive profits every year, and they have an obligation to look after the customers who have, in fact, built them up.

    Those are important matters, and I will come to them later in my speech.

    I vividly remember being dragged to the high street when I was a wee girl growing up in Motherwell. Adult Anum does not necessarily have to be dragged to the high street, but as a child I hated it. My mum had her routine: she would go to Asda and get her messages, and then she would pop into Airdrie Savings Bank. Popping into the bank meant that she could get all her banking issues sorted out, but bank branch staff tend to become known to locals, so Mum would often stand and have a wee blether with them. However, this small commercial bank ceased trading entirely and closed its doors in 2017. Royal Bank of Scotland in Graham Street closed its doors in 2018, and Barclays shut six years ago. As of today, Airdrie is serviced by only one bank, Bank of Scotland, and one building society, Nationwide. It is the same story in Shotts. In 2016 Royal Bank of Scotland shut down, and Airdrie Savings Bank closed its Shotts branch back in 2015. RBS does send a van to the Co-op car park once a week for an hour, but outwith those times people have to head for a nearby town such as Wishaw.

    Does the hon. Lady agree that this is a national issue? We have experienced exactly the same problems in Reading and Woodley. Again, it is elderly and disabled people who are put under enormous pressure by these closures. It is really hard for them. Many are only familiar with banking through cheques, and they want to see a person: they do not want to have to deal with “online”, and, indeed, their families often worry about their using online banking. Perhaps the hon. Lady will join me in calling for wider national consideration of this issue, and, in particular, for the Government to put pressure on the banks to provide hubs.

    I entirely agree. When banks decide to close, we as Members of Parliament rightly engage in meaningful discussions. We fight for our constituents and try our level best to ensure that they have access to the local branch for as long as possible. If a branch does close we will fight for those banking services, but the reality of these commercial decisions is that all too often such discussions do not end in a positive outcome for our constituents. I say to the Minister that, with only a handful of banks on our high streets, now is the time for Government intervention. The banking issues that my constituents are facing will affect people in all four nations. I would welcome the Minister’s comments on what work she plans to do to ensure that our high streets do not become banking ghost towns.

    My hon. Friend said that there was “meaningful” engagement between MPs and the banks. It may be meaningful on one side—indeed, I know that it is—but it certainly does not appear to be meaningful on the other. The lack of proper consultation between the banks, the communities and their representatives is particularly unhelpful at a time when the banks are abandoning so many of our high streets.

    I completely agree with my hon. Friend.

    In 2018, a Scottish parliamentary inquiry into the impact of bank branch closures on local businesses, consumers and the Scottish economy highlighted a number of concerns. It stuck out to me that Pete Cheema of the Scottish Grocers Federation said:

    “We need to go back and talk to the banks. It is very clear that the decisions are being made in London. Up and down the UK, 600 branches have closed, but part of Wales, the whole of Scotland and bits of the south-west of England have suffered the most. We need to take that in context; I wonder sometimes whether the banks understand Scotland’s landscape.”

    “there are 130 ‘cash deserts’ in Scotland (places where there is no access to either a branch or an ATM within a reasonable distance).”

    Banks are so much more than simply a place to deal with money. Age Scotland has argued:

    “For many older people, going to the bank…gets them out of the house… This is an important component in addressing the…effects of loneliness”.

    The stark reality is that bank branch closures deny vulnerable communities their right to independent living.

    Face-to-face banking must not be lost. Will the Minister clarify what work she is doing to ensure the social inclusion aspect of banking is not lost for those who need it? Bank branch closures affect around 20% of small businesses with a turnover below £2 million, as they often use branches as their primary means of banking.

    I remember working part time in retail as a university student and having to jump over to the bank with the takings of the day or to ensure we had enough petty cash in the register. Such access to banking and cash is vital, especially if we want to ensure that small businesses continue to hold a place on our high streets.

    The concerns I have outlined also apply to charities and trusts, which often heavily rely on cash donations and payments. There is a security risk to volunteers, causing additional pressure, if they have to travel a distance to an alternative branch.

    I congratulate my hon. Friend on securing this debate.

    I am lucky that my constituency has the Cambuslang bank hub, which was part of a pilot scheme involving the Post Office and the high street banks to ensure locals have access to face-to-face banking services. Does my hon. Friend agree it is important that, where there are widespread closures, there is something to replace those services for the community?

    I agree with my hon. Friend.

    I was speaking about the impact on local businesses, charities and trusts. Can the Minister confirm what the Government are doing to ensure the safety of staff and volunteers? This is an important point, because they are often having to travel a distance when their nearest bank branch has closed. Although that is a commercial decision, we cannot have our constituents put in a precarious situation when carrying cash at the end of the day or after a fundraising event.

    At the heart of this, banks tell us that the decision to close a branch is driven by customer behaviour and demand, but I would argue that banks are pushing this change. Speaking to branch staff and customers to examine the trends does not necessarily provide the full context of what is happening in a particular area. Does the Minister agree that the UK Government should consider introducing an independent body to conduct independent impact assessments, including of the impact on a local community, before a bank closes a branch? Such a localised assessment could ensure that decisions made in a local area are reflective of the needs of the local community.

    Lanark serves a much wider rural area. Access to mobile banking and different types of accessibility is so important when rural communities are left without access to banking, as people are often told that their bank is 20 miles away, inaccessible and unavailable to most.

    I thank my hon. Friend for her intervention, and Members will not be surprised to hear that I completely agree with what she has just stated.

    At the onset of the covid pandemic so many businesses across the country literally switched overnight to cashless payment systems. The concerns about the move towards a cashless society have been raised numerous times by Members from across this House. However, the shift to digital banking has only been accelerated by the ongoing pandemic. While we continue to move away from cash and towards the digital era of banking, it is vital that we ensure that no one is left behind. I mean no disrespect to my colleagues, especially those on the SNP Benches, but there is a wee bit of an age difference between myself and some of the others. I am stereotypical of those young people who are more likely to use digital wallets, smartphone apps and online banking. Recent statistics show us that about 76% of people in the UK use some form of digital money management, and this trend is increasing, especially in the younger sections of society, with more than 50% of 25 to 34-year-olds willing to go completely digital when handling their finances. That does not translate throughout older demographics and more vulnerable groups in society.

    As one of the older generation, I get my hon. Friend’s point: we absolutely are moving towards a digital economy. There is no doubt about that, but access to cash is absolutely required for the most impoverished in our society and, yes, some of our older colleagues. Does she agree that the banks and, importantly, the post offices have to look at this closely, because as high street banks close, the ATMs often go with them? They provide access to cash and, importantly, access to cash to the penny, which is still required.

    I thank my hon. Friend for his intervention, and what he is saying is important. Of course, when I was talking about older Members, I was not referring to him at all. [Laughter.] At that point, I will swiftly move on.

    Throughout the course of the pandemic, we have witnessed the need for a more digitally connected society, both for work and socialising. Banking, however, is not excluded from that. While there has been a sharp increase in the uptake of digital banking, simultaneously we have also seen a mass exodus of banks from our high streets. This poses huge concerns for those who are not digitally literate, have no access to technology or are simply uncomfortable with the transition away from cash. An important point to remember is that where some of these people are not using digital wallets, online banking or digital banking it is through no fault of their own; they might have financial struggles that mean they are unable to get access to mobile data or wi-fi. That is hindering their access and we are not necessarily talking about people from an older age demographic. The 2019 Access to Cash final report found that more than 8 million people would struggle directly as a consequence of a cashless society. Cash is therefore essential to ensuring that vulnerable groups such as older people or low-income households, who often have limited access to digital banking, are not excluded.

    As the granny of the House, I have to say that I have an electronic wallet on my phone. However, does my hon. Friend agree that it is about time the Government brought forward their access to cash Bill, which has been promised for quite a long time?

    I thank my hon. Friend and constituency neighbour for raising that important point. She has raised it on a number of occasions and I fully support her in all her comments.

    While we are trying to become this more digitally inclusive and digitally literate society, there are projects going on in that regard. For example, in my constituency, a project funded by Connecting Scotland, a Scottish Government initiative, has been working alongside the community to help people to get online and into the digital age at Lorne Gardens retirement complex in Salsburgh. The project supplies elderly constituents with 200 digital devices and mi-fi boxes so that on Tuesday nights tenants can meet to share skills with an aim to building up relationships and increasing their confidence when using their devices. I am delighted that projects such as this are providing older constituents with vital digital skills that could be used for navigating online banking. However, this should not detract from the fact that many older people still ultimately prefer traditional methods of banking. The really important point about such projects is that they teach people transferable skills, because once they get online and are able to use digital banking, they can use those skills to navigate other websites—and maybe not become too addicted on online shopping.

    In countries such as Estonia—I am delighted to be co-chair of the all-party parliamentary group—it is a constitutional right for all citizens to have access to the internet, and therefore the transition to the digital age is a far more equal process. Does my hon. Friend agree that this is something the United Kingdom needs to think about?

    I thank my hon. Friend for his contribution. As I said, if we are able to help people across all sections of society to get online, even in just one aspect such as digital banking, these are transferable skills that they can then use in digital literacy. That is absolutely key and it has to be an initiative for the UK Government.

    Although the move towards digital banking is happening rapidly, it is vital that we as politicians, banks and Governments make a conscious effort to ensure that everyone is included in this process. While 46% of Londoners are using digital-only banking, this is far from the reality for people north of the border. The responsibility of ensuring that everyone across the country is financially included therefore falls at the feet of this Government. It is imperative that we do everything we can to ensure that no one is left behind.
